This study aims to analyze the implementation of Smart City that integrates villages and cities i... more This study aims to analyze the implementation of Smart City that integrates villages and cities in Purwakarta Regency, identify and analyze any inhibiting factors that influence the development process of the City of Purwakarta towards the Smart City, identify and analyze the efforts of the Purwakarta Regency government in realizing Smart City. The research method used in this study is a qualitative research method with a descriptive approach.. The results showed that the smart city that was implemented in Purwakarta Regency focused more on the use of information technology to improve services to the community, meaning this concept was more accurately referred to as a digital city. Some programs that have been implemented by the Regional Government are the first steps to realize Purwakarta Regency as a smart city. Barriers and obstacles faced include: not yet comprehensive existing policies to accommodate the problems faced in the implementation of smart cities, ICT human resources are still limited both in quantity and quality, budget limitations cause the existing infrastructure is not optimal, especially in villages, interoperability is not optimal, and blueprint has not been prepared comprehensively. Efforts that have been made by the Purwakarta Regency government include: Several legal products both regent regulations and regent instructions have been issued to support the implementation of smart city, ICT competency enhancement, application interoperability in each OPD, budgeting for device maintenance, Budgeting for developing systems, and budgeting for improving the welfare of ICT employees.

As one of the strategic cities, Bandung has many social and economic problems to be solved such a... more As one of the strategic cities, Bandung has many social and economic problems to be solved such as traffic jam, health, education, law, and order, etc. In this regard, ICT implementation would likely one of the effective ways to overcome those problems. The objective of this study are: (1) to describe and to analyze how the municipality make the three main dimensions, technology, community, organization, have the same perspective in establishing smart city: infrastructure integration and technology service mediation, social learning for human infrastructure strengthening, as well as management of organizational improvement and community involvement. (2) To describe their roles and their commitment to realizing “Bandung Juara” program with the goal Bandung as comfort and modern city. In this study, the authors use the descriptive qualitative method. The results show that there are five cooperated aspects of urban development such as tourism and transportation, public service and business, education, health, as well as governmental management. The local government applies three strategies to build the city of Bandung, namely innovation, decentralization, and collaboration. The research provides some contributions to understand the collaboration facets of cooperation development in the smart cities context. Residents are allowed to have one ID card only. The issuance of a single ID card and the establishment of an accurate and a complete population database require technological support to ensure the accuracy of a person’s identity and the identity card which has a strong authentication method and a high identity data security to prevent counterfeiting and duplication. The use of biometric systems in electronic Id card (e-KTP) makes it possible to the owner of the e-KTP to be connected into a single national database. Therefore each resident requires one ID card only. The objective of this research is to explore the extent of the effectiveness and the efficiency of the use of biometric systems on the preparation of national database based on single-KTP number (NIK) in Bandung. The method of this research is qualitative descriptive analysis technique. The Measuring of the effectiveness and the efficiency is the dimensions of system quality Wilkinson. The effectiveness of the use of biometric systems in the process of e-KTP in Bandung is effectively categorized based on quality systems indicators such as: Relevancy, Capacity, Timeliness, Accessibility, Flexibility, Accuracy, Reliability, Security, Economy and Simplicity. The Efficiency of the use of the biometric system is quite efficient because the reviewing of the recording results can be done more quickly and automatically, biometric systems can increase productivity and efficiency as well as reduce job turnaround time in checking the accuracy of the data with the card owner.

Mulai dari penyiapan orang, budaya, mekanisme organisasi, bahkan teknis pemeliharaannya. Tak selamanya SIA yang berbasis TIK bisa meningkatkan kinerja pengelolaan administrasi akademik, manakala lembaga hanya menganggap bahwa implementasi TIK untuk SIA hanya sekedar menyiapkan perangkat keras TIK. Penelitian ini bertujuan untuk meneliti sejauhmana sumbangan efektivitas manajemen SIA (X 1), budaya TIK (X 2), ketersediaan fasilitas TIK (X 3), dan kualitas SDM SIA (X 4) terhadap kinerja perguruan tinggi (Y). Metode penelitian yang digunakan adalah deskriptif analitik, populasi dalam penelitian ini melibatkan 22 perguruan tinggi yang ada di Kota Bandung yang mengadaptasikan TIK dalam sistem administrasi akademiknya dan yang mengelola program strata-1 (S1). Untuk sampel kelembagaan, dengan menggunakan Proportionate random sampling (Sampel Acak secara Proporsional), didapat 18 perguruan tinggi yang terdiri dari 8 universitas, 3 institut, dan 7 sekolah tinggi. Sampel dosen dan mahasiswa masing-masing sebanyak 988 orang dosen dan 1579 orang mahasiswa. Alat pengumpul data yang digunakan adalah angket yang telah teruji validitas dan reliabilitasnya. Data yang telah terkumpul dianalisa dengan analisis deskriptif analitik, sedangkan pengujian hipotesis menggunakan analisis jalur atau path analysis. Hasil penelitian menunjukkan bahwa menurut manajemen lembaga, semua variabel secara bersama-sama berpengaruh secara signifikan terhadap variabel Y sebesar 71,35%. Menurut dosen berpengaruh signifikan dengan besarnya sumbangan sebesar 77,5%, dan menurut mahasiswa berpengaruh signifikan sebesar 83,0%. Abstract: The effectiveness of ICT implementation in an institution management system often faces non-technical obstacles not prepared by the institution. Those non-technical obstacles include the human resources, culture, organization, and also maintanance. When an institution thinks that implementing ICT-based academic information system is preparing the hardware and software merely, the system does not work effectively. This study tries to investigate how effective the quality of the academic information system, (X 1), the culture of ICT (X 2), the ICT facilities provided (X 3), and the human resources (X 4) are in improving the work performance in universities (Y). The method employed in this study is the descriptive analysis with the population consisting of 22 universities in Bandung utilizing ICT in administering their academic information and programming in undergradute level. This study also uses a sampling method namely proportionate random sampling that yields eighteen universities, three institutes, and seven politechniques. They contain 988 lecturers and 1579 students. In addition, the instrument utilized in this study is questionnaire whose validity and reliability have been tested. The data colleted are analyzed through the descriptive analysis whereas the hypothesis is tested through the path analysis. The results show that according to the management, all the variables simultaneously give significant influence to the Y variable for 71,35%. Whereas, according to the lecturers the influence is 77,5% and the students say that the significant influence is 83,0%.

The purpose of this study of ICT culture is to evaluate the progress of ICT culture at higher education environment in supporting the success of the implementation of academic information system in Bandung City. By using descriptive research analytical method, the population in this study involved 37 higher educations in the city of Bandung which adopt ICT in their academic and administrative system that runs undergraduate (S1) program. This study shows that management and lecturer group respondents evaluate that ICT culture at higher education is very high, while students evaluate that ICT culture at higher education is high. The purpose of this study is to describe and to analyze the optimalization of management informat... more The purpose of this study is to describe and to analyze the optimalization of management information system application of integrated sub-district administrative service (SIMPATEN) in Sragen toward the licensing service to the public and business world. This study used qualitative research methods with descriptive approach. The sample consists of 3 sub-districts, they are Ngerampal, Gemolong and Plupuh. The results shows that the application of SIMPATEN is applied via a parallel approach where new system is operated by the old system simultaneously. This method has an effect on the increase of budget for facilities and personnel to maintain both duplicated systems. The main constraints of the implementation of SIMPATEN is incompetency of human resources who manage SIMPATEN. Recruitment of professional staff is the main solution, but budgetary fund owned by the local government is limited. Currently, the best way to solve this problem is giving them trainings related to SIMPATEN. However, this condition causes management staff formation runs slower. Another way is the local government also sought partnership with higher education/private companies. The research method used was a descriptive study with a qualitative approach in order to assess the implementation of management information systems integrated administrative services sub-district (SIMPATEN) in Sragen. The study population consisted of 20 sub-districts with a sample of 3 Sub-district (Sub-district Ngerampal, Gemolong and Plupuh). The sampling technique used is purposive sampling based on distance criteria for sub-districts to one stop services agency in the district. The scope of the study covers aspects of the organization, the implementing agency, and implementation phases of the response to the application of SIMPATEN. Method of data collection in this study are interview, documentation and observation. Further descriptive and qualitative data will be analyzed through the content and the depth of translating a phenomenon in analyzing SIMPATEN application indicators which can illustrate its implementation.

This research is descriptive research that taking place in the city of Bandung with all higher educations in the city of Bandung for the populations. The used selected sample is purposif sampling technique, it is higher educations that organize graduate program and adopt ICT into their academic information system. The samples come from 18 higher educations, 988 persons are lectuters and 1581 persons are students. Data is obtained by using questionnaire and it is processed by using descriptive statistical technique. The results shows that the effectiveness of the planning and the organizing of academic information systems at higher educations in the city of Bandung has been largely effective. The effectiveness of the implementation of the academic information systems is good enough. The effectiveness of the process of monitoring and evaluation of the academic information system indicates that the number of higher educations that still ineffective in their monitoring and evaluation systems is quite significant. The output of academic information system of all higher educations in the city of Bandung is good. In addition, all higher educations have a good quality information system program.

Bureaucratic reformation is the fundamental structuring efforts are expected to have an impact on... more Bureaucratic reformation is the fundamental structuring efforts are expected to have an impact on changing systems and structures. The system deals with the relationship between the unsure or the element that influence each other and are associated to make a form totally. The change in one element can influence the other elements in the system. The structure relates with the order of who arrayed a regular basis and systematically. Structure changes is also included with the mechanism and procedure, human resources, facilities and infrastructure, organisation and organisation’s environment in terms of the achievement of the efficiency of government bureaucracy. These changes include allowing all of the aspects of the bureaucracy has sufficient capacity to carry out the duties and the basic function. Bureaucratic failure in a term for service the public until now represent poor governance both at central and local government level. The urgency of bureaucratic reform in Indonesia is driven by a number of important note. First, the increased apparatus expenditure is caused by increased of apparatus recruitment without unmeasured control. Second, the ballooning cost of democracy (election) affected the floated of local government budget have increased significantly. Unfortunately, these competition is not born the good leadership for local government. The magnitude of the election budget and the impact on governmental bureaucracy resulted not ready to close the budget deficit. More than these bureaucracy has loyalty dilemma caused by dispersed of concentration in every election’s activity. Third, increased of develop the bureaucratic organisation without planning and analysis of the measured trigger financing and recruitment of apparatus that not less. As a result, the bureaucracy in most areas are overload, or even lack in outside of Java. In other side, less of local incomes make dependence to central government, while the local government expenditure is too far from efficiency, even tend to be less controlled due to the high cost of the organisation. Fourth, extensive corrupt behaviour in almost all public sector bureaucracy encourages lose confidence as a public servant. Fifth, lack of oversight resulted in most local governments tend to be consumptive, wasteful and lacking focus. The problem are how to reform the bureaucracy, what the obstacles to reform the bureaucracy, and how about the better reform bureaucracy design to minimalize the extensive problem?

Kecenderungan pemakaian teknologi digital dalam organisasi publik saat ini tidak dapat dihindari lagi. Untuk itu, konsep digital e-government atau yang dikenal dengan istilah e-government harus dipersiapkan secara matang, agar dapat menghindari terjadinya kegagalan dan penurunan kinerja layanan. Usaha pencapaian tujuan hasil akhir penerapan konsep ini harus memperhatikan dua hal, yaitu: proses transformasi elektronik dalam organisasi, serta dampak-dampak ikutannya. Di Indonesia, konotasi tentang e-government merujuk pada penggunaan komputer dalam prosedur pelayanan yang diselenggarakan oleh organisasi pemerintah. Transformasi tradisional government menjadi electronik government (e-government) menjadi salah satu isu kebijakan publik yang terus dikembangkan. Dalam khazanah international, e-government lebih merujuk kepada teknologi yang sudah tersedia secara luas di negara-negara maju, yaitu teknologi internet. Dalam banyak literatur, e-government juga dikaitkan dengan konsep digital e-government atau online e-government, dan biasanya dibahas dalam konteks transformational e-government, yaitu penggunaan teknologi internet yang diharapkan dapat menjadi wahana dalam proses pertukaran informasi, menyediakan sarana layanan dan kegiatan transaksi dengan masyarakat, pelaku bisnis dan pihak pemerintah sendiri. This method has an effect on the increase of budget for facilities and personnel to maintain both duplicated systems. The main constraints of the implementation of SIMPATEN is incompetency of human resources who manage SIMPATEN. Recruitment of professional staff is the main solution, but budgetary fund owned by the local government is limited. Currently, the best way to solve this problem is giving them trainings related to SIMPATEN. However, this condition causes management staff formation runs slower. Another way is the local government also sought partnership with higher education/private companies. The research method used was a descriptive study with a qualitative approach in order to assess the implementation of management information systems integrated administrative services sub-district (SIMPATEN) in Sragen. The study population consisted of 20 sub-districts with a sample of 3 Sub-district (Sub-district Ngerampal, Gemolong and Plupuh). The sampling technique used is purposive sampling based on distance criteria for sub-districts to one stop services agency in the district. The scope of the study covers aspects of the organization, the implementing agency, and implementation phases of the response to the application of SIMPATEN. Method of data collection in this study are interview, documentation and observation. Further descriptive and qualitative data will be analyzed through the content and the depth of translating a phenomenon in analyzing SIMPATEN application indicators which can illustrate its implementation.

This research is descriptive research that taking place in the city of Bandung with all higher educations in the city of Bandung for the populations. The used selected sample is purposif sampling technique, it is higher educations that organize graduate program and adopt ICT into their academic information system. The samples come from 18 higher educations, 988 persons are lectuters and 1581 persons are students. Data is obtained by using questionnaire and it is processed by using descriptive statistical technique. The results shows that the effectiveness of the planning and the organizing of academic information systems at higher educations in the city of Bandung has been largely effective. The effectiveness of the implementation of the academic information systems is good enough. The effectiveness of the process of monitoring and evaluation of the academic information system indicates that the number of higher educations that still ineffective in their monitoring and evaluation systems is quite significant. The output of academic information system of all higher educations in the city of Bandung is good. In addition, all higher educations have a good quality information system program.

The system deals with the relationship between the unsure or the element that influence each other and are associated to make a form totally. The change in one element can influence the other elements in the system. The structure relates with the order of who arrayed a regular basis and systematically. Structure changes is also included with the mechanism and procedure, human resources, facilities and infrastructure, organisation and organisation’s environment in terms of the achievement of the efficiency of government bureaucracy. These changes include allowing all of the aspects of the bureaucracy has sufficient capacity to carry out the duties and the basic function. Bureaucratic failure in a term for service the public until now represent poor governance both at central and local government level. The urgency of bureaucratic reform in Indonesia is driven by a number of important note. First, the increased apparatus expenditure is caused by increased of apparatus recruitment without unmeasured control. Second, the ballooning cost of democracy (election) affected the floated of local government budget have increased significantly. Unfortunately, these competition is not born the good leadership for local government. The magnitude of the election budget and the impact on governmental bureaucracy resulted not ready to close the budget deficit. More than these bureaucracy has loyalty dilemma caused by dispersed of concentration in every election’s activity. Third, increased of develop the bureaucratic organisation without planning and analysis of the measured trigger financing and recruitment of apparatus that not less. As a result, the bureaucracy in most areas are overload, or even lack in outside of Java. In other side, less of local incomes make dependence to central government, while the local government expenditure is too far from efficiency, even tend to be less controlled due to the high cost of the organisation. Fourth, extensive corrupt behaviour in almost all public sector bureaucracy encourages lose confidence as a public servant. Fifth, lack of oversight resulted in most local governments tend to be consumptive, wasteful and lacking focus. The problem are how to reform the bureaucracy, what the obstacles to reform the bureaucracy, and how about the better reform bureaucracy design to minimalize the extensive problem?

Bandung. The method of this research is qualitative descriptive analysis technique. The Measuring of the effectiveness
and the efficiency is the dimensions of system quality Wilkinson. The effectiveness of the use of biometric systems in
the process of e-KTP in Bandung is effectively categorized based on quality systems indicators such as: Relevancy,
Capacity, Timeliness, Accessibility, Flexibility, Accuracy, Reliability, Security, Economy and Simplicity. The Efficiency
of the use of the biometric system is quite efficient because the reviewing of the recording results can be done more
quickly and automatically, biometric systems can increase productivity and efficiency as well as reduce job turnaround
time in checking the accuracy of the data with the card owner.
