Through put the Emergency Service Meeting Points will be established, all individually
numbered. Each project must note the nearest point to them within their plan; these points will
provide the emergency services guidance when navigating the site to find the emergency.
In case accident injury occurs on the site, provide possible first aid on the site and further send
to the hospital. All accident and near misses are to be recorded in the GCC accident file and
immediately reported to Project Management and HSE teams.
In case of minor and major accident call the emergency, contacts numbers listed below
(a) Basis Lift - Lifting operation where the load characteristics are considered
straightforward and there are no significant hazards within the working area or on
the access route for the crane to the working area.
(b) Intermediate Lift - Lifting operation where significant hazards have been identified
with the load or with the working area or access route of the crane.
(c) (c)Complex Lift - Lifting operation where significant hazards have been identified
with the load or with the working area or access route of the crane, and the crane
is used to lift complex loads or persons, or where two or more cranes are used to lift
the load, or where the lifting operation is carried out at a location with exceptional
hazards
8.4 Prior to lifting operation: Third party certificate must be provided for the heavy duty tower.
➢ Inspection of the site before the job.
➢ Discuss about the requirements at site for executing the job including positioning of key
lifting crews.
➢ Study of loads and quantity of loads.
➢ All temporary attachments on load should be made secure or removed prior to the lift.
On the day that the lift will take place there will be a tool box talk that will review the following
items:
a) Procedure, requirements and details specified in the work plans and drawings. Review
of safety items such as weather concerns, plant activity, escape routes, locations of fire-
fighting and personal safety equipment etc.
b) Note: Weather forecasts will be obtained prior to the lift. If the forecasts, in-conjunction
with the actual wind speed readings taken on the crane wind speed Indicators do not
give a sufficient window of suitable weather then the test / lift Program will be reassessed.
c) Designate key personnel, such as signalmen, tagline handlers, their position during the
task & etc.
d) their position during the task
e) Complete and sign off all appropriate checklist and Safety permits.
f) Obtain permit to work.
g) Check the placement of all banners and barricades that define the safety boundaries
of the work areas.
h) Discuss and give due consideration to any additional appropriate steps that any
participant feels if necessary to perform a safe and timely operation.
All the certificates and/or supporting calculations for the lifting equipment’s will be
available prior to any lifting operations taking place. It has been assumed that access
to the lifting points will be gained via ladders, or suitable access supplied by client, if the
Lifting points are high, tag lines will be attached to the items.
During the operation, Communication to instruct the MLC operator will be under the
direct overall control of the HL Supervisor. The HL Supervisor will communicate directly
with the MLC Operators via hand signals or Radio.
