The discussion of the role of leisure professionals in leisure policy in Chapter 5 focused on the `internal’ workings of the local authority, and on the actors involved in policy development. However, one should recognise that although policies may be effected by the actors involved, they are likely to be affected by other factors, including those external to the authority itself. The structural location of local governments in Britain vis-a-vis central government, the European Community and the international economy, are important factors in defining the resources for, and limitations of, the action of local government politicians and professionals. In this final chapter, therefore, we return to a discussion of the wider political, economic and cultural context of leisure policy decision-making, before going on to consider the development of new policy responses to the situation of the late 1980s and early 1990s in a metropolitan mistrict.

The preceding chapters of this book have sought to map out the changing role of the state in leisure policy, and to identify both the trajectory of, and influences affecting, such change. However, the state’s response in policy terms does not take place in isolation from developments in the commercial and voluntary sectors. In the 1980s and 1990s, when attempts have been made to reduce and restructure state spending, the commercial and voluntary sectors have become more significant. Any explanation of the nature of leisure policy and the role of the state will be required to take account of the process of mutual adjustment between the leisure sectors. An analysis of leisure policy cannot be neatly encapsulated in a discussion of the state machinery. This chapter will therefore provide an account of the contemporary significance and historical development of the commercial and voluntary; sectors, as a precursor to the discussion in the final chapter of the state’s role in neo-Fordist or post-Fordist Britain in the 1990s.

Abstract This paper focuses on the salience, engagement and influence of selected stakeholders in two key sport policy initiatives in Taiwan during the Covid-19 pandemic. The paper identifies three principal dimensions in the stakeholder literature which relate to, the uses of stakeholder theory; sources of nature and level of stakeholder influence; and perspectives on the nature of stakeholder decision-making; and it seeks to evaluate the contribution of these three principal dimensions of stakeholder theory to the explanation of stakeholder resources, interests, and behaviour in the policy/management scenarios identified. In terms of methodology the study is founded on the ontological and epistemological assumptions of critical realism. In terms of method, the analysis of stakeholder interests, activities and impacts is undertaken through a thematic analysis of documents, and interviews with leading figures in government and sport in Taiwan (n = 11), in relation to the two policy initiatives highlighted. The paper explores the outcomes of stakeholder interaction in the two scenarios, and evaluates the contribution to our understanding of these outcomes, providing a useful test of the extent to which the cases in the two scenarios respectively depart from, or conform to, the outcomes anticipated in the ideal typical accounts of stakeholder interaction.

Abstract The role and significance of Olympic and Paralympic education has become increasingly evident in the activities of Olympic and Paralympic host cities. The development of Olympic and Paralympic education as a compulsory element has become a key policy aim for host cities and nations, with long-term planning and strategies needed for successful delivery. However, there remains a paucity of studies assessing the ways of planning and developing Olympic and Paralympic education mediated by contextual factors. Tokyo 2020 Olympic and Paralympic education has been implemented in schools nationwide as a national campaign and represents the first occasion in which Paralympic education is promoted in parallel with Olympic education. This study conducted a realist evaluation to analyse the history of education and sport policy in Japan, thus identifying contextual factors that informed planning and system development issues for school-based Tokyo 2020 Olympic and Paralympic education. This study suggests a methodological approach to identifying and evaluating contextual elements and mechanisms that are relevant in the development of Olympic and Paralympic education.
