This document of GCC HSE Guideline is intended to provide the associates & contractors a single source of reference of project requirements to
manage and control Health, Safety & Environment aspects at all the projects of the developer and its subsidiary.
These GCC HSE Guidelines are not an alternative to ensuring legislative compliance and all parties involved in developer and its subsidiary projects are
to ensure compliance with the specific legislative obligations associated with their activities. Nothing contained in this HSE Guidelines is intended to
relieve any contractor or supplier of the obligations assumed by the contractors under this contract with the authority or required by law. These
guidelines are intended as a tool to ensure compliance with those requirements to make workplace free of hazards. The requirements given
herein shall not relieve the contractor from complying with all national, state, local, or other contractual requirements. Health, Safety & Environment
must be an integral part of each job. Full participation, coordination, support, and compliance is necessary and required to ensure the safety and
health of all persons and property involved in the project.
MEDICAL EXAMINATION
Medical Examination
Legal Requirement – BOCW Rules 1998, Chapter XXIV
Medical Examination at Project sites Developer and its subsidiary SOP of Joining Formality can be followed, if stringent than contractor’s

2 Earthing & Earth Leakage Circuit Breakers ( ELCB/RCCBs):
1. Ensure that earth pits are maintained properly.
2. Earth resistance value to be displayed with next
inspection due date. Frequency Monthly. Safe
earth resistance value should be below 1 ohm
3. The earth continuity to be ensured from earth pits to the
main DB & various sub-distribution boards.
4. Regular checking of RCCB to be ensured. Monthly min.
3 Extension Boards:
1. RCCB (30 mA) protection to be provided
2. Earthing studs to be provided for extension board

4 Pre-installation activity:
1. Location selected for DB installation is free from water
logging, rainwater ingress & dust.
2. Ensure that there is proper space around the DB for safe
working.
3. Electricians deployed for electrical work should have valid
license/experience/qualification.
4. Rubber mat shall be provided for Panel above 3.3 kV as
per IS 15652 standards.
5 DB Maintenance:
1. Standard Lock Out / Tag Out kits to use for
shutdown/maintenance.
2. Ensure necessary work permits system is followed for
shutdown/maintenance

6 Power supply distribution using cables:
1. Main incoming cable should be armored cable.
2. Cables should be laid underground or overhead above -
2-meter height with proper support.
3. Avoid routing of overhead cable above the vehicle
/equipment access path & Lifting Zones
4. No tapping of power prior to ELCB / RCCB is allowed.
5. Cables to be joint free. If required, proper power
connectors to be used for joints.
6. All construction power cables shall be PVC insulated, PVC
inner & outer sheath.
7. Cable termination to be done by means of proper cable
glands and lugs.
8. Temporary jointing of cables if required to be done
through cable connectors or junction boxes.
9. Ensure that all unused holes are sealed
10. All cables must be routed via insulated cable hangers.

CONFINED SPACE WORKING
Specification for Confined Space

1. PTW shall be obtained for Confined space in case the
dept. of excavation is beyond 1.2 m.
• All team working in confined space shall be trained for
Confined space entry training.
• If confined space has potential or present near any
hazardous area such as gas emitting area etc. Gas testing
shall be conducted prior to activity.
• Gas testing shall be conducted by certified/competent
person and readings shall be recorded.
• The gas testing equipment shall be calibrated.
• Emergency Response plan shall be in place and
communicated to the workforce prior entering the
confined space.
• Standby person shall be deployed with the
communication mechanism.
• Entry- Exit logbook shall be maintained with the Name,
Date, time duration of entry and exit.
• Continuing supervision shall be maintained.
• Cross ventilation shall be maintained prior entry into the
confined space.
• Adequate Illumination shall be provided, and the
lightvoltage shall be not more than 24 Volts
• Emergency rescue Equipment such as Tripod etc. shall be
in place and installed.

SCAFFOLDING
Specification for Scaffold
Legal Requirement – BOCW Rules, 1998 Chapter XIX

competent person and should be certified by a
structural engineer.

pins’ / ‘spring-lock pins’ (made with high tensile & shear

1. Scaffold / Working Platform shall be provided with a
ladder or any other safe means of access e.g. Access
ramp, stairs, Dog legged stair etc.

to provide for making the base wider and stable.

1. For the purpose of better edge protection across the
periphery of building, peripheral scaffold to be provided.
2. Peripheral scaffold should be used for doing work
located outside of building e.g. - Column shuttering /
beam side shuttering / reinforcement, etc.

BAMBOO SCAFFOLDING
Specification for Bamboo Scaffolding

4. Weekly inspection to be done by competent
inspector.
5. Inspection to be done if there is any alteration/
modification also.
6. Proper internal ties to be provided on every
floor to be strength of the scaffold.
7. Should be erected on firm level ground and
ensure there is no excavation nearby 1m
8. Erected scaffold to be replaced with new one
after 3 months.
9. Ensure Individual fall arrestor to all workers
while working on bamboo scaffold.

WORKING PLATFORM
Specification for Working Platform
Legal Requirement – BOCW Rules, 1998 Chapter XIX

- Height of the midrail - halfway between the

- Men, tools & materials - 900 mm
- Men, tools, material and wheelbarrows
- 1200 mm
5. The grating must be M.S square bar jallies (plank)
having 300 mm width the c/c distance must be
within 25 mm.

LADDER
Specification for Ladder
Legal Requirement – BOCW Rules, 1998 Chapter XV

2. Straight Ladder
1. Ladder to be made of Aluminium material as per
IS 3696 -1987(Part - 1) and IS 3696-1991 (Part -2)
2. No wooden or bamboo Ladders allowed at sit
3. In case of presence of existing electrical
installation, FRP Ladders must be used.

EDGE PROTECTION
Specification for Edge Protection
Legal Requirement – BOCW Rules, 1998

additional hazard are identified, e.g. adjacent
public areas/ project interface (walkways, road
and offices), specific work activities, height of
building exposed location etc.
8. Impact load test, 90 Kg load in any direction
to be conducted.
9. Vertical post 1.2 mtr, Sq flange at bottom
with 4 holes, M10 fasteners is required

TOWER CRANE
Specification for Operation of Tower Crane (Including Installation and Dismantling)

1. Tower crane erection work to be carried out by Mechanized method - in case of
tandem lifting; the lifting method / plan should be verified and approved by competent
authority.
2. In case Mechanized method is not feasible due to local site conditions prior approval is
to be obtained for manual method of erection from EHS & PM
3. Tractor should not be used for any kind of pulling or lifting activities
4. All lifting tools & tackles (Slings, D- shackles, derrick, pulley, wire rope slings & crane
itself) should have 3rd party test certificate. Only telescopic joint type (splicing) derrick
must be used. Flange type joints are not permitted.
5. Crane & other vehicles should be operated by only a competent / experienced
license holder.
6. Guide ropes shall be provided for preventing load from swinging.
7. All workmen shall be screened for medical fitness for height work.
8. Only trained and competent persons shall be deployed for working at height.
9. Working area to be barricaded with warning tape.
10. In case of Two or more Tower cranes are working in proximity whose jibs / boom are
overlapping or working with in the same radius, Anti-Collision device (ACD) is
mandatorily installed.

2. If labor camp is located within permanent structure, no gas cylinder or kerosene cooking devices is allowed inside the permanent structure and separate
temporary shed, outside permanent structure, is to be earmarked for cooking facilities. In case, temporary cooking area is not feasible due to space constraints,
it is to be ensured that the cooking area is located on ground floor of the permanent structure in well- ventilated area and all cooking occurs at that location
only. Fire extinguishers should be provided close to this cooking area
3. Each dormitory bedroom within the worker’s quarters shall be compartmented with minimum 1-hours fire rated compartment wall
