Foreword
This translation has been made based on the original Japanese Industrial Standard
revised by the Minister of Economy, Trade and Industry, through deliberations at
the Japanese Industrial Standards Committee as the result of proposal of revision
of Japanese Industrial Standard submitted by the Japan Iron and Steel Federation
(JISF) with the draft being attached, based on the provision of Article 12 Clause 1
of the Industrial Standardization Law applicable to the case of revision by the provision
of Article 14.
Consequently JIS G 4401 :2006 is replaced with this Standard.
This JIS document is protected by the Copyright Law.

I Introduction
This Japanese Industrial Standard has been prepared based on the second edition
I of ISO 4957 published in 1999 with some modifications of the technical contents.
The portions with continuous sidelines are the matters in which the contents of the

This Standard specifies the carbon tool steels (hereafter referred to as "steels") manu-
factured by hot-rolling or hot-forging.
Iy Depending on the thickness, steel plates and steel strips may include those sub-
jected to cold rolling in addition to those manufactured by hot rolling.,

3 Grade and designation 1
Steels shall be classified into 11 grades and the designations shall be as given in
table 1.

4 Manufacturing method
a)
The manufacturing method shall be as follows.
Steels shall be made of killed steels.
1
b) Unless otherwise specified, steels shall be rolled or forged with a forming ratio
of 48 or over. However, if this forming ratio is under 4S owing to the dimension 1
of steels, it may be overcomeby upset forging.
c) Steel plates, sheets and strips, as a rule, shall be subjected to annealing after hot-
rolling, or hot-forging.

d) The steels shall be, unless otherwise specified, as hot-rolled. Where the steels
are cold-rolledupon agreement between the purchaser and the manufacturer, they 1
shall be annealed.
NOTE: For the symbols of forming ratio for steel forging, see JIS G 0701. 1
5 Chemical composition
The chemical composition of steels shall be determined by the test of 9.1 and the
values obtained by heat analysis shall conform to table 1.

6 Hardness
I 6.1 Annealed hardness of steels other than steel plates, sheets and strips
The hardness of steels, excluding steel plates, sheets and strips, which have been
I annealed after hot-rolling or hot-forging, shall be tested in accordance with 9.2, and
the results shall satisfy table 2. Pertaining to steels for which the measurement by
Brinell hardness is difficult, however, it may be made by RockwellB hardness or Vickers
I hardness. In this case, the value of hardness shall be agreed upon between the pur-
chaser and the manufacturer.

6.2 Hardness of steel plates, sheets and strips

The hardness of steel plates, sheets and strips which are as-rolled or which have
been annealed after hot-rolling or cold-rolling shall be tested in accordance with 9.2,
and the results shall satisfy table 3.

7.1 Hot-rolled round steel bars
7.1.1 Appearance

The hot-rolled round steel bars shall have a well workmanlike finish, and shall be
free from defects that are detrimental to practical use. 1
7.1.2 Standard dimension
The standard diameter ofthe hot-rolled round steel bars shall be as given in table 4. 1

- The tolerances on diameter for the round steel bar whose diameter is under 10 mm
and over 150mm shall be agreed upon between the purchaser and the manufacturer.
- This table may be applicableto wire rods and bars in coil whose cross-section is round.
NOTE: The allowable deviation on diameter refers to the difference between the maxi-
I mum and minimum diameters on the same cross-section of the round steel bar.
I The appearance of the hot-rolled steel plates, sheets and strips shall be in accor-
dance with clause 7 in JIG G 3193. The appearance of cold-rolled steel plates, sheets
and strips shall be in accordance with clause 12 of JIS G 3141.

a) The standard thickness of the hot-rolled steel plates, sheets and strips shall be 1
in accordance with 4 a) in JIS G 3193.
b) The standard width and length of the hot-rolled steel plates, sheets and strips shall
be in accordance with 4 b) and c) in JIS G 3193.

c) The standard dimensions of cold-rolled steel plates, sheets and strips shall be in
accordance with clause 7 of JIS G 3141. 1
7.2.3 Tolerances on sbape and dimensfons
The tolerances on shape and dimensions of the hot-rolled and cold-rolledsteel plates, 1
sheets and strips shall be as follows.
a) The tolerances on shape and dimensions of the hot-rolled steel plates, sheets and
strips shall conform to clause 5 in JIS G 3193. In this case, the thickness toler-

ances shall be applied to those under 160 mm in thickness, and for the plates
160 mm or over in thickness, it shall be agreed upon between the purchaser and
the manufacturer.

b) The upper limit of flatness of hot-rolled and cold-rolled steel plates and sheets shall
conform to the following: 1

steel shall be measured at any point 25 mm inside from the edge, for mill-edged

plates, and 15 mm inside from the edge, for cut-edged plates. The thickness tol-
erance shall not apply to the abnormal portions at both ends of steel strips.

- This table shall be applied to any 4 000 mm length. When the length of the steel plate or sheet
is under 4 000 mm, this table shall be applied to the whole length.
I - The value of flatness shall be determined by subtracting the thickness of the steel plate or
sheet from the maximum value of strain, and shall apply to the upper surface of the steel plate.
I - The flatness of as-rolled (mill edged) steel plates and sheets shall be as agreed between the
purchaser and the manufacturer.
NOTE: Measurement on flatness should be made, as a rule, on a surface plate.
I The appearance, dimensions and tolerances on dimensions of steels other than those
in 7.1 and 7.2 shall be agreed upon between the purchaser and the manufacturer.
I 8 Decarburized depth
The decarburized depth of steels shall be measured in accordance with 9.3 and the
allowable limit of decarburized depth of hot-rolled round steel bars shall conform to
table 7. The allowable limit of decarburized depth of steels other than hot-rolled round
steel bars shall be agreed upon between the purchaser and the manufacturer.

9 Tests 1
9.1 Chemical analysis
The chemical analysis shall be as follows. 1
a) The chemical composition shall be determined by heat analysis. The general
requirement for chemical analysis and sampling method for analysis shall be in
accordance with clause 8 of JIS G 0404.

b) The analytical method shall conform to JIS G 0320.

9.2 Hardness test
9.2.1 The hardness of annealed steels shall be measured at any position of a repre-
sentative sample taken from a batch of steels of the same heat and same heat-treatment.
The hardness of as-hot-rolled steel plates, sheets and strips shall be measured at any
position of a representative sample taken from a bath of steel plates, sheets or strips
of the same heat and same rolling size.

9.4 Other inspections
The following inspections may be conducted by agreement between the purchaser

I and the manufacturer. In this case, the sampling position of test specimen and other
matters shall have previously been agreed upon between the purchaser and the manu-
facturer.
10 Inspection

The inspection shall be as follows.
General requirements given in JIS G 0404 shall apply.

Chemical composition shall comply with clause 5.
Annealed hardness and as-hot-rolled hardness of steel plates, sheets and strips

shall comply with clause 6.
Appearance, shape, dimensions and tolerances thereof shall comply with clause 7.

The decarburized depth shall comply with clause 8.
Other inspections. Where any of the inspections specified in 9.4 has been per-
formed, the results shall conform to the acceptance criteria as agreed between the
I purchaser and the manufacturer.
11 Marking
I Pertaining to the marking on steels, the following items shall be marked by suit-
able means on every steel. Steel plates, sheets, and strips, flat steels and steel bars
and wire rods whose diameter or width across flats is under 30 mm may be bundled
I and the items may be marked on each bundle by suitable means. Steel bars whose
diameter or width across flats is 30 mm or greater may be, as agreed between the pur-
chaser and the manufacturer, bundled and the items may be marked on each bundle
I by suitable means.
Upon agreement between the purchaser and the manufacturer, a part of the fol-
lowing items may be omitted.

a) Designation of grade. The grade designations of cold-rolled steel plates, sheets

and strips shall be suffixed with the symbol "-C", which, however, may be omit-

12 Report
The report shall conform to the requirements of clause 13 in JIS G 0404. Unless
otherwise specifiedby the purchaser, inspection document shall be in accordance with
2.3 or 3.1B (designation 3.1B) in table 1 of JIS G 0415.
Reports accordingto 10 f) shall be agreed upon between the purchaser and the manu-
facturer.
