With over one billion people globally experiencing some form of disability, this study aims to analyze the factors influencing the welfare and accessibility of persons with disabilities in DKI Jakarta Province, focusing on well-being, education and employment, and technology and financial inclusion. The research method used is a descriptive qualitative approach, with the aim of presenting a complete description of the problem being studied. Studi ini bertujuan untuk menggambarkan aspek-aspek open government dalam perencanaan pembangunan daerah dan menganalisis perencanaan pembangunan yang ideal dalam mengadopsi aspek-aspek open government. Desain penelitian ini menggunakan pendekatan kualitatif dengan Soft Systems Methodology (SSM). Teknik analisis data dengan menggunakan analisis CATWOE (Customer, Actor, Transformation, Weltanschaung, Owner, dan Environment). Adapun hasil penelitian ini menunjukkan bahwa 1) Perencanaan pembangunan daerah sudah secara alamiah telah mengadopsi aspek-aspek dari OG yaitu partisipasi, trnasparansi, dan kolaborasi namun belum dilakukan secara sengaja (by design) sehingga penetapan program kegiatan dalam RAPBD tidak sesuai dengan hasil musrenbang; 2) Adanya jaminan transparansi dalam setiap proses perencanaan pembangunan dan maksimasi penggunaan TIK menjadi syarat diadopsinya aspek-aspek OG dalam perencanaan pembangunan yang ideal. Penelitian ini menggunakan metode deskriptif dan kualitatif dengan menggunakan teori Technology Acceptance Model (TAM) dari Fred D. Davis dan teori user interface menurut Wiwit Siswoutomo. Teknik pengumpulan data dilakukan metode wawancara dengan berbagai narasumber dari berbagai OPD (Organisasi Perangkat Daerah) , dokumentasi dan observasi. The goal of this research is to develop a unique autonomy evaluation model for Papua and West Papua Province. The CIPP Model (Context, Input, Process, Product) and the Gap Analysis Model were used in this study. Mengingat belum adanya parameter tentang kecamatan berkelas dunia, maka perlu disusun konsep awal dengan memadukan antara berbagai kebijakan dengan teori. This study aims to analyze how much the influence of leadership, motivation and work culture on the performance of the Poverty Reduction Program in the Administrative City of North Jakarta. The research location is in North Jakarta City, DKI Jakarta Province. The selection of location is based on the assumption that the difference in status has an impact on the leadership under it vertically.The research method uses a quantitative approach with a total population of 1,724,161 people. The sampling technique was proportional stratified random sampling using the Slovin formula, with a total of 95 samples. The data analysis technique in the research that will be carried out is simple linear regression and multiple linear regression to analyze the variables studied. The study uses a quantitative approach by taking a sample of 286 respondents from a population of 1003 people. Data collection in this study using questionnaires. This study discusses the influence of delegation of authority, budget allocation and leadership to the performance of sub-districts in Garut Regency, West Java Province, Indonesia. This research uses a quantitative approach by collecting data in the form of questionnaires to respondents. The number of samples taken in this study was 286 respondents from a total population of 1003 people with a stratified random sampling technique. Data analysis techniques using SEM analysis. Based on the results of the study note that the delegation of authority, budget allocation, and leadership has a positive and significant effect on the performance of districts in Garut Regency, both partially and simultaneously.

This study aims to analyze performance of the Community and Village Empowerment Service in realizing community empowerment through the use of Village Funds. The theory used is the performance of Sinambela Lijan (2012), with indicators of productivity, responsiveness, responsibility and accountability. The approach to data analysis is the SWOT analysis with the Litmus test. Law Nomor 6 Year 2014 about Village have the hybrid model, combination between self governing community and local self government (but quasi). According to Indonesia Constitution 1945 (before amendment), village or the other names will be construct as local government, and implemented in several law about local government during 1945-1979. After amendment, village or the other names, will construct as social community. Facing rapid change of industrial revolution 4.0 (Schwab; 2016) and society 5.0 (Fukuyama; 2018), Indonesia government should choose one of three choices namely : self governing community, local self government, and hybrid.
