    ABSTRACT This report focuses on whether pilot welfare reform programs launched in Connecticut, Florida, Indiana, Iowa, and Minnesota affected children's developmental outcomes. In general, the five state programs achieved their policy goals for adults and increased parental employment, earnings, and in some cases, household income. Overall, there were few impacts on young school-age children, although the programs with the most positive impacts also increased family income. Impacts on adolescents were more frequent and primarily negative.

    This monograph addresses the hypotheses that preschool children benefit most strongly when early care and education (ECE) is at or above a threshold of quality, has specific quality features, and/or is of longer duration. These issues are pivotal in recent policies designed to improve the quality of ECE, especially for children from low-income families. Evidence of quality thresholds in which ECE quality has stronger impacts in settings with moderate to high levels of quality than in settings with low quality would inform policy initiatives in which monetary incentives or consequences are allocated to ECE settings based on their level of quality. Evidence that specific features of quality, such as quality of teacher-child interactions and of literacy and mathematics instruction, are predictors of gains in child outcomes could help inform quality improvement efforts.     The YMCA of the USA (Y-USA) defines character development as “the process through which youth develop and integrate a set of values, skills, attitudes and behaviors that allow them to navigate successfully and responsibly in learning, work and life.” Character development is increasingly a focus of out-of-school time (OST) programs for youth across the country (Smith et. al., 2016). A growing body of research also supports an emphasis on character development in OST, with documented benefits to social and emotional well-being, behavioral health, and academic performance (Jones et. al., 2017), as well as economic success (Lippman et. al., 2015). However, while the field has learned a great deal in the past decade about what makes for an effective youth program, we know much less about how to equip staff and volunteers who lead youth programs to effectively promote character development in youth.

    Growing evidence suggests that Positive Youth Development (PYD), a holistic approach to developing assets and competencies, can help prepare young people for success in adulthood, including success in the workplace. At its core, PYD focuses on creating a supportive, developmentally appropriate learning setting by emphasizing positive relationships; supporting youth to improve academic, soft, and technical skills; creating linkages that support young adults across schools, family, work, and community; providing opportunities to give back to one’s community or program; and investing in the creation of trustworthy, safe spaces.

    O The release of the most recent official Census poverty data confirms that American families are still reeling from the Great Recession. As would be expected during a period of sharp economic downturn, between 2009 and 2010, rates of poverty and low-income status increased across a wide spectrum of families in the United States, particularly among those headed by women. In 2010, 15.1 percent of the U.S. population lived in poverty, up from 14.3 percent in 2009.i These numbers reflect broad increases in poverty rates experienced by Blacks, Hispanics and Whites, as well as by all age cohorts, with the exception of adults over age 65. The overall rate of poverty masks much higher rates within particular sub-groups, such as single-mother families, with a poverty rate of 40.7 percent in 2010.

    An investigation is made into the propagation and evolution of wave fronts in a porous medium which is intended to contain two phases: the porous solid, referred to as the skeleton, and the fluid within the interconnected pores formed by the skeleton. In particular, the microscopic density of each real material is assumed to be unchangeable, while the macroscopic density of each phase may change, associated with the volume fractions. A two-phase porous medium model is concisely introduced based on the work by de Boer. Propagation conditions and amplitude evolution of the discontinuity waves are presented by use of the idea of surfaces of discontinuity, where the wave front is treated as a surface of discontinuity. It is demonstrated that the saturation condition entails certain restrictions between the amplitudes of the longitudinal waves in the solid and fluid phases. Two propagation velocities are attained upon examining the existence of the discontinuity waves. It is found that a completely coupled longitudinal wave and a pure transverse wave are realizable in the two-phase porous medium. The discontinuity strength of the pore-pressure may be determined by the amplitude of the coupled longitudinal wave. In the case of homogeneous weak discontinuities, explicit evolution equations of the amplitudes for two types of discontinuity waves are derived.

    ABSTRACT Research Findings: This study examined the development and implementation of six Early Head Start Child Care Partnerships (EHS-CCPs), unique collaborations between EHS grantees and community-based child care partners that expand access to high-quality child care and comprehensive services for low-income infants, toddlers, and their families. Interviews and focus groups with 111 key informants identified similarities across the six EHS-CCPs in initial outreach to community partners for establishing partnerships and approaches to developing partnership agreements but variation in approaches to monitoring quality improvement activities. Benefits and challenges to partnerships for programs and families were noted. Practice or Policy: Findings suggest a need for additional guidance for EHS-CCPs on key components of implementation, including the partnership agreement process, monitoring quality improvement plans, offering support for meeting program requirements, and providing comprehensive services. For example, five of the six partnerships reported the EHS grantee led the development of their partnership agreements. While this approach was attributed to child care partners’ lack of prior experience in developing agreements, further guidance on how to engage partners collaboratively in an agreement process that better emulates the principles of authenticity and equality from the conceptual framework for collaborations in early care and education would be useful.
