iii. The solar power generated under this initiative will be purchased by TGDISCOMs at a
pre-fixed levelized tariff as approved by Telangana Electricity Regulatory Commission
(TGERC), Earlier during the year 2021, it was Rs.3.13/kwh in its order dated
02.01.2021. However, a fresh acceptance will be obtained from TGERC by the
TGDISCOMS towards tariff determined.
iv. In case, the aggregate capacity offered by applicants is more than notified capacity for a
particular sub-station, bidding route will be followed by TGREDCO to select Solar
Power generator and in such cases the pre-fixed levelized tariff will be the ceiling tariff
for bidding. Selection of bidders will be based on the lowest tariff offered in the
ascending order as quoted by the bidders in the closed bid or e-reverse auction as the
case may be.
vi. In case the individual farmers/ group of farmers / cooperatives/ Panchayats / Farmers
Producer Organisations (FPO) / Water User Associations (WUA)/ Self Help Groups or
their federations (Village Organisations(VO)) and Mandal Samakhyas or through
developers are not able to arrange equity required for setting up the Solar Power Plant,
they can opt for installing the Solar Power Plant through developer(s). In such a case, the
land owner will get lease rent as mutually agreed between the parties. The lease rent may
be in terms of Rs.____ per year per acre of land or in terms of Rs.____ per unit energy
generated per acre of land area. The farmer(s) may opt for payment of lease rent directly
into their bank account by the TGDISCOMs, from the payment due to the developer. A
model Land Lease Agreement to facilitate the beneficiaries as prepared and attached at
Annexure- I as a ready reckonor. However, the terms and conditions of the Land Lease
Agreement may be finalised on mutual consent of concerned parties.
v. Such developers who have signed lease agreement with the individual farmers/ group of
farmers / cooperatives/ Panchayats / Farmers Producer Organisations (FPO) / Water User
Associations (WUA)/ Self Help Groups or their federations (Village Organisations(VO))
and Mandal Samakhyas as per PM KUSUM Guidelines for setting up of solar power plant
can also apply under the Scheme.
vi. An applicant/SPG will not be allowed to apply for more than one Solar Power Plant for a
particular 33/11kV substation.
vii. Eligible applicants can download the instructions and apply online in TGREDCO web
portal/ TGREDCO KUSUM Portal.
viii. Developers willing to participate in EOI to setup solar power plants on leased land should
have signed lease agreement with the land owner or with any of the eligible applicants.
ix. SPGs will submit the Expression of Interest for setting up of Solar Power Plant through
Telangana PM KUSUM Portal www.pmkusum.telangana.gov.in from 22-01-2025 to 22-
02-2025. The applicants/SPGs may seek assistance for online submission from TGREDCO
Office.
x. After online submission the applicant/SPG, he will get Registration ID which has to be
downloaded and secured by the applicant/SPG for the future correspondence.

The Solar Power Generator (SPG) will be responsible for the following tasks:
i. The SPG shall develop the necessary land and related infrastructure to set up the
solar power plant and ensure timely completion of project and connectivity of the
solar power plant from 33/11 KV substation as per the prescribed time lines.
ii. SPG shall submit all necessary documents related to the ownership of land for setting
up of solar power plant or provided lease agreement for the land on which he
planned to set up solar power plant.
iii. SPG shall obtain all necessary approval and consent for related document from the
appropriate authorities.
iv. The design, construction, completion, testing and commissioning of the project will
be carried out by the SPG in accordance with the applicable rules, Grid Code, Utility
established practices, other relevant regulations and terms and conditions of the
contract.
vi. SPG will ensure adequate arrangements for interconnecting solar power plant,
metering point, delivery point with the feeding 33/11 KV substation.
vii. The solar power project shall be ensured to be free from any outage during the
contract period.
viii. SPG shall comply all the term and conditions under the contract.
ix. SPG shall be responsible to coordinate directly with concerned authorities related to
Forecasting & Scheduling, Deviation Settlement Mechanism and Grid Code and all
liabilities there under.
x. SPG shall have to follow all rules and regulations applicable in Telangana regarding
registration with TGREDCO. SPG shall also be responsible to remain updated about
the applicable fee for registration.
4. Capacity and land requirement of Solar Plant
i Application for setting up of Solar Power Plant having capacity 500 KW to maximum 2
MW can be applied under this Scheme.
ii The land requirement for setting up a solar power plant shall be around 4 Acres per
MW.
iii Developer desirous to set up the solar power plant on the leased land shall meet one for
the following eligibility criteria:
It should be:
i. A Company registered under the Indian Companies Act, 1956 amended from time to
time.
Or,
ii. Consortium having one member is as Lead Member (having 51% of shareholding),
shall get it register under the Companies Acts, 1956 after getting selected as SPG
under Scheme.
Or,
iii. Limited Liability Company.
Or,
iv. Partnership Company Or,
v. Registered Proprietorship Company
i. In case the farmer/farmer bodies opt to set up the solar power plant thorough the
developer, then the farmer/farmer bodies will be entitled for lease rent as per the
mutually agreed terms and conditions. The amount of the lease rent will be in the form
of Rs. _____per year per acre of land or in terms of Rs _______per unit energy
generated per acre of the land area. Farmers may also opt for payment of their lease rent
directly in their bank accounts by Discoms.
ii. Leasing of land will be a bi-partite agreement between the farmer and the developer
only and TGREDCO will not be held responsible for the failure in getting the land
leased out to a developer.
7. Scope of Work:
I. The scope of the Project (the "Scope of the Project") shall mean and include,
during the term of this Agreement:
II. Procurement / arranging of required project land for 25 years for installation of the
solar power plant
III. The SPG shall identify and Survey the project land preferably within the distance of
Five KM radius of the respective 33/11 KV sub-station in order to avoid high cost
of sub-transmission lines and to reduce transmission losses, get ownership of land or
its lease rights and make necessary arrangement including ROW, clearances etc. for
the 11 KV electrical line between substation and the solar power plant. The SPG
shall require to submit the final land documents before commissioning of project for
the entire required land. The SPG will be responsible for laying of dedicated 11kV
line(s) from Solar plant to 33/11 KV SS, construction of bay(s) and related
switchgear panel(s) etc., including necessary civil works at SS, where the plant is to
be connected to the grid and metering is done. The SPG shall comply grid
connectivity and other regulations as applicable.
a) Design, supply and installation of solar power plant duly considering high
efficiency and high capacity modules to meet the required capacity & declared
CUF of the project in the respective 33/11kV substation in line with requirements
b) Supply, erection, Testing and commissioning of plant and associated 11kV
line/UG Cable/Bay extension etc. for evacuation of Power from the solar power
plant with selected 33/11kV substation, including breakers/switchgear panels and
metering system etc. at substation shall be as per design and specifications of
TGDISCOM / MNRE / TGERC / CEA at developer cost
c) Construction of control room / any other relative civil work (at the plant end)
essential for Commissioning of Project.
d) Operation & maintenance of the solar power plant as well as 11kV line &
interconnection facilities for 25 years from COD in coordination with the
DISCOM.
IV. It will be mandatory to use solar modules & Solar Cells as per Approved List of
Models and Manufacturers of Solar PV Modules (ALMM) approved by MNRE.
V. In case at any point of time, the peak of capacity reached is higher than the
contracted capacity and causes disturbance in the system at the point where power
is injected, the SPG will have to forego the excess generation and reduce the output
to the contract capacity.
VI. SPG shall be responsible for all the works related to testing & commissioning,
replacement of defective PV modules by same or equivalent make /model and
remote monitoring system (RMS) for 25 years of the project.
VIII. The SPG will carry out the investigations regarding solar irradiation and implement
the Solar PV Power Project keeping in view the quality control measures and the
safety standards. The SPG will submit the monthly progress report of
implementation of the project along with photographs to
TGREDCO/TGDISCOMS till it’s commissioning before 7th day of each calendar
month.
IX. The SPG shall ensure that the Technology being deployed is commercially
established solar PV modules, Power conditioning units, transformers and all other
equipment’s adhere to the relevant and applicable quality and safety standards as
per relevant IEC codes / BIS standards.
X. The work of installation and commissioning of solar plant, including Operation &
maintenance of solar power project shall to be carried out by SPG by availing
services of registered licensed electrical contractor of Govt. of
Telangana/TGDISCOMS
XI. The SPG shall take into consideration for commissioning of proper protection
system against the fluctuations or any disturbances in the Solar Project such that
such disturbances shall not affect the DISCOM Grid System, equipment/machinery
etc. and shall not cause any damage to the DISCOM assets/human lives.
I. The scope of work shall also include submission of following by the SPG:
1. Detailed planning of time bound for smooth execution of Project along with the detail
schedule of construction. (within Forty-Five days from the date of signing of PPA).
2. A layout plan of the site to the Inspecting Authority clearly indicating the identified
location for installation of solar power plant & control room where control panels shall
be installed (within Forty-Five Days from the date of signing of PPA)
4. O&M plan for the plant and 11kV line for twenty-five (25) years from COD/effective
date to assure faultless operation. (Annual O&M plan shall be submitted every year by
the end of every March)
5. Inventory plan to ensure availability of spare parts for minimal / no downtime of the
project and/or 11kV line during the term of PPA.
6. Coverage of risk liability of all personnel associated with implementation and realization
of the Project;
7. Any other work or service required for completion/maintaining of the project for its life
time is to be done by the SPG.
8. Performance and fulfillment of all other obligations of the SPG in accordance with the
provisions of this Agreement and matters incidental thereto or necessary for the
performance of any and/or all of the obligations of the SPG under this Agreement.
a) for proper maintenance of the project in accordance with the established Prudent
Utility Practices.
b) to furnish the generation and maintenance schedules every year, during peak
and non-peak seasons.
c) for making all payments on account of taxes, cess, duties or levies or any
statutory obligations imposed by any government or competent statutory
authority on equipment, material or works of the Project or on the energy
generated or consumed by the Project or the SPG or on the income or assets of
the SPG.
d) for obtaining necessary approvals, permits or licenses for operation of the
Project and sale of energy to DISCOM there from under the provisions of the
relevant laws or rules.
f) to comply with the provisions of the DISCOM provisions and Grid Code.
Notwithstanding any provision in this Agreement, the SPG shall comply with
the DISCOM provisions, SLDC regulations, State Grid Code, CERC/CEA
regulation, dispatch practices, performance standard, protection and safety as
required under the rues and regulations in force from time to time in the State of
Telangana.
i. Meters and metering equipment (CT-PT sets) shall be of the make approved by
TGDISCOM and tested as per provision of TGDISCOM /CEA and as per IS 14697 at
CPRI or at any NABL accredited / distribution licensee lab before installation at 33/11
KV substation at the cost of SPG and should be properly sealed in the presence of
designated authority of TGDISCOM at the time of installation.
ii. The accuracy class, current rating and certifications of the metering system shall
confirm with relevant CERC/TGERC/ TGDISCOM Regulations, Grid Code and
Central Electricity Authority (Installation and Operation of Meters) Regulations, 2006
as amended and revised from time to time.
iii. SPG to install 3 ABT meters (main, check and standby) with RMS connectivity & 2
CT-PT sets (one for main & check meter and another for standby meter) as per the
metering regulations.
iv. Installation and timely replacement of meters (main, check and standby) as required to
directly measure energy supplied by the Solar Power Plant shall be the responsibility of
selected SPG.
v. SPG shall also be responsible for installation of IoT Devices-RMS Set for Remote
Monitoring system connectivity of Inverters, String combiner box, Energy Meters at
Solar plant, Substation and integration of RMS with the KUSUM portal.
ii. In line with MNRE guidelines for State Level SEDM Software Development issued in
July 2020, TGREDCO/ TGDISCOM is in the process of development of State Level
Solar Energy Data Management (SEDM) platform to integrate & monitor the
performance of all systems installed under Component A of PM-KUSUM scheme.
iii. Also, as per the Specifications for Remote Monitoring System for Component A of the
scheme issued by MNRE on 15 Jul 2020, the SPG under this EOI shall be required to
install required Remote Monitoring Systems for solar power plant to integrate with State
SEDM platform directly which in turn will have interface with National Level Solar
Energy Data Management Platform of MNRE.
iv. As part of National and State SEDM platform various modules will be provided such as
Consumer Management, Scheme Progress Management, Asset Management, Live Asset
Monitoring, Performance Analysis, Complaint and Ticket Management, Device
Integration / SCADA Platform, Alarm/Events/Notification, Meter Data Acquisition
(MDAS) /Meter Data Management (MDM), Archiving and Historian, Report Manager,
Mobile application, SIA officer and EPC, Enterprise level user and role management.
v. MNRE and DISCOMs/SIAs will develop and host the National and State Level SEDM
Platform which is excluded from the scope of the SPG but SPG needs to operate,
integrate RMS, provide net services and do various data entries related to application
processing, asset and workflow management.
vi. As shown in the above diagram SPG needs to provide a Remote Monitoring System for:
To capture electrical parameters from multiple devices such as ABT Meter, Inverters,
String Combiner boxes or String inverters including meters at Sub-station level. Remote
monitoring system will capture important Electrical and Status parameters such as AC/DC
voltage, control, power, energy as well as monitoring of Breaker etc. and will transmit data
to State Level Solar Energy data management (SEDM) platform.
c) Communication Connectivity for Solar Plant RMS:
i. Field Device Connectivity: RMS will connect to Inverter, String combiner boxes or
string inverters using RS485 MODBUS communication protocol as well as meters using
RS232 DLMS protocol. Both protocols are widely used by equipment manufacturers.
ii. Remote Connectivity: The SPG will connect with the RMS the State Level SEDM
Server using 4G/5G net or any other suitable cellular communication. RMS to Server
Communication shall be established using MQTT protocol which is well accepted IoT
protocol across the globe and supported by all leading IT as well as OT companies for
Smart Grid, Smart RE and Smart City Applications.
iv. Once a bidder submits its technical bid by due date of submission, it shall be considered
that the bidder is well versed with all the local conditions and has prepared its technical
and financial bid accordingly. No claim or issue by the bidder(s) in this regard shall be
accepted or entertained by TGREDCO after due date of bid submission.
a) SPG shall be responsible for providing connectivity to the solar power plant at the 11KV
side of the concerned 33/11KV grid sub-station for which the SPG shall have to obtain
Technical Feasibility clearance from TGDISCOM. The SPG shall be responsible for
power evacuation from the Power Project to the interconnection point of the substation.
The selected SPG at its own cost shall be responsible for laying dedicated 11KV line
from Solar Plant to 33/11 KV SS including bay extension /UG Cable for interconnection
at 11KV bus of the Sub-Station, installation of Breaker, Switchgear and related
equipment including metering and necessary civil works at the Sub-Station where plant
is to be connected with the grid as per design and specifications of TGDISCOM /
MNRE / TGERC / CEA. TGDISCOM will facilitate the SPGs in this regard. The SPG
shall comply with grid connectivity and other regulations as applicable.
b) The arrangement of connectivity can be made by the SPGs through a dedicated 11KV
line for each TGDISCOM Substation which the SPGs may construct himself or any
other agency at their cost as per the TGDISCOM procedure. SPGs shall bear the cost of
the complete evacuation and metering system including Transmission lines, cables,
C&R Panels, Metering equipment & Breakers and all other infrastructure including
RTU and communication links required as per State Grid Code/ Regulations.
d) The SPGs shall also provide and maintain at its own cost, requisite facilities for transfer
of real time data of the power plant to State or Area Load Dispatch Centre as per the
requirements of TGDISCOM, and SLDC and comply with forecasting and scheduling
regulations as applicable to the project.
e) The SPG shall own, operate and maintain Interconnection Facilities from Project to grid
sub-station from time to time and shall bear the necessary expenditure. The
maintenance work of the connected Bay together with equipment at the interconnection
substation has to be done in coordination with TGDISCOM personnel. Where
TGDISCOM carries out the maintenance work, the SPG shall pay the expenses to
TGDISCOM as applicable from time to time. The O&M expenses of 11 KV line/Bay
etc.UG Cable and all other associated equipment in the Sub-station shall be borne by
the SPG throughout the term of PPA.
b) The SPG having been set up for the sole purpose to exercise the rights and
observing and performing its obligations and liabilities under this Agreement,
the SPG hereby undertakes and agrees to comply with the following lock-in
conditions:
ii In case of a Developer setting up of Solar Power Plant on leased land, his Net worth
shall not be less than Rs. 1.00 Crore per MW (of the applied capacity). The Developer
shall submit the requisite document in support of the same duly certified from Chartered
Accountant.
11. Application fee and Bank Guarantee
i A non-refundable application fee minimum of Rs 5000 + 18% GST upto 1 MW and above
Rs.10,000 + 18% GST (Goods and Service Tax) of the applied capacity shall be submitted
by the applicant through online mode to TGREDCO Bank Account. The account details of
TGREDCO is placed at Annexure-IV
ii Applicants desirous for setting up solar power plant under the scheme will have to submit
Earnest Money Deposit (EMD) of Rs. One lakh/MW in form of Bank guarantee or online
Transfer to TGREDCO. The bank guarantee shall be issued on the name of TGREDCO with
a validity at least for a period of 6 months. EMD of the applicants not selected
under the scheme shall be returned within 15 days, from the date of
issuance of Letter of Award (LoA) to the successful participants.
13. Application and Selection Procedure for establishment of decentralized Solar Power
Plants
Application Process
i. List of 33/11 KV Sub Stations along with the available capacity for
setting up of solar power plants under Component -A of PM KUSUM
Scheme is provided as Annexure-II
i. On first come first serve basis for the total capacity of 4000MW as
per capacity available on all 33/11kV substations provided in
Annexure-II. For enforcing the criteria of First come first serve
basis, the time of receipt of the EOI in terms of date, hour,
minutes and seconds. For example, application received on
DD.MM.YYYY, 15:10:30 (hours: minutes: seconds) will be
considered senior to the one received on DD.MM.YYYY, 15:10:31.
ii. If the total aggregate solar capacity applied by the eligible
applicants at particular substation is less than or equal to the
spare capacity notified for that substation, then all the eligible
applicants will be declared as successful bidders and LOA at pre
fix levelized tariff determined by the TGERC will be issued to the
applicants.
iii. If the solar power capacity applied by the eligible participants is
more than the notified capacity of substation, then TGREDCO will
initiate reverse tendering process to select the SPG. TGREDCO will
invite the online bid from the applicants by setting the prefix
levelized tariff as the ceiling rate. On the basis of ascending rates
offered by the applicants, LOA will be awarded to the successful
bidders upto the notified capacity of the substation.
vi. TGREDCO will issue LOA only to those successful applicants who
have deposited the application fee and bank guarantee against
the Earnest Money Deposit within the prescribed timelines and
fulfils all the other conditions laid down in EOI.
iii. SPG may also construct the 11 kV line through Discoms by paying
the applicable cost and other charges.
vi. SPG shall have to deposit the applicable Charges to the Discoms.
vii. SPG has to comply with the Grid Code and other related Regulations as
applicable.
ix. The SPG is also responsible to execute the Solar power plant as per
the Guidelines issued by MNRE.
17.SPG will be free to adopt any technology based on solar energy. But in
order to ensure only quality systems are to be installed, prevailing
MNRE/BIS specifications and quality control orders applicable for solar
modules, inverters, BoS and other equipment shall be followed.
18.SPGs shall complete the Project Financing Arrangements for its Project
and shall provide relevant documents to TGDISCOM/TGREDCO within six
Months from the Date of issuance of LoA by TGREDCO for the project
19.If any information/document provided by the SPG is found to be
incorrect at any stage, the application of SPG shall be rejected and the
bank guarantee submitted by the applicant will be enchased.
i. SPG should commission the Solar Power Plant within the period of 9
months from the date of issuance of LOA by TGREDCO. In case of non-
commissioning of the project within the stipulated period, the penalty
amount will be recovered from Performance Bank Guarantee (PBG) as
per the terms and conditions of the Power Purchase Agreement (PPA).
MNRE :
i. Allocation of total aggregate capacity of solar power plant under the
Scheme.
TGREDCO:
i. State Nodal Agency (SNA) will coordinate with the State Government/
DISCOMs and farmers/SPGs for implementation of the scheme.
ii. SNA will assist in guiding the farmers/SPGs in project development
activities including formulation of DPR, PPA/EPC contracts, getting
funds from financial institutions, etc.
iii. For settlement of any issues arising during selection of solar power
plants and their implementation, a State level Committee under the
chairmanship of Principal Secretary (Energy) will be setup by the
participating State and SNA of that State will be responsible to
coordinate/organizing the meetings of the State Level Committee.
iv. SNAs shall ensure publicity of the scheme and create awareness
through advertisements etc, and also monitor the implementation of
the scheme
TGDISCOMs:
iv. Ensure “must-run” status to the solar power plants installed under
this scheme and will keep the feeders ‘ON’ during sunshine hours of a
day.
v. If SPG has taken land from a farmer/group of farmers on lease for the
project, the amount of monthly lease rent would be paid by the
TGDISCOM to the lessor directly in his/her bank account before 5th day
of every succeeding month for which the lease rent is due. In such a
case, the lease rent paid by the TG DISCOMs will be deducted from the
monthly payment due to the SPG.
vi. Provision for 11 KV Bay extension at the respective substations.
vii. Any challenges in respect of Power evacuation at the 33/11 KV
Substation.

i. PBG submission to the TGREDCO on successful selection with in
the specified time.
ii. Entering the PPA with TG DISCOMs with in the specified time.
iii. Disclosing the Financial closure to TG Discoms & TGREDCO
iv. Approaching TG Discoms for relevant approvals
v. Execution & Commissioning of the plant with in the specified time
following the standards, specifications & Guidelines of the MNRE
vi. Arrangement of Remote Monitoring of the plant
