1. Report Objective:
1.1 Introduction
To ensure energy security along with climate change, the Indian government has launched
National Action Plan on Climate Change (NAPCC) in June 2008. Considering India is a
tropical country, where sunshine is available for longer hours per day and in great intensity
NAPCC has suggested solar energy as a great potential future energy source.
Godawari Power & Ispat Ltd (GPIL) was very actively involved in this solar initiative and
believed that solar energy is not just another alternate source of energy but the only long
term
solution to provide energy security without affecting the environment.
In an effort in this direction, Godawari Power & Ispat Ltd through its 100% subsidiary
Godawari Green Energy Limited, proposes to construct 50 MWe Solar Thermal Power Project
on BOO basis , in Jaisalmer District, Rajasthan State, India. The objective of this Detailed
Project Report is to establish the project details such as site features, basic plant
configuration, salient technical features, project execution plan and the financial
requirements of the proposed Power Project.
The inferred long term annual Direct Normal Irradiation in the proposed site is about
2168kWh/m². Water requirement for the project is fulfilled through Indira Gandhi Nahar
Pariyojna (IGNP) which was 20 KM far away from the project site.
Based on the assessment of Concentrated Solar Power (CSP) technologies, parabolic trough
technology is considered the only large-scale (greater than 50 MW), CSP technology that is
available for application in a commercially-financed power project now and in the future.
Plant was targeted to commission in 22 months from the zero date. Project cost
& completion schedule is given in annexure.
The available generated power was evacuated through 132 kV transmission line to PS-2 of
RRVPNL SS.
CUF was estimated at 29% & practically it was observed 27-28% after plant operation.
Project is spread in 300-acre land at village Naukh near Bap, Jaisalmer-Rajasthan.

1.2. My responsibilities:
M/s Shiv-Vani Energy (A subsidiary of Shiv-Vani Oil & Gas Exploration Pvt. Ltd.)
was 50% partner company with Godawari Green Energy Ltd.
I was appointed by M/s Shiv-Vani Energy Ltd. as a Project Manager for this
project. I was monitoring each activity of project & led the electrical team in
planning & execution of all electrical works.

2.3 Objectives
▪ It is proposed to entrust the entire work of project execution covering all civil
works, electrical and mechanical systems through EPCM (Engineering,

▪ The company has given EPCM contract to M/s Lauren CCL Engineers P. Ltd.
covering Basic & Detailed Design, supervision of procurement, erection,
commissioning of the complete solar and power block of the plant along with
civil
and Balance of plant facilities with an assured guarantee on Time of Execution
(24
months from 1st March 2011) and Generation at a net CUF of 27.15% (Gross
CUF
of 29.74%) at plant outgoing bus. Important reasons for not imparting the EPC
contract is as under…
The company has an experience in setting up Thermal power projects and has so
far installed 146 MW projects in Hira Group.
M/s Lauren CCL Engineers Pvt Ltd, EPCM contractor, is subsidiary of M/s Lauren,
having an EPC experience of setting up state of the art Solar Thermal Power
projects viz. 64 MW Nevada Solar One in June 2007 and 75 MW FP&L Martin
Power Plant in the year 2010.

Project activities were daily monitored through DPR, weekly report & regular site
work. For material coordination, regular follow up was with vendor & HO

IGNP WATER PIPE LINE: Work is U/p & approx. 7.0 KM DI pipe line has been laid
till today.

PILING WORK:
Total foundation completed till today is 3400 (area no.2, 3, 4, 5, 6, 10, 11, 12) while
foundation for collapsed piles in area no.4, 5, 6, and 10 is in U/p.
SCA BUILDING:
1. Mobilization of M/s Vardhman Pre Engineering, Gurgaon on 15.03.12 for erection
of SCA building.
2. Foundation work completed & erection of structural material like column & Perlin
as well as PCC on the ground floor for assembly line I is in U/p. Target date of
completion of erection work is 20.04.12.

3. Power supply arrangement for SCA building is in M/s Lauren-Jyoti scope hence for
the same CE-Elect. & Inst., Mr. B. Ashok kumar from M/s Jyoti visited the site on
23/3/12.
4. Connected load for SCA building with both assembly line is approx. 265 KW.
CONSTRUCTION POWER:
1. Electricity Bill of amount Rs.81000/- for the month March-12 for Discom 11 KV
power is raised in advance by A.En. (O & M), Pokhran keeping in mind his revenue
target for the FY 2011-2012 & same is deposited on 30th March 12.
2. Application for load enhancement from 110 KVA to 300 KVA is submitted to A.En.
(O & M), Pokhran. To be processed shortly by them while present running load is
approx. 92 KVA.
3. Approx. power consumption/day with running of two batching plant is approx. 590
KWH.
4. Presently power supply is distributed from a single point at power block to
following areas:

keeping 220 KVA contract demand & 400 KVA connected load.

application fee+10000/- advance) after marking by J.En. Bajju.

Commercial staff also started to come at Naukh site from 12.03.12 onwards.

HTF pipe fabrication & erection along area no. 6.
ISSUES:
Safety: One RIG owned by M/s BBR subcontractor of M/s Ramawat construction
badly hit the 11 KV construction power line at power block perimeter road on
14.03.12 & broke the conductor.
No mis happening registered & line repaired in next day.
Water Tanker: Villagers of Naukh opposed that existing water supply contract with
Naukh Sarpanch should be finished & it should be awarded to some one other in
village.

Total generation in month July from 1.07.13 to 27.07.13 is 19, 80,800.0 kwh. Due to
low DNI generation
was zero between 25.07.13 to 27.07.03.
4. Payment for water usage charges from IGMC-RD1059 for the month March 13 to
June 13 is done on
the basis of full sanctioned water consumption 1.6 Cusec
(1.6x60x60*24x30=4147200 cft) @ Rs. 20/-
per 1000 cft due to default of installed flow meter. Already faulty flow meter is
replaced with new one &
will be considered from Aug. onwards by IGMC.
5. Receiver tube of one loop come down during tracking from the HCE support in
SF-2 due to looseness
of fitted clamp while one clamp was already missing. Same is corrected.
6. SAP implementation is u/p at site in the presence of SAP team where data feeding
for PM, MM, FA &
sales models are started in standard format
7. Black out occurs on 21.07.13 at 4.09 PM due to grid problem & our machine
also tripped at low
frequency.
8. One BFP with motor sent to OEM Sulzer due to mechanical seal damage
9. Expansion bellows of condenser are replaced with new one
10. Presently plant is run in three shifts ‘A’-6 am to 6 pm, Night-6 pm to 6 am &
general-9.30 am to 6.30

B. PROJECT RELATED:
1. Sheeting & electrical light fitting work in ware house building is u/p
2. Balance insulation cladding in SF & PB not started due to lack of material
3. Painting of pipes is u/p in PB & balance mirrors for SF still not received at site
4. Wave traps & other PLCC material for PS2 end received & shifted to PS2
which will be erected on
29.07.13 after taking 132 KV bay shut down at PS2 by GGEL itself. PLCC
commissioning will be done in
next week in presence of ABB engineer. PLCC related erection work at GGEL end is
already completed by L-J.
1. In the month Nov.-Dec. the plant is running at low CUF (avg. cuf=16.55%) due to
low ANI
aperture normal irradiance where ANI=DNI*cosƟ. Angle Ɵ is the angle between a
direct ray
from the sun and the aperture plane of the parabolic trough collector (defined to be
0 degrees when
the rays are normal to the aperture plane). The ANI is around 67% of DNI hence
actual energy
input to solar field (ANI) is less as expected considering only DNI factor.
During fall through winter seasons Nov to Jan month the sun is lower in the southern
sky much of
the day, resulting in a low ANI even when the DNI is high.

9. GGEL is bidding for approx. 2x20 MW solar PV project under JNNSM phase-II
10. SF-1 loop no. 3 taken in line in which some SCE burnt due to fire.
11. 132 KV grid voltage variations within 0.0 hrs to 24.0 hrs. is in the range of 134
KV to 116 KV &
our generation greatly impacts the grid voltage.
12. ABT meter at PS-2 is showing approx. 35 MWH higher import per month than
export recorded in
ABT meter installed at GGEL switch yard. This may be due to instrument accuracy
& calibration
error. Check meter is not installed by RVPN at their substation.

RISK ANALYSIS:
Risk Description Mitigation
Solar Radiation
The quantum of heat generated using solar radiations will be crucial for steam generation,
and thus the project revenue depends on the solar radiation. Solar radiation
is the most important factor affecting the economics of the project and is beyond human
control. The company has taken data from various sources and based on the company has
projected revenue generation. Though it is not possible to confirm, considering multiple
sources through which the radiation data is obtained, the company is confident that it will be
able to achieve the projections Technology. The technology being used in the project is used
in India for the first time Although solar power technology is use in India, solar thermal
projects are new, and this is the maiden project of this magnitude in India. However, the
company has taken various steps to mitigate this risk, as under…
o Appointment of Lauren as EPCM contractor (Lauren has executed projects of similar size
and nature in US)
o Usage of machineries from trusted suppliers Projects of Similar nature of Parabolic trough
technology is operational in different countries. The technology is new in India and there
may be initial teething troubles regarding repairs and maintenance etc. The company is
appointing EPCM contractor, who has experience in running such projects and is
guaranteeing power generation as EPCM contractor. The same entity will be O &
M contractor for the first year.

In addition, the company is procuring machineries from reputed suppliers. Payment Risk
The company will be selling majority of its power to NVVN under PPA. Any default in
payment can have serious implications on credit quality the tariff payment has been secured
under abinding Power Purchase Agreement (“PPA”) executed with the NVVN. NVVN is the
subsidiary of NTPC which is Govt. organization and is backed by the Govt.

4. Quality
To maintain quality followings actions were taken:
● MQP & FQP were clearly defined
● IMIR (Inward material inspection report) was there to check in coming
material quality.
● Q photo cameras were at SCA building to check quality of assembling.
● Magnetic level meter was there to check straightness of pylon
● CTM (cube test machine) was there to check compressive strength for pile
foundation & power block foundation.
● Bioscopy is done to check welding parts inside GI pipe used for cable
insertion
● Core cutter is used for making new core to fix pylon bolt with proper
alignment
● Total station was used for level check
● Various pressure tests were done for leakage checking in DI (ductile iron
water pipe line), HTF pipe lines etc.

Various stakeholders are managed with healthier relation with them. Local people
were engaged in project activities. Supported partner company in execution. Keep
informed weekly on project status to director of own company as per requirement.

The company has already acquired and taken physical possession of 148.8 hectares of
barren Govt land in Jaisalmer, Rajasthan. The land does not involve any
rehabilitation/displacement of people.
The company had appointed Fichtner Consulting Engineers (I) P. Ltd. for carrying out TEV
Study and advice on radiation in the area. Fichtner Consulting Engineers (I) P. Ltd. is a
reputed firm and has carried out studies for many similar projects.
The company has identified reputed machinery suppliers including Siemens and majority of
the quotations have already been obtained thereby firming up the major project cost.
Further, the promoters are resourceful and cost escalation, if any, can be borne by the
company. Suitable condition has been stipulated in this regard.
The project is coming up in Rajasthan which is having very hot and dry climate. The area
experiences rainfall for only 10-12 days in a year and provides over 350 rain free days for
power generation. The peak temperatures mainly during summer can help generation of
power for a longer period during the day.
The PPA provides for sale of power to third parties before commencement of scheduled COD
or after the company meets its obligations towards NVVN under PPA. This can help the
company to generate additional revenue and improve profitability.
Weaknesses:
The company is using solar thermal technology which is being used in India for the first
time. Any adverse feature of technology/non-availability of spare parts or timely support of
vendors can affect the performance of the company.
The technology is being used in India for the first time because solar energy sector is
opening now, and this technology is generally usable for projects with higher capacity, i.e.
50 MW or more. Considering higher capital investments, such big projects under solar power
were not implemented in India and, therefore, this technology has not been used.
This technology is already being use in various countries including USA and in Europe for
over last two decades and the performance is satisfactory.
The company has already identified highly reputed machinery suppliers and consultants.
Therefore, the difficulties in day-today operations, getting spare parts in time, etc., can be
mitigated. For solar projects, solar radiation study is very crucial and any drop in the solar
radiation as compared to estimates can severely affect the overall viability of the project.
There is no control on solar radiation from the company.
The company has already carried out study about solar radiations by using multiple methods
in consultation with its Consultant, Fichtner Consulting Engineers (I) P. Ltd. As per these
reports there is adequate radiation available in the region to produce power as per
estimates.
Various methods indicate availability of good radiations in the region and the company has
based projections on the same. However, the company has considered less radiation as a
conservative approach. Therefore, reasonable drop in radiations may not directly affect the
viability of the project. In addition, there is long tail period available with the company which
may help the lenders in exceptional case of very high drop in radiations at the site.
As per PPA, the company will have to sell most of its power to NVVN. Any delay in payment
of power bills/inability of NVVN to pay/lift the power from the company may affect the
overall viability. NVVN is subsidiary of NTPC which is enjoying significant Government
support and has been paying to its power suppliers regularly. The Government is also
supporting large number of Green Energy Projects and has been ensuring timely payment,
higher tariffs to these companies. Therefore, payment from NVVN may be safe. As per PPA,
charges of Rs.12.20 per unit are payable to the company. Any change in Government policy
(i.e. purchasing electricity from IPPs in the order of their economy etc.) can adversely affect
the viability of the project. Further, the company may not be able to sell power to third
parties at such high tariffs.

The PPA has been entered in line with guidelines of Government of India for providing
incentives to the manufacturers of green power and the economies of power generation
from green sources and conventional sources are not comparable.
NTPC has been meeting its obligations under PPA regularly and there is no major adverse
change in Government policy pertaining to green energy.
Considering that majority of the power will be purchased under PPA by NVVN, the project
will be viable on standalone basis without selling power to third parties. Any sale of power to
third parties will improve the financial performance and repayment capacity of the company.

After contract award to M/s Lauren Jyoti, work was started with area grading &
simultaneously pile foundation work. We at GGEL were monitoring the site work
progress on daily, weekly & monthly basis inline to scheduled time line. Also supply
of material is monitored. Strategy of project is changed based on earned value &
actual time consumed & available time in COD. Multiple vendors are used to carry
out the earth work being lot of cutting & filling work. Local people were engaged to
avoid row & as a CSR. Funding to contractors/suppliers is directly controlled by GGEL
director & targeted to avoid any delay due to payment issue.
Near to COD owner company GGEL has taken all work in their hand specially in
power block & daily progress was monitored by GGEL director at site & all financial &
technical decisions are made immediately w/o any delay.
GGEL has also engaged O & M team during project commissioning so that they can
be well verse with operational aspects of the plant.
Storage method also changed specially for parabolic mirrors to avoid self-damage
due to sun radiation.
