The Impact of Building Failures on Building Regulations –

The Experience of Singapore

ABSTRACT: Over the years, the Singapore building regulations has been enhanced through regular
review and the lessons learnt from past failure cases. The learning points from past failures have an
important impact in shaping the Singapore building control system. In particular, this paper presents
a few failure case studies relating to building structure, foundation and deep excavation works as
well as shows how the incidents led to regulatory review and enhancement of the building
regulations to prevent recurrence of similar incidents. Such reviews enable us to strengthen the
Singapore building control system to what it is today which is more robust throughout the entire
building life cycle.

Mr. Chew Keat Chuan began his career as a resident engineer in the former
Public Works Department supervising the Keppel Viaduct project. In 1992, he was posted to the
Building Control Department where he worked his way up to be the Group Director of Building
Engineering Group of the Building and Construction Authority in 2009. As a Group Director, he is
responsible for administering the Building Control Act and its Regulations on structural safety. His
main function is to ensure that building works in Singapore are designed and constructed in
compliance with the structural safety
requirements of the building legislation.

Outside BCA, Keat Chuan is the co-chair of SPRING’s Technical Committee on Building Structure
which is tasked to prepare the necessary standards for migration of all the current structural design
standards to Eurocodes. He is also a Board member of the Preservation of Monuments Board. In
2011, he was awarded the Public Administration Medal (Silver) by the Singapore Government for his
contributions to public administration.

Ms. Grace Mui Chi Ki is a Director with the Structural Investigation and Special
Duties Department of BCA’s Building Engineering Group. She obtained her MSc
(Civil) and B. Eng (Civil) from the National University of Singapore (NUS). She is a
practicing engineer with more than 10 years of experience both in structural
design and supervision. She was also involved in national policy formulation in
relation to the building and construction industry in Singapore.

Mr Thung is a Principal Engineer with the Bridges & Structural Steel


Department of BCA’s Building Engineering Group. Mr Thung graduated from
NUS in 1983 with a degree in Civil Engineering and obtained his MSc degree in
Civil Engineering from NUS in 1987. Er Thung obtained his Professional
Engineer status in 1995 and Accredited Checker status in 2013.
