Salah satu tantangan daerah dalam mengimplementasikan otonomi daerah adalah menemukan kepemimpinan yang sejalan dengan semangat otonomi daerah dan mampu mentransformasikan momentum desetralisasi untuk membawa perubahan signifikan bagi masyarakat di daerah. Walaupun masalah kepemimpinan yang tepat juga menjadi persoalan di tingkat nasional, tetapi implementasi otonomi daerah menjadikan tersebut lebih terasa bagi daerah. Mengapa demikian?

The progress of education is one of the important prerequisites for the progress of society. In Local Autonomy era, educational development is necessary to carry out by local government with an obvious legal basis, so the development programs are appropriately targeted and sustainable. Therefore, objective of this study is to find out the formulation of Local Regulation No. 6/2008 on Educational Implementation in Padang Panjang City from the emergence of idea to the step of policy stipulation. The study used a descriptive qualitative method. The data collected were primary and secondary data. The former was directly obtained from informants, while the latter was obtained from documents relevant to the topic of study. The data collected were analyzed by using a descriptive qualitative technique. Result of the study indicates that Local Regulation No. 6/2008 on Educational Implementation was a policy as a positive response given by the Office of Education on the development of Padang Panjang City as a center for education for surrounding regions. Formulation of the regulation was started from an idea promoted by the Office of Education to establish education as one of the leading sectors in Padang Panjang City labeled as �Gate-to-Mecca� City. The draft of the Local Regulation was made by the Office of Education, being accepted by the Section of Law and Human Rights in Local Secretariat, and then submitted to the Special Committee of Local Parliament in Padang Panjang City. The formulation of the Local Regulation was carried out through a policy formulation process involving many actors, such as Executive (Working Unit of Local Apparatuses and related other government instances), Legislative, and interest groups (the Educational Council and the School Committees of Elementary School, Junior High School and Senior High School). Formulation of the regulation could be done well without significant conflict of interest because all the parties relatively agreed that the regulation was important, but two things should be revised: first, dominant Islamic influence should be eliminated

The purpose of this study are: 1) to know the effectiveness of the PNTL and F /FDTL in the performance of their duties in Timor-Leste, 2) to know the factors that influence the effectiveness of the national police and F/FDTL in the performance of their duties. The research method used was the qualitative descriptive research. This research was carried out in Dili, representing the territory of Timor-Leste. Research methods for the data collection method for study of books, observation of field and depth interviews. The data obtained through a series of investigative tools were analysed using techniques of qualitative analysis. Based on the results of the analysis it can be concluded that the effectiveness of the PNTL and F/FDTL to carry out their respective functions still are not optimal. The effectiveness of the national police and security guards and public order are not effectively mitigate the chaos of the conflict between the groups in the community. Crime rate is very low compared to other countries, but caused more people to protect their own communities, not because of the attention by the police. Currently there are staff who are less, has not been able approach to handle every job into a specialized agency. This is further complicated by the persistence of the conflict in the body of the Organization to ensure that staff are less solid. The effectiveness of the national police and F/FDTL influenced by management, structured organizational and political. In the management structure, effective or not dependent on the capacity of leaders to find solutions to existing problems. Demand for forestland for non-forest uses, mostly oil palm, has increased dramatically in the past few years and has become a chief driver of deforestation in Central Kalimantan. In this paper, we aim to shed light on how multiple levels of government create a facilitating environment for oil palm expansion. In our research, we employed three different methods: content analysis of key policy documents, participant observations, and expert interviews. We found that the technical complexities of formal procedures for the conversion of forest to oil palm are relatively easy to bypass. Contradicting laws and regulations have created a situation where the Ministry of Environment and Forestry (MoEF) and local governments have relatively equal legal mandates and authority over land-use and allocation. This is further complicated by the ambiguity of the decentralization policy. Enabled by the spatial planning law and the decentralization laws, local governments have aggressively issued plantation licenses for forest areas without the formal release of the forest from the Ministry of Forestry. The issuance of plantation permits has also been legitimized by other policies within central government, which have made oil palm a national priority.

Diindikasikan bahwa tingginya laju kerusakan hutan di Indonesia ada kaitannya dengan tingkat korupsi yang tinggi. Penelitian ini bertujuan untuk mengidentifikasi tipologi dan kerawanan korupsi sektor kehutanan di Indonesia. Sejak tahun 2001 sampai dengan 2015, sebanyak 39 pelaku korupsi sektor kehutanan yang terdiri dari anggota DPR, pejabat Kementerian Kehutanan, Kepala Daerah (Gubernur/Bupati/Kepala Dinas) serta pengusaha, telah diproses hukum dan mendapatkan vonis dari pengadilan. Terdapat 6 (enam) tipologi korupsi sektor kehutanan di Indonesia yaitu: 1) korupsi transaksional, 2) pemerasan, 3) investasi untuk korupsi, 4) nepotisme, 5) korupsi untuk bertahan, dan 6) korupsi untuk mendapatkan dukungan. Law No. 26 Year 2007 on Spatial Planning (UUPR) mandated that all levels of government administration, ranging from the national, provincial, district/ city are obligated to prepare Spatial Plan (RTR). Until 2012, Central Kalimantan is one of the provinces which have not completed its Spatial Plan; one of the reasons was the lack of spatial integration of forestry spatial planning and provincial spatial planning of Central Kalimantan.The absence of spatial integration of forestry and provincial spatial planning of Central Kalimantan has the implication in triggering conflicts of land use.
