This document of GCC HSE Guideline is intended to provide the associates & contractors a single source of reference of project requirements to
manage and control Health, Safety & Environment aspects at all the projects of the developer and its subsidiary.

These GCC HSE Guidelines are not an alternative to ensuring legislative compliance and all parties involved in developer and its subsidiary projects are
to ensure compliance with the specific legislative obligations associated with their activities. Nothing contained in this HSE Guidelines is intended to
relieve any contractor or supplier of the obligations assumed by the contractors under this contract with the authority or required by law. These
guidelines are intended as a tool to ensure compliance with those requirements to make workplace free of hazards. The requirements given
herein shall not relieve the contractor from complying with all national, state, local, or other contractual requirements. Health, Safety & Environment
must be an integral part of each job. Full participation, coordination, support, and compliance is necessary and required to ensure the safety and
health of all persons and property involved in the project.

MEDICAL EXAMINATION
Medical Examination
Legal Requirement – BOCW Rules 1998, Chapter XXIV

HSE - GENERAL REQUIREMENT
General Safety Requirement

General Safety Requirement at Project Site

1. Contractor must strictly comply with the Employer HSE Mgt System /HSE Manual / HSE SOPs- Work Permits / ESG / GRIHA Requirements etc.
2. Contractor must deploy adequate number of BOCW qualified full time HSE staff from the first day of the project commencement. The number of HSE staff
shall be determined by the respective Project head in coordination with Corp HSE Head, which is as per the manpower deployed, critical activities andother
factors. BOCW qualified Safety Engineers required as per total strength. Apart from this One Safety supervisor or Stuart require for every 10 floors in
each tower OR One Safety Supervisor / Stuart per 30 workmen, whichever is higher. Plus, Reliever require for Sunday & night working.
3. Contractor must adhere with all HSE Notifications/Circulars, HSE Alerts and HSE Awareness Bulletins as shared by the Employer.
4. Contractor needs to identify and implement requirement of BOCW act & State Rules and Contract labour regulatory act time to time with
amendments/circulars etc.
5. Contractor should take adequate precautions for safety at site by providing developer and its subsidiary approved PPE (Personal Protective Equipment)
viz. Full body safety harness (with energy absorber), helmets, Safety shoes, safety googles, hand gloves, ear plug/ muffs, shock proof gloves for electrical
works, slider fall arrester, reflective jackets, etc. for workers & visitors/representative at site. In addition, Contractor shall maintain adequate stock of
PPEs always. 25% of total strength.
6. Any injured person shall be taken to a public/private hospital without loss of time, in cases where the injury necessitates hospitalization.
7. No floor, roof, or other part of the structure shall be so overloaded with debris or materials so as to render it safe.
8. No paint containing lead or lead products shall be used.
9. Workers engaged for replacing/repairing of roof sheets, bolts, hooks etc. on sloping roof and external repairs, painting etc. of tall structures using cradles
/scaffoldings shall be provided with full body safety harness hooked with slider fall arrester on PP rope anchored on permanent structure withfirm
support.
10. Contractor shall ensure that no nuisance is caused to the adjoining property of the Employer or of any other person.
11. Safety posters, banners and danger signboards shall be erected by the contractor as per guidance from the Employer’s Project HSE in charge.
12. Contractor shall ensure the presence of qualified HSE engineer throughout the critical activity execution.
13. Labour working at a height above 6 meter shall be provided with Full body harness with energy absorber
14. Contractor shall ensure at least one certified first aider is available during the working hours. To facilitate quick and on time treatment for the
needy, Contractor is advised to tie up with nearby Hospital. OHC, Full time CMO with facilities required as per State BOCW rules
15. First Aid Box shall be provided by contractor as per BOCW guidelines / rules. Minimum 6 FA Boxes plus 1 in each tower with stretchers.
16. Contractor shall deploy certified full time scaffolding inspector. He must inspect & do record keeping, tagging of scaffold.
17. Hot works: Fire Extinguisher, Fire & Welding Blanket, Running water line, water and sand buckets shall be provided as per site condition.

18. Water CO2, ABC Powder, Foam type fire extinguisher shall be provided at site office, stores, and work areas plus pressurized water supply on each floor of
building under construction with Hose Reels as per State BOCW Rules to be provided
[Link] emergency procedures before work begins and put general precautions in place from the start of work.
[Link] entry gate security must do random testing of persons with breath analyzer if found under alcoholic effect.
[Link] must restrict the entry of labours if entering without PPEs [Helmet, Shoes, Jacket]
[Link]-wheeler vehicle not allowed inside site premises.
23.1st Generation Hydra cranes are strictly prohibited.
[Link] cranes are strictly prohibited / banned on our sites.
[Link] should keep stock of PPEs at main gate for visitors. Should keep record of PUC of incoming vehicles.
[Link] wash facility [pressurized water with settling tanks to be provided on main gate by contractor. All dumpers etc leaving site must be covered with
Tarpaulin.
[Link]’s engineers, foreman must conduct the daily Toolbox Talk. Record to be maintained. Safety persons should witness.
[Link] toolbox talk on PA system to be conducted at least on weekly basis.
[Link] Housekeeping weekly once minimum 2 hours to be done by stopping all other activities except emergency work, concreting etc.
[Link] shall ensure at a construction site of a building or other construction work that debris, bricks and other materials or articles are removed- (i) by
means of chutes / buckets or hoists /by any other safe means. Dropping of debris /garbage from the floor levels are strictly prohibited.
[Link] Employee training program for hazardous substances.
[Link] Storage area for flammable liquids, compressed gases shall be provided and maintained by contractor. Facility needs to be approved by
DEVELOPERS Site HSE in-charge.
[Link] smoking booth/area can be provided by contractor only with approval from DEVELOPERS engineer in charge.
[Link] work permit shall be obtained by the contractor for work after 1800 hrs. OR after extended period. Noise levels shall be maintained within limits.
[Link] HSE observations raised by Developer and its subsidiary associates shall be addressed, closed, and reported without delay and within agreed time frame.
Delay incompliance will be subjected to disciplinary actions including penalties.
[Link] operators involved in operation of Plant and equipment must be licensed, medically certified as per BOCW rules and third party certified.
[Link] incidents, near miss, first aid, property damage, fire; accidents must be communicated immediately to DEVELOPERS Site HSE In-charge.
[Link] PTW requests must have MST & RAs, without which Permit to Work not to be issued.
[Link] activities must be executed in accordance with Developer and its subsidiary approved Method Statement and Control Measures. To be
implemented as mentioned in Risk Assessment document.
[Link] to submit to Developer and its subsidiary HSE Department Daily manpower report, HSE activity records, Weekly & Monthly HSE
Performance Reports, List of machinery every month available on site as demanded by Developer and its subsidiary HSE Department staff. MIS list to
be submitted 5th of every month.
[Link] establishment, stores, offices, workplaces, worker accommodations are liable to inspections and audits by developer as well as any
other third parties. Contractor to maintain all the facilities in accordance with HSE requirements and be prepared for such audits without notice.
[Link] Contractors must adopt and exhibit “100% HSE COMPLIANCE” and commit to DEVELOPERS’S ZERO FATALITY- ZERO HOSPITALISATION goal.
[Link] contractors shall deploy 1 HSE Officer/Manager/Engineer for every 500 workers as per BOCW rules.
[Link] contractors shall adhere to the HSE standards, procedures and guidelines laid by the Client.

CONSTRCUTION – POWER DISTRIBUTION BOARD

inadvertent contacts (by barriers/shrouds.)
12. SLD (Single line diagram) of DB to be pasted on DB door
13. Rubber mat tested at 11 KV to be kept near each DB.

2 Earthing & Earth Leakage Circuit Breakers ( ELCB/RCCBs):
1. Ensure that earth pits are maintained properly.
2. Earth resistance value to be displayed with next
inspection due date. Frequency Monthly. Safe
earth resistance value should be below 1 ohm

main DB & various sub-distribution boards.

1. Gas cylinders or kerosene cooking devices are NOT permitted in the residential area of labour camp. For cooking facilities, a separate cooking area has to
be earmarked which is located on ground level, is easily accessible, well ventilated and fire extinguishers are available close to its entry point. This cooking
area should preferably be physically separated from the residential areas of the labor camp.
2. If labor camp is located within permanent structure, no gas cylinder or kerosene cooking devices is allowed inside the permanent structure and separate
temporary shed, outside permanent structure, is to be earmarked for cooking facilities. In case, temporary cooking area is not feasible due to space constraints,
it is to be ensured that the cooking area is located on ground floor of the permanent structure in well- ventilated area and all cooking occurs at that location
only. Fire extinguishers should be provided close to this cooking area
3. Each dormitory bedroom within the worker’s quarters shall be compartmented with minimum 1-hours fire rated compartment wall
4. A fire point such as Fire Hose reel with separate fire pump & water line require. Portable fire extinguishers of ABC rating each shall be provided at a

11. Ensure water is not allowed to stagnate in living areas which could potentially be a breeding ground of mosquitos.
12. Quality drinking water to be provided. Water quality tests are conducted frequently / quarterly as per IS : 10500
