SUBJECT: Amendment to Joint Department Administrative Order No. 01 Series


of 2008 entitled “Guidelines for Declaring Areas as Rabies Free
Zones” dated March 10, 2008

Pursuant to Joint Department Administrative Order No. 01 Series of 2008 entitled “Guidelines for
Declaring Areas as Rabies Free Zones dated March 10, 2008, the following provision is hereby
amended:

Ill. GOALS AND OBJECTIVES

1. To declare provinces, cities, municipalities and islands as rabies-free zones.
2. To maintain and sustain the rabies-free status of the provinces, cities, municipalities
and islands declared as rabies-free zones.

The aforementioned is hereby amended

V. DEFINITION OF TERMS

Under Item D:
D. Rabies-Free Zone/Area- refers to area with no confirmed human or animal rabies
case, including bats, or indigenously acquired infection by a lyssavirus at any time
during the previous two years, in the presence of an adequate surveillance system and
import policy and have satisfied all criteria for a rabies-free zone/area declaration.

The aforementioned is hereby amended

D.1. Rabies-free Zone — refers to Provinces with no confirmed human or animal


rabies case, or indigenously acquired infection by a lyssavirus at any time during
the previous two years, in the presence of an adequate surveillance system and
import policy and has satisfied all criteria for a rabies-free zone/area declaration.
D.2. Rabies-free area- refers to cities, municipalities and islands with no confirmed
human
or
animal rabies case, or indigenously acquired infection by a lyssavirus
at any time during the previous two years, in the presence of an adequate
surveillance system and import policy and have satisfied all criteria for a rabies-
free zone/area declaration

To add item J, to be read as follows:


J. Negative monitoring reports - a monthly report declaring that there are no
confirmed animal rabies cases as supported by comprehensive surveillance and
monitoring of healthy and sick animals, and/or by laboratory test, on a certain
area or zone, duly authenticated by each Punong Barangay and signed by their
corresponding Municipal Veterinarian/Agriculturist or City Veterinarian and
attested by the Provincial Veterinarian.

VI. IMPLEMENTING GUIDELINES ON DECLARING AREAS/ZONES AS RABIES-


FREE

Under Section A. General Guidelines:


Item No. 2:
2. The Office International de Epizooties (OIE) (World Organization for Animal Health)
and the World Health Organization requires that no indigenous acquired rabies
infection has been confirmed in man and any animal species during the past two (2)
years.

The aforementioned is hereby amended to

2. No indigenous acquired human rabies infection has been confirmed by
laboratory or validated through investigation by a surveillance officer; and no
indigenous acquired animal rabies has been confirmed by laboratory testing or
supported by negative monitoring for recent two (2) consecutive years.

7. Regular health education and advocacy activities on Rabies Prevention and Control to
include Elementary School Curriculum Integration and Instruction on the prevention
and control of rabies.

7. Regular health education and advocacy activities on Rabies Prevention and
Control to include communities and schools.

To add Item No. to be read as follows:
8. Rabies-free zones shall be evaluated by the national team from DOH, and DA-
BAI, and declared by National Rabies Prevention and Control Committee; and
rabies-free areas shall be evaluated by the regional team from DOH-CHD and
DA-RFO, and declared by the Regional Rabies Prevention and Control
Committee.

GENERAL REQUIRMENT FOR DECLARATION OF RABIES-FREE ZONE/AREA

Under Item No. 3. Animal Rabies:


3. Animal Rabies:
a. No case of indigenously acquired infection by a type 1 Lyssavirus confirmed
in any animal species including bats at any time during the past two (2) years
through Monthly zero-case reporting from the Municipal Agriculture Office/
Veterinary Office and monthly reporting of laboratory confirmed cases by all
veterinary rabies laboratories — Philippine Animal Health Center (PAHC),
Research Institute for Tropical Medicine (RITM), 10 Regional Animal
Disease Diagnostic Laboratories (RADDLs), and 2 accredited provincial
rabies labs.

i. Functional Rabies Laboratories performing Fluorescent Antibody Test
(FAT) for rabies diagnosis in Sampling a minimum of 0.02% of the
estimated dog population in their designated catchment areas/zones per
year;

The aforementioned is hereby amended to be read as follows:


3. Animal Rabies:
a. No case of indigenously acquired infection by a type 1 Lyssavirus confirmed
in any animal species including bats at any time during the past two (2) years
through monthly negative monitoring reports from the Barangay,
Municipal Agriculture Office/Veterinary Office and monthly reporting
of laboratory samples submitted by all veterinary rabies laboratories —
Philippine Animal Health Center (PAHC), Research Institute for

Tropical Medicine (RITM), 10 Regional Animal Disease Diagnostic
Laboratories (RADDLs), and 2 accredited provincial rabies laboratories.

i. Functional rabies laboratories performing Fluorescent Antibody Test
(FAT) for their Rabies Diagnosis of suspect animal cases in their
designated catchment areas/zones per year;

Under Item No. 4 Human Rabies:


4. Human Rabies:
a. No case of indigenously acquired infection by a lyssavirus confirmed in any
human at any time during the previous two (2) years through monthly zero-
case reporting from the Municipal Health Officer.

The aforementioned is hereby amended to be read as follows:


4. Human Rabies:
a. No indigenous acquired human rabies infection has been confirmed by
laboratory or validated through investigation by surveillance officer.

Under Section C. Recovery Process, Item No. 3:


3. Re-evaluation of status shall be conducted 6 months after the last vaccination date by
the National Rabies Prevention and Control Committee.

The aforementioned is hereby amended to


be read as follows:
3. Re-evaluation of the rabies-free zone/area shall be conducted 6 months after the last
mass dog vaccination date by the National/Regional Rabies Prevention and
Control Committee.

All other provisions of the Joint Department Administrative Order No. 01 Series of 2008 entitled
“Guidelines for Declaring Areas as Rabies Free Zones dated March 10, 2008 shall remain in
effect and provisions/issuances inconsistent or contrary to this Order are hereby rescinded or
modified accordingly.

This order shall take effect immediately.
