Abstract

PURPOSE:To prevent the lowering in the processing speed at decoding, by taking the original video element data, if the number of changing points in one row video element data exceeds a given value. CONSTITUTION:A two dimensional video signal is input from a terminal 13 and stored in the memory 14 once. The video information stored in the memory 14 is read out on a shift register 15a one by one scanning line and coded. The iformation of scanning line before one line is stored in the shift register 15b and used as the reference information. When the coding of one scanning is ended and the code is stored for one scanning line's share in the buffer memory 23, the number of changing points on one scanning line and the number fed from the constant memory 30 are compared at a comparison circuit 28, and as a result, the number of changing point on one scanning line is greater than the value set on the memory, then logic ''1'' is output from the comparison circuit 28 and it is fed to a selector 24 via an OR gate 31, and thus, the selector 24 reads out original picture information for one scanning line's share from the memory 14 and it is transmitted from an output terminal 25.
