INTRODUCTION

The Bantay ASF sa Barangay is a proactive Biosecurity & Surveillance


program envisioned to halt the spread of AFRICAN SWINE FEVER from
infected to non-infected areas in both commercial & backyard farms.

The project will built on the spirit of volunteerism demonstrated by


participants of PCSP in Bulacan who saw the value of government –
private sector partnership to control the spread of ASF in Bulacan.

PILOT PROJECT DURATION 6 months (#1 production cycle)


1. To complement DA/BAI ASF control programs and provide the means
for business continuity by preventing loss of livelihood of both small
holder and commercial swine farmers due to African Swine Fever
(ASF).

2. To protect pockets of of ASF free small holder and commercial


swine farms where ASF has been reported by improving Biosecurity
PROJECT GOALS: & proactive surveillance using PCR & ASF Nanogold Biosensor Test
kit.

3. To assist in repopulating previously infected premises or


identifying financial support facilities for alternative livelihood
projects from the government or donor agencies for farmers whose
lives were disrupted by ASF.
The Bantay ASF sa Barangay is envisioned to be
partnership between the private sector and
government with the PVO & BAI the as the lead
agencies implementing the program.

PROJECT The PCSP will be the lead private sector


organization supporting the program together with
IMPLEMENTATION the PCSP in Bulacan volunteers.

Other agencies both government & private will be
consulted & invited to participate and support the
project.
LOCAL GOVERNMENT UNIT
SUPPORT
1. The support & commitment of the LGUs (province, municipal, barangay),
swine farmers and residents of the pilot barangays is paramount for the
project to succeed.

2. To assure cooperation of farmers, Geotagged and registered backyard


swine farms that are compliant with PCSP Biosecurity Level 2 have to be
assured by the LGU & national government of indemnification should they
be infected by ASF.

3. All the above elements MUST be present before the project is


implemented otherwise complete success cannot be assured.
Barangays in Quarantine & outside Quarantine Zone (as
defined by the NATIONAL ZONING AND MOVEMENT PLAN
FOR AFRICAN SWINE FEVER (ASF) 10-29-19) will be selected

BIOSECURITY “a. All live backyard pigs (with Biosecurity Level 0 - PCSP) within
the 1 km radius are to be included in a pre-emptive culling &
and destruction.”
SURVEILLANCE “d. All live backyard pigs (with Biosecurity Level 1 & 2) are
subject to testing.”
2. A barangay map (with Geotagged livestock farms - particularly
B. swine farms), roads, vehicle entry and exit points will be
incorporated in the Biosecurity Plan.

BIOSECURITY 3. Regular survey of the swine population & their health
and status (surveillance) will be conducted. Paired blood
samples will be collected and tested using ASF qPCR &
SURVEILLANCE the ASF Nanogold Biosensor Test Kit .

An Infected Area will remain under quarantine for a minimum of 90 days. Within 60 days, if no new cases
are detected within the Infected area, testing can begin to release the area from quarantine. All premises
within the Infected area will be retested at random on day 60, 75 and 90 at a 10% premises-level.

BIOSECURITY: ANIMAL WASTE MANAGEMENT

BIOSECURITY 4. Creation of a data base to record all information
pertaining to farms in the barangay or municipalities,
and (including viajeros) that will be pertinent to disease
SURVEILLANCE mapping & control.
The data will be collated and published in a Barangay
Monthly ASF Status Bulletin.
B.
BIOSECURITY & SURVEILLANCE
Implementation of the Biosecurity & Surveillance program will require:
◦ Deputation of PCSP members & selected swine vets as Biosecurity Officers.

◦ Training of Vets for Farm & Slaughterhouse Biosecurity audit

◦ Conduct of regular farm visit by Deputized Biosecurity/ Quarantine Vets


to monitor pig health & farm compliance with the Biosecurity and ASF
Surveillance Program.
1. Successful implementation of the project should result in
establishment of an OIE recognized ASF-free compartments in ASF
infected zones .
- These will be composed of contiguous barangays or municipalities
of the pilot area (ex. Bulacan) that will be declared free of ASF.

COMPARTMENTS 2. The parameters for an exit plan for the establishment of ASF-free
Compartments (Red to Yellow Zone) will be proposed by a TWG sub-
(BAI Guidelines) committee in consultation with the DA-BAI.

shall continue until the classification of the quarantine zone is changed….. This
also includes previously declared Red Zones that have been declared Free from ASF
following BAI guidelines”
SUMMARY
Expected project outputs:
1. Publish ASF status of pilot commercial & backyard farms in selected barangays in the PCSP website.

2. Validate the ability of PCSP Biosecurity Levels in protecting pig farms against ASF infection.
3. Validate recovery & repopulation procedures for depopulated infected premises.
4. Validate ASF Nanogold Biosensor Test Kit as an alternative cost effective diagnostic tool to PCR.
5. Validate procedure for an exit program from Red to Yellow Zone.
