PART 1 - GENERAL
A. Drawings and general provisions of the Contract, including Conditions of Contract and
Division 1 Specification Sections, apply to this Section.
1.2 SUMMARY
A. This Section includes exterior lighting units with luminaires, lamps, ballasts, poles/support
structures, and accessories and related power distribution and control, protective earthing
and related builder's work including column foundations, cable pits, cable trenches and
ductwork.
1.3 DEFINITIONS
B. Luminaire (Light Fixture): A complete lighting device consisting of lamp(s) and ballast(s),
when applicable, together with parts designed to distribute light, to position and protect
lamps, and to connect lamps to power supply.
1.4 SUBMITTALS
A. Equipment Data: For each type of lighting unit indicated submit complete data for approval
including, but not limited to, the following:
1. Detailed literature, in English, for each type of luminaire or fixture, lamp and control
gear including manufacturer's name, catalogue number, rating, material specification,
overall dimensions, operating characteristics and principles, and any modification to a
standard product if applicable
2. Detailed specification and drawings for each column type including shape,
base/mounting flanges, bolts, nuts etc, cross-sections, design criteria and calculations,
brackets, finishes, provisions for cabling, cut-out or circuit-breaker etc.
3. Photometric data for lighting calculations including polar curves, coefficients of
utilization, efficiency and depreciation factors.
4. Materials and dimensions of luminaires and poles.
5. Certified results of laboratory tests for fixtures and lamps for electrical ratings and
photometric data.
6. Certified results of laboratory tests for fixtures and lamps for photometric
performance.
7. High-intensity-discharge luminaire ballasts.
8. For LED fixtures / Systems: photometric test reports from accredited third party
laboratories to verify the fixture / system photometric and electrical characteristics as
well as the temperature of LEDs inside; the testing shall conform to LM-79-08 and
LM-82-12 as well as ISTMT to UL1958 or similar and approved international
equivalent standards. Report shall be provided before fixtures delivery to site and
shall include laboratory name, report number, date, luminaire catalogue number,
luminaire, light source specifications, photos for tested sample …...etc.
9. For LED chips: submit manufacturer test reports for lifetime of LEDs, LM-80-08 and
TM-21-11.
10. Obstruction lights certificates from the manufacturers certifying their compliancy to
ICAO & FAA.
11. Vibration test report for street lighting fixtures in accordance to ANSI C136.31 or
equivalent.
B. Shop and Construction Drawings: Submit drawings for approval including, but not limited
to, the following:
C. Point by point compliance statement for the specifications signed by the manufacturers /
manufacturer’s authorized representative and contractor.
E. Product Certificate letter: Submit a letter showing the country of origin, project details
(Project name, client name, consultant name and contractor …etc.) and the supplied
quantities to the engineer for review. The engineer has the full right to check the validity of
this letter with the original manufacturer..
F. Test certificates: submit test certificates before material delivery to site demonstrating LED
fixture compliance with the following standards as minimum:
G. Compatibility confirmation signed by the Lamp and ballast / driver suppliers, clearly
assuring the compatibility between the ballast / driver and lamp.
H. Field Test Reports: Indicate and interpret test results for compliance with performance
requirements.
K. List of recommended spare parts, consumable items and maintenance special tools,
1.5 Guarantee to supply spares for the electrical equipment within this section for a minimum
period of ten years from the date the equipment is made operational.QUALITY
ASSURANCE
A. Standards: Luminaires generally are to comply with IEC 60598 or EN 60598 and the
applicable CISPR recommendations. Manufacturer is to verify compliance with these
standards and the applicable local regulations and design standards.

B. IEC 61547 or EN 61547 “Equipment for General Lighting Purposes - EMC Immunity
Requirements”. Technical Requirements: Minor deviations from the Drawings may be
considered for improvement in construction details, but no changes are to be made without
the written approval of the Engineer.
D. Guaranteed rated life (L80B50) shall not be less than 50,000, as per IES LM-80-08,
Approved Method: Measuring Lumen Maintenance of LED Light Sources and IES TM-21-
11, Projecting Long Term Maintenance of LED Light Sources, in conjunction with the
results of the ISTMT in-situ temperature measurement test report.
E. Luminaires guaranteed lifetime shall cover all fixtures components including lamp, fixture
and drivers.
F. All luminaires and lighting fixtures shall be provided with a permanent label within the
luminaire clearly identifying, the name of the manufacturer, the model name and model
number, the country of origin, the IP rating of the fixture the type, rating and number of
lamps to be used and the year of manufacture.
1.6 WARRANTY
A. Provide complete system warranty in which Manufacturer, Installer, and Contractor are
jointly and severally liable and agree to repair or replace all defective components of the
warranted item. Warranty shall include both, materials and workmanship, warranty shall
include:
B. Warranty Period Except for LED Fixtures: 2 years from the date of the substantial
completion of the project.
C. Warranty Period for LED Fixtures: 5 years from the date of the substantial completion of
the project.
A. Store poles on decay-resistant treated skids at least 300 mm above grade and vegetation.
Support poles to prevent distortion and arrange to provide free air circulation.
B. Retain factory-applied pole wrappings on poles until just before pole installation. Handle
poles with web fabric straps.
A. Furnish extra materials described below that match product installed and that are packaged
with protective covering for storage and identified with labels describing contents.
1. Replaceable Lamps other than LEDs: 10% of each type and rating installed. Furnish
at least one of each type.
2. Replaceable LED Lamps: 3% of each type and rating installed. Furnish at least one
of each type.
3. Fully Equipped Lighting Fixtures with irreplaceable lamps: 1% of each type and
rating installed. Furnish at least one of each type.
4. Ballasts and Control Gear: 1% of each type and rating installed. Furnish at least one
of each type.
PART 2 - PRODUCTS
2.1 MANUFACTURERS
A. Products: Subject to compliance with requirements, provide one of the products indicated
for each designation in the Lighting Fixture Schedule shown on plans.
A. Construction: Columns are to be circular section, tapered, formed sheet steel, electrically
welded, and of height specified. Columns up to 12-m height are to be one piece section.
Columns above 12 m and up to 20-m height may be supplied in two piece sections, of the
slip joint type with sufficient overlap to ensure correct vertical alignment of column after
assembly. Columns are to have minimum wall thickness of 3 mm at base. Sheet steel is to
have minimum rupturing resistance of 37 kg/mm2 and minimum yield strength of 24
kg/mm2.
C. Column Design: Column cross-section, thickness of steel, joints, welds, bolts etc. are to be
designed to withstand gust wind velocity of 180 km/hr blowing in the most unfavorable
direction at a height 10 m above ground level, with column fully equipped. Fatigue of steel
is in no case to exceed half elasticity limit, taking into account dynamic stresses due to
vibrations. Steel flange plate, of adequate thickness, is to be solidly welded onto lower edge
of column as shown on the Drawings, and is to have specified number of holes for holding
down bolts together with central cable access hole not less than 150 mm diameter.
E. Finish: Welds are to be smooth with spatter removed, inside and outside surfaces of column
are to be cleaned by pickling or blasting and are to be free of grease. Steel components of
columns to be hot-dip galvanized after fabrication. Minimum thickness of zinc coating is to
be 500 g/m2 on both inside and outside surfaces of column. Galvanizing is to be to NFA 91
/ 121 or BS EN ISO 1461 . Any damage to galvanizing is to be rectified during erection by
wire brushing affected area and treating with approved rust converter to the satisfaction of
Engineer. Flange plate and inside and outside of column base are to be coated with heavy
bitumen paint prior to erection.
F. Protection and Wiring: Columns with one or two luminaires are to be connected over one
phase and neutral. Columns with three or more luminaires are to be connected over 3 phases
and neutral, unless otherwise shown on the Drawings. Bolted terminals and cable lugs are
to be provided with 3 phases and neutral terminals, for incoming and outgoing 3 phase 4-
wire cable, and of the sizes shown on Drawings. One circuit breaker, single pole 6 A is to
be provided for each phase leading to a luminaire. Circuit breakers are to be compensated
and rated for 50 deg. C ambient with interrupting capacity of at least 9 kA, and are to be
mounted in weatherproof enclosure at baseboard. Wiring is to be PVC insulated 3 core or 4
core 85-deg. C conductor temperature. Cable is to be at least 4 mm2 copper conductor.
A. Smart poles shall be manufactured to fit all or some of the following components that will
be supplied by the client / operator as mentioned below, except (lighting fixture, Dali driver,
Dali gateway / controller, UPS, Switches …etc) which will be supplied by the contractor;
All components shall be installed by the contractor.
Contractor is fully responsible to make all needed coordination between all manufacturers
for the below components:
B. All the components shall be designed to withstand extreme weather conditions and high
temperature, and to be installed inside the pole itself or in a weatherproof steel enclosure
attached to the pole.
C. Install the power cables inside the smart poles in a separate raceway rather than the
raceways used for communication cables.
D. Smart poles should have the capability to incorporate backhaul for connectivity over optical
fiber.
E. Smart poles shall be designed and manufactured to support 300 Kg of equipment load, and
withstand wind speed 180 Km/hr and partial flooding on the ground level.
F. The contractor shall approve the smart lighting poles from all the concerned authorities and
fulfill all their requirements prior to submitting the offer to the consultant for approval.
G. The contractor shall submit one sample from the smart pole complete with all components at
the site for final approval from client / operator / consultants before starting the
manufacturing of the rest of the poles.
H. Lighting control system for smart poles: shall be a state-of-the art, modular and scalable
computer addressable lighting management system providing total flexibility of control
through addressable control and monitoring of each pole mounted luminaire. The system
main levels / components are:
B. The Contractor shall provide fully managed, Ethernet switches with layer 2, functionality
and the below listed minimum requirements.
1. Port Type: ports of wire speed 10/100/1000 Mbps and IEEE 802.3af (PoE), and ports
GbE SFP slots.
2. Number of ports as required with future spare capacity of 25%.
3. SFP Fiber Optic Transceiver single mode transceiver compatible with building switch
transceiver.

5. Diagnostics: LED’s, log-file, syslog, signal contact, RMON, port mirroring, LLDP
topology discovery IEEE 802.1AB, disable learning.
6. Security: Port security (IP and MAC), SSH encryption, Radius centralized password
management, SNMP V3 (with encrypted authentication).
7. Services: QoS 8 classes, prioritization (IEEE 802.1D/p), VLAN (IEEE 802.1Q),
multicast (IGMP snooping/querier), multicast detection unknown multicast, broadcast
limiter, fast aging.
8. Mounting: DIN rail mounting suitable with onsite panel enclosure.
9. Power requirements: 12 to 18 VDC Class 2/SELV 100mA @ 24 VDC.
10. Switch shall be UL and/or CE approved and shall have Mechanical stability, EMC
interference immunity and EMC emitted immunity conform to the international
norms and standards (IEC, EN and IEEE).
11. Comply with IEC 60068-2-27 (shock), IEC 60068-2-6 (vibration), EN 61000-4-2
(electrostatic discharge), EN 61000-4-3 (electromagnetic field), EN 61000-4-4 (fast
transients) , EN 61000-4-5 (surge voltage), EN 61000-4-6 (conducted immunity).
12. Industrial Ethernet switch will be fully compatible with the building core switches.
Contractor will coordinate with towers/CUC-DCP network supplier for network
requirements and configuration.
1. DALI Driver: which is equipped within the luminaire body; all relevant specifications
are detailed within the luminaire specifications.
2. DALI Gateway / Controller: shall be installed inside the cabinet complete with the
required power supply and RJ45 Ethernet port, and it will support accessing to all
system parameters via application software and web interface.
Modular DIN rail type, supporting 64 address per each DALI channel and expendable
up to 4 DALI channels with 256 addresses, the loading of the channels shall permit
10% spare capacity. It shall be provided with short circuit, overload and surge
protective devices.
The DALI cable size shall be 2x1.5 mm2 and the maximum length within the DALI
channel shall not exceed 280 m including the vertical runs within the pole, in case this
length shall be exceeded, then DALI extender to be used.
3. Main Controller
The main controller shall be located at the DCC (district control center). And it shall be
used to facilitate and manage the communication signals between main workstation and
the distributed DALI gateways / controllers.
4. PC central Controller
PC central controller shall be equipped with the latest Intel Processor loaded with the
dimming control system software and project graphics; it shall be supplied as minimum
with:
5. Operator software
The Software shall additionally support Smart Client as an app for iOS, Android,
Windows Phone and Windows RT. Client software for smart devices Rev.01 August,

shall be available for free download from respective stores free of charge, it shall
support Two viewing modes; Landscape for Graphical View, and Portrait for List View
(Menus), the rotation of the device switches between both modes automatically.
The software shall have free editor for creating any large and complex projects,
including online simulation mode.
The user interface and menus are multilingual. Any language (culture) can be used in
the interface. The language is switched directly in and at the client at runtime.
a. Providing clear indication of the ON/OFF status for each street lighting fixture.
b. Providing dimming range from (0% – 100%) for each street lighting fixture.
c. Fault log manager with recording of messages according to DIN 19235, any number
of messages, including linking of external documents or URLs, with logbook
function and non-changeable storage of the entries in SQL-based database.
d. Presence simulation as ring memory with recording and tag-synchronous playback.
e. Astro time switch for control after sunrise and sunset, with offset channels and output
of the sun position and solar hours.
f. Operating hour meter for consumers with 50/50 or 3/3 division to average wear.
g. Self-managed cloud solution based on FTP data transfer, backup of any data and data
volumes.
h. File logger for recording any values in csv files.
i. Bidirectional IP coupling with third party products.
j. JSON / XML Parser for querying data from external sources.
k. Calendar as a universal time switch with Outlook-like operation, activation /
deactivation via communication object, date series with adjustable repeat patterns.
l. Plotter with data recording of measured values in SQL-based databases, without
limitation.
m. QR code Encoder for the display of coded information.
n. Sequencer module for the control of any loads and load groups.
A. Construction: Totally enclosed, dust protected and splash proof, conforming to at least IP 65
of IEC 60529, shock resistant IK 08 to IEC 62262 and specially designed to house required
lamps, electrical gear and accessories. Body is to be corrosion resistant, extruded, pressure
die-cast or fabricated aluminum alloy.
B. Finish: Exposed metal parts of luminaires are to be factory finished, stove enameled, with
suitable corrosion resisting paint capable of resisting heat emitted by lamp during
continuous operation, and under full sunlight conditions. Color is to be agreed with
Engineer.
C. Mirror Reflectors: 99.5% purity, glazed and anodized aluminum or die-cast, super-purity
aluminum vapor-deposited, and coated with transparent layer of silicon protection against
wiping.
D. Luminaire Protectors: Heat and shock resistant glass, mounted into suitable frame assembly
fixed to body by captive screws, and secured by extra safety clamps to allow replacement of
protector and reflector. Ozone resistant ethylene propylene or approved equivalent rubber is
to ensure sealing of the front glass.
E. Lamp Sockets: High-grade porcelain, mounted in support brackets with provision to adjust
lamps vertically and axially. Lamp support and locking system are to grip and prevent lamp
movement in operation.
G. HRC fuse cartridges, suitably rated and conforming to IEC 60269 or BS 88, are to be
provided, complete with base, for protection of the luminaire. Fuse is to be rated to
withstand starting current and is to be preferably located in control gear enclosure.
H. Terminal Blocks: Made of porclein, suitable screw-tunnel type, clearly marked with
arrangement to facilitate maintenance, quick replacement and easy disconnection of
individual components. Terminal blocks for power and control cables shall be discriminated
in order not to be mistakenly swapped.
J. SPD would be required at each outdoor LED luminaire with minimum Uoc (1.2/50 µs) of
10KV and Isc (8/20 µs) 10KA for category C high exposure, also SPD should be tested to
UL1499 or IEC 61643-11(type 3 or type2+3) and has the relevant test report.
2.6 FLOODLIGHTS
A. Type: Totally enclosed type, weather, dust and shock resistant, IP 65 of IEC 60529 or EN
60529.
B. Housing: High pressure die-cast aluminum alloy, closed on front by hinged framed protector
highly resistant to thermal and mechanical shocks, and set in position by at least eight heavy
duty stainless steel spring clamps with silicon sealing gasket. Enclosure is to be in
accordance with IEC 60598-2-5, and is to be suitable for operation in an ambient
temperature of 70 deg. C.
C. Reflectors: High purity (over 99% reflectance) anodized aluminum, secured in precision
aligned internal tracks to provide beam distribution required.
D. Connection box is to be located at rear of floodlight body with gland connections to accept 4
mm2 PVC/PVC three core cable. Lamp and control gear to be mounted in two separate and
isolated compartments.
E. Control Gear: Plug-in type, 220 V, 50 Hz, power factor compensated to at least 0.9 lagging.
Ballasts and ignitors are to be type specially adapted for make of lamps selected. Ignitors
are to be electronic thyristor type. Lamp is to be able to start with at least +/-10% line
voltage, and with normal operation dips up to 20% for four seconds. Compensation is to
ensure that there is no large increase in operating current during starting. Control gear
losses are not to exceed 10%. Cables for internal wiring in control gear compartments are to
be single core 2.5 mm2 copper conductors with high temperature insulation and sheath.
F. Finish: Exposed metal parts of floodlights are to be painted with corrosion and heat resistant
paint, resisting operating temperatures attained in direct sunlight while lamp is burning.
A. Type: Water proof and corrosion free fixtures, IP 68 to IEC 60529, suitably designed for
continuous emersion under water under the specified depth. Under water lights shall comply
with IEC 60598-1 and IEC 60598-2-18.
B. Underwater lighting luminaires shall be Class III for protection against electric shock.
C. Underwater lighting luminaires shall be provided with non-detachable flexible cable or cord
with appropriate length.
D. Non-detachable cords / cable shall be suitable for total continuous immersion and equivalent
in properties to type H07RN8-F and of suitable length to reach the fixture’s transformer or
control gear, as specified.
A. Obstruction lights shall be provided in accordance the latest editions of ICAO Annex 14,
FAA AC 150/5345-43, FAA Engineering Brief No. 67 and Egyptian Civil Aviation
Regulations.
B. Obstruction lights shall provide the ICAO photometric performances for use as low-
intensity, medium-intensity and high-intensity, as shown on drawings. They shall also
comply with FAA specification.
C. Obstruction lights shall be provided with LED lamps. The lamps shall be suitable for
locations where vibrations are experienced. They shall be rated for 220 V, and procured
from reputed internationally recognized manufacturers and shall have a certified lamp life of
at least 50,000 burning hours at full intensity, and subject to the project environmental
conditions and to provide a long life fitting. The obstruction lights shall use LEDs as a light
source, with a manufacturer guarantee of 5 years.
D. The power supply boards of the obstruction lights shall include surge protection devices in
accordance to FAA EB-67.
E. The lamp failure shall be monitored by a relay and audio-visual alarm annunciated at a local
control panel and at a remote location through interface with IBMS, where duly authorized
technical/maintenance personnel are alerted to the alarm condition.
F. The transfer from Day to Night operation of High and High and Medium Intensity lights
shall be monitored via IBMS, as per IBMS Schedules included in the mechanical drawings.
G. The automatic activation and Day/Night Operation of the high, medium and low intensity
obstruction lights shall be via connection with photocell installed on building roof.
Obstruction Lights shall be equipped with all necessary relays / contacts for interface with
both IBMS and photocell with remote override switch to enable to manual override
operation.
I. Joints are not permitted in the power supply cabling to the aviation obstruction warning
lights.
J. All junction boxes/control panels/controller boxes used shall be metallic and rated IP 65.
The controller/relay unit enclosures shall be provided with corrosion treatment and powder
coated paint finish
K. Obstruction light system shall be suitable for 220Va.c. operation at specified ambient
conditions.
L. Obstruction light fixtures shall be metallic body with heat tempered glass cover.
M. The photometric of the lighting fixtures shall be tested and certified by an internationally
approved, independent testing laboratory.
N. Obstruction lights shall be provided with internal components such as connection terminal
blocks, gaskets, lamp holders all internal wiring shall be of stranded copper, double
insulated, (105 0 C) heat resistant type. etc. which are not degraded by heat / U.V. Radiation
/ humidity, such as plastic, PVC, GRP, etc. all internal wiring shall be of stranded copper,
double insulated, (105 0 C) heat resistant type. all internal wiring shall be of stranded copper,
double insulated, (105 0 C) heat resistant type.
O. Obstruction light covers shall be provided with a non-degradable chain connection to the
body of the luminaire to avoid damage during repair, maintenance, etc. and the glass dome
covers/lenses shall be screw-on type.
P. All screws and bolts shall be provided with self-holding clips, to prevent loss of screw/bolt
after opening.
Q. Obstruction light fixtures may be provided with external paint finish. If provided, dark
colors are not to be used and the paint material shall be certified for UV radiation withstand.
S. Mounting of obstruction lights shall be designed for fixing to top of one conduit, 1 inch
diameter, or by means of a bracket.
T. All Obstruction lights and system shall be to specific approval of the Egyptian Civil
Aviation Authority.
PART 3 - EXECUTION
3.1 INSTALLATION
A. Equipment: Install equipment to be readily accessible for operation, maintenance and repair.
Minor deviations from the Drawings may be made to accomplish this but no changes are to
be made without the approval of Engineer.
B. Column Bases: Install columns on concrete bases as detailed on the Drawings. Before
commencement of construction, ensure that bases are suitable for column installation.
C. Holding Down and Plumb Adjusting Nuts, Washers, Locknuts or Nyloc Nuts: Stainless
steel or cadmium plated.
D. Columns: Erect columns so that luminaires are located on a line parallel to theoretical
profile of road. Alignment of columns, both horizontally and vertically, is to be secured to
the satisfaction of Engineer. Brackets are to be set at 90 degrees to longitudinal axis of
road.
1. Use web fabric slings (not chain or cable) to raise and set poles.
2. Mount pole to foundation with leveling nuts, and tighten top nuts to torque level
recommended by pole manufacturer.
3. Secure poles level, plumb, and square.
4. Grout void between pole base and foundation. Use non-shrinking or expanding
concrete grout firmly packed in entire void space.
5. Use a short piece of 13-mm diameter pipe to make a drain hole through grout.
Arrange to drain condensation from interior of pole.
F. Luminaire Attachment with Adjustable Features or Aiming: Attach luminaires and supports
to allow aiming for indicated light distribution.
J. Cabling Conduits and Ductwork: Carry out in accordance with Division 26 Section
"Conductors and Cabling". Cable ducts are to be directly buried except at crossings with
other service work or roads.
B. Insulation resistance and continuity tests are to be carried out on each circuit and piece of
equipment before energization, with circuit breakers in the open position and lamps not
installed.
C. Operational tests are to be carried out on all circuit breakers and control gear, with lamps
installed, including recording voltage at terminals of ballasts on final columns of each
circuit and at distribution panel or the like.
D. Performance tests are to be carried out after 100 hours normal operation, and are to include
measurement of lighting and uniformity levels on required illuminated surfaces.
E. Other tests are to be carried out as required by the Engineer to verify conformity with the
Specification.
F. Earthing resistance tests are to include measurement of earth electrode resistance at final
points of circuits and continuity of protective conductors.
I. Tests and Observations: Verify normal operation of lighting units after installing luminaires
and energizing circuits with normal power source, and as follows:
J. Prepare a written report of tests, inspections, observations and verifications indicating and
interpreting results.
K. Malfunctioning Fixtures and Components: Replace or repair, then retest. Repeat procedure
until units operate properly.
3.3 CONNECTIONS
A. Ground Equipment:
A. Clean units after installation. Use methods and materials recommended by manufacturer.
B. Adjust amiable luminaires and luminaires with adjustable lamp position to provide required
light distributions and intensities.
