Reston Master Plan Special Study Task Force:

Herndon-Monroe Committee

Committee Members: Nick Bauer, Greg Riegle, John Bowman, John Carter, Mike Cooper,
Fred Costello, Arthur Hill, Susan Mockenhaupt, Jerry Volloy. Richard Lambert (Fairfax County
Department of Planning and Zoning).

Committee Mission Statement: The Committee will consider what if any changes should be
made to the County planning documents to reflect current conditions and desired future
development or redevelopment in the vicinity of the planned Herndon-Monroe Metrorail station,
including the following:

1. Sunrise Valley Wetlands.


a. Should the wetlands be preserved?
b. If so:
What development of surrounding parcels would be most compatible with the
wetlands?
How can access be provided to the future station without adverse impacts to the
wetlands?
c. Where could additional open space be located to both compliment the wetland area and
provide other types of public uses?

2. Town of Herndon
a. What redevelopment is planned in Herndon in the near term and the next 20 years?
b. How can planning strategies in Fairfax County and Herndon be integrated?
c. Are there opportunities or mechanisms to influence redevelopment plans in Herndon?

3. County Property
a. Understand near and long-term parking and other infrastructure commitments and plans
made by the County, and what opportunities may exist to reduce or relocate the planned
additional parking.
b. Consider goals for the possible re-development of the County parcel. Is there an
opportunity for a future public-private partnership to build a mixed-used TOD?

4. Connectivity and Access


a. Identify potential street and path plan to enhance connection to the station and to relieve
traffic pressure on Sunrise Valley Drive, including possible E-W streets from Centerville
Road and Fairfax County Parkway.
b. Review the Reston Metrorail Access Group (RMAG) recommendations for Herndon-
Monroe.
c. Possible changes to access from Rt. 267.
d. Review conclusions/recommendations generated at prior bike and pedestrian summits
and whether any additional bike and pedestrian improvements should be recommended.
e. Consider whether improved pedestrian crossings are warranted and, if so, which ones --
especially across Monroe and Rt. 267.

f. How could shuttle busses facilitate access to the station, especially from properties >1/2
mile from the entrance?

5. Consider key urban design issues.


a. This might include signage, street plans, and landscape treatments.
b. Consider incorporating a plan for public art (using IPAR as a resource).

6. Consider future residential density amounts and concentration.

Timetable for deliverables: The Committee will seek to prepare written recommendations for
presentation to the Task Force by July 15, 2010.

General Requirements

Committee members will be appointed by the Task Force Chair from among the Task Forces
members. The Committee will report to the Task Force and be accountable under the County
FOIA and regular Task Force order, assisted by County Staff. Non-voting expertise could be
sought if the Committee deems that appropriate.
