                  Barangay Resolution No. 2025-14
   “A RESOLUTION REQUESTING THE SEGREGATION OF A PORTION OF
   LAND IN BARANGAY PADRE ZAMORA, UNDER PROCLAMATION 254,
  LOCATED AT THE LOWER PART OF BARANGAY CAMP ALLEN, BAGUIO
     CITY, BASED ON HISTORICAL AND DEVELOPMENTAL GROUNDS”
WHEREAS, Proclamation No. 254, issued on August 5, 1929, established the Philippine
Constabulary Reservation, commonly known as Camp Allen, in Baguio City. This
reservation was intended for the use of the then Bureau of Constabulary, covering
approximately 3.4 hectares.
WHEREAS, Proclamation 254 declares certain areas of land in Baguio City as public land,
including the subject property located in Barangay Padre Zamora, which lies in the lower
part of Barangay Camp Allen;
WHEREAS, the area in question was historically a hilly and mountainous terrain, initially
underdeveloped and difficult to access.
WHEREAS, over the years, the area has undergone substantial development by the
ancestors of the current residents of Barangay Padre Zamora, transforming it into a
habitable and productive land for residential and communal purposes;
WHEREAS, the local residents of Barangay Padre Zamora have long been residing in the
area, utilizing the land for residential development, and other purposes critical to their
livelihood;
WHEREAS, the inclusion of Barangay Padre Zamora within the coverage of Proclamation
No. 254 has led to various land tenure and property development concerns among its
residents, affecting their ownership rights and socio-economic development;

  WHEREAS, the Barangay Council of Padre Zamora recognizes the need to protect the rights
  and welfare of its constituents by seeking the appropriate legal and administrative
  remedies to exclude the barangay from the said proclamation;
  WHEREAS, the development of this land by the residents of Barangay Padre Zamora has
  contributed significantly to the community’s economic and social stability, thereby
  justifying the need for the segregation and recognition of the area as part of their ancestral
  domain;
  WHEREAS, the segregation of Barangay Padre Zamora from Proclamation No. 254 will
  allow for the proper and just recognition of land ownership, provide security of tenure to
  its residents, and facilitate local development initiatives;
  NOW, THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the Barangay Council of
  Barangay Padre Zamora, Baguio City, to request the appropriate government agencies to
  take the necessary actions to segregate the portion of land located in the lower part of
  Barangay Camp Allen, Baguio City, under Proclamation 254, for proper recognition,
  development, and use by the residents of Barangay Padre Zamora;
  RESOLVED FURTHER, that a copy of this resolution be transmitted to the City Mayor’s
  Office, the Department of Environment and Natural Resources (DENR), and other relevant
  government agencies for their proper action and consideration.
  RESOLVED FINALLY, that this resolution shall take effect immediately upon its approval.
  UNINAMOUSLY APPROVED on the 4th of March, 2025.
