WORKS OVERVIEW
   1.1. This contract is for design and consultancy during construction phase of KFMMC distribution
        substations.
   1.2. The substations shall serve the specified buildings (see attached layout), and their locations are
        to be set by the contractor considering: voltage drop, short circuit level, site condition, load
        centers' location, etc.
   1.3. The design is for 13.8 kV substations.
2. DESIGN SCOPE OF WORKS
    2.1. The design scope of the works for KFMMC substations must be the design works required to
         establish KFMMC substations, including the creation of certified design drawings and the
         provision of final as built drawings.
    2.2. The Contractor must also provide supporting documentation, calculations, system studies,
         drawings, descriptions, manuals, quality control systems, progress reports and meetings with the
         KFMMC Representatives. Required supporting documentations may include but is not limited to
         the following:
        2.2.1.Earth Grid Study Report detailing Step and Touch Potentials for the site,
        2.2.2.Insulation Co-ordination Study,
        2.2.3.HV Cable Rating Study,
        2.2.4.Soil Resistivity Test Results,
        2.2.5.Soil Thermal Resistivity Test Results,
        2.2.6.Lightning Protection Study,
        2.2.7.DC Systems Requirement Study,
        2.2.8.AC Systems Requirement Study,
        2.2.9.Lighting Study Report (Indoor & Outdoor),
        2.2.10. Geotech Survey,
        2.2.11. All Site Surveying work and
        2.2.12. Council Approval for Road Access.
    2.3. The Requirements set out herein represent the minimum Requirements acceptable to the
         Representative.
    2.4. The design scope of works must include;
        2.4.1.The full detailed design of the project scope listed in the previous section, and it must
              include;
                                General arrangements (plan and elevation)
                                Single line diagrams (protection and metering, SCADA, plant and
                                 Operations)
                                Control Building Design including Building Services Design
                                Structures and footing drawings
                                Earthworks/pad design
                                Switchgear panel general arrangements and schematics
                                Cable schedules
                                AC and DC supply general arrangements and schematics
                                Engineering study reports supporting the detailed design as listed in
                                 section 2.2.
                            Provision of a full set of certified “As Built”. Attention is drawn to the
                             complete set of drawing requirements set out in Section 4.25 of this
                             Specification.
                            Submission of design drawings for review as follows:
                                 o   First Design Progress Review –
                                         a. Deliverables:
                                                  Single Line Diagram
                                                  Single Line Operating Diagram
                                                  Single Line Protection and Metering Diagram
                                                  Single Line Comms & SCADA Diagram
                                                  General Arrangement
                                          b. Acceptance Criteria – Drawings’ contents to be at least
                                             80% accurate.
                                 o   Second Design Progress Review –
                                        a. Deliverables:
                                                General Arrangement of Foundations for
                                                   Outdoor Switchyard
                                                Foundation drawings for major plant and outdoor
                                                   equipment
                                                Cable Duct and Conduit Arrangement and
                                                   Elevations
                                                Site Drainage Plan
                                                Control Building Floor Plan & Building Services
                                                Cable Tray location drawing
                                                Sample Selection of secondary systems
                                                   drawings
                                          b. Acceptance Criteria – Layout of control building and
                                             conduits taking into account future requirements,
                                             Equipment ID, and accurate dimensioning are shown in
                                             the drawings, Drawings’ contents to be at least 90%
                                             accurate.
                                 o   Third Design Progress Review –
                                         a. Deliverables:
                                                  All detailed design drawings incorporating
                                                     comments and feedback from previous reviews.
                                                  Complete spreadsheet listing all drawings used
                                                     during design.
                                         b. Acceptance Criteria – detailed design drawings to be
                                             accurate and satisfactory in terms of functional and
                                             compliance with standards. The spreadsheet to be
                                             accurately completed with relevant data. Drawings’
                                             contents to be 99% accurate.
                                 o   Design 100% complete – “For Construction” detailed design
                                     drawings with certification supplied.
2.5. The Contractor must perform a site visit prior to undertaking detailed design in order to
            determine site-specific conditions. In addition, KFMMC Representative must be informed
            two weeks prior to the visit taking place so they have the opportunity to attend the site at
            the same time.
2.6. The Contractor must provide calculations supporting the civil, structural and electrical design at
     the request of the Representative.
2.7. The Contractor must incorporate the Principal’s standard identification nomenclature and
     labeling into all design.
