1. PURPOSE
The purpose of this engineering specification is to provide designers and vendors
with the minimum technical requirements for the site survey and assessment,
design, design-review, manufacturing, inspection, factory testing and shipment of
Power Transformer, 13,800/34,500 V, 30/35 MVA, 60 Hz, outdoor, de-energized tap
changer side high voltage, three phases, two winding, oil immersed.

This specification is intended for use by PDVSA in purchasing the transformers and
does not include provision of contract.

2. SCOPE

The scope contemplate design, manufacture, factory acceptance test, packing for
export shipment, as well as the supply of parts, accessories, equipment for the
installation and maintenance, user's manuals, installation manuals, maintenance
manual, certificates of quality and certificates of guarantees for Power Transformer,
13,800/34,500 V, 30/35 MVA.

The transformer shall be of two winding, three phases, oil immersed core type with
ONAN/ONAF cooling suitable for outdoor service as step down transformers.

The transformer shall as a minimum be designed for the environment where it will be
utilized. The transformer manufacturer shall apply the best internationally
benchmarked engineering and manufacturing practices to produce a transformer,
including accessories, which in conjunction with minimal maintenance, will result in a
safe and reliable service throughout the expected lifespan under the rigors of service
in the PDVSA power system.

3. DEFINITIONS

For the purpose of this specification the following definitions shall apply.

Bidder: referred to the different companies that presented offers to cover the entire
necessary one in these specifications for the execution of the different activities of
the manufacture.

Contractor: favored Bidder with the purchase order to cover the entire necessary
one in these specifications for the execution of the different activities of the
manufacture.

4. REQUIRED DOCUMENTS

If some part or details of the activities required for the fabrication had been omitted
in these technical specifications and it was indicated in the references, they will be
revised by the Bidder, in an all according with the standards and principles accepted
in the best practices. Any exception to this document will be listed individually with a
detailed explanation on the part of the Bidder with its comments and respective
justifications.

All the information property of BL, including without limitations the scope of the
document, drawings, data and procedures, provided by BL to the Bidder, for the
elaboration of the offer will be processed with character of confidentiality.

4.1 Data Sheet


The Bidder will fill in the forms "Power Transformer Data Sheet", the column "by
Bidder" for each characteristic there specified, with the exception of those that
correspond to information given by the same one. In this column the Bidder will ratify
the values or the requirements in the column, or indicate the values or requirements
that he can guarantee, according to her procedures or technology of fabrication.

The forms "Power Transformer Data Sheet" shown in this document, they will be
signed and sealed in each one of their pages and they will be integral part of the
Bidder technical proposal and evaluation in the bidding process.

The information represented in those "data sheet" it is of obligatory character and


the client it considers for that the Bidder completes with all that required.

4.2 Exceptions
Bidder shall state in his offer either that the equipment comply with the requirements
of this Specification without exceptions, or specify the exceptions and/or deviations
with a clear explanation of proposed options.

If permitted in the requisition, the Bidder may present alternative proposals if they
offer economic or technical advantage, but such proposals shall be in addition to the
contractual offer.

Notwithstanding any descriptions, drawings or illustrations which may be submitted


with the Tender, all details will be deemed to be strictly in accordance with the
specification and the references referred.

The lists of deviations and exceptions, they will be sealed and still signed by the
Bidder when it fulfills all the demands of the general specification and of the data
sheet.

4.3 Guarantee against Defects of the Material


The Bidder will give a document where it certifies the guarantee against defects of
the material used for fabrication, design and construction of the equipment.

4.4 Life Time


The equipment and its accessories shall be constructed using materials of first
quality and of good workmanship.

The Bidder will give a document where it certifies the guarantee a time of life of the
minimum equipment of thirty five (35) years and the first three (3) years of
uninterrupted operation.

4.5 Delivery Time


Once the tender is completed, the Bidder will have three (3) months for delivering
the Power Transformer to PDVSA, Guanta, Venezuela, according to Incoterms FOB.

4.6 Manufacturing Program


In accordance with the terms and conditions established in this document, an activity
schedule of the transformer manufacturing must be submitted. This schedule must
include the estimate beginning and ending dates for each construction stage and
tests of the transformer.

5. QUALITY ASSURANCE

The contractor quality management system shall comply with the requirements of
ISO 9001.

6. UNITS OF MEASUREMENT

The contractor shall design in "The International System of Units" (SI units) in
accordance with ISO 1000.

Contract drawings produced specifically for this contract and equipment manuals
shall be in SI units.

SI units shall be used in all correspondence, technical schedules and in the


operating maintenance instructions.

7. REFERENCES

All equipment shall be designed, constructed, and tested in accordance with the
latest edition, or the edition specified, of the following industry standards and
references. These standards shall be considered an integral part of this
specification.

This specification along with appendix and the requirements of the above mentioned
references shall be considered complementary. Any conflict among them shall be
referred to the client for clarification before proceeding with the design and
manufacture.

Equipment complying with other internationally accepted standards will also be


considered if these ensure performance and constructional features equivalent or
superior to standards listed above. In such a case the Bidder shall clearly indicate
the standards adopted, furnish a copy in English of the latest revision of standard
along with copies of all official amendments and revisions in force as on date of
opening of bid and clearly bring out the salient features for comparison.

8. SCOPE OF SUPPLY

Type, rating and connections of the equipment listed below are detailed in the
"Power Transformer Data Sheet". The equipment shall be offered in strict
compliance with the same.

30/35 MVA (ONAN/ONAF rating), 13,800/34,500 V, 60 Hz, three phases, YDN11, oil
immersed, de-energized tap changer side high voltage, Power Transformer: one (1)
nos.

Each transformer shall be furnished complete minimum with:

 Fittings

 Accessories

 Auxiliary equipment

 First filling of oil including 10% extra

 One set of special tools

spares

9. DESIGN CRITERIA

The transformer will be used for elevator of power from 13,800 V to 34,500 V level.
The primary winding will be connected to 13,800 V power cables. The secondary
winding will be connected to 34,500 V power cables.

The transformer will be installed in hot, humid and tropical atmosphere. All
equipment, accessories and wiring shall be provided with tropical finish to prevent
fungus growth.

The transformer shall be capable of continuous operation at rated output under the
following condition:

 Voltage variation: ± 10%

 Frequency variation: + 3% to - 5%

 Combined voltage and frequency variation absolute sum: 10%

The transformer shall be free from annoying hum or vibration. The design shall be
such as not to cause any undesirable interference with radio or communication
circuits.

The noise level shall be limited to the value specified by NEMA Standard Publication
TR-1 when measured in accordance with conditions outlines in IEEE C57.12.90.

The climate is tropical and the following meteorological information is set out for
guidance only. No responsibility or any claims based on this information will be
accepted. Nevertheless, the values given below shall be taken into account in
designing the works.

Power transformer shall be installed outdoor in a hot and humid climate. All
equipment and accessories shall be provided with tropical finish to prevent fungus
growth.

The transformer must be capable of normal operation when subjected to harmonic


pollution levels up to THD 3% throughout the life of the transformer.

12. TEMPERATURE RISE LIMITS

Power Transformer continuously operating at their nominal load, in any regulation


tap and under the environmental conditions specified above must not exceed the
following temperature rise limits according IEEE C57.12.00 and C57.12.10.

13. VOLTAGE
13.1 Rated Voltage on Principal Tapping
The rated voltage of each winding of the transformer on the principal tapping, unless
otherwise specified, corresponds to the system nominal voltage, Vn.

13.2 Maximum Continuous Voltage on any Tapping


Regardless of the actual location of the tappings in the HV winding, the rated voltage
of the HV winding on any tapping is assumed to be equal to the rated voltage on the
LV winding multiplied by the voltage ratio on that tapping.

13.3 Maximum Temporary Overvoltage


Under switching conditions, the power frequency line voltage may exceed the
maximum system voltage (Vm). The transformers are designed to withstand the
following overvoltages without harm.

 1.05 Vm for 5 minutes

 1.25 Vm for 5 seconds

 1.5 Vm for 1 second

 1.7 Vm for 0.25 seconds

13.4 Overfluxing
Within the prescribed maximum equipment voltage (Vm) the transformer is able to
operate continuously without damage at an overflux value as stated in IEC 60076-1.

14. FREQUENCY

The transformer is designed for a rated frequency of 60 Hz and a frequency


deviation in the following range unless.

 58.5 to 61.5 Hz continuously

 58 to 62 Hz for not more than 10 minutes per incident

 57.5 to 62.5 Hz for not more than 1 minute per incident

15. HARMONICS

A total harmonic distortion of not more than 5% and even harmonics not more than
1% on the HV side voltage applies.

16. SHORT CIRCUIT

The transformer shall be capable of withstanding the short circuit stresses due to a
terminal fault on one winding with full voltage maintained on the other winding for
minimum period of two (2) seconds.

The ability of a transformer to withstand short circuit forces shall form part of the
discussion of the design review meeting. For network transformers, and
notwithstanding the over current limits tabulated in IEEE C57.12.00 and C57.12.20,
shall be capable of withstanding the thermal, mechanical and other effects using the
following criteria for calculating the short circuit withstand condition:

 Pre-fault voltage of 1.1xVn

 Source impedance shall be assumed to be infinite bus

 Fault duration of 2 s

 The inner winding shall be designed to withstand the free buckling criteria.
However, the specific average of the inner winding shall not exceed 50% of the
copper conductor yield strength. Whenever a reasonable application of epoxy
bonded Continuously Transposed Conductors (CTC) is possible, this would be
the preferred solution. The conductor yield strength that shall provide safety
margins of more than 50% (i.e. > 1.5 pu) of the corresponding stresses

 All material used for winding cylinders shall be pre-dried and pre-impregnated
with oil prior to use

 The blocks which are used to apply the axial compression shall be pinned to the
clamping system

The manufacturer shall submit with its tender a complete listing of similar
transformers that have been short circuit tested and manufactured by the facility
where the tendered transformers will be manufactured, the list to include the
outcome of the short circuit test, the facility where tested and the date of the test.

The Bidder shall also include a typical test certificate for a unit similar to the unit to
be purchased. Upon request a complete description of the transformer
characteristics shall be provided. Calculations for short circuit withstand capability
shall be submitted with the tender. All the internal current limiting reactors shall be
able to withstand the magnitude of the short circuit currents without damage; this
must be verified by short circuit testing and calculation.

17. GEOMAGNETIC INDUCED CURRENTS

The Geomagnetic Induced Currents (GIC) compatibility of 3 phase transformers, 3


limb cores are the requirement and where this is not possible, the return limbs must
be optimized to achieve a good design for GIC withstand. The Bidder shall in details,
during a design review demonstrate how he has taken care of the GIC effect on the
design of the affected steel components.

The transformer shall be able to withstand a GIC of 10 A in the neutral terminal for
30 minutes under the following operating conditions:

 Continuous Maximum System Voltage

 Nominal System Frequency.

 Continuous Maximum Load

Under these conditions, the transformer must not be damaged. Thermal excursion
during GIC phenomena must not shorten the transformers lifespan. For during the
presence of the GIC storms special consideration must be given to effects such as
vibration increases, increased magnetic forces ,hot spot temperature rises, and
localized heating due to stray flux changes. The effect of GIC currents on the
transformer design must be quantified and the mitigation techniques used by the
Bidder must be highlighted and submitted to the PDVSA. The Bidder includes a
description of the intended design to be applied in the tender documentation. During
the high-level initial design review phase, the Bidder presents the results of his
studies of the GIC impact on his design and illustrates that the transformer
withstands the criteria specified in this document to the PDVSA for his approval. In
addition he shall include the proposal for the testing the transformer during the FAT

to demonstrate its response to GIC and that the thermal excursions are not
exceeded as per the design.

18. WINDING CONNECTIONS

HV Winding: Star, with neutral point solidly earthed.

LV Winding: Delta.

19. ANGULAR DISPLACEMENT

The angular displacement between high voltage and low voltage terminal voltages of
three-phase transformers shall be 30° according to IEEE C57.12.10 with vector
group DYN11.

20. IMPEDANCE VALUE

The percentage impedance at 65°C shall be according table N°4 transformers with
positive tolerance of 10%. No negative tolerance on percentage impedance is
allowed.

21. AIR CLEARANCES

When totally assembled, as in service, electrical clearances in air shall be adequate

interfere with the external connection to the bushing terminals.

22. TANK

The shape of the transformer tank and fittings, including the under base shall be
such that no water can be retained at any point on their external surfaces.
Furthermore the lid on the inside shall be shaped to ensure that all free gas
generated inside the transformer escapes to the conservator by way of the gas and
oil actuated relay.

The tank and cover shall be designed so that local heating due to stray flux in any
structural part shall not exceed the top oil temperature limit specified for the
transformer, by more than 10 °C.

Heating, due to stray flux, shall also not cause local temperature elevations of more
than 15 °C relative to the oil temperature at that level. Thermometer pockets shall be
located so as to avoid errors in temperature indication due to the heating effects
resulting from stray flux.

Unless otherwise approved, transformer under base shall be of a thickness not less
than that specified in this document. Fabricated bases shall not retain water. Skid
bases are not accepted, except in special cases where they may be needed, it shall
be so indicated by the Bidder. The position of the axial and transverse centre lines

as shown on the dimension and foundation drawings shall be accurately stamped


onto the tank at the base level, on both sides and at both ends, and indicated by
means of a red enamelled mark at each point.

The tank shall be fabricated from good commercial grade low carbon steel of
adequate thickness.

The top cover of the tank shall be the welded type or during the mechanical design
review. The positioning of the auxiliary components and pipes on the top cover must
take into considerations the need to walk on the top of the tank during the
maintenance activities. The top cover shall be painted with a non-slippery paint to
enhance safety of personnel.

Transformer tanks and their associated components shall have adequate


mechanical strength and rigidity to permit the complete transformer, filled with oil, to
be lifted, jacked and hauled in any direction, and to be transported without structural
damage or impairment of the oil tightness of the transformer, and without the
necessity for the special positioning of sliding rails in relation to the tank. Tank
stiffeners shall not cover welded seams, to enable the repair of possible oil leaks.

Transformer tanks, complete with all fittings and attachments normally in contact
with the transformer oil, and filled with oil of the specified viscosity, shall withstand
the pressure and the leakage tests. When empty of oil they shall withstand the full
vacuum test. In the case of type tests for strength and oil tightness the fittings (e.g.
pressure relief devices and bushing stems) may be tested separately. The ability of
the tank to withstand overpressure shall be co-ordinated with the pressure relief
valves.

All gasketed joints shall be designed, manufactured and assembled to ensure long
term leak-free and maintenance free operations.

Joints that need not be removed for normal maintenance or transport shall be
welded.

Details of all gasketed joints shall be submitted for approval during the mechanical
design review meeting.

All gasketed joints shall be of the o-ring and groove type. The o-ring shall be
manufactured from nitrile rubber or better.

Attachments to the transformer tank shall only be fixed by bolting them to the
prepared flat surface of a flange facing, either integral with or welded to the tank and
sealed by a gasket or o-ring to the mating flange of the attachment. Joints
dependent on the sealing of screw threads and direct welding of fittings to the tank
will not be accepted.

The tank wall shall be reinforced by stiffener to ensure rigidity so that it can
withstand without any deformation a) mechanical shock during transportation, b) oil
filling by vacuum, c) short circuit forces, d) continuous internal pressure of 35 kN/m2
over normal hydrostatic pressure of oil, e) elevation by means of guide or hydraulic
jack of the whole transformer and f) own conditions and transmitted effects of the
major components of the transformer, due to earthquakes, handling and shipping.

Four (4) adequate lifting lugs for hoisting the whole transformer filled with oil by
means of a crane. Each lug must have a proper hole to secure the sling of the crane.
The bearing surface of these lugs must have no rough or sharp edges.

Two (2) steel bars with copper lining and terminals for 4/0 AWG wires at 350 kCMIL.
These bars must be welded to the tank walls, near the base. One bar must be
located in the left extreme of the low voltage side and the other one diagonally
opposed. Attention must be paid so that these bars do not interfere with the jack
lifting plates.

The base of the tank shall be so designed that it shall be possible to move the
complete transformer unit in any direction without injury when using rollers, and/or
plates.

The center of gravity of the assembled transformer shall be low and as near the
vertical centerline as possible. The transformer shall be stable with or without oil.

23. CORE

For the 3 phase power transformers the 3-limb core designs are the requirement for
GIC control. In the cases where this is not possible, it shall first be agreed to by the
PDVSA, and the Bidder shall demonstrate that the return limbs have been optimized
for GIC purposes. For rated voltage and rated frequency, the maximum core flux
density in the limbs and in the yokes shall not exceed 1.75 at nominal tap. The
maximum temperature rise of the core surface in contact with oil and cellulose
insulation above the average ambient temperature of 25°C should not exceed 80°C
for all possible rated in service conditions. The core surface temperature must be
limited to the temperature capability of the material in contact with the core using
average ambient specified. The material used in core cooling ducts, and between
the core and frames, and between the core and the tie plates shall have a
continuous temperature rating of 150°C minimum.

The core shall be manufactured of high permeability; non-ageing cold rolled grain
oriented steel sheet laminations having smooth, insulated surfaces according AISI
M-7X. The maximum allowable size of burrs on the slit or cut edge of the
electromagnetic steel shall not be capable of causing damage to the insulation

between sheets. For all transformers core shall be of mitred construction. The core
sheets shall be properly stacked in the step-lap configuration and all the insulation
designed in a way that no detrimental changes in physical or electrical properties will
occur during the lifetime.

For the core clamping no bolts through the limbs and yokes shall be used. The limbs
should be fastened by non-metallic bands/belts. Non continuous steel straps or rods
used around the yokes must be insulated from the yokes to prevent shorts to the
core and circulating currents. The pressure of the yokes shall be adequate to
prevent movement of the lamination during shipping accelerations. All the return
limbs shall be vanished to improve the mechanical stability during shipment/
transportation.

The main magnetic core shall be directly grounded via a bushing on top of the cover
with a removable external ground connection. The core shall be bonded to the core
clamping structure at one point only, which is easily accessible, and protected to
allow testing after installation of the transformer. No core earthing connection shall
have a cross-sectional area smaller than 80 mm², with the exception of the
connections inserted between laminations which may be reduced to a cross-
sectional area of 20 mm², where they are clamped between the laminations. The
core earth grounding point shall be clearly marked with a permanent label. The
factory core insulation resistance value(s) shall be permanently marked at the core
earth grounding point together with “core earth must always be connected when
equipment is energized” and indicating the terminal identification.

Hotspot rise above ambient of metal parts in contact with oil shall not exceed 80°C
under the most extreme operating circumstance. Also, the most onerous
temperature of any part of the core and its supporting structure in contact with
insulation or other thermally non-conducting material should not exceed the safe
operating temperature of that material. Adequate safety margins should be included
when determining these criteria.

Where the core laminations are divided into sections by insulating barriers or cooling
ducts parallel to the plane of the laminations, tinned copper bridging strips shall be
inserted to maintain electrical continuity between sections.

All leads from the windings to the terminal board and bushings shall be rigidly
supported to prevent injury from vibration or short circuit stresses. Guide tube shall
be used where practicable.

The core and coil assembly shall be securely fixed in position so that no shifting or
deformation occurs during movement of transformer or under short circuit stresses.

The core must be rigidly assembled with all of its parts firmly secured to each other
and to the tank, to withstand the windings and to prevent any displacement, under
the efforts of short circuit, seismic conditions and specified shipping conditions, as
well as to reduce to a minimum the vibrations during operation. The average noise
due to vibrations during operation must not exceed the levels stipulated in the last
revision of the NEMA TR1.

The base of the magnetic circuit (core and accessories) must be connected to earth
through a copper removable connection, linked to the tank, which must be
accessible through an access mouth in the tank cover. The magnetic circuit will
remain isolated from all the structural parts when this grounding connection is
removed.

Adequate lifting lugs must be provided to lift the core with the windings without
imposing excessive mechanical efforts to its components.

The tank, core, metallic supports and magnetic screens must be insulated from each
other. The connection of these parts with the main tank must be placed in a single
point by means of insulated copper conductors of no less than 160 mm 2 of section.
The connection flange must be installed in the top of the main tank and be
accessible without diminishing the oil level, with three connection points to: main
tank, yokes (metallic supports) and core.

The magnetic circuit must not have through bolts.

The core must withstand with no damage, in continuous service, an over-induction of


10% in vacuum with respect to the nominal induction in all the taps according ASTM
A370, and with nominal load an over-induction of 5% in continuous service.

The no load current at rated voltage shall not exceed the percentage given below.

 At Rated Voltage: 2% of the full load current in LV winding

 At 112.5% Rated Voltage: 4% of the full load current

23.1 Flux Density


The primary voltage variation, which may affect the flux density at very tap, shall be
kept in view while designing the transformer.

The transformer shall be so designed that the working flux density shall not exceed
1.65 Tesla at normal voltage, frequency and ratio.

The Bidder shall indicate the continuous allowable maximum flux for one minute and
five seconds.

The limit of flux density at which core material used shall also be stated by Bidder.
The name of core material shall be mentioned by Bidder.

24. WINDINGS

Core form windings shall be of circular concentric type. All the conductor joints within
the winding must be minimized and are only permissible at locations on the outer
surface of windings. Multiple strand joints shall only be applied in areas of low stray
flux density. Shell form windings are not preferred and can only be considered in
special circumstances and when approved by PDVSA in writing.

The transformers shall be capable of operation without danger on any particular


tapping at the rated MVA when the voltage may vary by ± 10 % of the voltage
corresponding to the tapping.

The resistance between the core stacks shall be such that no dangerous or
detrimental voltages arise. The control of the stack to stack resistance shall be done
using engineering techniques where quality control is measureable and adjusting is
possible. Scratching of the core laminations to reduce the inter-stack resistance is
not allowed.

All windings shall be constructed with copper conductors only. Continuously


Transposed Conductors (CTC) shall be free from inter-strand shorts after the
winding has been completed. For all the transformers the windings shall be
vanished/enamelled conductor to prevent corrosive sulphur effects between the
insulation and the conductor. Where the varnish is removed to make joints in the
conductor, special arrangements must be made to ensure no corrosive sulphur
damage can take place. The shear or tear strength of the bond and base of enamel/
epoxy shall not be less than 40% of the room temperature strength when heated to
125°C after curing.

The calculated hot spot shall be based on the maximum calculated localized losses
in the windings, the insulation on the points with maximum losses, and the oil rise in
the windings. If the designer is not able to determine the oil rise in the windings, an
added 5K will be made at the design review to allow for the difference between the
oil rise in the windings and bulk top oil in the tank. The maximum hot spot in the
leads shall not be more than 1K above the maximum calculated hot spot in the
windings. Winding hot spot shall be measured directly during a heat run test at the
factory before release.

The expected life of the paper insulation is 35 to 40 years and the processes
implemented in the factory during the manufacturing of the transformer shall not
reduce the paper life to less than 950 DP value. The Bidder shall demonstrate this
for each transformer using a direct DP measurement method. The test must be done
using an adequate paper sample. The Bidder may from time to time request a
physical paper sample for verification purposes by an independent or internal

laboratory. This must be catered for during the production activities. DP values
below the indicated value will entitle the Bidder to a compensation event.

Copper conductor shall be used throughout, for the windings and for the leads.
There shall be no soldered joints or terminals in the transformer. All internal lead
connections shall be brazed, welded, or compression type. If compression type is
used, then the method employed must be approved by the PDVSA. No joints are
permitted internal to the windings unless it involves a single strand of a multiple
strand (5 or more strands) conductor. Joints shall be permitted at crossovers and
leads external to the windings. The manufacturer shall have an established quality
assurance program to detect, prevent and repair nicks, dents, burrs and other
imperfections in the conductor material. The manufacturer shall have an established
quality assurance program to ensure that all joints comply with the requirements. All
internal connections shall be designed so that bushings can be removed or installed
without exposing the paper/ winding block. Inspection covers must be available to
enable verification of tightness of connections. Where there are joints in adjacent
leads they may not overlap but must be staggered. All leads must be securely
supported and braced.

The transformer short circuit capability shall comply with the requirements of IEEE
C57.12.00 and design criteria. For windings exposed to radial inward stresses
(compressive stress) a self-supporting coil design (free buckling) is required but the
windings must still be fully supported back to the core. Regardless of the direction of
short circuit forces (inward/outward), the copper yield strength shall be at least 50%
higher than the calculated maximum radial stress for the highest stressed winding
package.

Special attention has to be paid to the effects of axial short circuit forces as a result
of:

 Shifted ampere-turn along the circumference of pitched windings, which are


extremely exposed, to the radial component of the stray flux

 End thrust of windings due to unbalanced ampere-turn gravity

 Misalignment of magnetic centres of concentric windings

Preferred winding designs are:

 Where windings are radially inward compressed during short circuits, these
windings must be constructed with epoxy bounded conductors

 Where main HV windings consist of parallel blocks (i.e. centre fed winding)

 Where extreme pitched winding can be avoided or arranged in an area of low


radial stray flux components

 Where the overall winding layout demonstrates a mechanical robust design

25. DE-ENERGIZED TAP CHANGER (DETC)

The transformer shall be provided with a ganged off-circuit tapping switch, operated
by an external handle situated in an unobstructed position, not more than 1.5 m
above ground level. The de-energized tap changer position indicator shall be visible
from ground level.

The required tap changer shall be indicated as de-energized tap changer (DETC) as
specified in the data sheet shall be provided on the low voltage winding,
manufacturer Maschinenfabrik Reinhausen (MR).

The contacts shall be positively self-locating in each tapping position without


constraint from the operating mechanism, which shall provide for padlocking in each
position.

The tapping positions shall be indelibly marked to correspond with the data given on
the rating-and-diagram plate and these markings shall be legible by a person
standing at ground level.

Off circuit tap switches shall be fitted with direct or gear driven operating
mechanisms.

A connection plate under cover with bolted connections ±2x2.5 % shall be used. If
off-circuit tap-changer is required the off-circuit tap-changer shall have a switching
range of ±2x2.5 %. The external parts shall be made of corrosion free and UV
resistant material. The switchgear shall have a secure position lock and the
maneuverability not impaired by oxidation or bimetallic corrosion.

The transformer shall be provided with full capacity medium voltage de-energized
taps of:

 14,498.5 V, tap 1

 14,145 V, tap 2

 13,800 V, tap 3 (nominal)

 13455 V, tap 4

 13,118.5 V, tap 5

Provisions for padlocking shall be furnished for each de-energized tap position. The
de-energized tap changer shall be arranged to provide for inspection and
maintenance without un-tanking.

The de-energized tap changer shall be designed, manufactured, and tested to


require maintenance and moving of the tap changer to wipe the contacts at an
interval of no less than five years. Maintenance intervals of less than five years are
not acceptable.

26. INSULATING OIL

The insulating oil for the transformer shall be of EHV grade, generally conforming to
ASTM D3487. The oil shall be naphthene based, inhibited with at least 0.3 % of anti-
oxidant of Di-tert Butyl Para Cresol (DBPC).

The quantity of oil required for the first filling of the transformer and its full
specification shall be stated in the bid. The bidder shall quote the price of
transformer complete with first filling of oil plus 10% extra.

The design and materials used in the construction of the transformer shall be such
as to reduce the risk of the development of acidity in the oil.

The Bidder of transformer shall furnish test certificates of the insulating power oil
supplied against their acceptance norms, prior to dispatch.

At manufacturer’s works before and after heat run test and shall be tested for
following:

 BDV in kV rms

 Moisture content

 Dissolved Gas Analysis – samples for DGA shall be taken from sampling device
within 24 hours prior to commencement of heat run test and immediately after
this test.

Prior to filling in main tank at site and shall be tested for BDV and moisture content
and corrosive sulphur detection test as per ASTM D1275 subjecting oil for 150 °C for
48 hrs.

Prior to energisation at site and shall be tested for the following:

 Tan Delta at 90°C

27. BUSHING

The winding shall be brought out separately through bushings of outdoor,


weatherproof design.

Bushing for both 13,800 V and 34,500 V terminals shall be of the solid porcelain
type.

The neutral bushing shall be identical to the corresponding phase terminal bushing
for 13,800 V and 34,500 V bushings.

The bushings used shall be of technology that provides safe operation of the
transformer, maintenance free or at most minimum maintenance, environmentally
friendly, and as far practically possible does not add fire risk. Only dry technology of
bushings is acceptable.

Bushing shall be solid porcelain type. All porcelain used in bushings shall be of the
wet process, homogeneous and free from cavities or other flaws, color grey. The
glazing shall be uniform in color and free from blisters, burrs and other defects. It
should be capable of satisfactory use under the climatic conditions specified and
according to IEEE C57.19.01.

Bushings shall be provided with terminal connectors of approved type and size. The
connectors shall have six number bolts provided with check nuts and washers. The
connectors shall have rating corresponding to those of equipment or higher and shall
be designed most liberally with a higher factor of safety to comply in all respects with
temperatures rise, resistance, tensile strength short-circuit withstand capability tests.
The steel bolts, nuts washers and check nuts shall be hot dip galvanized.

In case of paper insulation care shall be taken to prevent ingress of moisture and a
final coat of non-hygroscopic varnish shall be given to them.

All clamps and fittings made of malleable iron or steel shall be galvanized. The
bushings flanges shall not be of re-entrant shape which may trap air

Bushing location shall provide adequate phase and ground clearances.

The bushings shall have high factor of safety against leakage to ground and shall be
so located as to provide adequate electrical clearances between bushings and
grounded parts. Bushings of identical voltage rating shall be interchangeable. All
bushings shall be equipped with suitable terminals of approved type and size and
shall be suitable for bimetallic connection. The insulation class of the high voltage
neutral bushing shall be properly coordinated with the insulation class of the
bushings of the high voltage winding.

Each bushing shall be so coordinated with the transformer insulation that all flash
over will occur outside the tank.

Stress due to expansion and contraction in any part of the bushing shall not lead to
deterioration.

All bushings shall have puncture strength greater than the dry flashover value.

Bushing current transformers should be provided. All phase bushings of the 13,800
V and 34,500 V winding shall each be mounted on a turret. Each turret shall be
suitable for accommodating at least one set current transformers.

The bushing marking shall be clearly and permanently shown. Painted markings are
not acceptable. The bushing shall be labeled as follows:

HV: 3 phases and neutral → R, S, T, N

LV: 3 phases → r, s, t

Connections from winding leads into cable boxes are effected by means of
completely immersed bushings.

Unless otherwise specified, cables enter cable boxes from vertically below. Where
cable stands are provided, these are equipped with suitable cable saddles vertically
aligned with the cable gland positions on the cable boxes and spaced to suit the
cable manufacturer's recommendations, but in any case not more than 1 m apart.

Because cable box shells are constructed to minimize the danger of fragmentation
under internal arcing fault conditions, cast metal construction is not acceptable.

28. COOLING SYSTEM

The cooling system shall be self-cooling/air, air/forced, air/forced, ONAN/ONAF.


With the cooling equipment in operation, the transformer shall have the following

The power transformer must have natural cooling (ONAN), which must have enough
capacity for the transformer to continuously operate at its respective nominal loads
without exceeding the temperature rise limits indicated. Heat dissipation by tank
walls excluding top and bottom should be 500 W / sq.mtr. Heat dissipation by fin
type (pressed steel) 1.25 mm thick elliptical type/tubular type radiator will be worked
out on the basis of manufacturers date sheet. The tendered shall submit the
calculation sheet with the offer or the offer shall stand rejected.

The cooling system shall comprise number of cooling units each complete with its
radiator banks and other accessories.

The radiators shall be detachable type with top and bottom isolation valves to permit
the removal of the same without drainage of oil from the tank. The natural cooling
system will consist of radiators arranged in groups and attached to the main valve
through quarter-turn, damper-type insulating valves. The radiators must be designed
to withstand complete vacuum and must be equipped with drainage and purge
valves. All the radiators must have adequate hoist lugs.

The cooler shall be designed using 12% unit cooler arrangement. Design of cooling
system shall satisfy the performance requirements.

Each unit cooler shall have its own cooling fans.

Cooling fans shall be suitable for operation from 208 VAC, three phase 60 Hz power
supply. Each cooling fan shall be provided with starter thermal overload and short

circuit protection. The motor winding insulation shall be conventional class 'B' type.
Motors shall have hose proof enclosure equivalent to IP55.

The cooler and its accessories shall preferably be hot dip galvanized or corrosion
resistant paint should be applied to it.

Expansion joint shall be provided on top and bottom cooler pipe connections as per
requirement.

Air release device and oil plug shall be provided on oil pipe connections. Drain
valves shall be provided in order that each section of pipe work can be drained
independently.

Suitable manual control facility for unit cooler shall be provided. Selector switches
and push buttons shall also be provided in the cooler control cabinet to disconnect
the automatic control and start/stop the unit cooler manually.

Adequate warning/ safety labels are required to indicate that the fans may start at
any time. All settings shall be adjustable. If any one group(s) is out of service and
isolated, this shall not affect the automatic starting of the other unit cooler.

28.1 Indicating Devices

Following lamp indications shall be provided in cooler control cabinet:

 Control supply failure

 Cooling fan failure for each bank

 Common thermal overload trip

 Cooler supply failure (standby)

28.2 Cooling Equipment Control

Automatic operation control of fans shall be provided (with temperature change)


from contacts of winding temperature indicator (WTI). The Bidder shall recommend
the setting of winding temperature indicator for automatic changeover of cooler
control over entire cooling option. The setting shall be such that hunting i.e. frequent
start-up operations for small temperature differential do not occur.

Selector switches and push buttons shall also be provided in the cooler control
cabinet to disconnect the automatic control and start/stop the fans manually.

The fan circuit shall be operated at different temperature for group 1.

The connection shall be with stud type terminal blocks and current transformer
connector shall be of link type so that it can be shorted for testing or checking circuit.

The unit cooler shall be attached to and mounted on the transformer tank.

ONAN / ONAF cooled transformers shall be designed to operate at no load for 8


hours without any cooler unit in service. ONAN / ONAF cooled transformers shall
also be capable of delivering its rated MVA for 20 minutes with the loss of oil cooling
equipment while the transformer is carrying full load.

29. CURRENT TRANSFORMERS

All current transformers shall be constructed and tested in accordance with the latest
applicable IEEE C57.13. Power transformer must be equipped with current
transformers located in the bushing insulators.

The low voltage connections of these current transformers must be taken to


weatherproof terminal boxes, with screw covers, located near the bushing insulator
base. Additionally, these connections must be taken by means of installation wires,
cooper, 105 ºC, 10 AWG, insulation PVC, to terminal boards located in the

marshalling box and equipped with individual devices to short-circuit and connect to
earth such terminals by means of ring type connectors.

Neutral bushing current transformers and phase bushing current transformers shall
be data sheet.

The arrangement shall be such that the current transformers can be removed from
the transformer without removing the tank cover.

The secondary windings of instrument transformers shall be earthed at one point


through a removable link, with provision for attaching test links.

Current transformers shall be rated to withstand the thermal and magnetic stresses
resulting from the maximum available through fault current, the momentary and time
rating requirements same as that of the equipment.

Secondary terminals of current transformers shall be wired up to a terminal block


with short-circuiting links, located at an accessible place in air filled low voltage
compartment. At this terminal block one side of each transformer shall be connected
to earth. Alternatively, facilities for testing the current transformers shall be provided
by means of separate test blocks associated with each set of current transformers.

Current transformers installed in the bushing turrets and at the neutral tail ends of
phase windings shall be of the following quantities, ratios, ratings and class.

All current transformers shall be ANSI Class C400, with a minimum Thermal Rating
Factor (RF) of 2.0, except for those CT needed solely for hot-spot calculations which
do not need to be C400.

30. GROUNDING

The grounding pads, located on the opposite sides of the tank, shall be provided for
connection to station ground mat.

Grounding pad shall have clean buffed surface with two tapped holes, M10 G.I. bolts
and spring washers for connection to 75x12 mm G.I. flat.

Ground terminals shall be also provided on marshalling box to ensure its effective
earthing.

For continuity of earth connection, all gasketted joints shall be provided with braided
copper wire jumpers.

The plates must be visibly located in the lower part of the main tank.

31. POWER AND CONTROL AUXILIARY SUPPLIES

Equipment shall be rated for the following auxiliary power supplies:

AC supply will be made available to each transformer by feeders.

Isolating circuit breaker shall be provided for each of the incoming supply along with
automatic changeover scheme to switch on to the standby source in case of failure
of the normal supply.

For the supply of the power and control circuits described in the paragraphs above,
which will be fed from the boards located in the switchgear, the following will be
provided for:

a) A general supply circuit of three-phase 208/120 V, 60 Hz alternating current,


whose type and voltage are indicated in the specific requirements. In general
terms the A.C. supply scheme will consist of:

 Main thermal-magnetic switch

 A group of bars from which the circuits of the auxiliary services (lighting, heating)
and the supply circuit of the load tap changer will set off. Each circuit will be
protected by a thermal-magnetic circuit breaker which must have an interruption
capacity of 10 kA or more

b) A supply circuit of 125 V DC continuous current for the supply of the control
devices. The thermal-magnetic circuit breaker must have an interruption capacity
for DC of 10 kA or more. This circuit must include its main switch.

32. MARSHALLING BOX

A sheet steel, weatherproof, IPW55, marshalling box shall be provided for the
transformer. The box shall contain all auxiliary devices except those which must be
located directly on the transformer, vermin-proof type with a hinged, lockable door

without opening the door. The box shall be mounted so that its window is
approximately 1,600 mm above ground level; and shall accommodate at least the

 Winding temperature indicator for HV and MV with a maximum pointer drag hand
type with a resetting knob and three separately adjustable mercury contacts for
alarm, trip and operation of cooler control circuits as required

 Oil temperature indicator for HV and MV with a maximum pointer drag hand type
with a resetting knob and two separately adjustable mercury contacts for alarm,
trip and operation of cooler control circuits as required

 Mechanical isolating switch for the incoming 3 phase, 4 wire, 208 VAC, 60 Hz
supply to the marshaling box. A 120 V and 208 V socket outlets shall also be
provided

 Suitable starters for the cooling fan motors complete with thermal overload/single
phase protection relay and normally closed electrical auxiliary contacts for motor
failure alarm/trip circuits

 A selector switch with “Off”, “Hand” and “Auto” positions for cooling fan motors

 An internal standard screw type illumination lamp and heater for the box with
respective switches

 Wiring, fuses, links, terminal blocks and cable glands for bottom entry of
multicore cables

 Anti-condensation heater with thermostatic and hygrostatic controls and a switch

 Mini circuit breaker for controls of all auxiliary circuits

 Phase sequence relay for detection of wrong phase rotation

All terminal blocks for cable connection shall be located in this box

The marshalling box must be equipped with thermostat-controlled heating


resistance, incandescent light with door contact switch. The marshalling doors must

have swinging-hinges, and allow access to all the cabinet internal equipment; a
metallic blueprint tray must be also provided. The lock must have a fixed handling
with padlock. The fixing of the cabinet to the tank –either welded or bolted- must be
fitted to avoid stagnation of water or other corrosive particles

The control wiring of the low voltage of the power transformers and remaining tools
and alarms must be taken to adequate terminal boards (short circuit of the low
voltage of the transformer, power, etc.), located in the control cabinet. A 20%
reserve must be provided in the terminal board. The wires must be heat-proof (wires,
cooper, 105 ºC, insulation PVC), oil-proof, water-proof and fungus-proof. The wires
going out from the control cabinet to other elements must be protected with metallic
conduit for heavy industry wiring.

The terminal boards of the low voltage of the current transformers must have
individual devices for short circuit of the terminals and grounding of said low voltage.
All the wires and terminal boards must be fully identified, indicating polarity, phase
and connecting point; said identification must fully correspond to the wiring diagram.

The terminal boards for the external wiring must be fitted for 8 AWG wires. The
external wiring must exit the marshalling box through the button and it must be
equipped with a blind end of proper size to connect the metallic conduit(s). As
reserve diameter 1” hub will be left.

Detailed drawings and schematics shall be supplied with tender documents.

33. WIRING

All control, alarm and indication devices provided with the transformer shall be wired
up to the terminal blocks in marshalling box.

Wiring shall be done with flexible 600 V grade, PVC insulated, switchboard wires
with 2.5 mm2 stranded copper conductor. Not more than two wires shall be
connected to a terminal 20% spare terminals shall be provided.

Multi-way terminal block complete with mounting channel, binding screws and
washers for wire connections and marking strip for circuit identification shall be
provided for terminating the panel wiring. Terminals shall be stud type, suitable for
terminating 2 nos. 2.5 mm2 stranded copper conductor and provided with acrylic
insulating cover. Terminals for current transformers secondary leads shall have
provision for shorting and grounding.

All devices and terminal blocks shall be identified by symbols corresponding to those
used in applicable schematic or wiring diagram. Each wire shall be identified, at both
ends, with interlocking type permanent markers bearing wire numbers as per wiring
diagrams. AC / DC wiring shall have separate color-coding.

Wire termination shall be made with crimping type connectors with insulating
sleeves. Wires shall not be spliced between terminals.

34. PROTECTION AND MEASURING DEVICES

34.1 Conservator

The transformers must have a conservator tank that will consist of an expansion
vessel placed over the main tank and a de-hydrating vent, having a filling orifice, and
isolating valve and drain valve.

The capacity of the conservator tank, within its highest and lowest levels, will not be
lower than 7.5% of the total cold oil volume in the transformer and the cooling
system. The range of oil levels will correspond to operation temperatures specified in
the specific requirements.

One of the sides of the conservator must be fixed with bolts so that it can be
removed for examination and cleaning of the inside. The conservator will be
equipped with an oil level gauge.

The de-hydrating vent will have a vessel with silica gel and will be designed so that:

 Humidity is removed through the silica gel

 The color change of the silica gel crystals may be easily noticed

The vent must be located approximately at 1.5 meters above the ground level.

The transformers must be additionally equipped with a special oil preservation


system that completely prevents the oil to be in contact with environmental air; for
this purpose, a diaphragm will be installed in the conservator.

Regarding the diaphragm system, it must be made of nitrile rubber or other


equivalent long-life material that is not perturbed by contact with oil. The diaphragm
must be designed so that is not subject to mechanical efforts detrimental for the
minimum or maximum oil level in the conservator. Alarm contacts must be installed
in case the diaphragm breaks.

34.2 Gas and Oil Actuated Relay (Transformer Main Tank)

A double float type Buchholz relay shall be provided. Any gas evolved in the
transformer shall collect in this relay. The relay shall be provided with a test cock
suitable for a flexible pipe connection for checking its operation. A copper tube shall
be connected from the gas collector to a valve located about 1,200 mm above
ground level to facilitate sampling with the transformer in service. The device shall
be provided with two electrically independent potential free contracts, one for alarm
on gas accumulation and the other for tripping on sudden rise of pressure.

34.3 Pressure Relief Device

The pressure relief device provided shall be of sufficient size for rapid release of any
pressure that may be generated in the tank and which may result in damage of the
equipment. The device shall operate at a static pressure of less than the hydraulic
test pressure of transformer tank. It shall be mounted direct on the tank. No

intermediate joints shall be accepted. Provision shall be made to prevent the ingress
of rain. The same shall be fitted with skirt projection of 20 mm inside the tank. Two
diaphragms of suitable size and material shall be used one at the base and other at
the mouth of the explosion vent pipe. An oil gauge shall be provided on the pipe for
indicating healthiness of the bottom diaphragm. An equalizer pipe of suitable
diameter shall be provided connecting the pressure relief device and conservator.

34.4 Winding Temperature indicator (WTI)

The transformer shall be provided with a winding temperature indicator, maximum


indicator and associated current transformer. A device for measuring the hot spot
temperature of the winding shall be provided. It shall comprise the following.

 Temperature sensing element

 Image coil

 Mercury contacts

 Auxiliary current transformers, if required to match the image coil, shall be


furnished and mounted in the local control panel

 150 mm dial local indicating instrument with maximum reading pointer mounted
in local panel and with adjustable electrically independent ungrounded contacts,
besides that required for control of cooling equipment, one for high winding
temperature alarm and on for trip

 Calibration device

 Two number electrical contact each capable of operating at 5 A, AC at 208 Volt


supply

The temperature indicator shall have a scale ranging from 20°C to 150°C, preferably
uniformly divided. The indicator shall have two sets of independently adjustable
contacts as follows.

34.5 Oil Temperature Indicator (OTI)

The transformers shall be provided with a mercury contact type thermometer with 50
mm dial for top oil temperature indication. The thermometer shall have adjustable,
electrically independent potential free alarm and trip contacts. Maximum reading
pointer and resetting device shall be mounted in the local control panel. A
temperature sensing element suitably located in a pocket on top oil shall be
furnished. This shall be connected to the OTI by means of capillary tubing. Accuracy
class of OTI shall be ±1% or better. One no electrical contact capable of operating at
5 A, AC at 208 volt supply.

Transformers shall be provided with an oil temperature indicator with a maximum


pointer and contacts for alarm and trip signals, similar to winding temperature
indicator.

35. VALVES

Valves shall be of forged carbon steel of minimum 50 mm size and of gun mental
with gun metal fittings for all sizes. They shall be of full way type with screwed ends
and shall be opened by turning counter clockwise when facing the hand wheel.
There shall be no oil leakage when the valves are in closed position.

Each valve shall be provided with an indicator to show the open and closed positions
and shall be provided with facility for padlocking in either open or closed position. All
screwed valves shall be furnished with pipe plugs for protection. Padlocks with
duplicate keys shall be supplied along with the valves.

All valves except screwed valves shall be provided with flanges having machined
raced drilled to suit the applicable requirements, Oil tight blanking plates shall be
provided for each connection for use when any radiator is detached and for all
valves opening to atmosphere. If any special radiator valve tools are required the
contractor shall supply the same.

Each transformer shall be provided with following valves on the tank:

 Drain valve so located as to completely drain the tank

 One filter valves on diagonally opposite corners of min. 50 mm size

 Oil sampling valves not less than 8 mm at top and bottom of main tank

 One 15 mm air release plug

 Valves between radiators and main tank

 Valve of min. size ¾” for conservator drain valve. Drain and filter valves shall be
suitable for applying vacuum as specified in the specifications

36. ACCESORIES

Accessories as required and identified in table shall be located as shown in figure


N°1 according IEEE C57.12.00 and IEEE C57.12.10.

The Power Transformer must be equipped with the following special equipment and

specifications.

 Oil sampling device appropriately located to obtain samples of transformer oil

37. SIGNALING AND ALARMS

All the transformers must be equipped with a signaling system including alarms and
switch trip orders, located in the marshaling of the transformer. Said device will
consist of an warning device electronic panel of manual reset, with visible indication
of its operation. The panel must be divided into two parts, one corresponding to the
major alarm and the other to the minor alarm.

This warning device must be fed with continuous current and must be integral; that
is, constituted by sequence integrated circuit boards, flashers and buttons in one

single unit. Each warning device must be composed of the required lumber of alarm
modules indicated in the list “Alarm Identification Text”.

The warning device will receive the alarm signal through normally open dry contacts
of the equipment to be signaled. When failure or damage occurs, the dry contact
representing it is closed, and the corresponding visual signal starts blinking in the
warning device panel. Once the alarm is recognized by an operator, the signal must
remain and it will only disappear when the reset button is manually operated. For the
purposes of this warning device system, each one of the alarm signals coming from
the tools, devices or accessories of the transformer will feed one signaling unit,
which must be clearly identified. For this, it must have the failure identification text or
the actuator symbol displayed on the visible front side, with an explanatory plate of
the symbols, made of a durable material (bakelite or similar), indelible engraved and
placed near the warning device panel. The warning device must be equipped with
the necessary devices to send major or minor alarm to the outside, whenever it
receives the corresponding individual alarms.

In the table below is a list of the texts that must be used for alarm and trip order
identification purposes. Said table must be considered only as a writing guide for
such texts and as a limitation of the lumber of necessary signaling.

38. PAINT

The finish of all equipment, especially tanks, radiators, pipes, marshalling box and
remaining accessories exposed to corrosion must be weather-proof and designed to
prevent humidity accumulation.

All steel surfaces shall be thoroughly cleaned by sand blasting or chemical agents
as required, to produce a smooth surface free of scales, grease and rust.

The internal surfaces in contact with insulating oil shall be painted with heat resistant
insulating varnish which shall not react with and be soluble in the insulating liquid
used.

The external surfaces, after cleaning, shall be given a coat of high quality red oxide
or yellow chromate primer followed by filler coats.

The transformer shall be finished with two coats of battle ship grey epoxy based
paint unless otherwise specified.

The paints shall be carefully selected to withstand tropical heat, rain etc. The paint
shall not scale off or crinkle or be removed by abrasion due to normal handling.

Sufficient quantity of touch up paint shall be furnished for application after installation
at site.

The tanks, frames, supports, etc. must have no sharp projections or rough finishing,
sides and joints.

All the flange joints of the tanks will be equipped with gaskets placed inside the
grooves or kept in position by means of localizers, to prevent the gaskets to be
excessively compressed. The gaskets will be made of plastic resistant hot-oil-proof
material.

All supporting structures and hardware shall be hot dip galvanized.

38.1 Tanks and Accessories

The exterior shall be thoroughly cleaned by shot blasting or other approved method
and given a priming coat followed by two coats of contrasting colours of durable
weather-resisting paint.

The interior of all transformer tanks and other oil-filled chambers shall be cleaned of
all scale and rust by shot blasting or other approved method. The interior of the
conservator and any internal surfaces above oil level shall be given an oil-resisting
coating.

All interior surfaces of air-filled chambers and cubicles shall receive three coats of
paint applied to thoroughly cleaned metal surface. The final coat shall be of a light-
coloured anti-condensation finish.

38.2 Radiators

Radiators shall thoroughly degreased and treated externally by phospating and/or


other rust-inhibiting process.

Radiators shall be flood-painted with primer and two coats of durable weather and oil
resisting paint. The thickness of each coat shall be high gloss. The thickness of each
coat measured magnetically shall average not less than 23 µm and the total paint
thickness shall average not less than 80 µm at any point.

39. NAMEPLATE

Ratings and data of the power transformer conforming to ANSI shall be provided in
the name plate which shall be weather and corrosion proof.

40. LOSS CAPITALISATION

The positive sequence impedance of the transformer at the self cooled, base rated
MVA, with the DETC on the neutral tap positions. The transformers are to be
designed with minimum permissible losses.

The quoted losses shall be considered as maximum, without any positive tolerance.
The bidders are, however, at liberty to quote the guaranteed losses. The evaluation
of the offer shall be done on basis of maximum guaranteed loss.

In case of any order, if the figure/s of losses during test are found, higher than the
figures guaranteed for maximum losses without any positive tolerance on individual
components of losses, the transformer will, at the option of the purchaser / owner be
rejected, or accepted with the reduction in prices asunder.

40.1 Losses

Transformer with lower losses shall be preferred. The bidder shall indicate the
values of load and no load losses of the transformer in his bid.

The transformer losses will be used in the evaluation of the bid.

The manufacturer shall state in the bid the DETC positions with the highest no-load
losses as the guaranteed losses in the case of variable volts per turn design.

The manufacturer shall also submit with the bid the auxiliary load at the maximum
forced cooled rating for use in the evaluation. The following life cycle costs will be
used for design purposes and will be evaluated separately when assessing any loss
penalties.

40.2 Capitalization of Losses

For total cost evaluation, the capitalized cost of losses will be taken into account as
per the following.

C57.12.90.

41.1 Factory Acceptance Tests (FAT)

Each power transformer shall be subjected to minimum following factory acceptance


tests. As far as practical, the procedure of ANSI shall be followed:

 Cold resistance measurement on all the windings in the rated voltage connection
and in the extreme taps of each phase separately

 Tests of transformation ratio of all the windings pairs in all the positions of the tap
changer

 Tests of phase polarity and ratio in the rated voltage connection

 Excitation current and loss of excitation at 60 Hz in the rated voltage connection


at 100 % of the rated voltage

 Load losses to rated current at 60 Hz in the rated voltage connection and in the
extreme positions of the tap changer

 Test of applied voltage at low frequency

 Test of inducted voltage at low frequency

 Test of applied overvoltage in the auxiliary devices and the wiring

 Operation tests of all the elements associated with the transformer

 Insulation test at ambient temperature

 Partial discharge measurement

 During fabrication stage, the tank shall be pressure tested with air at a pressure
corresponding to twice the normal head of oil or normal pressure plus 35 kN/m2
whichever is lower for a period of one hour

 Also the tank designed for full vacuum shall be tested for maximum internal
pressure of 3.33 kN/m2 for one hour

 After assembly, each core shall be pressure tested for one minute at 2 kV (rms)
AC between all bolts, side plates, structural steel works and the core

 The wiring for auxiliary power and control circuitry shall be subjected to withstand
one minute power frequency test with 2 kV (rms) to earth

 Frequency Response Analysis (FRA) test (this test shall also be undertaken by
the manufacturer at site after transformer is installed)

 Measurement of dissipation factor (tan delta) of insulation system capacitances

 All component parts and auxiliary equipment such as oil, bushings, current
transformers shall be routine tested as per relevant ANSI standards

41.2 Site Acceptance Tests (SAT)

After installation at site, all current transformers shall be subjected but not limited to
the following tests:

 Construction inspection

 Measurement of insulation resistance

 Tests of transformation ratio of all the windings pairs in all the positions of the tap
changer

 Tests of phase polarity and ratio in the rated voltage connection

 Operation tests of all the elements associated with the transformer

 Partial discharge measurement

 Frequency Response Analysis (FRA) test

 Measurement of dissipation factor (tan delta) of insulation system capacitances

41.3 Rejection

Apart from rejection due to failure of the transformer to meet the specified test
requirements the transformer shall be liable for rejection on any one of the following
reasons.

 Impedance voltage value exceeds the guaranteed value plus tolerances as per
specification

 Drawings are not submitted as per the specification

42. TOOLS

A set of special tools which are necessary or convenient for erection,


commissioning, maintenance and overhauling of the equipment shall be supplied.

The tools shall be shipped in separate containers, clearly marked with the name of
the equipment for which they are intended.

The Bidder must include in the bid the cost of the tools.

43. SPARE PARTS

Each equipment must be accompanied by a lot of spare parts necessary for its
correct operation and maintenance. The Bidder must include in the bid the cost of
the spare parts. The Bidder must provide for a detailed list of the recommended
spare parts with the unit prices. Said list must include the first set of spare parts
necessary for the commissioning of the equipment, the second set will consist of

those spare parts that are recommendable for three years of operation and
maintenance.

The Bidder shall submit a list of recommended spare parts for three (3) years
satisfactory and trouble-free operation, indicating the itemized price of each item of
the spares. The final quantity shall be decided during placement of order.

The Bidder shall quote and supply mandatory spare parts as per the list attached.

Each list shall be complete with specification, make, identification number, unit rate,
quantity etc.

43.1 Mandatory Spares

Bidder shall quote for the mandatory spares listed below. In case, any item, not
considered by the bidder, but found applicable during detailed engineering as per
approved scheme, equipment requirement, etc., the same shall be supplied by the
vendor at free of cost. The lump sum prices shall be inclusive of these mandatory
spares, commissioning spares and engineering / consumables spares.

44. DRAWINGS, DATA AND MANUALS

Drawings, data and manuals shall be submitted with the bid and for approval and
subsequent distribution after the issue of Letter of Intent in quantities and
procedures as specified in general condition of contract and/or elsewhere in this
specification.

The manual shall clearly indicate method of installation, check-ups and tests to be
carried out before commissioning of the equipment.

The Bidder may note that the drawings, data and manuals listed are minimum
requirement only. The Bidder shall ensure that all other necessary write-ups, curves
and information required to fully describe the equipment offered are submitted with
his bid.

All drawings shall be prepared by using AutoCAD and documents shall be generated
using electronic version. The paper copy of the drawings and document shall be
submitted for approval and reference. All final drawings and documents shall be
submitted in CD in latest version of AutoCAD and Microsoft Office format as
applicable for PDVSA future reference.

Necessary soft copy of transformer plan and section, foundation plan, transformer
bushing detail, flange connection etc. are to be submitted from the very beginning of
engineering stage for PDVSA further engineering.

Technical literature in spanish language on the installation, operation and


maintenance shall be supplied with each set of equipment and they shall be
descriptive and self explanatory, complete with necessary circuit diagrams and
drawings.

Five (5) copies of outline, nameplate, base, bushings, schematics and complete
wiring diagrams, terminal block arrangement drawings showing physical locations
with dimensions are to be submitted for approval. The nameplate, schematic and
wiring diagrams shall be submitted one month after the receipt of Purchase Order.
The remaining drawings shall be submitted together a minimum of one month prior
to delivery. The base drawings shall indicate the dimensions, jacking points, load
bearing surfaces, and approximate total weight to facilitate the customer’s
foundation design. Purchaser shall return one copy of each drawing with comments
or approval. All approved drawings are to be submitted in paper and in a CD. A late
drawing penalty shall be assessed according to the schedule A of the specification.

Quality Control Information-after an order has been, a copy of the manufacture


quality control manual will be provided upon request to PDVSA for their review.

One (1) complete transformer manual shall be delivered with the transformer. The
manual shall be easily accessible and protected from moisture / water damage
during transport and storage. This manual shall be used for erection and
commissioning purposes and shall include the factory test results and diagrams.

A further (4) manuals and one (1) electronic copy on CD shall be delivered not later
than 14 days after completion of all commissioning tests. This manual shall include
the electrical results from the commissioning testing carried out on site as well as
testing done during transport. All oil sample results from tankers and main tank shall
also be included. In the CD an original file in the original format for the SFRA test
shall be included for the future reference purposes.

45. SHIPPING

All equipment and accessories must be delivered in closed and sealed boxed to
resist the effects of severe handling during shipping to and/or in Venezuela. The
packaging must be adequate to resist the effects of long indoors storage, in order to

avoid damages. The boxes that contain equipment or fragile parts must have
mechanic reinforcement enough for their handling.

All heavy or big boxes must have clear marks for their handling during loading and
shipping. Specifically, these marks must show how and where the slings and hooks
must be placed in order to lift, pull and shipping. All bulks must be fully identified.

All parts that may suffer oxidation must be protected adequately. According to FOB
Incoterms, Guanta, Estado Anzoátegui, Venezuela.

Shipping must be prepared for maritime shipping with proper packing. The main tank
may be transported without external parking, but precautions must be taken to
protect all the prominent elements and accessories.

All the parts that can be affected by humidity must be packed with water-proof
material, in boxes with desiccators to absorb trapped or penetrating humidity.

The main tank and the boxes must be indelibly identified with the order number and
other particular information specified in the dispatch voucher. Additionally,
information on handling during shipping and land shipping, such as hoisting
directions, location of hooks, gravity center, weight, dimensions, warning, etc., must
be indicated.

All the boxes must include a parking list with the list of all the content.

Spare parts must me adequately packed for perfect preservation during several
years under normal indoor storage conditions, in boxes or separate packing with
marking which fully identify them as spare parts.

Necessary efforts deriving from shipping conditions, such as bumps caused by


loading and unloading in harbors, vibrations and movement of ships and land
shipping, etc., must be taken into account for the design of the Transformer and its
components.

46. TRANSPORT

46.1 General Conditions

It shall be the Bidder responsibility to make all arrangements for transport with the
appropriate authorities.

The dimensions of the transformer shall be such that when packed for transport, it
will comply with the requirements of the loading and clearance restrictions for the
approved route. The maximum transport dimensions are limited to the following,
otherwise indicated in the relevant purchase order.

 Height: 5,000 mm

 Width: 4,300 mm

 Length: 10,500 mm

All metal blanking plates and covers which are specifically required to transport the
particular transformer, shall be considered part of the transformer and be handed
over to PDVSA after completion of erection. A listing of all these items and relevant
drawings shall be included in the manuals, to enable PDVSA to have the plates
manufactured if required. The dimensions and quantity of each item required for
transport shall be on the drawings. Where the supply of oil is included in the contract
and where transport weight limitations permit, the transformers shall be transported
with sufficient oil to cover the core and windings during all transport and storage
conditions. The tank shall be sealed for transport to prevent all breathing.

All heavy or oversized boxes must be clearly marked for their handling during
shipping and transport. Particularly, such markings must indicate how and where to
place slings and hooks for lifting, hauling, and transport. All packages must be
clearly identified.

Full details of the proposed method of transport shall be submitted for approval.

The costs of any necessary extensions and/or improvements to existing facilities for
transporting to site and escort and permit fees shall be included in the Bidder prices.

46.2 Testing During Transport

The Bidder shall perform SFRA test and core insulation resistance test (500 V DC
for one minute) during the following transport stages:

a) At the factory before loading into the transport.

b) Alongside ship prior to loading.

c) Before offloading from ship.

d) After offloading from ship when on ground (in case of not loading direct to the
road transport).

e) After loading on road transport, before start moving (insulation resistance only for
d) and e)).

f) On arrival at destination port before loading for road transport.

g) On arrival at site after final positioning.

All test results shall match the original factory test results for acceptance. The results
of the above tests shall be documented, signed off as part of the quality process and
included in the transformer manuals, both hard copies and soft copies where
applicable. The Bidder must include in the bid the cost of the test.

46.3 Sea Transport

The Bidder shall make the necessary arrangements for suitable slings or lifting
tackle to be available for off-loading at the quay-side and may make use of the
equipment provided under the contract, on the condition that it is handed over to
PDVSA in good order.

All parts that could be subject to rusting must be appropriately protected. The
surface of ferrous parts must be carefully cleaned and protected immediately by
applying a wash primer and two primary layers of anti-rust primer, hot-dip
galvanizing, or aerosol galvanizing, a coat of primer, and a layer of rust-resistant
finish coating. Desiccants must be placed inside all boxes to absorb trapped or
penetrating moisture.

Spare gaskets must be provided for all openings since the shipping must not be
used again. The packaging must be subject to inspection, under the same conditions
applicable to the equipment. If required, the Bidder must submit the packaging
description and drawings.

46.4 Road Transport

The transport arrangements shall include any necessary extensions and/or


improvements to road routes, bridges, and civil works, and also the assurance that
any abnormal loads comprising the transformers, their transporters, ancillary
apparatus and plant and equipment required for erection shall pass without
obstruction throughout the selected route.

46.5 Transport Support Brackets

Attention is drawn to the necessity of receiving approval from the transport


contractor of the design and spacing of transport support brackets to avoid
overstressing of the relevant trailer carrying beams.

46.6 Impact Recorder

Impact recorder/indicator shall be provided to monitor the impact experienced by the


transformer during transport to register g-forces in x-, y- and z-directions. The impact
recorders shall be rigidly attached to the transformer to record all impacts withstood
by the transformer during all movement and travel from the factory to the terminal
point, including initial loading and final unloading. Provisions shall be made to
ensure that these impact recorders will function properly and continuously during the
entire period of shipment, including loading and unloading, and to ensure that the
Owner will receive all recorded data. Instructions for interpreting recorded data shall
also be provided. The Bidder must include in the bid the cost of the impact recorder.

47. QUALITY ASSURANCE

PDVSA or the representative reserves the right to inspect the materials, equipment
manufacture and witness the tests. The manufacture shall allow access to the
PDVSA representative without any hindrance or additional charges to the PDVSA.
The manufacturer shall notify PDVSA prior to commencement of the tests.

The Contractor shall submit a schedule within two weeks of the award of the
contract.

This shall show dates for:

 Engineering

 Submit transformer outline drawing to allow foundation design

 Submit drawings for approval

 Supply of instruction manuals

 Purchasing and delivery of components

 Manufacturing and assembly

If a unit fails under test, the supplier will officially notify the employer in writing within
24 hours of the failure, the Bidder will set up a meeting with the employer to discuss
and agree on a way forward. The Bidder will supply a written report on the failure
within 7 days of the failure.

48. GUARANTEED TECHNICAL CHARACTERISTICS

The Bidder must complete and submit, duly signed and stamped, together with its
proposal, a table of guaranteed technical characteristics, as shown in the table of
data sheet below.
