PURPOSE:To avoid the decrease of encoding efficiency, by changing the Huffman code to a digital signal when correlation is present between sample points, depending whether there is a change in the polarity of signal between one sample prcedent point and present sample point or not. CONSTITUTION:The input signal on a signal line 451 is input to a circuit 400, and an output 1 is made on an output line 452 if the sign of positive or negative is changed and the output is fed to a control circuit 402. When the output 1 is made, the control circuit outputs 0 to the output line 454 during the clock and outputs 1 afterward, and if output 0, 1 is output on the output line 454. On the other hand, the signal on a signal line 451 is converted into an absolute value at an absolute value conversion circuit 401 and output on a signal line 453 and input to a Huffman encoding circuit 403. Further, when the signal line 454 is at 1, the Huffman code is output on a signal line 455 in synchronizing with the clock, and if 0, no signal is output.
