II. CONCEPT NOTE

A. Rationale of the Project


Waste collection in Butuan City has excluded food wastes from the list of
being collected. This is in line with the RA 9003 or the Ecological Solid Waste
Management Act of 2000 implemented through the Executive Order No.
191-S.2016, also known as “No segregation, no collection policy”, stating
that wastes should be segregated and reduced at the source
(households). According to the Integrated Solid Waste Management Plan
2019-2028, residential households alone contribute to 39.25% of the overall
waste in Butuan City to which 54.21% of it is biodegradable waste.

It was also implied in the plan that the management of biodegradable


wastes are to be shouldered by each barangay. These barangays should
have their own composting facility to manage the wastes but
unfortunately, “with the current status and limitations of each barangay in
terms of funding, technical information and skills, and technology, this was
never materialized and/or was not fully-implemented.” (Butuan City
Government, 2020)

Therefore, there lies a gap between food wastes and its conversion into
resources. This is where this project will come-in to fill the said gaps. This
project will contribute greatly to the utilization of food wastes and to help
achieve the goal of converting 95-100% of wastes by 2029.

III. CAPSULE PROPOSAL

A. Rationale, Background, and Justification of the Project

Rationale

Waste collection in Butuan City has excluded food wastes from the list of being

Background

Butuan City has a rapidly rising population. According to PSA in 2015, the
population in the city was already at 337,063 with an increasing annual growth
rate of 2.02%. This indicates a rapid rise of consumption thus, a rapid rise in wastes
as well.
The city’s solid waste management policy discriminates against biodegradable
wastes, especially food wastes due to its capacity to violate the biosecurity in the
city. It has a negative smell, it attracts flies, and most importantly, it is abundant.
With that in mind, most residents of this highly urbanized city resort to these three
options:
A) Feeding their food wastes to livestock (swine, chicken, fish);
B) Throwing their food wastes to empty lots; and
C) Throwing their food wastes in canals.
The three options are against the regulations of the government. The first
disregards food safety regulations; second and third goes against RA 9003 or the
Ecological Solid Waste Management Program. This, then, opens up an
opportunity to adopt the Black Soldier Fly (BSF) food waste treatment (FWT) facility
as it answers to these issues.
The BSF-FWT facility employs the larvae of black soldier flies. These flies are not
considered pests according to multiple published researches, thus ensuring the
safety and answering the concerns regarding to the negative connotation of the
word “fly”. These larvae are then to be fed by food waste which will lower the
carbon footprint left by the waste down to 60% compared to when it was left to
decompose in the environment.
It is crucial that this project be implemented as soon as possible even at purok-
level scale. This promotes a few Sustainable Development Goals, specifically the
SDG 12 or the Responsible Production and Consumption goal, to encourage
household consumers to be responsible in their consumption.

Justification of the Project

The Sustainable Development Goals was set to be achieved by 2030. There are
17 goals that need to be achieved but the Philippines is still so far behind (PSA,
2021). With this project, Butuan City – even the whole Caraga Region – should be
able to contribute greatly to the goals specifically SDGs 11, 12, and 13 namely
Sustainable Cities and Communities, Responsible Consumption and Production,
and Climate Action, respectively.

C. Project Objectives
This project has a goal of reducing food waste pollution in Butuan City while
utilizing it to produce alternative source of protein for livestock feeding and
alternative source of organic fertilizer.
Specifically:
- To amend EO No.191-S2016, allowing the collection of food wastes from
households and commercial establishments;
- To establish a BSF rearing unit to generate fresh larvae in one (1) barangay
of Butuan City;
- To establish a food waste treatment facility in one (1) barangay of Butuan
City where food waste is converted into BSF larvae as an alternative animal
feed source and frass as biofertilizer;
- To market the larvae to livestock farmers and feed-making companies; and
- To market the frass to farmers as organic fertilizer.

D. Significance and Description of the Project


With the growing population of Butuan City comes the increase generation of
food waste. With that, the Local Government Unit (LGU) is being challenged to
take measures in answering this concern. One of the implemented policies is the
establishment of Sanitary Land Fills (SLF) in secluded barangays. However,
dumping any biodegradable wastes in the SLF is prohibited and biodegradable
waste collection services was completely discontinued.
We will be partnering up with local officials to establish a Material Recovery
Facility (MRF) specific for food wastes. These MRFs will follow biosecurity protocols
and will use bio-safe containers to avoid attracting critters.
The wastes will then be transported to the nearby-placed BSF-FWT facility to be
treated. The treatment unit is capable of treating 30 Kgs of food waste in two (2)
weeks’ time.
E. Methods
The methods of rearing the BSF and food waste treatment is taken from a step-
by-step guide of Black Soldier Fly Biowaste Processing module published by
EAWAG – Swiss Federal Institute of Aquatic Science and Technology.

Rearing Methods:
Love Cage – 3x3x2 meters – fly mating stage; this is where adult form of the flies
are available; the harvested product at this stage is the egg within four days.
Hatchling Stage – 3x3 meters – neonate stage; this is where larvae hatch and fed
with nutrient-rich animal feeds for a uniformly healthy larva for 5 days.
Larval Stage – 1x2 meters – this is the mid-stage of the fly where the larvae are fed
with carbohydrate-and-protein-rich food wastes to have a lot of stored nutrients
before becoming pupae for two weeks.
Dark Cage – 3x3 meters – pupal stage; this is where pupae, or darkened larvae,
are kept for their metamorphosis in two weeks.

Food Waste Treatment Methods:


Waste Sourcing – if the site of implementation has a MRF for food waste, it is best
if the treatment facility be built near the MRF to reduce cost in transportation and
handling.
Pre-processing – this step is optional since it requires heavy equipment like
hammer-mill shredder and mixer to homogenize the food waste for optimal larval
growth.
Waste Treatment – the larvae harvested during the hatchling stage will be used
to treat the waste. The larvae will feed on the waste for 12 days. The number of
larvae used should be in proportion to the waste.
Harvesting – the larvae are separated from the frass and from the excess food
waste that has not been completely consumed by the larvae using a screen of
various sizes.
Post-harvest processing – the unconsumed food waste can go to a biodigester or
composting facility to completely degrade it; the larvae can be dried to extend
its shelf life, or it can be grounded to extract BSFL oil and BSFL meal.

I. Limitation of the Project


This food waste treatment facility cannot process non-food biodegradable
wastes such as paper, fruits and vegetable peels, eggshells, etc.
The area to be served will be limited to one purok only in a barangay only (for
starting operation). The project will be able to serve more community once scaled
up.
