QIT–Quantum Information Technologies promises
are very serious, greatly exceeding only technical and market
levels. Development of QIT in Europe, treated as building a new
infrastructural civilization level, requires a broader view of
coordination, funding and priority-setting policy. Simple measures
used in the case of the development of new technologies, but not
creating a significant ecosystem, are insufficient in this case.
Quantum technologies are poised to create a new information layer
of knowledge-based society. In this essay, the author subjectively
addresses some of the issues such as: what we already know and
what we don't know, and what efforts are being made in Europe.

Displacement damage (DD) caused by fast neutrons in unbiased Gallium Arsenide (GaAs) light emitting diodes (LED) resulted in a reduction of the light output. On the other hand, a similar type of LED irradiated with gamma rays from a (60)Co source up to a dose level in excess of 1.0 kGy (1.0 x 10(5) rad) was found to show no significant drop of the light emission. This phenomenon was used to develop a low cost passive fluence monitor and kinetic energy released per unit mass dosemeter for accelerator-produced neutrons. These LED-dosemeters were used to assess the integrated fluence of photoneutrons, which were contaminated with a strong bremsstrahlung gamma-background generated by the 730 MeV superconducting electron linac driving the free electron laser in Hamburg (FLASH) at Deutsches Elektronen-Synchrotron. The applications of GaAs LED as a routine neutron fluence monitor and DD precursor for the electronic components located in high-energy accelerator environment are highlighted.

ABSTRACT Tailored optical fibers (TOF) may have non-standard geometrical shapes and dimensions as well as very complex internal refraction and physical structure. Practice shows, that in numerable cases, the standard measurement methods have to be specially adapted to particular case of a fiber. In some cases, a class of novel methods has to be worked out. In this work we present a number of modified measuring methods that suit the needs of characterization of a few basic kinds of tailored optical fibers such like: nonstandard dimension fibers, noncircular core fibers, complex shape fibers, complex refraction fibers, multicore optical fibers, nonlinear and active fibers. The modified measuring methods of tailored optical fibers include, among others: refractometry, polarimetry reflectometry, scatterometry, nefelometry, measurements of dimensions and shapes. Modifications of classical measuring equipment require usage of optimized light coupling techniques. The characterization and measuring methods of such fibers have to be standardized to enable the designers of the photonic functional systems (such as telemetric, sensory and optical signal processing) to apply them in a reliable and repeatable way.

ABSTRACT The paper describes possible configuration of hardware and a bunch of Matlab functions of controller and simulator of the resonant superconducting, narrowband niobium cavity, originally considered for the TTF and TESLA in DESY, Hamburg (now predicted for the VUV and X-Ray FEL). The configuration of the hardware can be done in different ways to achieve the most adequate setup to the requirements. There is described set of basic Matlab functions for advanced users and developers of control algorithms. The functions allow to configure basic features and functionality of the SIMCON device.
