As a public economist and director of the Kiel Institute for the World Economy from 1969 to 1989, Giersch blended German traditions of location theory with liberal globalism to lay the foundation of a neoliberal economic geography. We show the origins of globalism at Kiel through the work of the institute's founder, Bernhard Harms, and Giersch's influences, including Johann Heinrich von Thünen, August Lösch, and Alfred Weber. We argue that Giersch's neoliberal economic geography emerged out of two perceived necessities in the 1970s. On the one hand, he saw a need to reorient German industry through import competition with the global South. On the other hand, he felt the need for an ethically defensible global imaginary to pose against both traditional German social democracy and the promise of the global South's New International Economic Order. In his metaphor of a landscape of so-called Schumpeterian volcanoes in which regions were locked in perpetual struggle for temporary monopoly positions against competitors, Giersch provided a powerful distillation of the geographic imaginary at the heart of the neoliberal movement since the 1970s.

Yet, many of the architects of the post-World War II welfare states were liberals, many of whom were economists as much as socialists. Liberalism and the Welfare State investigates the thinking of liberal economists about welfare, focusing on Britain, Germany and Japan, each of which had a different tradition of economic thinking and different institutions for welfare provision. This volume explores the early history of welfare thinking from the British New Liberals of the early twentieth century, German Ordoliberals and post-war Japanese Liberal economists. It delves into arguments about neoliberalism under British Conservative and New Labour governments, after German reunification, and under Koizumi in Japan. Given the importance of both international policy collaboration and international networks of neoliberal economists, this volume also explores neoliberal ideas on federalism and the responses of neoliberal think tanks to the global financial crisis. Liberalism and the Welfare State provides a comparative analysis of economists' attitudes to the welfare state. Notwithstanding the differences, in each country support emerged very early on for social minimum standards, but strong disagreements within each country quickly developed. The result was divergence, as the debates shaped different welfare regimes. More recently, the strong impact of efficiency related critiques of welfare regimes has crowded out more nuanced and complex discussions of the past. This volume provides a reminder that neither liberalism nor economic ideas in general are inimical to well-designed welfare provision. The ongoing debate on economics and welfare can be greatly improved by way of stronger consideration of different lineages of both liberal and neoliberal lines of economic thought.

The broad focus of the study somewhat clouds the otherwise interesting argument about the tension between ‘technical’ and ‘human’ truth and the objectification of identity in the contemporary United Kingdom. The book studies a great case and includes many interesting theoretical points, such as the responsibilization of individuals for structural problems with identification, the objectification of identity and the privileging of a surveillant subject position in discourse on identity in the United Kingdom. However, it lacks transparency, and therefore, the conclusions appear shakier then they should have. In the end, the book is more of a theoretical discussion than an empirical analysis. Nevertheless, had I read Surveillance and Identity as a teenager, I might have thought more critically about my new ID card.

Doering-Manteuffel & Raphael, 2012; Harvey, 2007).
