Disaster – a serious disruption of the functions
of a community or society, causing
widespread human, materials, economic or
environmental losses. These results of a
disaster exceed the ability of the affected
community or society to cope, using its own
resources (UNISDR, 2004). There is a disaster
when a hazard, affects a vulnerable population
and causes damage, casualties and disruption.

When is an event a disaster?
◦ Major roads and bridges are destroyed and
impassable for at least a week thus disrupting the
flow of transport and commerce.
◦ Widespread destruction of fishponds, crops, poultry
and livestock, and other agricultural products
◦ Epidemics
A volcanic eruption is only disastrous when it affects
people’s lives, destroys properties and disrupts
normal living activities

Hazard – a phenomenon, substance, human
activity or condition that may cause loss of
life, injury or other health impacts, property
damage, loss of livelihood and services,
social and economic disruptions or

a set of prevailing or consequential
conditions, which adversely affect people’s

identifying, quantifying and prioritizing (or

level of risk, or effects of a disaster.

Climate Change – this is a long term change
in weather patterns globally or in specific
regions of the earth. Climate change may
result in increased air and water temperature
which gives rise to heavy rains, higher sea
level and increased water vapor in the
atmosphere.

Precautionary Measures During
Typhoons
In the event that big trees fall and/or their
trunks are moved by the wind
◦ 1. Never go outside since peeled off roofs might
cut your body to pieces. Trees might be uprooted
and could kill instantly if they fall on people.
◦ 2. Canned foods which require no cooking and
safe drinking water should be made available
before the typhoon strikes the area.
◦ 3. Flashlight, whistle and radio will keep the
family protected and informed.

◦ 4. Instructions of the local authorities should be
obeyed. Evacuate and bring your survival kits with
you if your place is prone to flooding.
◦ 5. Contact a relative who can give your needs in
case other members were not able to join the
evacuation together.
◦ 6. If you are in a coastal area, go to a higher ground
and never go back near bodies of water because
storm surges and whirling winds are disastrous.
◦ 7. Keep vigilant of the impending danger.

Coastal or Storm Surge (Daluyong) – when
a storm passes through an area, the strong
winds and low atmospheric pressure greatly
increase the speed of the storm wave.
The water fills up to great heights, 6 meters
or more above the normal sea level

Preparedness and Safety precautions during a
storm surge
◦ 1. Plan with family members ahead of time and
regularly to allay your fears and anxiety during a
storm surge. If the typhoon passing through your
place is strong, evacuation to higher and farther
place from the coastal area is highly
recommended.
◦ 2. Identify the areas that are above sea level and/or
places which were not underwater in recent floods.

the process the plan will yet be improved for a
better one.
◦ 4. Deciding to go home from sheltered house
with the family poses a threat or danger along the

Flash floods – the rapid flooding of
geomorphic low-lying areas that washes
rivers, dry or tropical storm. Flash floods
can also occur after the collapse of natural
ice or debris, dam, or a human structure
such as a man-made dam. Flash floods are
distinguished from a regular flood by a
timescale less than 6 hours.

Common Causes of Flash Floods
◦ 1. Poor waste management aggravates this
disaster
◦ 2. Plastics dumped into the esteros or rivers
prevent the flow of water.
◦ 3. Buildings, subdivisions and informal settlers
along waterways that prevent the natural flow of
water compound the flooding problem.

Sinkholes – are threats to life and property.
The public may mistakenly interchange
sinkholes and coastal erosion and although
they have similarities, one is significantly
different from each other. Sinkholes are
greatly associated with the formation of
caves.
