Abstract

PURPOSE:To reproduce excellent pictures from many kind of picture inputs by detecting conversion outputs with large absolute values in sequence and then by apportioning bits to selected conversion outputs and their selective signals before coding. CONSTITUTION:At every time of cross conversion, conversion output 15 is stored and compared by a comparator to detect conversion output 15 with a great absolute value in sequence, and until the number of bits apportioned to conversion outputs 15 out of the number of bits to be transmitted is obtained, the selection is carried on, thereby outputting selective signal 42 showing selected conversion output 15. Conversion output 15 and selective signal 42 are inputted to coding circuit 43 to apportion bits to the conversion output 15 selective signal 42, thereby coding them. Signal 23 corresponding to coded signal 44 is received to detect selective signal 52 corresponding to selective signal 42. Decoding circuit 53 decodes signals corresponding to the number of bits apportioned by signal 23 and selective signal 52 at the time of coding.
