I. INTRODUCTION
ILONGBUKID NATIONAL HIGH SCHOOL: ITS BEGINNING…
Beyond the long and winding road and beautiful mountain ranges of Baclayan, Aripdip,
San Rafael, Iloilo, situated a progressive barangay of Ilongbukid. Amidst its hills proudly
stands a newly established National High School, committed to deliver quality basic
education to every San Rafaeleños- the Ilongbukid National High School.
The school was established thru R.A. 8877, last August 22, 2000 thru the efforts of
congressman Rolex T. Suplico, Congressman of the 5 th District of Iloilo. The school has
four catchment areas namely: Barangay San Florentino and Barangay Ilongbukid.
A temporary five-room building was constructed in a 1.5 hectare school site purchased by
the local government unit (LGU) thru a resolution passed by the Sangguniang Bayan
headed by Hon. Glenn D. Dieron, Vice Mayor of the Municipality and with the approval of
our beloved Mayor Ronnie P. Balasico.
The site was acquired thru purchase by the Local Government Unit (LGU). It is surrounded
by a vast rice fields and it is almost 500 meters away from the national highway.

On June 2002, through the collaborative efforts of the Local Officials headed by Mayor
Ronnie P. Baasico, Barangay Officials, concerned citizens and parents in the barangay, the
school started to operate with only two (2) curriculum year levels, having three regular
teachers in the person of Mrs. Pinky Abocion, Ms. Marijoy Arante, Ms. Christine Joy
Andong and one Teacher-in-Charge, Mrs. Norma B. Dieron.
In its third year of operation, the school had played a vital and dynamic roles in the
development of educational, socio and economic growth of the community. The annual
increased in enrolment poses a great challenge to the school, that is, to improve quality
secondary education to the young San Rafaeleños and its neighboring towns.
A deed of donation from the LGU to Ilongbukid National High School is currently worked
out through the concentrated efforts of the School Administration represented by Mrs.
Norma B. Dieron and Local Municipal Officials headed by Hon. Ronnie P. Balasico.

II. CONTENT
The Situation
Department of Education is challenge academically due to the drastic change
brought by the pandemic. Pedagogies, learning and teaching modalities were converted to
blended learning. The mode of teaching delivery becomes virtual. Online platform were
considered vital in todays approach. Thus, DepEd need to established concrete ways to
address transformation and challenges amidst the global change.
Problems Met
Reading and comprehension literacy brought challenge to current education system
especially in far-flung schools. Ilongbukid National High School has inevitable number of
learners struggling to read. The learner’s inability to read fluently and decipher the
content hinder the child’s acquisition of knowledge and affects their academic
performance. Based on the 2021 District school monitoring, evaluation and adjustment,
there were 10 out of 450 students or 2.22% of the entire population are non-readers.

Ilongbukid National High School has identified learning gaps brought about by the
drastic change in the educational system. It was found out that some learners have
difficulty in reading literacy especially in the recognition of morphemes, in reading
comprehension, spelling and syntactic analysis. The school has identified ten (10)
learners who have severe reading literacy problems.
Intervention/Solution
Ilongbukid National High School had established reading programs that will address
challenges in reading literacy. Project “BUILD” was established and implement for SY
2021-2022. Thus, this program focuses on eradicating non-readers and to develop
literacy among the recipients.
Project BUILD aims to intensify remedial reading implementation and enhance
learner’s comprehension skills, spelling and vocabulary proficiency. Developing
interactive approach in improving literacy is a must. This will be realized through the
collective effort of the language teachers spearheaded by the school head in
cooperation of parents and active stakeholders. Anchored by the DepEd’s goals to
develop learner’s full potential and to provide quality education, this program is
conceptualized.

Recipients of this program are ten (10) learners all from grade 7 and grade
students. They are selected through Phil IRI results. The activities associated in this
program are the following: reading aloud (poetry and literature), storytelling, spell the
word, playing scrabble games, and dial me. The teacher facilitator plan to have the
Barangay centers as the venue for activity sessions. Twice a week, Tuesday and
Thursday the participants are expected to gather in the said venue observing proper
health protocol. Reading aloud, storytelling, spell the word, playing scrabble will be
done in face to face manner. Five hours with intermittent break is allotted for every
session.
Participants are provided with reading materials like flash cards, word strips story
books, newspapers specifically with comics section and crossword puzzle and a scrabble
board. The first two months of the program will focus on diagnosing learner’s difficulties
and teaching them the basic in reading employing the aforementioned activities and
resources. The next succeeding months will concentrate on developing learners reading
habits and assessing their progress and eventually measure the level of comprehension
using the guide questions associated with the story/text.
Another feature of the program is the “Dial Me”. The school aims to acquire 12
units of two-way radio for distant oral reading or storytelling. This will also serve as

platform for answering learner’s concerns even they are at home. The objective of this
communication gadget is to continue the reading sessions during the participants’
available time and for teachers to follow up on learners’ progress. He can also provide
immediate feedback on queries and concerns. Through this, learners can interact and
practice reading with their colleagues even without the teacher.
Evaluation/Outcomes
Pre-test through the use of Phil IRI will be administered to the participants to assess
their level of reading proficiency. This is scheduled on the first week of December. The
same tool will be used to monitor the learner’s progress. Workbooks, comics, crossword
puzzles and other supplementary resources will be provided to learners during the
implementation stage. Parents support is crucial to unsure continuous learning even at
home. Monthly narrative report and progress chart will be prepared to track the
learner’s performance and improvement. After the program, post-reading evaluation will
be conducted by the teachers.

Lesson Learned
It appears that the intensive remedial reading approach, the truthful/ firm
implementation of the program and the collaborative effort of the stakeholders and
concerns individuals including teachers, parents, school administration and learners are
vital in the success of the said program.
Recipients of the remedial reading program were confident to learn. It was found out
that the acquisition of knowledge and inputs provided by the reading facilitator can
easily be grasp and absorb if learners are equipped with pre-requisite skills.

III. CONCLUSION
It was concluded that remedial reading is a form of teaching that is given to students
who have barriers to learning. Because the fact still many students who have not been
able to achieve the expected learning outcomes. Remedial reading program has a
function to help students to be able to achieve the expected learning outcomes.
Broadly speaking, remedial reading is teaching a repeat of previous teaching primarily
on material that has not been mastered. It is is expected to help students who have a
problem in learning. In addition, remediation carried out in order to help students
improve in part or whole learning difficulties faced by the students so as to achieve the
expected results in accordance with its capabilities. Remedial teaching has stages in
any implementation those procedures are: corrective teaching: divided the content into
smaller unit or steps, supervise study sessions, individualized tutoring, re-teach lesson.
The teacher conducts remedial teaching in accordance with student learning
difficulties. The instruction include: teach the teaching learning material back into the
students difficulties, individualized tutoring and another treatment. Formative
evaluation, after the teacher do treatment, the teacher gives a test in the form of a
quiz at the end of learning. Summative evaluation, at the end of the learning activity

throughout the remedial learning, the teacher did a test to see how the students’
learning progress. It made the teachers some component in implementing remedial
reading.
IV. RECOMMENDATION
After doing investigation of this research in the field and analyzing the
collected the data. Researcher wants to give suggestion at this point. Firstly, the
teacher is expected to carry out all the stages in remedial reading because by doing
all the stages there will be easier for teachers to guide students in the learning
process.
Secondly, related research findings the researcher suggests, the teacher
further develop teaching methods in teaching remedial reading. As well as giving the
task when the teacher gives the same exam. Teachers use the various techniques such
as physical and interactive activities. Teachers are expected to use a different matter
but still about the same material. It is recommended to employ strategies and
activities that are appropriate to the reading level of learners.
