O novo estágio de genocídio e limpeza étnica perpetrado por Israel na Palestina desde 7/10/2023 se desenvolveu diante da falha da comunidade internacional, incluindo governos solidários aos palestinos, de agir materialmente para o cessar-fogo e a promoção real de paz. A inclusão de palestinos como dignos de direitos e liberdade segue aprisionada por retóricas vazias a partir de uma solução de dois Estados que, em vez de construir caminhos de descolonização, faz parte do arcabouço de normalização das relações com Israel, de fato, um estado único colonial. Israel não somente age com impunidade, mas tem o poder e ferramentas para oprimir palestinos por causa do apoio econômico e legitimidade política que recebe há muitas décadas de outros estados, incluindo aqueles que criticam a colonização, mas cedem à diplomacia de armas israelense e fecham acordos militares e comerciais. Neste artigo, argumentamos que medidas de solidariedade real que contribuam de fato para a paz exigem métodos de descolonização que incluem a desnormalização de Israel nas relações internacionais. Apontamos para ações recentes envolvendo bloqueios e a possibilidade de sanções e embargos como parte do caminho e o valor de movimentos sociais, sindicatos e sociedade civil organizada engajados em ação direta e pressão na arena internacional.

This paper explores the praxis of the Zionist Left in Brazil, particularly during the 2010s. It argues that the Zionist Left, which claims to be a progressive group that stands in solidarity with oppressed people in Palestine and in Brazil, functions in fact as a colonial counterrevolutionary actor against radical left emancipatory politics. Indeed, the Zionist Left function as gatekeepers, blocking sectors of the Jewish community and the Brazilian Left from joining the growing Anti-Zionist decolonial movement in Brazil. This paper aims to show how various Zionist Left groups have historically worked with the Zionist elite and the Brazilian State to undermine Anti-Zionist communist Jewish alternatives by resorting to fraudulent discourse and even force in order to build support for the Zionist settler colonial project in Palestine. This paper utilises a Marxist, anti-Zionist and anti-colonial framework to provide a counter-hegemonic critique for an emancipatory praxis that rejects colonialism.

A presente dissertação pretende fazer uma investigação a respeito do fenômeno chamado de judaização da Palestina: qual é o seu propósito, políticas, meios, instrumentos, técnicas, racionalidade, objetivos e interesses além de medir o seu impacto sobre a questão Israel- Palestina e a vida das pessoas que residem nos Territórios Palestinos Ocupados — palestinos e colonos judeus. Desta forma, serão historicamente e analiticamente examinadas as principais manifestações deste fenômeno, como o desenvolvimento da política de
assentamentos judeus nos territórios palestinos e os instrumentos legais e burocráticos de controle social da população palestina entre 1967 e 2013. Pretende-se identificar a racionalidade da burocracia colonial israelense. O problema central da presente investigação reside na contraposição dos argumentos oficiais das autoridades israelenses a respeito da presença judaica nos TPO e do impasse político com os palestinos, trancados nos paradigmas da segurança e do conflito, com o espectro proposto da judaização da Palestina, que trata da colonização, desapropriação, deslocamento voluntário e involuntário além do controle social de um grupo étnico social dominante e estrangeiro sobre outro subjugado e indígena. Pretendo sustentar que a narrativa da judaização — em oposição à narrativa hegemônica sionista — é a mais apropriada para compreender alguns aspectos centrais da relação entre judeus e palestinos naquela terra – a fragmentação espacial da Cisjordânia, o isolamento da Faixa de Gaza, os silenciosos despejos em Jerusalém Oriental e a manutenção do status quo – já que as autoridades israelenses conseguiram, por meio do projeto de judaização, despolitizar a questão Israel-Palestina, transformando-a em uma discussão econômica, humanitária e de segurança.
Abstract
Judaization of Occupied Palestine: Colonization, Disposession and Displacement in the West Bank, East Jerusalem and Gaza Strip between 1967 and 2013
This dissertation aims at investigating a phenomena called Judaization of Palestine: its purpose, politics, means, instruments, techniques, reasoning, objectives and interests and measure its impact on Israel-Palestine matter and lives of people living in Occupied Palestinian Territories (OPT) — palestinians and jewish settlers. In that manner, the main manifestations of this phenomenon will be historically and analytically examined, such as the development of the Jewish settlements in Palestinian territories and the legal and burocratical instruments of social control over the Palestinian population between 1967 and 2013. The central problem of this investigation is focused on the official arguments of the israeli authorities about the Jewish presence in the OPT and the political impasse with the palestinians, linked to the paradigm of security and conflict in opposition to the Judaization of Palestine spectrum, which is about colonization, dispossession, volunteer and forced displacement and social control of a foreigner dominant social ethnical group above other indigenous and subdued one. I intend to support the judaization narrative — in opposition to the zionist hegemonic narrative — as the most appropriate to understand some of the central aspects of the dispute between israelis and palestinians over that land, as the spatial fragmentation of West Bank, the Gaza Strip isolation, the silent displacement occurring in East Jerusalem and the maintenance of status quo. From this we can reach the relevance and justification for the elaboration of this dissertation.

Desde os anos 2000, o governo israelense de Jerusalém Oriental começou a implementar uma série de políticas para o desenvolvimento e a integração dos espaços e da população palestina residente da cidade em meio a uma série de revoltas sociais tanto de palestinos como de israelenses. Essas políticas orientadas pela razão neoliberal para a revitalização urbana, a capacitação profissional e a promoção do empreendedorismo dos nativos palestinos representam uma contradição em relação à história de alienação, despossessão e de-desenvolvimento de Jerusalém Oriental pelo poder colonial israelense para a judaização socioespacial da cidade. Em nenhum momento dessa fase de inclusão, entretanto, as medidas de exclusão foram interrompidas. Esta tese se debruça sobre a contradição entre o avanço do desenvolvimento neoliberal pelos israelenses em Jerusalém Oriental e a continuidade de políticas coloniais que alguns poderiam considerar “iliberais”. Em oposição àqueles que entendem o entrelaçamento ambivalente entre medidas coloniais e neoliberais como um paradoxo, antagonismos ou a construção de um multiculturalismo neoliberal decolonial, esta investigação argumenta que colonialismo e neoliberalismo seriam fenômenos que expressam singularidades da universalidade capitalista. A sua combinação permite a acumulação primitiva de capital ocorrer permanentemente por formas explicitamente coercitivas e baseadas na força, e também por meios progressistas e humanizados que funcionam como uma tecnologia fraudulenta de despossessão e controle dos subalternos em Jerusalém. A partir da análise das relações de raça e classe em Jerusalém, argumentamos que o neoliberalismo progressista e o urbanismo empreendedor seriam instrumentos despolitizados de pacificação dos palestinos e aquietação da classe trabalhadora israelense. O colonialismo neoliberal representaria a síntese das contradições entre as suas tecnologias duras e suaves que permitem a reprodução das desigualdades raciais do governo colonial como resultados “naturais” das relações de mercado. A hegemonia neoliberal sobre a regulação social permite estancar as vulnerabilidades do regime colono, como na formação de um anticolonialismo neoliberal entre a resistência palestina.
ABSTRACT
Since the 2000s, the Israeli government of East Jerusalem began to implement a series of policies for the development and integration of its Palestinian residents and their spaces of living after social upheavals by both Palestinians and Israelis. These policies underscored by the neoliberal reason for urban revitalization, professional training and the advancement of entrepreneurship represent a contradiction to the history of alienation, dispossession and de-development of East Jerusalem by Israeli colonial power for the city socio-spatial Judaization. However, the exclusion measures were not interrupted during this inclusion phase. This thesis focuses on the contradiction between the rise of neoliberal development policies by Israeli actors in East Jerusalem and the continuity of colonial policies that some might consider "illiberal". In opposition to those who understand this ambivalent entanglement between colonial and neoliberal measures as a paradox, antagonistic or the construction of decolonial neoliberal multiculturalism, this investigation argues that colonialism and neoliberalism are phenomena that express singularities of capitalist universality. Their combination allows the primitive accumulation of capital to occur permanently by explicitly coercive and force-based forms, and also by progressive and humanized means that function as a fraudulent technology for the dispossession and control of subalterns in Jerusalem. Based on the analysis of race and class relations in Jerusalem, we argue that progressive neoliberalism and entrepreneurial urbanism would be depoliticized instruments of pacifying Palestinians and silencing working-class Israelis. Neoliberal colonialism is the synthesis of the contradictions between its hard and soft technologies that allow the reproduction of the colonial government and its racial inequalities as "natural" results of market relations. The neoliberal hegemony over the settler colonial regime social regulation allows the reduction of its vulnerabilities, as in the formation of a neoliberal anti-colonialism in the Palestinian resistance.

Desde la década de 2000, el gobierno israelí de Jerusalén Este ha comenzado a implementar una serie de políticas para el desarrollo y la integración de los espacios y la población palestina residente de la ciudad en medio de una serie de trastornos sociales tanto por parte de palestinos como de israelíes. Estas políticas guiadas por la razón neoliberal para la revitalización urbana, la formación profesional y la promoción del espíritu empresarial de los palestinos nativos representan una contradicción en relación con la historia de alienación, despojo y des-desarrollo de Jerusalén Este por parte del poder colonial israelí para la judaización socioespacial de la ciudad. Sin embargo, en ningún momento de esta fase de inclusión se interrumpieron las medidas de exclusión. Esta tesis se centra en la contradicción entre el avance del desarrollo neoliberal por parte de los israelíes en Jerusalén Este y la continuidad de las políticas coloniales que algunos podrían considerar "antiliberales". En oposición a quienes entienden el entrelazamiento ambivalente entre medidas coloniales y neoliberales como una paradoja, antagónica o la construcción de un multiculturalismo neoliberal decolonial, esta investigación sostiene que el colonialismo y el neoliberalismo colonialismo y neoliberalismo serían fenómenos que expresan singularidades de la universalidad capitalista.
