NITI Aayog Launches India Electric Mobility Index to Accelerate State EV Progress
In August 2025, the National Institution for Transforming India (NITI) Aayog launched the report
titled ‘India Electric Mobility Index(IEMI) 2024 – Tracking Electric Mobility Trends in Indian
States‘.The IEMI, a first-of-its kind tool developed to track and benchmark the progress of states and Union
Territories (UTs) in achieving their Electric Mobility goals.

On August 4, 2025, the National Medicinal Plants Board (NMPB) under the Ministry of AYUSH (Ayurveda,
Yoga & Naturopathy, Unani, Siddha, and Homeopathy), signed a Memorandum of Understanding (MoU)
with Ish Ved-Bioplants Venture along with a tripartite agreement involving the All India Institute of
Ayurveda (AIIA) and All India Institute of Medical Science (AIIMS) – New Delhi to strengthen the
conservation of medicinal plants.
• The MoUs were signed in the presence of Union Minister of State (MoS) (Independent Charge,
IC) Prataprao Jadhav, Ministry of AYUSH and Ministry of Health and Family Welfare (MoHFW) at
Nirman Bhawan in New Delhi, Delhi.

• The MoU also aims to develop sustainable and scalable cultivation protocols to strengthen the
supply chain of medicinal plants for manufacture of Ayush products.
Medicinal plants garden: The tripartite (involving three parties) MoU was signed to establish a national
level medicinal plants garden in the premises of AIIMS-New Delhi, through the AIIA, to create awareness
about medicinal plants among patients, visitors and students.
• The garden will serve as a center for education and awareness, enabling patients, students, and
visitors to learn about the healing properties of medicinal plants.

Punjab Becomes First State to Empanel Language Interpreters, Translators under Juvenile Law
On August 4, 2025, Dr. Baljit Kaur, Minister for Social Security, Women & Child Development, Government of
Punjab, announced the empanelment of sign language experts, translators, and special educators under
the Juvenile Justice (Care and Protection of Children) Act, 2015, to ensure access of the judicial system to
all the sections of the society.
• With this move, Punjab has become the first state in India to empanel sign language experts under
the Juvenile Justice Act 2015.

India”
On August 4, 2025, National Institute for Transforming India (NITI) Aayog, the policy Think Tank of the
Government of India (GoI), launched a report titled “Unlocking a USD 200 Billion Opportunity: Electric
Vehicles in India” at a launch event in New Delhi, Delhi. The report serves as a strategic roadmap to help
India achieve a 30% share of Electric Vehicles (EVs) in total vehicle sales by 2030.
• The report was released by Rajiv Gauba, Member of NITI Aayog, in the presence of BVR
Subrahmanyam, Chief Executive Officer (CEO), NITI Aayog, Kamran Rizvi, Secretary, Ministry of
Heavy Industries(MHI), O. P. Agarwal, Distinguished Fellow, NITI Aayog and Sudhendu Sinha,

Consultations: Shaped through extensive stakeholder consultations across seven dedicated sessions at NITI
Aayog, the report presents a range of strategic approaches to accelerate India’s electric vehicle (EV)
transition.
Blueprint: The report acts as a strategic roadmap to fast-track India’s EV transition. It highlights major
challenges, outlines key enablers, and provides actionable recommendations to boost EV adoption.
Roadmap to Boost EV Adoption in India by 2030:
Growth: As per the report, the sale of EVs in India has increased from 50,000 in 2016 to 2.08 million in
2024, making India stand 6th globally, while the global sales have increased from 918,000 in 2016 to 18.78
million in 2024.
• The report describes the EV transition in India as slow to start, with the EV penetration of India,
being one-fifth of the global penetration in 2020 to over two-fifth of penetration in 2024.
Sales: In 2024, the sale of EV vehicles is 7.6% of the total vehicles, which has taken 5 years. To achieve the
goal of reaching 30% sales of EV by 2030, India must increase the annual sales of EV vehicles by 22% till
2030.
• Among the EV vehicles, electric (e) two wheelers and e-three wheelers have shown a significant
increase in sales. Electric buses have shown slight progress, while the sales of Electric cars have
been slow.
Challenge Factors: The report has underscored the challenges which slow the growth of EVs in India. It
includes the burden of financing heavy vehicles such as electric buses and electric trucks, Inadequate
charging stations and the under utilization of the existing charging stations.
• EV could not reach the targeted consumers due to lack of awareness regarding EV performance
among public and private stakeholders, inadequate data and regulatory gaps.
Recommendations:
Mandate: The report has recommended a shift from subsidy-based to mandate-based strategy, as the
current progress is dependent on financial subsidies, which are not sustainable or sufficient to the goal.
• The report suggests the announcement of a policy with clarity, with target timelines, for the
adoption of Zero Emission Vehicle (ZEV), expansion of Corporate Average Fuel Efficiency (CAFÉ)
norms to a wider segment of vehicles.
• It also suggests designing a stringent plant for mandating the production and purchase of EV and
disincentivize the continuous usage or production of Internal Combustion Engine (ICE) Vehicle.
Saturation Program: The report recommends to design and start a saturation program to support 5 cities
over 5 years and scale up to 20 cities and then to 100 cities.
Large Financing: The report has suggested a solution to create a fund with contributions from the public
budget and multilateral development banks to provide low interest loans for the procurement of e-buses
and e-trucks and to design a scheme to streamline the funds.
Research: The report has highlighted setting up an academia-industry-government partnership for
accelerating research on new battery chemistries.
Charging Infrastructure: Identification of 20 high density corridors for e-bus and e-truck operations and
commissioning a study to identify locations for charging hubs based on current voltage patterns on these
corridors were recommended.
• The report also includes measures such as establishment of nodal agencies, exploration of
Transit-Oriented Development (TOD) pricing, launch of a unified application, and the exploration
of provision of special EV power lines (EVPL).
Capital costs: The report has recommended encouraging the establishment of a battery leasing industry,
supporting battery passport system, nurturing the establishment of truck and bus leasing industries to
reduce the capital costs.

Airport Pairs
In August 2025, the International Air Transport Association (IATA), a global airline body representing
approximately 350 carriers, released the latest edition of the World Airport Transport Statistics (WATS) for
2024. As per the report, India ranked as the world’s 5th largest aviation market in 2024, handling 211
million passengers, marking an 11.1% year-on-year(Y-o-Y) growth from 2023.
• The United States of America (USA) retained its position as the world’s largest aviation market in
2024, handling 876 million passengers, followed by China in second place with 741 million
passengers.
• Also, Mumbai-Delhi route ranked 7th among the world’s top 10 busiest airport pairs, carrying
5.9 million passengers in 2024.

Other Countries in Top 5: The United Kingdom (UK) with 261 million passengers ranked at 3rd position in
terms of biggest passenger market in 2024; followed by Spain ranked at the 4th position with 241 million
passengers.
International Premium Class Travel: The report revealed that international premium class travel
including business and first class, has increased by 11.8%, outpacing growth in global economy travel of
11.5%.
• It also showed that the total number of international premium-class travelers in 2024 was 116.9
million, representing 6% of total international passengers.

(JV) as Generali Central.
• Now, Life Insurance component will operate as Generali Central Life Insurance Company Limited.
• While, the general insurance component of the JV will now General Central Insurance Company
Limited.

named ‘IndiGO IDFC FIRST Dual Credit Card’.
• This newly launched dual credit card offers both Mastercard and RuPay credit cards with a
common credit limit.
• Also, the new card will provide single statement for all transactions, with credit limit shared

To Setup a MMF Unit: A MoU was signed between TN government and Royal Golden Edge Group (RGE) to
set up a Man Made Fibre Facility (MMF) in Thoothukudi district, with an investment of Rs 4,953 crore.
MoUs in Electronics Sector: Yeemak & Jeanvus pledged to invest Rs 3,400 crore to develop advanced
electronics and defence components.
• A MoU was signed with Kaynes Circuits India with investment worth Rs 4,995 crore to
manufacture advanced electronic components in Tuticorin and other districts of the state.
• Also, Hyundai Kefico India has announced to invest Rs 720 crore to make auto-electronic control
units in Kancheepuram district.
MoUs in Renewable Energy (RE): Mobius Energy Private Limited has committed to invest Rs 1,000 crore
in solar cell and module manufacturing in Theni district, TN; while Pratiksha Green Fuels will invest Rs
1,500 crore for the manufacturing of bio-methanol and bio-char.
• A MoU was signed with JSW worth an investment of Rs 5,000 crore, for RE unit and expected to
generate 3,630 jobs.
Other Key MoUs: A MoU was signed with Hwaseung Enterprise, which will invest Rs 1,720 crore in the non-
leather footwear sector.
• Also, Michelin Tyres pledged to make an investment of Rs 686 crore in Tiruvallur to boost the
region’s industrial growth and development.
• Chennai Radha Engineering Works (CREW) has also committed an investment of Rs 1,500 crore
for the shipbuilding component manufacturing project, which will generate over 1,400 jobs.

Setting Up Space Industrial Park: The state government announced plans to establish a 250-acre space
(industrial and propellants) park in Thoothukudi (TN) district.
Formation of Special Purpose Vehicle (SPV): The state government also announced to form a SPV to
develop a shipyard and repair centre.
Common Facility Centre for Moringa Export: The government is also planning to set up a common facility
centre in two districts of the state i.e. in Thoothukudi and Tirunelveli, at a cost of Rs 5.59 crore for export
and cultivation of Moringa.
Setting up Zonal Unit of TNAPEx: It also plans to set up a zonal unit of TN Food Processing and Agri Export
Promotion Corporation (TNAPEx) in Tirunelveli.
Inauguration of Key Projects:
Plant: During the event, TN CM M.K. Stalin inaugurated VinFast’s electric vehicle assembly plant in
Thoothukudi, marking the company’s first manufacturing facility outside Vietnam.
Projects: He also inaugurated four major projects worth a total investment of Rs 1,230 crore, spanning
sectors such as health-tech (Pro1 Health in Thoothukudi), bioenergy (Nanda Devi Bio Energy in Tirunelveli),
