    Fingerprints are patterns formed on the epidermis of fingertip and they are characterized with minutiae and their overall ridge flow patterns. In this paper, fingerprint minutiae are considered to have both the quantitative and qualitative properties which could help to ensure accurate verification of fingerprint if properly utilized. The hybrid architecture of minutiae-based verification is in effect a model that caters for enhancement in terms of minutiae quantity and quality on fingerprint. While researches have proven that good quality of fingerprint minutiae can guarantee accurate verification of the fingerprint, false acceptance and rejection rates are still being recorded largely because the improvement associated with the quality of minutiae may not be sufficient to address the problems associated with fingerprint during sensing.     Obtaining correct and relevant information at the right time to user’s query is quite a difficult task. This becomes even complex, if the query terms have many meanings and occur in different varieties of domain. This paper presents a fuzzy-ontology based information retrieval system that determine the semantic equivalence between terms in a query and terms in a document by relating the synonyms of query terms with those of document terms. Hence, documents could be retrieved based on the meaning of query terms. The challenge has been that surface form does not sufficiently retrieve relevant document to user’s query. However, the results presented showed that the Fuzzy-Ontology Information Retrieval system successfully retrieve relevant documents to user’s query. This is irrespective of different meaning and varieties of domain. The System was tested on words with different meanings and some set of user’s query from varied domains.

    This paper presents a representation of histological features for histopathological diagnosis of breast diseases in women. Hence, a Decision Support System (DSS) for histopathological interpretation and diagnosis of breast diseases was implemented and evaluated. The Expert knowledge used was elicited through interview and literature search. The needed diagnostic knowledge was represented using diseases ’ profile in the form of frame. UML, JAVA and MYSQL were used for the design and implementation of the system. 150 samples of retrospective cases were used for the system’s implementation, while a Consultant Pathologist’s interpretation was used to evaluate the system. Results for Sensitivity, Specificity, Positive Prediction Value and the Negative Prediction Value are 97.7%, 95.0%, 99.2 % and 86.3 % respectively.     The key technology for knowledge management that guarantees access to large corpora of both structured and unstructured data is Information retrieval (IR) Systems. The ones commonly used on an everyday basis are search engines. This study developed and validated an evaluative model from user's perspective meant to assess these systems using the user-centered approach. Items used and validated in other related studies were used to elicit responses from over 250 users. The reliability and validity of the measurement instrument (MI) was demonstrated using statistics such as internal consistency, composite reliability and convergent validity. After assessing the reliability and validity of the MI, the resultant evaluative model was estimated for goodness-of-fit using the structural equation modeling (SEM) technique.     The recent advancement in imaging technology, together with the hierarchical feature representation capability of deep learning models, has led to the popularization of deep learning models. Thus, research tends towards the use of deep neural networks as against the hand-crafted machine learning algorithms for solving computational problems involving medical images analysis. This limitation has led to the use of features extracted from non-medical data for training models for medical image analysis, considered optimal for practical implementation in clinical setting because medical images contain semantic contents that are different from that of natural images. Therefore, there is need for an alternative to cross-domain feature-learning. Hence, this chapter discusses the possible ways of harnessing domain-specific features which have semantic contents for development of deep learning models.

    ABSTRACT This paper evaluated the internal and external factors influencing software development in Nigeria. The significance of these factors were also examined and the level of acceptability of the locally developed software products. The ICT firms that specialized in software development, educational institutions and other major stakeholders, including users of software packages were also covered. Data were collected using sets of questionnaire and from secondary sources. The questionnaire was administered on purposively selected software developers in select ICT firms and elicited information on factors influencing the indigenous software product development in Nigeria. A five-point Likert scale rating of 5 to 1 was used to determine the relative weight of the influencing variables. The result indicated the internal factors influencing software development were human resources (3.69), on the job training (3.58), R&D activities (3.48) and working experience (3.37).While access to technical information and support (3.65), competition with international market (3.59), economic factor (3.46), access to professional skill from the labour market (3.39) were the external factors that influence software development in Nigeria with significant difference F= 8.60 p≤0.05. Acceptability of locally developed software in Nigeria, was on the average, relatively low compared with the foreign software products. This was due to the problem of reliability, efficiency, security and scope of functionality. These were circumstances that made users prefer foreign software products. Similarly, the result revealed that the desirable and critical role of government support and policy to drive the software industry for growth were lacking. This implies the need for effective policy framework for the development of software in the short, mid and long term prognosis within the earlier opportunity niches and should be accorded the desirable national attention and priority.

    ABSTRACT Background: The process of identifying record pairs that represent the same entity (duplicate records) is technically known as record linkage and is one of the essential elements of data cleansing. This paper proposes a fast and efficient method for linkage detection within the healthcare domain. The features of the proposed approach are an embedded fast blocking method with a string matching function that accounts for keystroke mistakes made during data entry of a patient's name and the addition of a module that dynamically generates blocks of possible associated and unique records. Methods: The proposed methods for achieving our goal are as follows. The first step is to standardise the data in the database using SQL (Structured Query Language) statements. The second is to match similar pair records, relying on the discretion of a human expert and observation inferred from the decision support system. The final step is to organise records into match and non-match status. The system was developed in Unified Modeling Language and was coded in Java Programming Language. Results: It was observed that the linkage algorithm with embedded string matching function catering for subtle errors in strings, performs better in duplicate detection (40% recall and 60% precision) than linkage algorithm without a string matching function (90% recall and 10% precision). Conclusion: In this paper we have described an improved record linkage system based on an embedded fast blocking method with a string matching function. The system can be used to improve the data quality and integrity of electronic healthcare records.

    ABSTRACT Mobile applications are being implemented in varieties of areas including mobile commerce, purchase of services and products using mobile devices, gaming, banking, information services etc. Obafemi Awolowo University is a large academic community that can benefit from a mobile information service centre. This paper presents a suitable software system that can deliver information services with mobile functionality to the content subscriber (students in this case). Mobile devices are prevalent amongst students and teachers, which provides the motivation for the application of mobile technologies in learning environment. The mobility provided was achieved using SMS over GSM Network with the hardware implemented on a GSM Nokia phone acting as a modem. Object-Oriented Analysis and Design (OOAD) approach with the Unified Modelling Language (UML) was employed to document the software component of the application. This system was then implemented in Java programming language. The software developed include; integrated subscription, payment and billing, user profile management, efficient mobile architecture, and ease of content publishing, all loosely coupled, to allow for further extension to the service architecture.

This method considers the two basic levels of decision-making in organizations; these levels are named strategic and tactical.     This article presents earlier results of our research works in the area of modeling Business Intelligence Systems. The basic idea of this research area is presented first. We then show the necessity of including certain users' parameters in Information systems that are used in Business Intelligence systems in order to integrate a better response from such systems. We identified two main types of attributes that can be missing from a base and we showed why they needed to be included. A user model that is based on a cognitive user evolution is presented.
