1110 Ground Operations Training Program
3. TRAINING MANAGEMENT SYSTEM
3.1 Company Responsibility
(a) For training to be effective, a company shall define
training accountabilities, responsibilities, and authorities
throughout the company. The company shall appoint a
person(s) on behalf of the Accountable Executive (AE)
who is responsible for the governance (see AHM 1110
section 3.2YO), implementation, maintenance, and day-
to-day administration of the training at the corporate
level and throughout the company. See AHM 601 Section
1.5.1YO - 1.5.2YO .
(c) It supports and implements the training plan.
(d) It defines operational and non-operational
safety/security critical positions within the job roles of
the company. The job role shall at a minimum: Table

1. Identify the function of the role.
2. Determine the tasks required to be trained.
(i) It develops and maintains the training program.
(j) Its personnel are trained and competent to perform
functional tasks effectively, safely, and efficiently.
(k) Any training delivered shall reflect the needs of the
company, regulatory authorities, industry, and personnel
who perform the tasks.
3.3 The Training Plan
(a) The regulatory, industry, and company mandatory
requirements for training.
(b) Maintenance of operational competence.
(c) The number of personnel that need to be trained per
job role.
(d) Timing of when those personnel need to be trained.

(e) Sufficient resources (e.g., staff, facilities, equipment)
are allocated to perform the required training in a timely
manner.
4. THE TRAINING PROGRAM
4.1 General Objectives
(c) Apply a minimum pass grade of 80% unless a regulator
requires a higher grade. The employee shall review errors
to correct knowledge.
1. In practical assessments, the recommendation is that
the employee be able to perform the task without error.
2. Address an employee's failure to achieve the required
level of knowledge or skills (80% minimum grade) by
reviewing errors to correct knowledge or repeat the task
""error-free"".
3. In the event of subsequent failures, a company shall
have a defined process to handle such situations.
(f) Set, deliver, and track recurrent training or assessment
requirements and frequency as defined.
4.2 Review and Update of Training Program
(a) It continues to meet current and specified internal and
regulatory requirements.
(b) All training materials are up-to-date and meet market
needs, airline-specific needs, passenger, ground handling
service provider (GHSP), and regulatory requirements, as
applicable.
(c) Reviews shall update the training content to reflect
current industry standards at a minimum, taking into
consideration outcomes of management reviews (See
AHM 601 section 13YO ), regulations, resolutions,
customer airline requirements, and recommended
practices.
(d) The outcome of the review may result in no change to
the training program or changes made are updated. The
review process shall be documented.
4.3 Evaluation of the Training Program's Effectiveness
(a) Include an observed measure of behavioral change
within the operational environment.

(b) Measure the extent to which an individual's
performance changes because of a particular training
activity (i.e., whether the competencies developed
through the training transfer to the job and whether they
are the right competencies for that role).
4.4 Initial and Continuous Qualification
4.4.1 General Requirement
(a) Conducted by a competent person as defined by the
company, e.g., qualified trainer. (See AHM 1110
GEN10YO ).
(b) Appropriate to the job role and function of the
personnel.
(c) Documented and recorded.
4.4.2 Initial Training
4.4.2.4 Security Training
(a) National Civil Aviation Security Program and National
Training Policy
4.4.2.5 Dangerous Goods Training
Dangerous Goods training shall be in accordance with
IATA DGR CBTA, at a minimum:
4.4.3 Recurrent Training
(a) Include assessments of theoretical knowledge and/or
practical competencies appropriate to the function and
operational requirements, which shall be completed prior
to the current expiry date.
(b) Be delivered at the frequency specified in the relevant
training documentation, but not exceed 36 months from
the completion of the previous training, unless a different
period is specified by the applicable regulation. If a
national competency authority sets a longer recurrent
duration, this standard shall be met.
(e) Include DGR recurrent training and security recurrent
training.
4.4.4 Recurrent Assessment
(a) Take place within 36 months of previous training
and/or assessment but may be more frequent if an
employer identifies a trend or need that requires action.

(b) Cover the same elements as in the recurrent training
in 4.4.3 c-dYO . This provides the opportunity for
assessments during a range of different operational
conditions and shall require the employee to perform the
task without error to be determined competent.
(c) Assess the existing knowledge, skills, and operational
competence of personnel and include:
1. Assessment of theoretical knowledge using a range of
methods (e.g., written, digital and/or practical (See
Section 6YO ).
2. Behavioral observation of the task.
3. Assessment of task performance and skills.
4. A debriefing upon completion.
(d) Introduce suitable corrective actions by the company
in the event of any gaps in operational knowledge or
practical competence, including:
1. Coaching to support the employee in practicing the
skills to achieve the standard expected.
2. Supervision to support the learner during the
development of skills.
3. Review of topic areas identified as weak or uncertain
to re-establish the knowledge.
4. Re-qualification (only if it is evident the employee
would benefit).
5. Other suitable and agreed interventions to best aid the
employee to return to operational duties with
competence and confidence.
6. A mix of the above until such time as competence and
confidence are established.
(e) Be documented for evidence of completion.
4.4.5 Update Training
(a) Significant changes to the operating environment
(b) Infrastructure or equipment changes, new GSE, or
new aircraft type
(c) The individual's assigned task changes as necessary
within roles/functions
(d) Qualification requirements have changed
4.4.6 Re-qualification Training and Assessment
(a) Address the identified gaps in performance.
(b) Close these gaps in the most effective manner to
return the employee to operational duties.
(c) Be documented.
6. TRAINING METHODS

6.2 Theoretical Training
(c) Theoretical training shall be documented and
recorded accordingly.
(d) Verification of theoretical knowledge shall be
achieved by:
1. Means of an appropriate knowledge assessment of the
subject matter (e.g., testing).
2. Establishing a minimum of an 80% pass grade for
theoretical assessments with any errors reviewed.
6.3 Practical Training
(a) In addition to theoretical training, practical training
shall be conducted to ensure achievement of operational
performance and competence in all defined training
objectives applicable to the functional role
(c) Verification of operational performance shall be
achieved by:
1. Conducting all practical assessments with a
standardized and controlled checklist for each training
task.
2. Declaring the trainee competent only when achieving
an error-free operational assessment.
7. TRAINING DOCUMENTATION
7.3 Training Matrix
A company shall maintain a matrix that shows training
requirements against job roles and functions. (See AHM
1110 Section 3.1YO and Section 11.1YO ).
8. TRAINING RECORDS
8.1 Records Management
(a) Documented on paper, or electronically in a system to
confirm the training delivered and the required level of
competence achieved.
(b) In a system for the management and control of
operational training records to ensure the content and
retention of such records is in accordance with
requirements of any national regulator and company
policy, as applicable. (See AHM 601 Section 2.3.1YO ) As a
minimum records of current (latest validity) and one
previous record will be maintained.
(c) Regular data backup processes shall be established to
ensure data safety.
INITIAL AND CONTINUOUS QUALIFICATION CRITERIA FOR
9. PERSONNEL

9.2 Trainer
9.2.1 General
(a) Shall deliver training according to the company
training program.
(b) Shall assess achievement of the knowledge and
competence trained.
9.2.2 Prerequisites
(a) A minimum of 12 months of operational experience.
(b) Proof of competence in the subject matter they are
qualified to train.
9.2.3 Initial Qualification
(a) Successfully complete a company's own internal or
external train-the-trainer program (See GEN 10YO ) to
develop training competence to deliver training
effectively.
(b) Successfully achieve a trainer certification where
required by a state or regulatory authority, specifically for
DGR and Security training:
1. Security trainer: a company shall conform to the
National Civil Aviation Security Program.
2. DGR trainer: unless otherwise provided by the
appropriate national authority, instructors of initial and
recurrent dangerous goods training programs must
demonstrate competency (or be assessed as competent)
in instruction and in the function(s) they will instruct prior
to delivering such a dangerous goods training program
(See current edition DGR Section 1.5.3YO)
3. GSE Trainer: See AHM 1120 section 9YO
9.2.4 Continuing Qualification
(a) Undertake recurrent training or recurrent assessment
for trainers at least once every 36 months e.g.,
workshops, train the trainer updates, briefs, peer
reviews. (See GEN 10YO )
(b) Complete any recurrent trainer certification, as
required by a state or regulatory authority.
(c) Deliver at least one training course every 24 months
for each subject area they are qualified to train.
9.3 On-the-Job Trainer
9.3.1 General
(a) Trained and competent to perform the operational
task being instructed.
9.3.2 Prerequisites

(a) A minimum of 12 months of operational experience
and be current in the subject area they are expected to
train.
9.3.3 Initial Qualifications
(a) Successfully complete an organization's internal
development program for on-the-job trainers to acquire
competence as an on-the-job trainer and the ability to
deliver effective practical training.
(b) Conduct their first on-the-job training session under
the supervision of a qualified trainer or assessor to
confirm competence.
9.3.4 Continuing Qualifications
(a) Undertake recurrent training or recurrent assessment
for the On-the-job trainers at least once every 36 months
(e.g., workshops, trainer update, briefs, peer reviews).
(b) Maintain their operational competence and remain
current in the subject area to be trained.
(c) Deliver at least one on-job-training course every 24
months for each subject area they are qualified to train.
9.4 AssessorYO
9.4.1 General
(a) Conduct an assessment against the defined
operational standard.
(b) Provide feedback to the trainee on any gaps in
theoretical and/or practical competence.
9.4.2 Prerequisites
An assessor shall have at least 12 months of operational
experience in the subject area of assessment and be
current in the subject area they are expected to assess.
9.4.3 Initial Qualifications
An assessor shall successfully complete a company's
internal or external development program for assessors
and at a minimum be instructed or briefed on how to
conduct theoretical and practical assessments.
9.4.4 Continuing Qualifications
(a) Undertake recurrent training or recurrent assessment
at least once every 36 months (e.g., workshops, assessor
update, briefs, peer reviews).
(b) Perform at least one assessment in 24 months in the
subject area of their assessment.

9.5 Auditor
9.5.1 General
(a) A company shall have a process in place to ensure that
personnel conducting audits under the monitoring
program are appropriately trained and evaluated on a
periodic basis to ensure they remain competent.
(b) Auditors shall:
1. Have the knowledge and understanding necessary to
effectively conduct audits against applicable regulations
and standards.
2. Maintain objectivity and independence (key
requirements of all auditors).
3. Remain impartial and functionally independent from
the operational areas to be audited.
9.5.2 Prerequisites
Individuals should have 12 months of work experience in
the subject area to be audited.
9.5.3 Initial Qualifications
(a) Have successfully completed an auditor program (See
GEN 11YO) to develop competence in auditing techniques
and/or experience in the subject area they are auditing.
(b) Perform the initial audit under the supervision of a
qualified auditor to demonstrate the ability to apply
knowledge and skills necessary to effectively conduct
audits under the company monitoring program.
(c) Be current in the subject area of auditing.
(d) Perform minimum audits as defined by the company.
