moreDiscussions questioning the general legal framework concerning the use of military force against the non-state actors (NSAs) in the Middle East and North Africa (MENA) region have been ongoing for a considerable amount of time. The main reason for such discussions has been the acute problem of the rapid proliferation of armed NSAs across the region in the last few decades. Most recently, events such as the US strikes on Hashdi Sabi and Turkey’s cross-border military campaigns against the so-called Syrian Democratic Forces (SDF) have fueled these discussions.
