Section 508(a) of the Local Govemment Code of 1991 mandates for the organization
of leagues or federation of the vice-govemors, vice-rnayors, sanggunian members of
barangays, municipalities, component cities, highly-urbanized cities and provinces,
and other elective local officials of local govemment units, including those of the
Metropolitan Manila Area and any metropolitan political subdivisions.
Wth the above legal basis, the Barangay Councilors League of the Philippines (BCLP)
was formed as an organization of elected Sangguniang Barangay Members,
registered with the Security and Exchange Commission (SEC) with SEC Regrster
No. 2023090115305-00, that serves as a forum for articulaling various issues and
concerns affecting barangay govemment administration and the performance of the
Sangguniang Barangay Mem bers.
For Catendar Year (CY) 2024, BCLP will spearhead the mnduct a capacity building
ENtitIEd: "STRENGTHENING LOCAL GAPACITIES IN GOOD GOVERNANCE: A
GUIDE FoR ENHANCED PUBLIC sERvlcE AT THE BARANGAY LEVEL" which
intends to reinforce the Barangay Newly Elected OfficialTowards GREAT Barangays
Program, and aims to capacitale and hone the knowledge and skills of the concerned
barangay officials for them to be able to adapt, foresee, respond to various challenges,
and to ensure that barangay program and projects are aligned with the priorilies of the
national government priority program and project priorities and thrusts of the national
government, with the following schedules:

in thrs regarci, and upon the request of Hon. Tito B. Espiritusanto, National President
;.i 3CLP. this Circular is issued to inform the barangay officials concerned who may
be interested to attend the activity on official business. The payment of registration fee
and the applicable transportation expenses of the barangay participants, may be
ar-rthorrzed, chargeable against their respective barangay funds, subject to the
r.r,ailability thereof, and the pertinent budgeting, accounting and auditing rules and
regulations, and other existing policies of the national govemment agencies on the
utilization of public funds.
!n this connection, the barangay officials who may be interestd to attend the activity
are reminded of the relevant provisions of DILG Memorandum Circular (MC) No. 2018-
25 dated February 2.8. ?:018, which prohibits local governmEnt officials and
ernployees from entering, staying and/or playing at gambling casinos, and DILG
MC No.2010-139 dated December 02,z010,which states in partthat:
"l! is understood that any in-country conventiott, seminar or
training attended by a local government official or employee, with the use
of public funds, is within the ouruiew of the Caoacitv Develapment
Agenda of the oarticipatina local sovernment.
It is furlher understood that a Punano Baranoav, as fhe head
of the baraneev oovqnment, is principallv responsible and
accountable for the prudent use qf scarce financial resources
keeping in mind the desired resu/ls and development outcomes "

=urther. it shail be the responsibility of the Organizer. the BCLP, that shall monitor and
ensure that the participating barangay officials are physically present and comolied
with the relevant rules and regulatrons while attending the activity.
A Post Activity Report shall be submitted by BCLP, rhrough its National President.
