This document is a part of GCC and is referred as HSE Guidelines and shall form integral part of the Contract. Contractor has to acknowledge
the receipt. Read, Understand and Accept to comply with HSE Guidelines. Each page must be signed by the authorized signatory of the

This document of GCC HSE Guideline is intended to provide the associates & contractors a single source of reference of project requirements to
manage and control Health, Safety & Environment aspects at all the projects of the Smart World Developers Pvt Ltd.

These GCC HSE Guidelines are not an alternative to ensuring legislative compliance and all parties involved in SWD projects are to ensure
compliance with the specific legislative obligations associated with their activities. Nothing contained in this HSE Guidelines is intended to relieve
any contractor or supplier of the obligations assumed by the contractors under this contract with the authority or required by law. These
guidelines are intended as a tool to ensure compliance with those requirements to make workplace free of hazards. The requirements given
herein shall not relieve the contractor from complying with all national, state, local, or other contractual requirements. Health, Safety &
Environment must be an integral part of each job. Full participation, coordination, support, and compliance is necessary and required to ensure
the safety and health of all persons and property involved in the project.
MEDICAL EXAMINATION
Medical Examination

HSE - GENERAL REQUIREMENT
General Safety Requirement

General Safety Requirement at Project Site

1. General Safety Requirement
1. Contractor must strictly comply with the Employer HSE Mgt System /HSE Manual / HSE SOPs- Work Permits / ESG Requirements etc.
2. Contractor must deploy adequate number of qualified full time HSE staff from the first day of the project commencement. The number of HSE staff
shall be determined by the respective Project head in coordination with Corp HSE Head which is as per the manpower deployed, critical activities and
other factors.
3. Contractor must adhere with all HSE Notifications/Circulars, HSE Alerts and HSE Awareness Bulletins as shared by the Employer.
4. Contractor needs to identify and implement requirement of BOCW act & State Rules and Contract labour regulatory act time to time
with amendments/circulars etc.
5. Contractor should take adequate precautions for safety at site by providing SWD approved PPE (Personal Protective Equipment) viz. Full body
safetyharness (with energy absorber) , helmets, Safety shoes, safety googles, hand gloves, ear plug/ muffs, shock proof gloves for electrical works,
slider fall arrester, reflective jackets, etc. for workers & visitors/representative at site. In addition, Contractor shall maintain adequate stock of PPEs
always. 25% of total strength.
6. Any injured person shall be taken to a public/private hospital without loss of time, in cases where the injury necessitates hospitalization.
7. No floor, roof, or other part of the structure shall be so overloaded with debris or materials so as to render it safe.
8. No paint containing lead or lead products shall be used.
9. Workers engaged for replacing/repairing of roof sheets, bolts, hooks etc. on sloping roof and external repairs, painting etc. of tall structures using
cradles /scaffoldings shall be provided with full body safety harness hooked with slider fall arrester on PP rope anchored on permanent structure with
firm support.
10. Contractor shall ensure that no nuisance is caused to the adjoining property of the Employer or of any other person.
11. Safety posters, banners and danger signboards shall be erected by the contractor as per guidance from the Employer’s Project HSE in charge.
12. Contractor shall ensure the presence of qualified EHS officer throughout the critical activity execution.
13. Labour working at a height above 6 meter shall be provided with Full body harness with energy absorber
14. Contractor shall ensure at least one certified first aider is available during the working hours. To facilitate quick and on time treatment for the
needy, Contractor is advised to tie up with nearby Hospital. OHC, CMO with facilities required as per State BOCW rules
15. First Aid Box shall be provided by contractor as per BOCW guidelines / rules. Minimum 6 plus 1 in each tower with stretchers.
16. Contractor shall deploy certified full time scaffolding inspector. He must inspect & do record keeping, tagging of scaffold.
17. Hot works: Fire Extinguisher, Fire & Welding Blanket, Running water line, water and sand buckets shall be provided as per site condition.

18. Water CO2, ABC Powder, Foam type fire extinguisher shall be provided at site office, stores, and work areas plus pressurized water supply on each floor
of building under construction with Hose Reels as per State BOCW Rules to be provided.
19. At entry gate security must do sample of persons with breath analyser if found under alcoholic effect.
20. Security must restrict the entry of labours if entering without PPEs [Helmet, Shoes, Jacket]
21. Three wheeler vehicle not allowed inside site premises.
22. Security should keep stock of PPEs at main gate for visitors. Should keep record of PUC of incoming vehicles.
23. Wheel wash facility [pressurizxed water with settling tanks to be provided on main gate by contractor. All dumpers etc leaving site must be covered with
Tarpaulin.
24. Contractor’s engineers, foremans must conduct the daily Tool Box Talk. Record to be maintained. Safety persons should witness.
25. Mass tool box talk on PA system to be conducted on weekly basis.
26. Mass Housekeeping weekly minimum 2 hours to be done.
[Link] Storage area for flammable liquids, compressed gases shall be provided and maintained by contractor. Facility needs to be approved by
MDL Site EHS in-charge.
[Link] smoking booth/area shall be provided by contractor only with approval from SWD EHS representative.
[Link] work permit shall be obtained by the contractor for work after 1800 hrs. Noise levels shall be maintained within limits.
[Link] HSE observations raised by SWD associates shall be addressed, closed and reported without delay and within agreed time frame. Delay in
compliance will be subjected to disciplinary actions including penalties.
[Link] operators involved in operation of Plant and equipment must be licensed and third party certified.
[Link] incidents, near miss, first aid, property damage, fire; accidents must be communicated immediately to SWD Site HSE In-charge.
[Link] PTW requests must have MST & RAs, without which Permit to Work will not be issued.
34. All activities must be executed in accordance with SWD approved Method Statement and Control Measures implemented as mentioned in
Risk Assessment document.
[Link] to submit to SWD HSE Department Daily manpower report, HSE activity records, Weekly & Monthly HSE Performance Reports,
List of machinery every month available on site as demanded by SWD HSE Department staff.
[Link] establishment, stores, offices, work places, worker accommodations are liable to inspections and audits by SWD as well as any other third
parties. Contractor to maintain all the facilities in accordance with HSE requirements and be prepared for such audits without notice.
[Link] SWD Contractors must adopt and exhibit “100% HSE COMPLIANCE” and commit to SWD’S ZERO FATALITY- ZERO HOSPITALISATION goal.

Construction- Power Distribution Board

2 Earthing & Earth Leakage Circuit Breakers( ELCB/RCCBs):
1. Ensure that earth pits are maintained properly
2. Earth resistance value to be displayed with next
inspection due date. Frequency Monthly.
3. The earth continuity to be ensured from earth pits to the
main DB & various sub-distribution boards.
4. Regular checking of RCCB to be ensured. Monthly min.

3 Extension Boards:
1. RCCB(30 mA) protection to be provided
2. Earthing studs to be provided for extension board
Earthing.
3. DB to be closed properly to avoid unauthorized access.
4. Wooden extension board is not allowed

4 Pre-installation activity:
1. Location selected for DB installation is free from water
logging, rain water ingress & dust.
2. Ensure that there is proper space around the DB for safe
working
3. Electricians deployed for electrical work should have valid
license/experience/qualification
4. Rubber mat shall be provided for Panel above 3.3 kV as
per IS 15652 standards.

5 DB Maintenance:
1. Standard Lock Out / Tag Out kits to use for
shutdown/maintenance

6 Power supply distribution using cables:
1. Main incoming cable should be armoured cable
2. Cables should be laid underground or overhead above 2
meter height with proper support
3. No tapping of power prior to ELCB / RCCB is allowed.
4. Cables to be joint free. If required, proper power
connectors to be used for joints.
5. All construction power cables shall be PVC insulated, PVC
inner & outer sheath.
6. Cable termination to be done by means of proper cable
glands and lugs.
7. Temporary jointing of cables if required to be done
through cable connectors or junction boxes
8. Ensure that all unused holes are sealed

2. If labor camp is located within permanent structure, no gas cylinder or kerosene cooking devices is allowed inside the permanent structure and separate
temporary shed, outside permanent structure, is to be earmarked for cooking facilities. In case, temporary cooking area is not feasible dueto space constraints,
it is to be ensured that the cooking area is located on ground floor of the permanent structure in well- ventilated area and all cooking occurs at that location
only. Fire extinguishers should be provided close to this cooking area
3. Each dormitory bedroom within the worker’s quarters shall be compartmented with minimum 1-hours fire rated compartment wall

The Contractor shall organize his operations in a workman like manner and take all necessary precautions to provide safety and prevent accidents on the site by
eliminating all possible hazards which can put any persons and property at risk. The same is applicable to his sub-Contractor/s, if any. Any accident, taking place
during the tenure of the Contract, causing any injury to the life of any individual shall be treated as breach of provisions of the safety clause of the Contract and
the Contractor will be liable for the recovery of damages by the Employer as given below.

Additionally,

In cases of hospitalization or fatality which is caused on account of any work in the said contractor’s scope OR caused by any workman/sub-
contractor employed by the Contractor, the liability of the Contractor shall include but not be limited to the following:-

1. Incident of hospitalization exceeding 48 hours but not leading to death: Penalty of Rs. 50,000/- per case or 125% of hospitalization expenses,
whichever is higher. In case there are more than three such cases occurring on a given site under the same contractor, the said amount shall
be increased by 100% for future incident. Further, all hospitalization expenses and lost wages by the hospitalized workman will be
reimbursed in full by the Contractor.
2. Incident leading to death: Penalty of Rs. 200,000/- per case. In case of more than one such case occurring on a given site under the same
contractor, the said amount shall be increased by 100% for future incidents OR the Contract may be terminated (as per the sole discretion of
the Owner’s Representative). In any case of any fatality, the contractor shall reimburse an additional sum of at least Rs. 200,000/- to the
victim’s family as one-time compensation, within 30 days of the fatality occurring – this would be in addition to any statutory compensation
payable by the Contractor to the family of the deceased.
3. Not reported incident, Near Miss or First Aid case to SWD Rs. 10,000 per Incident.
4. Unresolved safety memo in given timeframe: Rs. 500 per unresolved memo / NC
5. Contractor must provide house keeping team 10 % of total strength every day with different colour helmet & jacket OR Dangri suit. Contractor if fail to
provide, Owner will get the work done at the risk & cost (actual + 25 %) of contractor’s running or final bill (Retention amount).

For failure to maintain clear access and hygienic conditions for work and labour camps, following will be the penalties:

1. 1st major observation: No penalty. Rectification to be completed within 48 hours.


2. 2nd major observation: Penalty of Rs. 50,000/-. Rectification to be completed within 7 days
3. 3rd or major observation: Penalty of Rs. 100,000/- per observation. Rectification to be completed within 7 days

In case the Contractor fails to provide necessary PPE required for each activity as required or any other required safety obligation then the same
shall be completed by the Employer and 125% of the cost incurred will be debited from the Contractor’s Running Account or the Final Bill.

The penalty shall be imposed at the immediate next payment cycle. Notwithstanding any other provision of this Contract, the Employer shall have
the right to set-off/adjust from any amounts payable by the Employer to the Contractor. All the penalties are exclusive of taxes.
