Abstract
PURPOSE:To enable efficient data transmission, by inserting fill bits in every one line and a plurality of lines, in coding video data after pickup from a buffer memory storing in a plurality of line units. CONSTITUTION:The video data in 32-bit each toward subscanning direction outputted from a reader 1 is stored in a memory block for M line's share of a buffer memory 5 and one line each is sequentially picked up from another memory block to be outputted to a compression decoder 6. For each one line of the coded video data, the fill bit is inserted for one line each so that the transmission time S is a recording time per one line at the reception side, and the fill bit can be inserted for the time of[MXS-(M line's share of compressed data transmission time)]per M lines.
