ANNEX III
Regulations for the prevention of pollution by
harmful substances carried by sea in packed form
Entered into force: 01st July 1992

Regulation 1 - Definitions
• Harmful Substances are those substances which are identified as
marine pollutants in the IMDG code.

Regulation 2 - Application
• Shall apply to all ships carrying harmful substances in packaged form.
• Carriage of harmful substances is prohibited, except in accordance
with the provision of this annex.
Regulation 3 - Packing
• Packing shall be adequate to minimise the hazard to marine
environment.

Regulation 4 – Marking and Labelling


• Packages containing a harmful substance shall be durable marked
with the technical name.
• Shall be labelled to indicate that it is marine pollutant.
• Marking should survive for 3 months (minimum) immersion in sea.
• Packing containing small quantity of harmful substances ma be
exempted from marking requirement.
Regulation 5 - Documentation
• Detailed stowage plan.
• Special list of harmful substances onboard and location thereof.
• Shipping document supplied by shipper shall include a signed
certificate stating that shipment offered is properly packaged, marked
and labelled.

Regulation 6 - Stowage
• Properly stowed and secured.
