1. INTRODUCTION
The objective of this document is to establish the Project Design Basis (PDB) and provide all the
design information required for carrying out study for new Methanol Export line for its size &
routing options to new liquid jetty area. Based on selected option for piping size and pipe routing,
Detailed Design activities for the same will be carried out.
Salalah Methanol Company operated Methanol Loading Arms for exporting the product through ships
from Berth 31 in Port of Salalah. A new liquid jetty has been constructed by Port of Salalah (POS) for
handling liquid products. Piping service corridor (Central Service Corridor – CSC) from proximity of
Methanol plant till the new liquid jetty is being constructed by Oman Gas Company for MOTC. As per
the agreement with Port of Salalah, OQ METHANOL has to install new loading arms within 15 months
after completion of central service corridor.
OQ Methanol is situated near to the coast at Salalah, south of Muscat. The Methanol plant is
located at Salalah free zone, Sultanate of Oman. Adjacent to the Methanol plant there are
existing jetty which hosts the loading facilities for Methanol loading in to the ships. The new jetty
is located around 5 km from existing Methanol plant. Figure 1 shows the location of Methanol
plant, existing Jetty and new jetty, along with routing for new Methanol export line.
This project will be conducted in 3 phases of execution. Below graphs provides provisional
approach toward each phase and elaborate T&P scope consideration of each phase. However
this document is applicable for Phase 1 of the project only.
Within this phase, engineering of Piping within OQ Methanol and port are done considering the
point that equipment are adequate, Hook up to existing power supply in port, Telecom system,
firefighting system, etc. will be done at this phase. Also adequacy of items will be checked and
agreed to be re used / replaced. However, engineering of inadequate items will be carried out
as a part of Phase 2 & 3.
As part of this phase of project is first to perform studies to identify suitable size and routing
options for the new Methanol export pipe line from existing Methanol plant up to the new jetty
area. Also this study will review the adequacy of existing Methanol transfer pumps and loading
arms in order to cater the Methanol supply at new jetty. Based on hydraulic analysis and inputs
from other disciplines, if any inadequacy is identified during the study, same will be highlighted
and required actions will be taken care under separate project scope. If the existing loading arms
are adequate then the same will be relocated to new jetty area. Based on constructability
aspects, time required for relocation etc., decision will be made to relocate all three loading arms
together or one-by one.
Detail design will be performed for the selected pipe size and pipe routing up to loading arm at
new jetty. As a part of this Detailed Design, all necessary engineering activities shall be carried
out to produce all relevant drawings, documents, schemes, data sheets, specifications,
requisitions, reports, calculations etc., as necessary to complete Detailed Design for all
disciplines and required for cost estimation and Construction tendering.
After completion of phase 1 and based on result of adequacy checking, engineering activities of
inadequate items such as export pumps, Methanol reinjection pumps at port, loading arms and
existing on plot pipe rack etc. will be taken up under separate project.
Activities identified at this stage are provided below. However it will be taken up under separate
project based on actual work/activities in this phase.
2. SYSTEM DESCRIPTION
Sections below provide the information about the existing and the proposed new facilities as a
part of this project.
The existing Methanol storage consists of two storage tanks (20-TK3401B/C), three pumps (20-
P3401A/B/C, two working and one stand-by) for pumping the product for ship loading. Prior to
loading the Methanol is metered through a metering station to monitor the quantity of Methanol
exported. The Methanol storage tanks are internal floating roof tanks with 62.5 m diameter & 17
m of working height. The capacity of each Methanol transfer pump is 2000 m3/h. A temporary
scraper launcher is provided for cleaning the Methanol line during pre-commissioning.
For draining the dead volume in storage tanks and other process drains in the Methanol storage
area a Methanol drain tank is provided which is kept under nitrogen blanketing. The Methanol
drain tank is provided with vertical sump pump that pumps the Methanol (or Methanol water
mixture) to the rerun tank 20‐TK1503 on the Methanol plant. A dewatering ejector is provided
for draining the containment in which the Methanol drain tank rests.
At the port the Methanol is loaded on to ships by means of loading arms (20-Z3402A/B/C).
Temporary scraper receiver is provided to collect the scraper from the launcher during pre‐
commissioning. OQ Methanol operates Methanol Loading Arms for exporting the product
through ships from Berth 30 in the Port of Salalah.
A Methanol berth drain tank (20-TK3403) is provided at the berth to collect the Methanol that
will be drained from the loading arms after the loading is complete. The tank will be kept under
nitrogen blanketing. Methanol Re‐injection pumps (20-P3403A/B) are provided for pumping the
Methanol collected in the Methanol berth drain tank back to the ships during the next transfer of
Methanol to ships.
Spillages and contaminated Methanol are contained in a sump at the jetty area, which is emptied
as required by vacuum tanker and returned to the Methanol plant rerun tank for reprocessing.
Refer to the Process Schematic Figure-5 below for easy understanding of the existing facilities.
The existing Methanol storage tanks and Methanol transfer pumps for pumping the product to
ship loading area (jetty) remains the same.
Since the location of jetty is changed, the routing of the existing Methanol piping from pump
discharge (downstream of metering skid) is required to be changed. The new jetty is around 5
km away from OQ Methanol plant. Based on hydraulic analysis, pipe routing options A has been
selected. This routing option is applicable for routing the new Methanol line from Methanol
Loading Pump Discharge upto the battery limit of OQ Methanol plant. After that the pipeline
moves over to Piping service corridor (Central Service Corridor – CSC) which is in proximity of
Methanol plant. Methanol line will then be routed via CSC to Berth 34 in Port of Salalah at new
jetty area.
Temporary scraper launcher and receiver will be utilised for cleaning the Methanol line during
pre-commissioning.
Similar to existing jetty, a new Methanol berth drain tank (20-TK3404) will need to be provided
at the new berth 34 to collect the Methanol that will be drained from the loading arms after the
loading is complete. The tank will be kept under nitrogen blanketing. Also, in line with existing
operating philosophy, new Methanol Re‐injection pumps (20-P3404A/B) will need to be provided
for pumping the Methanol collected in the Methanol berth drain tank back to Methanol storage
tanks (20-TK3401 B/C) against Methanol storage tanks static head & line frictional losses. This
can be achieved by using the new common recirculation valve (20-FV34001), on discharge line
of Pumps P-3401A/B/C. The 3’’ Manual bypass valve, across the flow control valve station, will
be kept open to facilitate the transfer.
Similar to existing jetty operation, spillages and contaminated Methanol will be contained in a
new sump provided at the new jetty area, which is emptied as required by vacuum tanker and
returned to the Methanol plant rerun tank for reprocessing.
Based on the transient analysis performed, some modifications are required within the existing
methanol loading system. Table below summarizes the modifications required. Also, refer to the
Process Schematic (Figure 6) below for easy understanding of the proposed modification for
relocation of loading arms to new jetty area.
3. DESIGN CRITERIA
All piping, Piping and facilities shall be designed for a minimum operational life of 20 years.

Notes:
Summer runs from April to October with June and July being the hottest months. The maximum
shade temperature occurs for short periods only. The following design criteria shall be applied:
1) All equipment shall be designed to achieve its rated capacity with a shade
temperature of 55°C and at a minimum shade temperature of 5°C.
3) The instrument electronics shall be suitable for continuous operation at 60°C ambient
& 82°C black bulb temperature.
4) For loading arm, the design wind speed for parkin position is 56 m/s, design wind
speed in operating speed is 22 m/s and design wind speed in service position is 14
m/s.
6) All equipment and instrumentation must withstand Shamals without any deterioration
in condition or performance. Fine dust in these sandstorms can be as small as 2 µ.
7) Rainfall at the coast in the Salalah area is more frequent during the summer monsoon
season. Extended periods of rain may be encountered along the mountains adjacent
to Salalah
8) Heavy fog during summer monsoon season. The monsoon (Khareef) normally
lasts from June to September each year with persistent heavy fog often
occurring from mid-June to mid-September. Visibility may be reduced to almost zero
for prolonged intervals during this period.
9) Atmospheric air may contain suspended salt particles and other particulates.
Accordingly care shall be taken in material selection.
As specified by scope of work, no additional design margins will be considered over the design
case flowrates.

Following are basis taken for hydraulics analysis. For more details, refer “Steady State
Hydraulics & Transient Analysis (Surge) Report” document (Doc. No. 50-551-MEL-PRO-HYR-
001).
Note-2: Refer Table 4-4 for the purpose of initial hydraulics for different line sizes & Refer Table
4-5 for final hydraulics based on MSR.
The following are nominal pipe size, wall thickness and pipe roughness used for the hydraulic
evaluations of different line sizes considered for preliminary Piping sizing.
Refer Attachment-1 for the elevation profile which is utilised for steady state cases. It is to be
noted that, this elevation data is based on pipe routings considered for option A & B, pipe rack
drawings of central service corridor (CSC).
Steady State hydraulic analysis will be performed using PIPESIM to arrive at back pressure
values at methanol pump discharge for below cases.
1. Case 1:
o It is considered that methanol is pumped through the proposed Piping to New Jetty
via Option A of pipe routing within the Methanol plant.
o Hydraulics will be carried out for this with consideration of battery limit pressure at
loading arm inlet as 3.0 barg. Hydraulics consider 2 methanol transfer pumps & 3
loading arms at new jetty are operating.
o The Piping sizes of 30”, 32” & 36” will be considered for steady state hydraulic
analysis.
o Piping size will be optimized based on pressure drop, velocity, pumping pressure
required for design flowrate.
2. Case 2:
o It is considered that methanol is pumped through the proposed Piping to New Jetty
via Option B of pipe routing within the Methanol plant.
o Hydraulics will be carried out for this with consideration of battery limit pressure at
loading arm inlet as 3.0 barg. Hydraulics consider 2 methanol transfer pumps & 3
loading arms at new jetty are operating.
o The Piping sizes of 28”, 30” & 36” will be considered for steady state hydraulic
analysis.
o Piping size will be optimized based on pressure drop, velocity, pumping pressure
required for design flowrate.
Note: Hydraulic cases does not considered for simultaneous operation of methanol loading
arms at existing and new jetty.
Based on results of steady state hydraulic results pipe line size will be selected & suitable
pipe routing option A or option B (within plant) will be recommended. However selection of
pipe routing option A or option B (within plant) shall be further done based on
constructability aspects and cost.
Based on pipeline size selected from steady state analysis will be used for Transient (surge)
analysis. Transient (surge) analysis will be performed using TL Net (Version 3.6.1.0) for various
cases mainly to establish the surge pressure for various cases across the route of pipeline. It
shall be noted that vendor details for upstream methanol transfer pumps (located at methanol
plant) will be used for this study. Transient cases as per below are considered:
Case 1 Closure of all 3 nos. on/off valves (18" size on each loading arm) at Jetty, while pump is
running. Closing time 138 Sec. based on data valve sheet.
Case 2 Closing of Emergency Release Valve (at loading arm end) during emergency release
activation at Ship loading, while pump is running. Closing time 3 Sec. based on SMC
information.
Case 5 Start of third pump inadvertently when two pumps are already running
Case 6 Tripping of one pump when two pumps are in service and simultaneously start of standby
pump
Below are the important considerations assumed for transient analysis based on operating
manual for loading arm (Reference 3, page 21 of 35)
Faster closing of ESD in the ship (This case is not considered for system design)
- When a ship is landing near jetty, operator shall check the connections in the
ship and if there is ESD to the ship, this ESD shall be de-energized and
inactivated before loading Methanol in the ship.
- It shall be noted that if ESD in the ship is energized and is acting during loading
to ship, surging pressure may affect to Methanol transfer line due to the pressure
that is higher than its hydrostatic test pressure.
The normal range of flow velocities is 1 to 2 m/s in liquid lines and continuous operations
above 4 m/s for liquids shall be avoided, as it may lead to erosion and vibration
difficulties. This is recommended as per PDO Standards SP-1211 for pipelines carrying
liquids.
Pipeline is intended to be within 150# class rating with design pressure of 18.24 barg
same as of that of the existing.
The pipeline shall be sized such that surge pressures are below existing design
pressure of loading arms i.e. 12.5 barg
The pipeline shall be sized such that surge pressures will not trigger the system for
overpressure protection (RV set at 12.5 barg) at pumping facility.
Regarding pressure drop per 100 m, as per piping General DEP 31.38.01.11, pump
discharge piping should be based on a pressure drop of 0.15 bar/100 m to 0.627 bar/100
m.
However this is applicable for piping and system under consideration is a long distance pipeline,
velocity and overall pressure drop will govern the hydraulics.
For hydraulics results, conclusion and recommendations, refer “Steady State Hydraulics &
Transient Analysis (Surge) Report” document (Doc. No. 50-551-MEL-PRO-HYR-001).
Required utilities, both at plant and jetty, for the proposed modification are mainly:

4.2.1 Nitrogen
Nitrogen is essential for start-up and purging of piping/Piping. Also, at new jetty, it will be used
for purging of loading arm system and blanketing of drain vessel. For facilities within SMC plant,
it will be tapped through Nitrogen Supply Header within the SMC plant. Nitrogen required at new
jetty area will be supplied by port facilities.
For facilities within SMC plant, it will be tapped through Fire Water Supply Header within the
SMC plant. Fire Water required at new jetty area will be tapped in to existing port fire water ring
main.
Based on adequacy (mainly related to design conditions), either existing loading arms (3 nos.)
will be relocated or new loading arms (3 nos.) will be provided at new jetty. Similar philosophy is
adopted for existing Methanol Birth Drain Tank & Methanol Reinjection Pumps.
Below are the auxiliary equipment which will be reviewed for adequacy check to cater the loading
arms at new jetty.
The design basis for the auxiliary equipment considered for adequacy check is defined below.
The data is gathered based on P&IDs, Equipment List, Data Sheets, & Equipment GA Drawings
supplied by SMC.
Methanol transfer pumps will be used for loading methanol into the ships via marine loading arm
at jetty.

The marine loading arm is balanced when it is empty and through the draining system it will be
drained completely to Methanol Birth Drain Tank.

Methanol drained from marine loading arm is collected in the Methanol Birth Drain Tank. The
liquid from the drain tank is transferred back to methanol tanks within SMC plant with the help of
Methanol reinjection pumps.

The following sub sections depicts the operating philosophies for proposed modification to
methanol loading system.
• Since there is only change in the physical location of the Jetty, all other operation related
aspects remains same after modification. Hence existing operating, control and
safeguarding philosophy will be followed.
• The operator at the jetty should closely monitor/ liaise with the operator/crew on the ship,
control room operator at SMC Plant to ensure safe loading of methanol to the ships.
• New Methanol loading facility is provided in Salalah Port in berth No. 34. There will be
three loading arms with hydraulic operation. The arms are operated either with pendant
or radio operation. The drainage system of arms and header is also provided with transfer
facility of drained liquid back to methanol storage tanks within SMC plant, which is
identical to the existing. The arms are provided with safety in any case the ship movement
is more than the design to disengage the arm on auto with no spillage of the Methanol
and No damage of the loading arm and its system. The Marine loading arm is mainly
operated by the radio remote control. As a backup control, a pendant in the hydraulic
station is available.
• Motor operated valves will be provided upstream of individual loading arms (similar to
exiting system) with remote operation facility to enable the control room operator to take
the individual loading arm in service and to isolate it through DCS. The MOV is provided
with open and close limit switches for open/ close indication in the control room.
• All valves on the new Piping and allied piping will be manually operated and all
instrumentations are field mounted.
• In line with existing system, as part of safeguarding, thermal relief valve will be provided
on methanol piping wherever required.
• In line with existing system, as part of safeguarding, against surge pressure, the new
Piping and loading arm shall be fully rated. This shall be applicable for all cases of surge
analysis.
• Isolation philosophy adopted in the existing plant/ existing jetty will be followed for new
routing of methanol Piping and at new jetty.
• Isolation are provided for connection of temporary Pig Launcher / Receiver facility for
maintenance.
• Complete Piping draining is not envisaged. If any draining is required during maintenance,
it is to be done to drain vessel provided at OQ Methanol plant or Methanol Birth Drain
Tank at new jetty.
• No separate drain pits / catch basins are provided at the location of temporary Launcher
/ Receiver.
• Nitrogen purge connections are provided on the Scrapper Launcher. The philosophy for
the proposed Piping is to sweep the line with Nitrogen before admission of methanol.
Operation team shall take live sample to ensure that the overall system is free of Oxygen
and/or any other contaminants.
• Pigging for new Piping will be done through Scraper Launcher at OQ Methanol
Plant and a Receiver at new jetty area at birth 34.
• It will be completely manual activity
• All main line valves shall be full-bore to facilitate pigging operation
• All bends shall be large radius to facilitate pigging operation.
• Sampling point will be provided at locations to exiting. This is to facilitate for sampling of
methanol as and when required as decided by operation team. New sampling point of
Type-1B (20-S34101) is provided upstream of new flow control valve station.
Mechanical Tie-ins:
• The mechanical tie-ins will be executed during planned shutdown of the facility.
• The philosophy shall minimize requirement of existing plant shutdown, if not totally
avoidable.
• The “Tie-in & Shutdown Philosophy” document (Doc. No. 7S72-MEL-PRO-TISP-001) will
be prepared during the course of this project to provide details for individual tie-ins taken.
• The document will also address the requirements for advance tie-ins (if applicable).
5. MATERIAL OF CONSTRUCTION
Existing Site plot plan and piping general arrangement drawings shall be updated for the new
project scope. Any additional Plot plan, Key plan, piping general arrangement drawings for
finalizing the piping routing and Isometrics with piping system shall be design in accordance
with the latest edition of ASME B31.3
For Central service corridor (CSC) piping general arrangement drawings and routing refer
piping design basis document no. POS-3-2002-001-T2-4-B submitted by EPC contractor.
Same piping general arrangement drawings and routing has been followed for the detail
design.
The piping classes used for on-plot process piping, instrument air system, vent & drain piping,
and other utilities in this project, the same existing piping classes shall be followed for the
updation of existing facility and for the new project scope. For the existing piping classes refer
specification for piping material document no. 7S72-PIS-00-001 Rev-02 provided by client
which was prepared based on Jacobs Piping material specification (Doc. No. 60-8579-
02/L.02a/0001) in ITB and ASME 31.3 Process piping unless otherwise noted.
Material of construction shall be as specified in MSR (Material selection report).
Valves shall be used in this project are based on the existing piping classes refer specification
for piping material document no. 7S72-PIS-00-001 Rev-02 provided by client.
The applicable codes & standards for valves shall be in accordance with Appendix 12 “ Valve
list” and Appendix 13 “ Piping material classification “ given in the same existing specification
for piping material document no. 7S72-PIS-00-001 Rev-02 provided by client.
For the RV, strainer and any other specialty items data sheets shall be prepared based on
considering the same existing specification for piping material document no. 7S72-PIS-00-
001 Rev-02 provided by client.
Stress analysis to be performed as per ASME B31.3 piping code for critical lines by using
CAESAR II V12 software. Stress calculations of non-critical lines shall be performed by
manual method.
Preparation of Final MTO is based on AFC PEFS and AFC Isometrics.
Tie-in Package inclusive of tie-in schedule, piping plan, isometrics and MTO summary.
Piping shall be well supported in accordance with document no.7S72-PI3-00-201-E provided
by client.
External coating (painting) for above ground piping and buried piping shall be as per document
no. EM-EM-POL-01 provided by client.
All the drawings will be delivered by using AUTOCAD software.
Existing pumps (i.e. Methanol Transfer pumps & Methanol Re-Injection pumps) adequacy shall
be check based on the new routing / hydraulics.
If these pumps are not adequate, Methanol Transfer pumps (centrifugal, BB Type, fixed speed)
& Methanol Re-Injection pumps (Centrifugal, OH type, fixed speed) shall be designed in
accordance with API -610 11th editions.
In general, all replacement or new instruments shall be in line with existing instrument philosophy
(Refer 7S72-IN500-001 Rev-1 General Spec for Instrumentation)
Hazardous area protection (Ex ’ia’ / and Ex’d’) MOC shall be in line with existing instruments.
Existing installation/ Hook-up philosophy shall be followed. Cable/JB (MOC/Type) shall be as per
existing system.
Control & Automation design scope of work shall include, but not be limited to the following:
9. TELECOM
The fiber optic communication shall be established between the loading arm PLC and the DCS
for indication and control purpose. The new fiber optic cable shall be laid along with Piping. The
existing Telecom facilities in the SMC control room such as CCTV & PAGA system also shall be
consider in the new loading arm area control room .
10. ELECTRICAL
Jetty loading arm lighting power shall be extended for new Jetty control room Lighting Panel.
Lighting power shall be taken from existing lighting power distribution boards.
All works shall be executed in accordance with company standards and International standards
practice.
Control cables shall be of copper conductors, PVC insulated, wired armoured & PVC sheathed
overall, manufactured in accordance with IEC 60502, 600/1000V grade.
Minimum conductor size shall be 2.5mm² except for signalling and indication purposes where a
minimum size of 1.5mm² may be used.
Single core power cables shall be of cross-linked polyethylene (XLPE) insulated, Aluminium wire
armoured (AWA) and PVC sheathed type.
The cable sizing shall take into account short circuit rating, motor starting voltage reductions,
temperature and installation de-rating factors. For underground installations the ground
temperature shall be:
35 °C @ 800 mm
38 °C @ 650 mm
40 °C @ 500 mm
Maximum allowable voltage drop from the supply shall not normally exceed the following values:
The voltage available at the motor terminals during starting shall be adequate for developing the
required torque for the application intended and should not result in overheating the motor and
any other connected equipment.
Distribution boards feeders 2% at distribution board
Lighting and small power circuits 3% from distribution board
UPS circuits to suit actual equipment voltage tolerance and based on battery voltage at end of
specified autonomy (discharge time)
The outer sheath of LV cables shall be black. Cable core colours shall be as follows:
10.3 Earthing
The objective of the earthing and bonding applied throughout the facility is to eliminate danger to
personnel and to minimize disturbance and damage to plant arising from: -
direct or indirect contact with live conductors
static electricity
The star point of transformers shall be earthed. Depending on the voltage level, earthing shall be
via solid earth as detailed in the electrical engineering guideline.
LV electrical system neutrals at each source of supply will be earthed by means of dedicated earth
electrodes that have a direct, low impedance connection to the plant main earth grid.
If one electrode does not provide a low enough resistance path to earth, then extra electrodes are
to be driven at suitable distances apart and linked together to obtain the necessary ohmic values.
Instrument Earth and Electrical Safety Earth systems will be kept separate, until they are bonded
at the lowest common point to prevent any events causing one earth system to rise in relation to
the together.
11. CIVIL
11.1 General
Foundation details for pipe supports, sleepers, valve supports, operating platforms &
crossovers. (refer below note)
Note – There is no civil and structural scope in main corridor area between plant and jetty area
as pipe laid on newly constructed pipe rack and sleeper.
Structural steel works for pipe supports, platforms, walkovers, access stairs and ladders
are envisaged. Detailed design and general arrangement drawings for all the added
facilities will be prepared as part of the scope. Other structural components like platforms,
walkovers and non-standard pipe supports shall be designed as per BS 5950-2001.
Foundations for pipe supports, pipe sleepers, valve supports and operating platforms and
crossovers are envisaged in this facility. Drawings showing details of foundations and
location plans shall be prepared. Foundations shall be designed to BS 8004. All
foundations will be protected with 2 coats of Fosroc’s Nitocote PE 135 with glass mat
protective coating.
Hot rolled deformed high yield stress bars conforming to BS 4449 with specified
characteristic strength of 460 N/mm2 will be used as reinforcement for all concrete works.
11.4 Materials
Cement OPC conforming to BS-12 (It may change on the basis of soil
investigation report recommendations. Change will be captured in
General Notes drawing).
The Technical Safety design objectives for the project are to:
Develop a design and engineering solution taking into considerations of all HSE
requirements adopted by SMC and industry standards;
Apply a documented risk assessment process to identify and evaluate potential HSE
hazards;
Identify and assess all risks using recognised tools and methodology and identify the
acceptability of such risks and give recommendation for risk reduction and safeguarding.
The first objective is attained by ensuring that all project personnel are following the relevant SMC
standard, international standards, and normal engineering practice, including quality checks and
document review, as well as the SMC HSE policy.
Additionally, Technical Safety representatives shall attend other workshops, such as HAZOP and
Design Review to ensure that full account of safety related matters is taken into account during the
design process.
Specific activities and deliverables related to Technical Safety are outline below, with appropriate
detail.
As agreed in Bid bulletin, the firewater scope is providing hydrant, elevated foam monitors, deluge
spray system for drain berth tank and pump, and portable fire extinguishers at the new loading area
considering tie-in to the existing port firewater water system. Firewater demand is considered as
identical with existing jetty since this project is only relocating loading arm to the new loading area.
Specification of firewater monitor, deluge valve and hydrant and hose box will be prepared for newly
relocated jetty area.
A QRA study will be conducted for the SMC Methanol Export Line to New liquid Jetty Project. QRA
shall be carried out based on the SP-1258. The QRA shall be undertaken using the computer
modelling program, Shell Shepherd. The QRA study will determine overall risk levels of installation
compared to risk acceptance criteria and investigate the societal risk to surrounding facilities. It will
identify high risk areas and evaluate any relevant risk reduction measures.
QRA will be carried out using Shell Shepherd v.31 with following Battery Limit: Methanol ship
loading facility - loading pumps, metering station, export pipeline, loading arms, loading berth
facility, methanol drain tank near the loading pumps and methanol drain tank (slop tank) at the
berth.
The TSE/HSE will also support and advise on other related matters, as they arise during the project
scope and shall attend meetings related to such issues, as applicable.
