The education and upbringing of the younger generation in all countries of the world is<br> very important today. The achievements and contributions of the United States, Western Europe,<br> Japan, Russia, etc. in the field of education and upbringing of the younger generation have affected all<br> countries of the world. At the same time, the education system of the world countries has been one of<br> the topics of wide discussion in Azerbaijan. From this point of view, with the integration of many<br> countries into the European educational space, the main way out was to determine the education of<br> each country according to its specifics. The world today is not unified, which is why there can be no<br> unified model of education. Nevertheless, we divide the countries into more or less developed<br> countries, from which we choose the ones in which it is important to imitate ourselves, and as a result,<br> any model of man in modern developed society can be described. Methods: The study utilizes a comprehensive review of literature, incorporating statistical data and empirical evidence to analyze the changing landscape of university administration and leadership. Two tables are included to support the findings and discussions presented in this article. Findings: The findings underscore the challenges faced by university administrations due to rapid advancements in technology and the increasing demand for specialized knowledge. It emphasizes the need for adaptive leadership, innovative strategies, and collaborative approaches to effectively navigate these changes. Novelty: This article contributes to understanding how university administrations must evolve to meet the demands of the knowledge society. Background: One of the tasks of the education policy of any state is the spread of its influence in the international arena. Today, universities are striving to take and strengthen their positions in the world ranking systems, demonstrating the status and reputation of universities in the global market of educational services. This ranking serves as a guideline for future students and their parents when choosing a place to receive a prestigious education and in the formation of individual trajectories of vocational training. Approach: There are several approaches in the world to determining the criteria for assessing a state's education policy. But despite the differences, they all document the growing role of modern universities in the development of society. In many respects, it is important both in terms of guaranteeing the sustainability of society and in terms of ensuring a breakthrough direction in its development. In contrast to recent times, this role has grown significantly. Due to the fairly conservative and limited social system in its function, such universities become a central link in the development of innovative economies and social spheres-the science that produces the socioeconomic development of a particular region, Education, innovation centers, national or as well as global processes. Results: It covers all areas of the university, from cooperation with students to financial and scientific activities. A prime example of such an association is the International Strategy Advisory Service (ISAS 2.0) of the International Association of Universities or Universities (IAU). Conclusions: Around the world, states are trying to stimulate and support these processes. In many countries, this is facilitated by opposition from high-tech companies to the reduction of the final amount of independent basic and applied research, in favor of collaborating with universities on basic research projects. As part of its innovative activities, University 3.0 is involved in supporting business activities, analysis and consultation by experts from local governments and local authorities, opening facilities, and infrastructure for citizens, monitoring regional development, services to citizens are provided for lifelong learning and support student entrepreneurship projects that take into account the interests of the community.

Purpose: This research aims to study the essence and peculiarities of STEM education and identify the critical elements of embedding this mechanism in the learning process in the world and Azerbaijan. Research Methods: Study of literature and other sources of information; text analysis; formulation of conclusions. Results: The STEM education movement is clearly impacting the international scene. However, serious doubts persist about its foundations, nature, and implementation, which should make us reflect on the danger that it may become an innovation that can be diluted. Here we have: (1) characterized those models of STEM education proposed by educational research; (2) provided a valid STEM education model based on a valid model of STEM education that is supported by the research. Contribution to literature: The study contributes to the current research literature by systematizing the existing evidence and grouping the reasons for the importance of STEM education according to specific indicators and criteria. The study also presents a set of practical recommendations to all interested educational institutions on how to organize the process of STEM education for its effectiveness, taking into account all previous mistakes made by the world experience.

This project investigates the structural representation of parentheticals in English, constructions that mark the topic of an utterance, and exhibit some of the properties characteristic of parentheticals. For decades, linguists have deliberated over the structural representation of parenthetical constructions. Parenthetical phrases' unrestricted distribution and sometimes extreme prosodic and semantic independence has led linguists to propose many novel theories for incorporating parentheticals into modern grammar. Unfortunately, these explanations have often been cursory and vague, and parenthetical topics have not been addressed in previous studies. In support of the unintegrated hypothesis, a simple way to impose a linear order on phonological material is proposed from those structures that are consistent with parenthetical phrases' unrestricted distribution. One consequence of this proposal is the prediction that introducing focus can improve parenthetical acceptability. An online survey on Amazon's Mechanical Turk was implemented to test this prediction using parenthetical topics speaking of and as for. The results of this study bear on the syntax of parentheticals in general, and it may be possible to apply this analysis to other kinds of parentheticals, including nominal appositives, full clausal parentheticals, reporting verbs like said, among others, which could lead to a more general account of parentheticals in English, or even cross-linguistically.

A significant number of research results in different fields of knowledge are correlated by researchers with synergetics. The problems, content, research methods and results related to synergetics are characterized by ambiguous assessments and uncertainty. At the same time, synergetics as a scientific area of research is in demand by society. The organic need of modern science for generalizing interdisciplinary research continues to stimulate the further development of synergetics and its emergence to a new level of integration interactions. Synergetics operates today as a category of scientific knowledge. The context of synergetics makes it possible for scientists of different specializations to interact fruitfully in the language of system understanding and the search for new solutions. The education system is one of the social subsystems of society. The modern socio-cultural space in which the education system functions is unusually rich in diverse content. Numerous social systems, traditionally existing and newly emerged, interact with each other, enter into certain relationships, and are in a state of constant activity. The combination of traditions and innovations is the main socio-cultural norm of relations between the old and the new, excluding their opposition and affirming their complementarity. The purpose of the article is to study synergetics and innovations in modern education. Methods-analysis, synthesis, systematization, induction and deduction, generalization. Objective: One of the important vectors of the strategic development of the EAEU countries (Member States of the Eurasian Economic Union) is the construction of a digital economy and digital education - the formation of a common market for educational services with norms that level the competitiveness of countries in the field of education, aimed at improving the quality of human capital. It should be noted that education was not included in the service sectors for which the EAEU common market is being formed. Only in relation to the common labor market, the EAEU countries agreed on the mutual recognition of documents on education without going through the procedure for recognizing diplomas (with the exception of papers on education in pedagogical, legal, medical, and pharmaceutical profiles), as well as on the right to receive education by children from families working in the country (Articles 97 and 98 of the Treaty on the EAEU). But five years before the creation of the EAEU, on December 11, 2009, the EAEU countries signed an agreement on cooperation in the field of education, according to which the parties «carry out coordinated measures to consistently expand the EAEU aimed at creating a common educational space». Research in the field of concerted action of the member countries of the EAEU, as a rule, is located in the area of higher education, and we do not find research in the field of general education in the public domain.
Theoretical framework: This study aims to identify the main directions of sustainable development in education in modern conditions. The choice of the topic is due to the importance of understanding the differences in the potential for digitalization of school education in the post-Soviet republics within the framework of the Eurasian Union and the hypothetical request of the Azerbaijani and Russian education systems to develop a resource matrix for the digital educational environment, as signaled by the roadmaps of the National Projects of Azerbaijan and the Russian Federation in the field of education and economy in general.
Method: To compare the preparedness of schools in different countries for the digitalization of education for subsequent testing in the educational system of Azerbaijan, an analysis of the state of affairs was carried out according to the criteria: (1) material and technical equipment; (2) preparedness of teaching staff; (3) opportunities for the formation of a digital educational environment and an analysis of digital practices in the projects of schools in the EAEU member countries. The logic of the empirical part includes identifying the respondents' ideas about the possibilities of digitalizing school education in the EAEU countries. The result of the practical part will be the formed matrix of the «potential of school digitalization» in the context of the EAEU countries.
Results: The effect of the global digitalization of general education, triggered by the pandemic (COVID 19), is the reason for the emergence of research interest in the problem in the EAEU countries and the comparison of approaches and processes that accompany the phenomenon of digitalization of education. Moreover, advanced practices in digitalizing education have been identified among these countries, which can become the basis for further sustainable development.
Originality/value: The digitalization of education is a multifaceted phenomenon covering all human activity spheres. A phenomenon that needs to be comprehended, developed, and actively applied in practice is its consequences and advanced learning technologies to fit into the new, emerging digital world system. With a broad interpretation of the concept of «digitalization of education», it can be noted that the authors are unanimous that digitalization forms an educational environment that ensures the «delivery» of information to participants in the educational process using digital technologies and tools (software + multimedia equipment).

Hazırki dövrdə hər bir dövlətin inkişafında mühüm rolu məhz təhsil sistemi oynayır, ona görə ki, dövlət yalnız ağıllı, bacarıqlı, yüksək elmə malik olan insanlarının fəaliyyəti əsasında inkişaf edə və yüksək naliyyətlər qazana bilər. Belə ki, yuxarıdakılar nəzərə alınaraq Azərbaycan Respublikasında da bu sahəyə xüsusi önəm verilir və təhsilin inkişafı naminə böyük addımlar atılır. Bu addımlardan da ən mühümləri orta məktəb təhsilində dünyanın inkişaf etmiş ölkələrinin orta təhsil sisteminə uyğun olan kurrikulum sisteminə və ali məktəblərdə təhsilin yeni sistemə, yəni boloniya sisteminə keçməsi oldu. Məqalədə Azərbaycan Respublikasının təhsil sistemində son 20 il ərzində baş verən yeniliklər və dəyişikliklər, habelə qəbul olunmuş innovativ yanaşma və metodlardan söhbət açılır. Hazırki məqalədə təhsil sistemi iki hissəyə bölünərək Orta və ali təhsil sistemlərində baş verən dəyişikliklər haqqında ayrı-ayrılıqda danışılmış, onların üstünlükləri və fərqləndirən cəhədləri qeyd edilmişdir. Həmçinin, bu illər ərzində təhsil sektorunda əldə olunan nailiyyətlər və yaxın gələcəkdə planlaşdırılan dəyişikliklərə də toxunulmuşdur. Bütün bu qeyd olunanlara baxmayaraq, Azərbaycan Respublikasının hazırki təhsil sistemin gözə çarpan dərəcədə inkişaf etsə də hələ də çatışmayan məqamlarlar və dəyişikliyə ehtiyacı olan məsələlər vardır ki, bütün bunlar da hazırki məqalədə öz əksini aydın tapmışdır.

This article presents a comprehensive linguistic analysis of intonation with a systematic identification of the most important functions and features of the phonetic design of this phenomenon based on the American film "Clueless". Due to the fact that the action of the film takes place at school and touches upon the problem of social groups among young people, the characters' speech is filled with jargon and speech phenomena accompanying intonation (in particular, Vocal Fry, a discursive marker like), and demonstrates the use of this intonation. It is important to note that the index or personal-social function of intonation is of the greatest value in this study, i.e. "The ability of intonation to identify the speaker's personality".

There are several approaches in the world to determining the criteria for assessing a state's education policy. But despite the differences, they all document the growing role of modern universities in the development of society. In many respects it is important both in terms of guaranteeing the sustainability of society and in terms of ensuring a breakthrough direction in its development. In contrast to recent times, this role has grown significantly. Due to the fairly conservative and limited social system in its function, such universities become a central link in the development of innovative economies and social spheres-the science that produces the socioeconomic development of a particular region, Education, innovation centers, national or as well as global processes. In University 3.0, the third mission (innovation and commercialization of knowledge) is considered as important as the first two (education and science). Therefore, such universities in the knowledge economy become an instrument for economic growth and they trade closely with companies and governments. In other words, the scientific activity of a university is no longer "self". It aims to produce results that can be sold (commercialized), used externally and introduced into production. Around the world, states are trying to stimulate and support these processes. In many countries, this is facilitated by opposition from high-tech companies to the reduction of the final amount of independent basic and applied research, in favor of collaborating with universities on basic research projects. As part of its innovative activities, University 3.0 is involved in supporting business activities, analysis and consultation by experts from local governments and local authorities, opening facilities, infrastructure for citizens, monitoring regional development, services to citizens are provided for lifelong learning and support student entrepreneurship projects that take into account the interests of the community. The university model of the regional innovation system suggests that universities play a fundamental role in the interactive innovation process. The educational reforms implemented in our country, first of all, require the establishment of a system of pedagogical sciences at the level of world standards. Whether in the education reform program, in the materials related to the concept of education, or in the Law of the Republic of Azerbaijan "On Education" (2009) it is important to form the worldview of the rising generation with reference to the history of school and pedagogical thought are considered conditions. These documents recommend the humanization, humanization and democratization of education as the most necessary factor. For this, it is impossible to succeed without comparing the educational process in our country with the educational process in our modern world. This project investigates the structural representation of parentheticals in English, constructions which mark the topic of an utterance, and which exhibit some of the properties characteristic of parentheticals. For decades, linguists have deliberated over the structural representation of parenthetical constructions. Objective: Research shows that parallel toponyms exist in different types of toponymy, including oikonymy, oronymy, and hydronymy. Comparative analysis of parallel toponyms reveals that the people's ethnic origin, household, economic activity, and other areas are reflected here. Agriculture, cattle breeding, primarily sheep and horse breeding, crafts, and other fields had a special place in the life of the Turkic peoples. The mentioned economic fields are also of some importance in the toponymy of Azerbaijan. The large number of toponymic parallels of Azerbaijan and other Turkic-speaking countries once again proves the settlement of Turkic-speaking peoples in these areas since ancient times. Method: Every event or object can be studied from a certain point of view, which reflects the ultimate task of cognition. In the research process, certain concepts were clarified by using analysis and synthesis methods. Results: Examining the dictionary of geographical names of Turkic-speaking countries, information books, maps, and other materials shows that the toponyms of the countries of the Turkic world correspond to each other according to their linguistic affiliation, origin, and meaning. It is known that each of the Turkic peoples has its own ethnic name and language. Conclusions: Examining the residing areas of Turkic-speaking peoples elucidates that unlike peoples of Indo-European origin who settled in different continents, Turks live in the areas where they historically lived. These areas mainly cover a large extent, including some parts of the Asian continent, southeastern Europe, the northern part of the Caucasus, the South Caucasus, and South Azerbaijan. The units involved in the processes of the generation of names in the Azerbaijani system of toponyms are different, and this difference is clearly manifested. Toponyms are created gradually and in a consistent manner. When giving a geographic name to any object, all aspects of the language to which the name belongs are carefully contemplated. In this case, when conducting research on the origin of a toponym, it becomes easier and more reliable to find out to which language the object belongs. Research conducted for many years shows that most toponyms in the region, as well as paleotoponyms, are of ancient Turkish-Azerbaijani origin. Abstract
Purpose: The research aims to create a general economic-geographical model and explore its application possibilities using various criteria to achieve sustainable development in production and education. Introducing a new model is one of the most critical conditions since scientific research in this direction only partially solves the problem. In this regard, creating an economic-geographical model in production and education is very important. The model can positively affect the regulation of mutual relations of any economically developed countries with a favourable geographical position.

Theoretical framework: The model we have presented can be applied from a theoretical point of view in creating new production areas, increasing personnel potential, and improving the quality of education. However, there is a need to conduct scientific research in this direction. Because in order to achieve the principles of stable and sustainable development in production and education, a favourable and accessible environment must first be formed so that people's social well-being and quality of life can reach a high level of development. Nevertheless, all forms of education provide us with a wealth of experience and information related to various scientific fields, as well as an understanding of the wider world and human interactions.

Design/methodology/approach: From a methodological point of view, several scientists and specialists deal with ways of developing production and education and their application mechanisms. In this direction, we approached the scientific works of N.A.Iskakov, L.N.Rodionova, Y.I.Vaisman, R.Jovovic, M.P.Todaro, Z.T.Imrani and others, their ideas and scientific results from a synergistic point of view. Besides these, there are different methods of approach in the field of production and education. Grouping methods were used: event, fact, cause and effect, as well as a deduction, systematic study of objects, synthesis of events and processes, characterizing production and education, comparison in determining optimal options, generalization, establishing interaction and in preparation of the model.

Findings: In our modern times, economic power reflects the social and ecological components and the ability to produce products. In addition to production, this potential includes scientific and technical achievements and the level of education. The economic-geographical model of sustainable development in production and education can have different directions, but its advantage is related to meeting the minimum needs of people in the future by achieving complex development.

Research, Practical & Social implications: The economic-geographical model presented in the field of production and education can help to focus on many ideas based on political, economic, social as well as environmental sustainability at the local, regional and global levels. Geographical development is not only natural but also can lead to the solution of economic problems.

Originality/value: Aerospace, electronic, microbiological, biochemical and other fields, which have the latest scientific achievements and are equipped with technological equipment, occupy the most essential place in modern production. However, the most critical changes in the economy are related to the advanced development of professional services, information technology and scientific research. In this regard, the value of the research will be a foundation for undergraduate and graduate students, and the application of the model will allow for the exploration of many theories and applications of sustainable development in urban and rural areas.

This article presents a comprehensive linguistic analysis of intonation with systematic identification of the most important functions and features of the phonetic design of this phenomenon based on the American film "Clueless". Due to the fact that the action of the film takes place at school and touches upon the problem of social groups among young people, the characters' speech is filled with jargon and speech phenomena accompanying intonation (in particular, Vocal Fry, a discursive marker like), and demonstrates the use of this intonation. It is important to note that the index or personal-social function of intonation is of the greatest value in this study, i.e. "The ability of intonation to identify the speaker's personality".

This work is devoted to students ' assimilation of English phrasal intonation. While working with foreign students, many teachers of English as a non-native language notice that often even advanced students do not fully master the English intonation. What can this be related to? It can be assumed that not enough time is given to intonation in classes on English as a foreign language. The basics of English intonation are learned by students at the first lessons, but there is usually no corrective intonation course for them. While studying a foreign language, the student faces prosodic interference, which is not always overcome properly. Often students transfer the intonation of their first language to the language being studied, and the success in mastering the intonation often depends on the "base" from which the student started learning English.

The second international scientific-practical conference entitled "HIGHER EDUCATION IN THE REGIONS: REALITIES AND PERSPECTIVES" was organized in a hybrid form by Guba branch of the Azerbaijan State Pedagogical University (ASPU) on December 14, 2022, following the education policy of the Republic of Azerbaijan in accordance with the preparation of scientific bases of measures taken by the Ministry of Science and Education, to strengthen the innovation, to attract the potential of natural and geographical conditions to production and practice.
The conference was organized by order No. 374 dated November 23, 2022, of the director of Guba Branch of ASPU, Associate Professor Yusif Aliyev, under the relevant decision approved by the Cabinet of Ministers of the Republic of Azerbaijan, the command No. 3/195 of November 14, 2022, of ASPU rector Professor Jafar Jafarov in terms of the development of higher education in the regions, the increase of personnel potential, and the establishment of mutual scientific and international relations.

International scientific conference "HIGHER EDUCATION IN THE REGIONS: REALITIES AND PERSPECTIVES" dedicated to the 100th anniversary of Azerbaijan State Pedagogical University and the 30th anniversary of Guba branch of Azerbaijan State Pedagogical University was organized according to the order of the Minister of Education of the Republic of Azerbaijan No. 03-11-271 / 15 dated March 9, 2021, in Guba (Azerbaijan) on November 25-26. More than 50 scientists from 6 countries (Azerbaijan, Turkey, Northern Cyprus, Moldova, Kyrgyzstan, Indonesia) submitted their articles and only 34 articles were accepted by the relevant referees.
