The following notification will be published in the Andhra Pradesh Gazette.
NOTIFICATION
In exercise of the powers conferred by Article 309 of the Constitution
of India read with sub section (3) and (4) of Section 169, Sub-sections (3)
and (4) of section 195 and Section 243 of the Andhra Pradesh Panchayat
Raj Act, (Andhra Pradesh Act 13 of 1994) and amendments thereon and
third proviso of Section 74 of the Andhra Pradesh Municipalities Act, 1965
(Andhra Pradesh Act 6/1965) and Section 78 and Section 99 of the Andhra
Pradesh Education Act, 1982 (Act 1 of 1982), read with sub-section (1) of
section 23 of the Right of Children to Free and Compulsory Education Act
2009 (Central Act No. 35 of 2009), duly incorporating the norms and
conditions of the eligibility criteria prescribed by the NCTE and RCI from
time to time for the posts of teachers, the Government of Andhra Pradesh
hereby makes the following Rules for the Teacher Recruitment Test (TRT)
for the posts of School Assistant (SA), Secondary Grade Teacher (SGT) in
Government, Zilla Parishad, Mandal Parishad, Municipality Schools,
Municipal Corporation Schools, Tribal Welfare Ashram Schools, and for the
posts Secondary Grade Teachers (SGT) and Physical Education
Teachers(PET) in the Juvenile welfare Department schools and for the
posts of Trained Graduate Teachers (TGT-Special Education), Secondary
Grade Teachers (SGT-Special Education) and Physical Education
Teachers(PET) in the Department for the Welfare of Differently Abled
Schools situated in the State of Andhra Pradesh.
RULES:
1. SHORT TITLE AND APPLICATION:
i) These rules may be called as the Andhra Pradesh Teacher Recruitment
Test (AP TRT)Rules for the posts of School Assistant (SA), Secondary
Grade Teachers (SGT),Trained Graduate Teachers (TGT– Special Education
in Special Schools), Secondary Grade Teachers (SGT–Special Education in
Special Schools) and Physical Education Teachers(PET) Scheme of
Selection Rules, 2025.

ii) These Rules shall apply to all the categories of teacher posts in
Government, Zilla Parishad, Mandal Parishad, Municipality, Municipal
Corporation Schools, Tribal Welfare Ashram Schools, Department of
Juvenile Welfare Schools and Department for the Welfare of Differently
Abled Schools and to such other categories of teacher posts in such other
schools as may be notified by the Government from time to time.
iii) These Rules shall come into force with immediate effect from the date
of issuance of these orders.

2. DEFINITIONS:

In these Rules, unless the context otherwise requires:

(1) "Appointing Authority" means.

(i) The District Educational Officer of the erstwhile district concerned


in respect of posts of teachers under the management of
Government Schools, Mandal Parishad Schools, Zilla Parishad
Schools, Municipality Schools, Municipal Corporation Schools.

(ii) The Deputy Director (TW) of the Integrated Tribal Department


Agency concerned in respect of posts of teachers in ITDA Schools.

(iii) The District Tribal Welfare Officer (DTWO) of the Non-ITDA


districts concerned in respect of posts of teachers in Ashram Schools
in Non Agency area Districts.

(iv) The Project Officer of the Integrated Tribal Development Agency


(Primitive Tribal Group-PTG-Chenchu) Srisailam concerned in
respect of posts of teachers in Ashram Schools in Chenchu areas in
Srisailam ITDA.

(v) The Director of Department for the Welfare of Differently Abled


in respect of posts of teachers in Visual Impaired Schools and
Hearing-Impaired Schools in the State.

(vi) The Director, Department of Juvenile Welfare/Home


Superintendent in respect of posts of teachers in Juvenile
Department schools in the State.

(2) "Chief Executive Officer" means the Chief Executive Officer of Zilla
Parishad appointed under section 186 of the Andhra Pradesh Panchayat
Raj Act, 1994.

(3) The Regional Director of Municipal Administration means Regional


Director of Municipal Administration of Municipal Department.

(4) "Collector" means an officer in-charge of erstwhile Revenue District.

(5) “Commissioner/ Director of School Education” here means the in-


charge of General Education and also includes the competent authority to
conduct teacher recruitment for different departments in the State.

(6) "District" means Erstwhile Districts.

(7) "District Educational Officer" means the Officer in-charge of General


Education which includes Primary, Upper Primary, High Schools and
Municipality and Municipal Corporation Schools and Special Schools for
disabled, Tribal Welfare Ashram Schools, Juvenile Welfare Department
Schools and Department for the Welfare of Differently Abled Schools in the
Erstwhile Districts.

(8) "Government" means the Government of Andhra Pradesh State.

(9) "Malpractice" means - an examinee appearing for the written test


(Computer based Test), seeking the unauthorized help from any person in
any manner or from any material or from any source whatsoever or the
unauthorized use of any telephonic, wireless or electronic or other
instrument of gadget in any manner, as described in the Andhra Pradesh
Public Examination (Prevention of Malpractices and unfair means) Act,
1997 (Act 25 of 1997).

(10) "Mandal Parishad" means a Mandal Parishad constituted under


section 148 of the Andhra Pradesh Panchayat Raj Act, 1994.

(11) "Mandal Parishad Development Officer" means the officer appointed


by that designation under section 168 of the Andhra Pradesh Panchayat
Raj Act, 1994.

(12) "Medium of Instruction" means the language through which subjects


other than languages are taught.

(13)"Municipality" means a municipality constituted under the Andhra
Pradesh Municipalities Act, 1965.

(14)"Municipal Corporation" means a municipal corporation constituted or


deemed to have been constituted under any law relating to Municipal
Corporation for the time being in force.

(15)"NCTE" means National Council for Teacher Education.

(16) "RCI" means Rehabilitation Council of India.

(17) "School" means a Primary Schools, Upper Primary Schools, High


School, Municipality and Municipal Corporation Schools and Special School
for disabled, Tribal Welfare Ashram Schools, Juvenile Welfare Department
Schools and Department for the Welfare of Differently Abled Schools in the
District.

(18) “UGC” means University Grants Commission constituted under the


University Grants Commission Act, 1956 (Central Act No. 3 of 1956).

(19) "Zilla Parishad" means a Zilla Parishad constituted under the


provisions of the Andhra Pradesh Panchayat Raj Act, 1994.

3. METHOD OF RECRUITMENT:

The Recruitment shall be through a selection process consisting of


Computer Based Test (CBT) and other criteria stipulated by the
Government from time to time.

(i) For School Assistant (SA), Secondary Grade Teacher (SGT),


Trained Graduate Teacher (TGT– Special Education in Special
Schools), Secondary Grade Teacher (SGT- Special Education in
Special Schools), the total marks shall be 100, out of which 80 marks
(TRT- 80%) for the written test (Computer Based Test) and
remaining 20 marks (20%) for APTET/CTET Weightage.

(ii)For School Assistants (Physical Education) (SA-P.E.) and Physical


Education Teacher (PET), the total marks shall be 100 for written
test (Computer Based Test) only. No TET for PET and School
Assistant (Physical Education).

(iii) Recruitment shall be purely based on merit-cum-roster system
as per the existing provisions being adopted by the Government of
Andhra Pradesh vide G.O.Ms.No.77, G.A. (Ser-D) Dept., Dt:
02.08.2023 and subsequent G.O.Ms.No:12, S.E (Services-I) Dept.,
Dt:15.04.2025, G.O.Ms.No.46, G.A. (Ser-D) Dept., Dt: 19.04.2025,
and G.O.Ms.No.47, G.A (Ser-D) Dept., Dt: 19.04.2025.

4. QUALIFICATIONS AND ELIGIBILITY:

A candidate for selection to the posts of Teachers, shall possess the


academic and professional/training qualifications as prescribed below:-

(a) (i). The candidates applying for the post should be fully qualified
and must be in possession of all certificates as on the last date
prescribed in the notification, for submission of
application.

(ii). Only those candidates who are in possession of all eligibility


certificates, should apply for the post and there shall not be any
kind of relaxation / exemption given in this regard.

(b) Must possess Intermediate Certificate issued by the Board of


Intermediate Education Andhra Pradesh (or) other equivalent
certificate recognized by Board of Intermediate Education, Government
of Andhra Pradesh.

(c) Must possess Academic Degrees obtained from the


Universities recognized by University Grants Commission (UGC).

(d) Teacher Education Courses must be recognized by National Council


for Teacher Education (NCTE).

(e) The Applicants who have obtained requisite Degrees through Open
Universities / Distance Education mode are required to have recognition
by the University Grants Commission / AICTE / Distance Education
Bureau as the case may be. Unless the relevant Statutory Authority
has recognised such Degrees, the same shall not be taken into
consideration for purposes of Educational Qualification vide its Public
Notice No. F.27-1/2012 (CPP-II), Dt. 27/06/2013. (A university
established or incorporated by or under a State Act shall operate only
within the territorial jurisdiction allotted to it under its Act and in no

case beyond the territory of the State of its location). The onus of proof
of recognition by the relevant Statutory Authority that their Degrees /
Universities are recognized, rests with the candidate only. If the
candidate fails to prove, the certificates obtained thereof shall not be
taken into consideration in any aspect.

(f) Special Education D.Ed./D.El.Ed / B.Ed. Courses or its equivalent


courses recognized by NCTE & Rehabilitation Council of India (RCI).

(g) The candidates should be qualified in the AP Teacher Eligibility Test


- APTET/CTET for the posts of School Assistants, Secondary Grade
Teachers, TGT Special education and SGT- Special education.

(h) TET qualification is not required for the posts of School Assistant
(Physical Education) and Physical Education Teachers(PET).

5. POST WISE QUALIFICATIONS:

(I) School Assistants:

a) School Assistant (Mathematics):

Must possess Graduation with Mathematics / Applied Mathematics /


Statistics OR one of the three equal optional subjects from a
University recognized by UGC with at least 50% marks in
Graduation. In case of SC/ST/BC/Persons with bench mark disability
candidates the minimum marks shall be 45% and must pass B.Ed.
/ B.Ed. (Special Education) with Mathematics as a methodology
subject from any institution recognized by NCTE/RCI.
OR
Must possess a 4-year B.A.B.Ed. / B.Sc.B.Ed. Integrated degree
having Mathematics / Applied Mathematics / Statistics with at least
50% marks. In case of SC / ST / BC / Persons with bench mark
disability candidates, the minimum marks shall be 45%, with
concerned methodology from any institution recognized by
NCTE/RCI.
OR
Post-Graduation in the concerned subject with a minimum 55%
marks or equivalent grade and three year integrated B.Ed-M.Ed
with concerned subject methodology as per NCTE regulations. In

case of SC / ST / BC / Persons with bench mark disability candidates,
the minimum marks shall be 50%.
OR
B.C.A. Candidates with Mathematics at intermediate level as a group
subject. Must possess at least 50% marks in Graduation in case of
SC/ST/BC/Persons with benchmark disability candidates the
minimum marks shall be 45% and must pass B.Ed./B.Ed. (Special
Education) with Mathematics as a methodology subject from any
institution recognized by NCTE/RCI.

b) School Assistant (Physical Sciences):

Must possess a Graduation with at least two of the following subjects


as optional subjects: Physics / Applied Physics / Engineering Physics
& Instrumentation and Chemistry / Applied Chemistry / Industrial
Chemistry / Pharmaceutical Chemistry / Medicinal Chemistry / Bio-
Chemistry / Electronics / Geology or Physics / its allied subjects or
Chemistry / its allied subjects as one of the main subject and other
as subsidiary / ancillary subject from a university recognized by UGC
with 50% marks in Graduation, in case of SC/ST/BC/Persons with
bench mark disability Candidates the minimum marks shall be 45%
in Graduation, and must pass B.Ed./B.Ed. (Special Education) with
Physical Science /Physics/Chemistry / Science as a methodology
subject from any institution recognized by NCTE/RCI.
OR
Must possess a 4-year B.Sc., B.Ed. Integrated degree with at least
two of the following subjects as optional subjects: Physics / Applied
Physics / Engineering Physics & Instrumentation and Chemistry /
Applied Chemistry / Industrial Chemistry / Pharmaceutical Chemistry
/ Medicinal Chemistry / Bio-Chemistry / Electronics / Geology or
Physics / its allied subjects or Chemistry / its allied subjects as one
of the main subject and other as subsidiary / ancillary subject with
at least 50% marks; In case of SC / ST / BC / Persons with bench
mark disability candidates, the minimum marks shall be 45% with
concerned methodology from any institution recognized by
NCTE/RCI.
OR
Post-Graduation in the concerned subject with a minimum 55%
marks or equivalent grade and three year integrated B.Ed-M.Ed
with concerned subject methodology as per NCTE regulations. In

case of SC / ST / BC / Persons with bench mark disability candidates,
the minimum marks shall be 50%.
OR
B.C.A. Candidate with Physics and Chemistry at intermediate level
as a group subject. Must possess at least 50% marks in Graduation
in case of SC/ST/BC/Persons with benchmark disability candidates
the minimum marks shall be 45% and must pass B.Ed. / B.Ed.
(Special Education) with Physical Science / Physics /Chemistry /
Science as a methodology subject from any institution recognized by
NCTE/RCI.

(c) School Assistant (Biological Science):

Must possess Graduation with Botany and Zoology as optional


subjects (or)one of the two as main and the other as subsidiary
subject (or) any two of other allied subjects viz. Public Health
/Human Genetics / Genetics / Bio-chemistry / Chemistry /
Environment Sciences / Micro-biology / Bio-Technology / Industrial
Micro-biology / Agriculture / Food Technology/Fisheries/ Nutrition/
Geology / Sericulture / Horticulture / Forestry / Poultry /
Pharmacology / Pharmacy / General Micro-Biology optional subject-
1, Chemistry optional Subject-2, Genetics / Bio-Informatics/
Molecular Biology/ Agriculture / Marine Bio-Technology optional
Subject-3 (or) M.Sc. Bio-Technology 5 years integrated course from
a university recognized by UGC with 50% marks in Graduation; In
case of SC/ST/BC/ Persons with bench mark disability Candidates,
the minimum marks shall be 45% in Graduation and must pass
B.Ed. / B.Ed. (Special Education) with Biological Science / Natural
Sciences /Science / Botany / Zoology as a methodology subject from
any institution recognized by NCTE/RCI.
OR
Must possess a 4-year B.Sc.B.Ed. Integrated degree having Botany
and Zoology as optional subjects (or)one of the two as main and the
other as subsidiary subject (or) any two of other allied subjects viz.
Public Health /Human Genetics / Genetics / Bio-chemistry /
Chemistry/Environment Sciences / Micro-biology / Bio-Technology /
Industrial Micro-biology / Agriculture/ Food Technology / Fisheries/
Nutrition/ Geology / Sericulture / Horticulture / Forestry /Poultry /
Pharmacology / Pharmacy / General Micro-Biology optional subject-
1, Chemistry optional Subject-2,Genetics/ Bio-Informatics/
Molecular Biology/ Agriculture / Marine Bio-Technology optional

Subject-3 with at least 50% marks; In case of SC / ST / BC / Persons
with bench mark disability candidates, the minimum marks shall be
45% in Graduation with concerned methodology from any institution
recognized by NCTE/RCI.
OR
Post-Graduation in the concerned subject with a minimum 55%
marks or equivalent grade and three year integrated B.Ed-M.Ed
with concerned subject methodology as per NCTE regulations. In
case of SC / ST / BC / Persons with bench mark disability candidates,
the minimum marks shall be 50%.
OR
B.C.A. Candidate with Botany and Zoology at intermediate level as a
group subject. Must possess at least 50% marks in Graduation in
case of SC/ST/BC/Persons with benchmark disability candidates, the
minimum marks shall be 45% and must pass B.Ed. / B.Ed. (Special
Education) with Biological Science / Natural Sciences / Science /
Botany / Zoology as a methodology subject from any institution
recognized by NCTE/RCI.

(d) School Assistant (Social Studies):

Must possess Graduation with any two of the following subjects as


optional: -

(i)History (ii) Ancient Indian History Culture & Archaeology (iii)


Economics (iv) Geography (v) Political Science (vi) Politics (vii) Public
Administration (viii)Commerce (ix) Sociology (x) Social Work(xi)
Anthropology (xii) Social Anthropology (xiii)
Philosophy(xiv)Psychology (xv) Business Economics (xvi)Business
Organization and Management (xvii) Statistics / Business Statistics
/Quantitative Techniques (xviii) financial Services, Banking and
Insurance (xix) Accountancy / Financial Accounting
(xx)Fundamentals of information technology in its equivalent of
computer Systems and Programmes principles (xxi) Industrial
Relation (xxii) Foreign Trade subject from a university recognized by
UGC with 50% marks in Graduation; in case of SC/ST/BC/Persons

Post-Graduation in the concerned subject with a minimum 55%
marks or equivalent grade and three year integrated B.Ed-M.Ed
with concerned subject methodology as per NCTE regulations. In
case of SC / ST / BC / Persons with bench mark disability candidates,
the minimum marks shall be 50%.
OR
B.C.A/B.B.M Candidate with Social Sciences at intermediate level as
a group subject. Must possess at least 50% marks in Graduation, in
case of SC/ST/BC/Persons with benchmark disability candidates, the
minimum marks shall be 45% and must pass B.Ed./ B.Ed. (Special
Education) with Social Studies / Social Sciences /Geography/History/
Politics /Political Science/Economics as a methodology subject from
any institution recognized by NCTE/RCI.

(e) School Assistant (English):

Must possess Graduation with English as a main subject (or) one of


the optional subjects (or) a Post Graduate Degree in English from a
university recognized by UGC with 50% marks either in Graduation
or Post Graduation; in case of SC/ST/BC/Persons with bench mark
disability Candidates, the minimum marks shall be 45% and must
pass B.Ed. / B.Ed. (Special Education) with English Methodology from
any institution recognized by NCTE/RCI.
OR
Must possess a 4-year B.A.B.Ed/ B.Sc.B.Ed Integrated degree having
English as one of the optional subjects with at least 50% marks (In
case of SC / ST / BC / Persons with bench mark disability candidates,
the minimum marks shall be 45%) with concerned methodology
from any institution recognized by NCTE.
OR

Post-Graduation in the concerned subject with a minimum 55%
marks or equivalent grade and three year integrated B.Ed-M.Ed
with concerned subject methodology as per NCTE regulations. In
case of SC / ST / BC / Persons with bench mark disability candidates,
the minimum marks shall be 50%.

(f) School Assistant (Telugu):

Must possess a Bachelor’s Degree with Telugu as the main subject


(or) one of the three equal optional subjects (or) Bachelor’s Degree
in Oriental Language in Telugu (B.O.L) (or) its equivalent (or) a Post
Graduate Degree in Telugu from a university recognized by UGC with
50% marks either in Graduation or Post Graduation; in case of
SC/ST/BC/Persons with bench mark disability candidates, the
minimum marks shall be 45%, and must pass B.Ed. / B.Ed. (Special
Education) with Telugu as methodology Subject (or) Telugu Pandit
Training (or) its equivalent from a university recognized by
NCTE/RCI.
OR
Must possess a 4-year B.A.B.Ed Integrated degree having Telugu as
the main subject (or) one of the three equal optional subjects with
at least 50% marks (In case of SC / ST / BC / Persons with bench
mark disability candidates, the minimum marks shall be 45%) with
concerned methodology from any institution recognized by NCTE.
OR
Post Graduation in the concerned subject with a minimum 55%
marks or equivalent grade and three year integrated B.Ed-M.Ed
with concerned subject methodology as per NCTE regulations. In
case of SC / ST / BC / Persons with bench mark disability candidates,
the minimum marks shall be 50%.

(g) School Assistant (Hindi):

Must possess a Bachelor’s Degree with Hindi as one of the Main


subject (or) Bachelor’s Degree in Oriental Language in Hindi (B.O.L)
(or) Praveena of Dakshina Bharat Hindi Prachar Sabha (or) Vidwan
of Hindi Prachar Sabha, Hyderabad (or) any other equivalent
recognized qualification in Hindi (BA degree Standard) (or) a Post
Graduate Degree in Hindi (of the following as per table-I) from a
university recognized by UGC with 50% marks either in Graduation

Note 2.

TET Qualification:

The candidates applied for all categories of School Assistants


(language and non-languages) except Physical Education, must have
qualified Andhra Pradesh Teacher Eligibility Test(AP-TET)/ Central
Teacher Eligibility Test (C-TET).

(II)(i) Secondary Grade Teacher (SGT):

Must possess Intermediate Certificate with 50% marks (In case of


SC/ST/BC/Persons with bench mark disability candidates, the
minimum marks shall be 45%) issued by the Board of Intermediate
Education, Andhra Pradesh or any other equivalent certificate
recognized by Board of Intermediate Education, Govt. of Andhra
Pradesh, (OR) Those candidates who are in possession of
Intermediate Vocational Course along with bridge course certificate
issued by the Board of Intermediate Education, Andhra Pradesh and
two year Diploma in Education (D.Ed.) / Diploma in Elementary
Education (D.El.Ed.) Certificate issued by the Director of Government
Examinations, Andhra Pradesh (or) its equivalent certificate (or)
Special Education in D.Ed./ D.El.Ed. recognized by RCI (or) 4-year
Bachelor in Elementary Education recognized by NCTE/RCI.

Note 1: Must Possess certificate of Intermediate / Senior Secondary


(or its equivalent) as recognized by the Board of Intermediate
Education, Govt. of Andhra Pradesh with at least 45% Marks in

institution in accordance with the National Council for Teacher
Education (form of application for recognition the time limit of
submission of application, determination of norms and standards for
recognition of Teacher Education Programmes and permission to

13.11.2002, and NCTE (Recognition norms and procedures)
Regulations 2007 notified on 10.12.2007.

Note 2:
TET Qualification: The candidates applied for all the categories of
Trained Graduate Teacher (TGT in Special Schools) must have
qualified Paper-IIB of Andhra Pradesh Teacher Eligibility Test (AP-
TET)/ Central Teacher Eligibility Test (C-TET).

Note 3:
RCI Registration: The candidates applying for above categories of
posts specified at 5.III (a) to (e) (Post wise Qualifications) must be
compulsorily registered with Rehabilitation Council of India (RCI)

(IV) Language/Medium of Study Qualifications:

The candidates who have (i) passed either SSC (or its equivalent)
Examination or Intermediate (or its equivalent) or Degree
Examination in the medium of instruction concerned or (ii) have
studied the Language concerned as First Language in SSC (or its
equivalent) or as Part-I in Intermediate (or its equivalent) or as
Second Language in Intermediate (or its equivalent) or as a Subject
in Degree, are eligible for the posts of SA (Mathematics, Biological
Sciences, Physical Sciences, Social Studies & Physical Education),
SGT and PET in the concerned medium. The written (Computer based
Test) test will be in English along with concerned medium (bilingual).

Note:
(i) Candidates with D.Ed.(Special Education) recognized by
NCTE/RCI are also eligible for SGT and B.Ed. (Special Education)

recognized by NCTE / RCI are also eligible to apply for School
Assistants in general schools, they are required to undergo an NCTE
recognized six months special program in Elementary Education.

(ii) Only the qualifications mentioned by the candidate in the


application form, shall be taken into consideration for the purpose of
selection for the post applied.

(iii) The candidates must be fully qualified for the post applied and
in possession of all certificates as on the last date prescribed in the
notification for submission of application.

(iv) Equivalent qualifications: At the time of verification of


certificates, if it is found that any applicant possessing other than
prescribed qualification and claims it as equivalent to the prescribed
qualifications, then an Expert Committee will be constituted by the
Commissioner, School Education, Andhra Pradesh. Based on the
report of the Expert Committee, the Commissioner, School
Education, Andhra Pradesh shall take a final decision.

6. SYLLABUS :

The details of syllabus, allocation of marks to different subjects, content


and structure of Teacher Recruitment Test (TRT) shall be notified in the
Information Bulletin to be issued by the Commissioner / Director of School
Education, A.P., through the official website designated for this purpose.

8.TIME SCHEDULE FOR RECRUITMENT OF TEACHERS:

The Commissioner / Director of School Education shall issue the time


schedule and notification and publish the results of written test (Computer
based Test) for recruitment of the posts of School Assistant, Secondary
Grade Teacher in regular schools, TGT, SGT and Physical Education
Teacher in Special Schools under these rules.

9. NOTIFICATION OF VACANCIES:

The Commissioner / Director of School Education shall issue a notification


inviting applications for direct recruitment for the posts of School Assistant,
Secondary Grade Teacher, Secondary Grade Teacher – Special Education,

Trained Graduate Teacher – Special Education, and Physical Education
Teacher in special schools in accordance with the orders issued by the
Government.

10. SUBMISSION OF APPLICATION FORMS:

(i) Candidates who are qualified and intending to apply for posts
notified in respect of any district shall submit online application as per
prescribed procedure.

(ii) Candidates who submit false/fake information in online


application form shall be liable for criminal prosecution besides
rejection of the application or cancellation of selection, as the case
may be.

(iii) Management wise and Post wise Option: Since, the


notification is issued including the vacant teacher posts under
different managements run by the government, the candidates
applying for the posts should mandatorily follow the below
procedure:-

a) The candidates can apply for more than one post under different
managements as per his eligibility.
b) If a candidate intends to apply for more than one post, he/she
must indicate the order of preference for the posts at the time
of submitting the application.
For example: If a candidate is applying for multiple positions
such as School Assistant (Physics), Trained Graduate Teacher
(TGT), and School Assistant (Mathematics), they should clearly
specify their preferences in a sequential order — e.g., 1st
preference: School Assistant (Physics), 2nd preference: TGT,
3rd preference: School Assistant (Mathematics). This order of
preference will be considered during the selection and allotment
process, and once submitted, it cannot be changed.
c) The Options exercised in the online application, shall be
final.
d) The allotment of posts to the selected candidates shall be made
subject to merit cum roster, and vacancy position.
e) If a candidate applied for more than one post and comes under
zone of selection of different posts / managements, he/she will
be selected as per the priority option exercised by the candidate

at the time of application submission. And his/her name will not
be considered for remaining posts selection.
f) Once a candidate is selected for a post based on the given order
of preference, he/she will forfeit the opportunity to be
considered for the remaining posts or managements.
Accordingly, the candidate's name will be automatically
removed from all other selection lists for which he/she had
applied. This ensures that each selected candidate is allotted
only one post, as per the declared preference.
g) Candidates are advised to exercise their option with extreme
caution while selecting their order of preferences for posts /
managements.
h) The candidate must personally complete all sections of the
application form and thoroughly review the information before
submission.
i) Once application is submitted, the same shall be final and no
option for editing the application.
j) The candidate will be solely responsible for the accuracy of the
information provided.

(iv) Certificates Upload:

a) Candidates have to upload the required certificates at the time


of submission of application.
b) Persons with bench mark disability Candidates have to upload
SADAREM (Software for assessment of disabled for access,
rehabilitation and empowerment) Certificate to claim
reservation under Persons with Benchmark Disabilities
categories.
c) Ex-servicemen have to upload required certificates viz.,
Bonafide certificate form the District Sainik welfare officer
concerned, discharge Book and Pension Payment Order to claim
reservation under Ex-servicemen category.
d) The certificates should be uploaded on the last day of
submission of Application Form. Unless the certificates are
uploaded, Hall Ticket will not be generated.

11. AGE:

AGE: No person shall be eligible for this recruitment if he/she is less than
18 years of age and if he/she is more than 44 years of age as on

01/07/2024. However, in case of SC/ST/BC/EWS candidates, the
maximum age limit shall be 49 years and in respect of Persons with
Benchmark Disabilities, the maximum age limit shall be 54 years, as per
G.O.Ms.No:14, School Education (Services-I), Dt:17.04.2025 .

Upper age limit for Ex-service Men:

A candidate who has served in the Armed Forces of the Indian Union is
eligible for age relaxation. The length of service rendered in the Armed
Forces, plus an additional three years, shall be deducted from the
actual age of the candidate for the purpose of determining the
maximum age limit for eligibility.

Note: The age relaxation for Ex-servicemen is applicable for those who
have been released from Armed Forces other than by way of Dismissal or
Discharge on account of misconduct or inefficiency.

12. PROCESS FOR CONDUCT OF TEACHER RECRUITMENT


TEST (TRT)

The Government of Andhra Pradesh is keen on the utilization of


Information Technology for automation of various activities related to
Government departments to ensure accuracy and transparency. The
Computer Based Test for all Common Entrance Tests (CETs) is adopted
from the Academic Year 2017-18 onwards.

COMPUTER BASED TEST (CBT):

In order to bring in utmost transparency and accuracy in the conduct of


examinations, it is decided to conduct Computer Based Test (CBT) for
recruitment to the posts of School Assistants (SAs), Secondary Grade
Teachers (SGTs), TGT, PET on the lines of APTET.

(a) The Teacher Recruitment Test (TRT) as Computer Based Test


(CBT) shall be conducted in order to do away with the present
cumbersome process that involves large human contingent, time
and the consequent expenditure involved.

(b) The Computer Based Test involves pre-examination work viz.,


registration of candidates and application processing,

identification of test centres as approved by the Technical Team
of the Convener, Test Centres management and generation of
hall tickets followed by development of error- free question paper
sets/ question bank and its management, and also creation of
awareness to the Candidate about CBT by means of conduct of
mock tests and preparatory test. The examination management
includes digitalization and secured transfer of the question paper
to the test centres, conduct of test, processing of scores and
generation of ranks as per the G.O.s of the respective CETs.

(c) PROCESS INVOLVED IN COMPUTER BASED TEST:

(i) The agency identified by the Commissioner / Director of School


Education shall design, develop and host the web based secured
application form for Department and accept applications.
(ii) Integration with Payment Gateway for online fee payment.
(iii) Test Centres should be identified by the agency and should meet
rigorous compliance process. The Test centres should also be
completely secured & sanitized to prevent any malpractices.
(iv) Standard test centres used for prestigious nationwide
competitive exams like IIT JEE Main, IIT GATE, IIM CAT, RRB,
IBPS, etc., should be utilized for AP TRT Examination.
(v) The Computer Based Test shall be conducted in all the districts.
A candidate shall appear for the Written Test (Computer Based
Test) in the district in which he/she seeks recruitment (or) in
adjacent districts of neighbouring States.
(vi) The Commissioner / Director of School Education shall issue
detailed instructions to ensure proper conduct of APTRT-2025.
(vii) The candidates who are found copying or resorting to other
means of malpractice, shall be expelled from the examination
hall apart from being debarred from appearing for the
examinations conducted by the District Selection Committee for
three consecutive examinations, besides taking action as per
the Andhra Pradesh Public Examination (Prevention of
Malpractices and Unfair means) Act, 1997 (No. 25 of 1997).
(viii) Disciplinary action shall be initiated against such staff who are
found negligent in the discharge of their duties and an entry
shall be made accordingly in the Service Register of the
concerned staff, besides taking action as per the Andhra
Pradesh Public Examination (Prevention of Malpractices and
unfair means) Act, 1997 (No. 25 of1997).

(ix) The Computer Based Test (CBT) shall be in English followed by
the medium opted by the candidate. For SA (PE), PD and PET,
examinations will be in English followed by Telugu.
(x) One Gazetted Officer of School Education Department
(MEO/Gazetted Head Master/Deputy DEO) may be drafted as
Departmental Officer for the centres to assist the Technical
persons.

13. CONSTITUTION OF EXAMINATION CENTERS:

(i) The identification of Examination centers and confirmation of


Examination centers is the sole responsibility of the Agency which
is entrusted to conduct A.P. Teacher Recruitment Test (TRT) as
Computer Based Test.
(ii) Each Centre should be equipped with good accommodation,
furniture and computer infrastructure. Each Centre shall have a
capacity to accommodate 300-500 candidates in a single session.
(iii) The Centers in the District shall be identified preferably in District
Head Quarters, Municipalities, Revenue division and Mandals.
(iv) Where required, based on number of applicants, particular
category of post and subject, centers may be identified in the
adjacent district of neighbouring States.
(v) Institutions having spacious and sufficient number of rooms and
computer infrastructure are to be constituted as Examination
centers. Institutions proposed to be constituted as Examination
centers shall be inspected by District Educational Officer of the
concerned District personally. The number of rooms available in
each center and number of candidates to be accommodated in
each room, shall be ascertained before allotting the candidates to
any of the Examination Centers.

14. ISSUE OF HALL TICKETS:

Hall Tickets shall be issued to the candidates in the manner prescribed by


the Commissioner / Director of School Education, Andhra Pradesh,
Amaravati.

15. PUBLISHING OF THE INITIAL KEY AND FILING OF


OBJECTIONS:

(i) The Commissioner / Director of School Education shall issue the
schedule of notification covering all aspects including Payment of fees,
Conduct of CBT, Release of Initial Key/Final Key and declaration of
results. The Commissioner / Director of School Education being the
competent authority to publish the initial key after the conduct of CBT
invites objections through online, if any, from the candidates who
appeared for the CBT, duly giving a reasonable time to the candidates
for filing objections on the initial key and the same shall be disposed
of by the expert committee constituted by the Commissioner /
Director of School Education. Any representation/ petition/ objection
on the initial key after the stipulated period shall not be entertained.
The final key shall be published for the information of candidates.

(ii)The Commissioner / Director of School Education is authorized to


dispose of the Computer Based Test information relating to the
Teachers Recruitment Test after one year from the date of declaration
of results/ display of selection lists, whichever is later. Request for
furnishing any information relating to Computer Based Test(CBT) after
the prescribed period, will not be entertained under these rules and
other Acts/Rules.

16. SELECTION COMMITTEE:

There shall be a Selection Committee for each branch of recruitment


consisting of the following:

18. PREPARATION OF MERIT LISTS:

For the purpose of deciding the inter-se merit / rank of candidates


with equal marks, the following procedure shall be followed in that
order:

I. Date of Birth: The elder candidate will be given higher rank over a
younger candidate;

II. If the Date of Birth is also same, but the candidates belong to
different genders, a female candidate will be given a higher rank over
a male candidate;

III. If two or more candidates have same date of birth, and no female
candidate is one among them, or more than one female candidates
are available, then candidates belonging to the following communities
(in that order) shall be given a higher rank:

1. ST
2. SC (Group-I, Group-II, Group-III)
3. BC (A)
4. BC (B)
5. BC (C)
6. BC (D)
7. BC (E) and
8. OC
IV. In case of further equality or tie, the date of passing of
Professional / Training qualification examination (B.Ed/D.Ed or
equivalent examination, Pandit Training etc.,) and in case of further
tie, the date of passing of Inter Examination for the post of SGT and
PET, etc., and Graduation for the post of School Assistant and
Language Pandit etc. shall be taken into consideration.

Merit List shall be prepared and the same will be hosted in the Official
website.

19. SELECTION:

1) For School Assistants (SAs) and Trained graduate Teachers (TGTs–


Special Education), selection will be on the basis of combined marks

secured in the Written Test (Computer Based Test)(80%) and
APTET/CTET (20%).

2) For Secondary Grade Teachers and Secondary Grade Teachers


(Special Education), selection will be on the basis of combined marks
secured in the Written Test (Computer Based Test) (80%) and
APTET/CTET (20%).

3) For School Assistant (Physical Education) and Physical Education


Teachers, selection will be on the basis of marks secured in the
Written Test (Computer Based Test).The total marks shall be 100 for
the Written Test (Computer Based Test). There is no TET for the
post of School Assistant (Physical Education) and Physical
Education Teachers.

4) For the purpose of Selection of Teachers under these Rules, scores


obtained in Andhra Pradesh Teacher Eligibility Test (APTET) / Central
Teacher Eligibility Test (CTET) with the qualifying marks, as given
below shall only be considered:

20. PREPARATION OF SELECTION LISTS:


i. Commissioner / Director of School Education shall provide a
software application for generating and for preparation of the Merit-
cum-Roster List, out of qualified candidates to the extent of vacancies
notified for each category of posts, which shall be made as per the
merit cum roster of each unit of appointment based on their option
exercised at the time of submission of application.
ii. The District Selection Committee shall prepare the Merit-cum-
Roster list as per the Rosters available/ Notified duly observing the
Rules/Orders issued by the Government from time to time:
a) The rule of reservation to local candidates is applicable and the
provisions of Andhra Pradesh Public Employment (OLC & RDR)

Order (Presidential Order)1975, and amendments thereon shall
be followed strictly.
b) There will be vertical reservations in respect of Scheduled
Castes (Group-I, II & III), Scheduled Tribes, Backward
Classes(A, B, C, D & E) and Economically Weaker Sections
and horizontal reservations in respect of Persons with
Benchmark Disabilities, Ex-service Men, Women and Meritorious
Sportspersons as per Rule 22, 22(A), 22(B) and 22 (e) of AP
State and Subordinate Service Rules 1996 as amended vide
G.O.Ms.No.77, GAD, Dated:02.08.2023, G.O.Ms.No.3, GAD,
Dated:17.01.2024, G.O.Ms.No. 46 & 47, GAD,
Dated:19.04.2025 and G.O.Ms. No. 4, YAT&C (Sports & Youth
Services) Dept., dt. 19.04.2025 as amended from time to time.

c) The rules issued from time to time by the Department of


Disabled Welfare shall be followed in respect of special
representation for Persons with bench mark disability (Persons
with Benchmark Disabilities) persons.
The following are the categories of Persons with Benchmark
Disabilities (PBD) as per G.O.Ms.No.77, G.A. (Ser-D) Dept., Dt:
02.08.2023 and G.O.Ms.No.03, G.A. (Ser-D) Dept., Dt:
17.01.2024:

a) Blindness and low vision.


b) Deaf and hard hearing.
c) Loco motor disability including cerebral palsy, leprosy
cured, dwarfism, acid attack victims and muscular
dystrophy.
d) Autism, Intellectual disability, Specific learning
disability, Mental Illness.
e) Multiple disabilities from amongst persons under
clauses (a) to (d) including deaf blindness in the posts
identified for each disability.

Evaluation of various physical disabilities and procedure for


certification will be as per orders contained in G.O.Ms.No.36,
Department for Women, Children, Differently Abled & Senior
Citizens (Prog.II), Dt: 23.08.2023.
d) No Persons with Benchmark Disabilities quota should be
extended for the School Assistant (Physical Education) and

Physical Education Teacher (PET) Posts as the said quota is not
considered for admission into the Physical Education Training
courses. The posts earmarked for School Assistant (Physical
Education) and Physical Education Teacher should be filled with
eligible meritorious candidates as per the Government
Memo.No.1351/Ser.VI/2008-2, dated. 01.04.2008.

Note:1 The Person with Benchmark Disability means a person


suffering from not less than forty percent of any disability as
certified by a medical authority except hearing Impairment.
Hearing Impairment means a) “deaf” means persons
having 70 DB hearing loss in speech frequencies in both
ears; b) “hard of hearing” means persons having 60 DB
to 70 DB hearing loss in speech frequencies in both ears;
as per provision under “Person with Disabilities Act, 1995”, The
Rights of Persons with Disabilities Act, 2016 and The Rights of
Persons with Disabilities Rules, 2017, dt: 15.06.2017 as per
G.O.Ms.No.36, Dept. for Women, Children, Differently Abled &
Senior Citizens (Prog.II), Dt: 23.08.2023.

Note:2 With respect to Benchmark Disability point (d) i.e,


Autism, Intellectual disability, Specific learning disability,
Mental Illness, selections will be made as per the orders of the
Govt., issued vide G.O.Ms.No.12, School Department
(Services.I) Dept., Dt:15.04.2025.

e) With regard to reservation of Meritorious Sportspersons, the


rules issued vide G.O.Ms.No.4, Youth, Advancement, Tourism
and Culture (Sports), Dated:19.04.2025, read with G.O.Ms. No.
47, GA (Ser.D) Dept., dt. 19.04.2025 will be followed.

iii. List so prepared shall be published in the Official websites with the
approval of Chairman, District Selection Committee duly inviting the
candidates for Certificate Verification.
iv. Mere inclusion of name in the merit cum roster list so prepared for
certificate verification does not acquire any right of employment.
v. CERTIFICATE VERIFICATION
During the certificate verification process, the authorized
officer/committee shall verify the following original documents:

a) Teacher Eligibility Test (TET) Score — Original Card/Marks
Memo.
b) Original Qualification Certificates.
c) Proof of Age (e.g., Birth Certificate, SSC Memo).
d) Original Caste Certificate / PHC Certificate / or any other
qualification certificate claimed by the candidate in the
application.

vi. If the certificates are not found to be genuine/ correct, and if the
candidate fails to produce the certificates required at the time of
verification or if the candidate is absent for verification of certificates,
such candidates shall forego the right of selection, and next
eligible candidate shall be considered for certificates
verification.
vii. After due verification of the originals of all relevant certificates,
selection of the candidates for vacant teacher posts of Government/
Local Bodies/ Tribal Welfare Department/Juvenile Department/
Department of Welfare of Differently Abled, shall be made as per the
merit cum roster of each unit of appointment and accordingly, the
selection committee concerned shall allot the candidates to the
respective unit.
viii. The District Selection Committee concerned shall approve the
selection lists prepared as per Rules. The same list shall be displayed
on the Notice boards at O/o District Collector, O/o District Educational
Officer and concerned departments and on the official websites for the
information of candidates.
ix. District Selection Committee has right to post the candidates as
per the need based on Teacher – Pupil Ratio during the counseling.
Candidates selected for the post does not have right for seeking
transfer from the designated places.
x. The number of candidates selected shall not be more than the
number of vacancies notified. After publication of Final Selection
Lists, the Mega DSC – 2025 deemed to be closed. There shall
be no waiting list. If the notified post is un-filled due to the
non-availability/ non joining of eligible qualified candidate, or
for any other reason, the said un-filled post shall be carried
forward to the future recruitment.

21. COMMUNICATION OF SELECTION LISTS TO THE APPOINTING
AUTHORITIES:
i. The list of selected candidates will be prepared separately for the
different units of appointment and the same will be communicated to
the respective appointing authorities along with the applications of the
candidates by the Secretary, District Selection Committee, who in turn
will take prompt action for conducting counseling for postings of
candidates to schools concerned.
ii. Display on the Notice Board: The list of candidates who have been
given posting orders shall be displayed on the Notice Board and will
also be hosted in the Official Website on the day of counseling. No
changes/modifications in posting orders shall be made by District
Selection Committee. If any changes/ modifications in postings are
made after display of the list, the Member-Secretary concerned shall
be personally held responsible and severe disciplinary action shall be
taken against him/her. The selected candidates list of appointment
shall also be displayed by the District Educational officer on the official
website.
iii. All communications relating to modifications, addendums,
corrigendum to the notified rules and all merit lists, and final selection
lists shall be hosted on the website for information of everyone.
iv. APPOINTMENT: Every selected candidate will be appointed on
regular basis. There is no apprenticeship.
22. No individual communications either through SMS/Call/Mail,
shall be given in this regard.
23. Communication on timely updates will be hosted in the official
Websites and Print Media.
24.COMPLETION OF MEGA DSC 2025 RECRUITMENT:
i. There shall not be any waiting list.
ii. Once the final selection list is prepared, and appointment for a
particular notified post is completed, and / or for any reason if the
notified post is un-filled due to the non-availability/ non
joining of eligible qualified candidate, or for any other reason,
the said un-filled post shall be carried forward to the future
recruitment.

iii. The School Education Department reserves right to alter and
modify the terms and conditions laid down in the notification for
conducting the various stages up to selection, duly intimating details
thereof to all concerned, as warranted by any unforeseen
circumstances arising during the course of this process, or as deemed
necessary by the government at any stage.
iv. Mere participating in the recruitment process does not confer an
automatic right to appointment.

25. JURISDICTION OF POSTS:-


i. With reference to Rule 16(i), the School Assistant and Secondary
Grade Teacher posts may be posted anywhere in the District in
Government, ZillaParishad, MandalParishad, Municipality, Municipal
Corporation Schools.
ii. The School Assistant and Secondary Grade Teacher posts may be
posted anywhere in the District in Tribal Welfare Ashram Schools.
iii. Trained Graduate Teacher (TGT-Special Education), Secondary
Grade Teacher (SGT-Special Education) and Physical Education
Teacher (PET) for Welfare of Differently Abled Department schools
may be posted anywhere in the State.
iv. The Secondary Grade Teacher and Physical Education Teacher for
Juvenile Welfare Department schools may be posted anywhere in the
District.
26. MISCELLANEOUS:
i. Notwithstanding any provisions to the contrary contained in any
other rules relating to recruitment of Teachers, the provisions of these
rules shall prevail and be applicable for the purpose of recruitment of
Teachers, 2025.
ii. If the certificates / Information are not found to be genuine/correct,
criminal case will be filed against the defaulters.
iii. The District Educational Officer and Member-Secretary of the
District Level Committee shall issue appointment orders under Rule
10(a) of Andhra Pradesh State and Subordinate Service Rules 1996
and posting orders to the selected candidates in terms of service rules
of the respective managements existing as on date as per the choice
exercised by the selected candidates.

iv. No additional financial commitment to Government: There shall be
no additional financial commitment to Government on account of
conduct of Teachers Recruitment Test (DSC). Salaries of TET Cell
Staff, Maintenance of TET Cum TRT Cell, conveyance, processing of
results, payment to the technical agency, honorarium to the staff who
are involved in the process of conduct of Teachers Recruitment Test,
Office expenditure, Legal expenditure and other miscellaneous
expenditure shall be met from TET and TRT Funds only.
GOVERNMENT DECISION TO BE FINAL:

The Government reserves its right to alter and modify the terms and
conditions including vacancies laid down in the notification or withdraw the
notification at any time.
