PUBLIC SECTOR
The Rural Health Unit

• Commonly known as Health Center


• Primary level health facility
• Focuses in preventive & promotive health services & in
supervision of the BHSs under its jurisdiction
• Recommended ratio is - 1 RHU: 20,000 population
Barangay Health Station (BHS)
• The 1st-contact health facility offering basic services
• A satellite station of the RHU
• Manned by volunteer BHWs under the supervision of Rural Health

Municipal Health Officer (MHO) or Rural Health Physician


• Heads the health services at Barangay level
• Roles & Functions:
1. Administrator of the RHU
a. Prepares the municipal health plan & budget
b. Monitors the implementation of basic health services
c. Management of the RHU staff

a. Conducts epidemiological studies

The Public Health Nurse


1. Supervises & guides all RHMs in the municipality.
2. Prepares the FHSIS quarterly & annual reports of the municipality
for submission to the PHO.
3. Utilizes the nursing process in responding to health care needs,
including needs for health education & promotions of individuals,
families, & catchment community.
4. Collaborates w/ other members of the health team, government
agencies, private businesses, NGO’s & people’s organizations to
address the community’s health problems.
Ratio - 1 nurse: 20,000 population (per R.A 7305)

The Rural Health Midwife
1.Manages the BHS & supervises & trains the BHW.
2.Provides midwifery services & executes health care programs &
activities for women of reproductive age, including family planning
counseling & services.
3.Conducts patient assessment & diagnosis for referral or further
management.
4.Performs health information, education, & communication activities.
5.Organizes the community.
6.Facilitates barangay health planning & other community health services.

Rural Sanitation Inspector


1.Ensure a healthy physical
environment in the municipality.
• Entails advocacy, monitoring,
& regulatory activities.

The Barangay Health Workers - the interface b/n community & RHU
Trained in preventive health care.
Equipped w/ basic skills for prevention & management of common
diseases.
Assist in providing basic services at the BHS & the RHU.
Accredited by the LOCAL HEALTH BOARD according to DOH
manual.
They carry volunteer status but they are entitled to hazard &
subsistence allowance & other benefits as provided by R.A 7883 or
the Barangay Health Workers’ Benefits & Incentives Act.
Ratio - 1 BHW: 20 households

LOCAL GOVERNMENT UNITS

LGU
• The government of a specific local area constituting a
subdivision of a major political unit.
• Divided into three levels:
1. Provinces & independent cities;
2. Component cities & municipalities; and
3. Barangays.

Local Health Boards
R.A 7160 - Known as the Local Government Code
• Mandates the devolution of health services from National Government to
LGUs.
• Provided the creation of Provincial Health Boards, or Local Health
Boards.
• Local executive - is chairman of the board
• PHO/CHO/MHO - vice chairman
• Members:
- Chairman of the committee on health of the Sanggunian
- A representative from private sector or NGO involved in health
services
- A representative from DOH

Local Health Boards

Functions:
1.Proposing to the sanggunian annual budgetary allocations
for the operation & maintenance of health facilities &
services w/in the province/city/municipality.
2.Serving as an advisory committee to the sanggunian on
health matters.
3.Creating committees that shall advise local health
agencies on various matters related to health service
operations.

• A nonprofit organization or corporation that is operated
exclusively for the promotion of social welfare.
B. Religious Organization
• Are organizations whose identity & mission are derived from
a religious or spiritual tradition and which operate as
registered or unregistered, nonprofit, voluntary entities.
C. School
• Effective venue for transmission of knowledge to community
