The child resistant device allows the outer capsule (36) to rotate in relation to the inner capsule (35) counterclockwise. In the clockwise direction, the locking teeth and recesses (64) are engaged so that the rotation of the outer capsule (36) will push the inner capsule (35) into the threaded engagement. Removal of the inner capsule (35) from the neck (32) is accomplished by ovalizing the outer capsule (35) to engage ribs on the inner capsule (35) with ribs on the inner surface of the side wall of the outer capsule (36). .
