Urban Planning Education

Kepes (1965), görü- ya da görüş- (vision) kavramını dış dünyaya bıraktığımız asıl yaratıcı dokunuş olarak niteler. Fiziksel ve mekânsal çevremizi şekillendirmede, çağdaş bilimler tarafından ortaya çıkarılan doğanın yeni yönlerini algılamakta ve bunun da ötesinde sanatın ve sanatçının deneyimlenmesinde görünün esas olduğunu ortaya koyar. Bu bağlamda, temel olarak mekânsal işlev ve ögeleri anlama ve belirleme, bunları üç boyutlu uzam içerisinde konumlandırma ve bu işlev ve ögelerin ilişkiselliklerini önceden belirlenmiş bir bağlam içerisinde kurgulama olarak betimleyebileceğimiz mekânsal planlama ve tasarım kavramlarının, görü kavramıyla bağdaşık bir ilişki içerisinde olduğunu söylemek mümkündür. Bu sebeple, meslek alanının en temel görüsü olan mekânı, biçimlendirme arayışında olan ve bu arayış süresince görsel ve imge ağırlıklı ürün ve ara-ürünler üreten tasarımcı ve plancıların, görsel düşünme kavramını tasarım sürecine dahil etmesi önemlidir.

Geçtiğimiz yüzyılın ikinci yarısına kadar, görme ve düşünme eylemleri bütünleşik olarak ele alınmamış ve yazında, görme eyleminin zihin tarafından gerçekleştirilecek düşünme eylemine altlık oluşturacak bir ön-eylem olduğu sıklıkla vurgulanmıştır. Arnheim’in (1965) bu mekanik modele karşısavı ve geliştirdiği görsel düşünme kuramı, iki kavramın bir arada kullanılmasının önünü açmıştır.

Görsel düşünme, düşün-yoğun bir süreç olarak nitelendirebileceğimiz kentsel tasarım ve planlama eğitimi ve pratiği için de önemli bir yer tutmaktadır. Tasarım sürecinin ara ve son ürünü olan görsel temsiller ve imgeler, tüm süreç boyunca zihin süzgecinden geçirilmiş düşüncelerin biçimlendirilmiş ve vücut bulmuş halleridirler. Dolayısıyla; görüler ve görselleştirmelerin tasarım süresince üretilen fikre çatkı yaptığını ve onu belirginleştirdiğini söylemek mümkündür. Bu yüzden çizerek temsil etme – ya da kalem ile düşünme- yöntemi sadece sanatsal bir ifade ediş biçimi değil, aynı zamanda bilgi ve düşünceyi taşıyan iletişimsel bir araçtır. Bu araç, tasarımcının başkaları ile olduğu kadar, kendisi ve tasarımı ile olan iletişiminin de onunu acar. Dolayısıyla, kalem ile düşünme olarak ifade edilen, çizerek temsil etme (ya da düşünme) yöntemi, tasarlanan ürüne katkı yapmakta ve tasarım sürecini daha yaratıcı ve üretken hale getirmektedir.

Bu kuramsal çerçevenin ve görsel düşünme biçiminin bir tasarım öğretisi olarak ele alınması ve düşünsel ve yaratıcı bir yöntem olarak sunulması, tasarım ve planlama eğitiminin de önemli bir kaygısı olmalıdır. Bu kaygı ve bağlam dahilinde yazar, görsel düşünme biçiminin önemini, araç ve yöntemlerini ve tasarım ürün ve sürecine yapacağı olumlu katkıları gözlemek ve deneyimlemek üzere, Planlamaya Giriş: Plancılar için Yaratıcı Düşünce dersi kapsamında bir dizi çalıştay düzenlemiştir. Bu çalıştaylar süresince öğrencilerden, örneklem olarak alınan tasarım projelerini görsel olarak incelemeleri ve fiziksel alt parçalarına ayırmaları, soyutlama ve anlamını değiştirme yöntemleriyle yeni bağlamlar üretmeleri, fiziksel mekânda tekrar eden örüntüleri çizerek keşfetmeleri ve yeniden üretmeleri ve kolektif doku çalışmaları ile var olan bir görsel ürüne tepkisel tutum geliştirmeleri beklenmiştir.

Büyük çoğunluğu 1. Sınıf düzeyinde olan, yaklaşık 85 Şehir ve Bölge Planlama Bölümü öğrencisi ile yürütülen çalıştaylarda, öğrencilerin verilen probleme görsel düşünme yöntemiyle yaklaşmalarının sağlanması, doğru ya da güzel çizme korkusunu aşmaları sağlanarak kalem ile düşünmenin tasarım ürün ve sürecine olan etkisini deneyimlemeleri ve çizerek düşünme yöntemini içselleştirilmiş bir alışkanlık haline getirmeleri gibi kazanımlar elde edilmiştir. Görsel düşünme biçiminin kuramsal çerçevesi ve doğrudan araç ve yöntemlerinin deneyimlenmesi yöntemiyle elde edilen bu bilgi birikimi, tasarım ve planlama eğitimi için verimli açılımlar sunmaktadır.

University–community collaborations, that is partnerships between universities and community organizations, cities, etc., have significant potential to advance both, education and urban innovation. Urban areas face a number of constraints in identifying and advancing innovations as city and community leaders may lack access to the latest scientific evidence and examples of best practice. Additionally, administrative structures can hinder interdisciplinary interactions between departments and the nature of decision-making in the urban political context overall tends to contribute to a culture of risk aversion that undermines creative problem solving. Universities can help communities address these challenges by channeling the work of faculty and students to critical problems and opportunities facing urban areas while at the same time universities and their faculty and students benefit from engagement with the realities of urban planning and decision-making. In 2009, a new, unique, large-scale, and purposeful university–community partnership program was developed at the University of Oregon to help bridge the city–university gap and in 2016 over twenty-five other universities have subsequently adopted and adapted what is now known as an “Educational Partnership for Innovation in Communities (EPIC)” framework. This chapter describes the replicable framework and highlights three university-based programs, all of which include substantial engagement of urban planning programs. Further, the chapter makes the case for campus and societal leadership by planning educators and programs across the globe.

This paper summarizes findings from a nationwide survey of degree-seeking urban planning students regarding the climate for diversity within their degree programs. This study examines interactions within the classroom, with faculty, with peers, and with professional planners. From May to October 2016, we surveyed 451 students and conducted in-depth interviews with 25 students. Our results show that while the majority of students report a positive climate for diversity within their programs, many still report occurrences of bias and discrimination, describe the shortcomings of a lack of planning faculty diversity, and perceive persistent challenges around diversity within planning practice.

In this paper, I will be providing several reflections on planning
education, with in Australia and internationally. I will be using as
a starting point the recent development of a postgraduate-only
professional education model at the University of Melbourne, known
colloquially as the 'Melbourne Model'. I will provide my own personal
views on whether spatial planning should be an undergraduate or
postgraduate course, or a mixture of the two. I will then discuss the
current international discourse on 'reinventing planning' and how this
new global discourse might affect planning education in Australia, I will
conclude by providing my opinion on how best to manage the tensions
between 'staffing the profession' and 'changing the profession' of
planning in Australia.

Öz Türkiye'nin savaş sonrası kalkınma hamleleri, yatırımların bölgeler arası farklılaşması, kırdan kente göç hareketleri, konut taleplerinin hızla artması vb. gelişmeler sonucunda kentlerin kontrolsüz büyümeye başlaması planlı bir kentleşmeyi zorunlu kılmakla birlikte ülkede şehir plancısı ihtiyacını da gündeme taşımıştır. Bu ihtiyacın karşılanabilmesi için dünyada yirminci yüzyılda başlayan planlama eğitimi ülkemizde yarım asrı aşkın bir süre sonra Orta Doğu Teknik Üniversitesi'nde (ODTÜ) Şehir ve Bölge Planlama Bölümü'nün açılmasıyla başlamıştır. Lisans düzeyinde eğitim veren bölümler İzmir ve İstanbul başta olmak üzere diğer kentlerde de yaygınlaşmış, bölüm sayısı özellikle son on yılda ivmelenerek 2018 yılı itibariyle 27'ye ulaşmıştır. Günümüzde kentsel sorunların yaygınlaşması plancıların görev kapsamını genişleterek mesleki açıdan daha donanımlı olmalarını zorunlu kılmıştır. Nitekim şehir plancıları; geleneksel planlama tekniklerinin yanı sıra teknolojik gelişmelere de ayak uydurabilen, parçacıl bakış açısı yerine ilişkisel bütünlüğü sentezleyebilen, sürdürülebilir ve yaşanabilir bir kent için karmaşık kentsel sistemlerin işleyişini yorumlayabilecek teorik, pratik ve teknik bilgi düzeyine sahip olmalıdır. Ancak şehir planlama yaklaşımlarında yaşanan bu devinim, bölüm sayısının hızla artmasıyla birlikte mezunlar arasında daha rekabetçi bir ortamı da beraberinde getirmiştir. Mesleki yeterliliğin ve rekabetin önem kazanması ise hem lisans öğrencileri hem de mezunlarda mesleki bir baskıya, kaygıya sebep olurken planlama eğitiminin çağın koşullarına adaptasyonunu bir kez daha sorgulatmaktadır. Bu bağlamda Türkiye'de Şehir ve Bölge Planlama eğitimi veren bölümlerin öğrenci ve profesyonel plancı (kamu ve özel sektörde çalışan şehir plancıları ile akademisyenler) bakış açısıyla değerlendirilmesi; plancı adaylarını bekleyen iş bulmaya ve mesleki hayata yönelik problemlerin ortaya konulması çalışmanın temel amacını oluşturmaktadır. The journal publishes research papers, review papers, discussion papers, and critique papers. These sections are peer-reviewed.

IJEAD does not require any fee from the authors.

ÖZET:
Mekan ve yapılı çevre oluşturmada farklı meslek disiplinlerinin işbirliği önemlidir. Günümüzde mimarların mekan/yapılı çevre oluşturmada tek başlarına yeterli olmadığı bilinmektedir. Dolayısıyla, plancılar, peyzaj mimarları vb. farklı disiplinler, mimarlara uzmanlık alanlarına bağlı olarak bu süreçte katkıda bulunmaktadırlar.
Mekan ve yapılı çevre oluşturmada en etkin olan meslekler arasında mimarlık ve planlama önde gelmektedir. Yukarıda sözü edilen konular da dikkate alındığında bu çalışmanın temel amacı, mimarlık ve planlama meslek pratikleri ile eğitim veren kurumlar arasındaki uyum, çelişki ve beklentileri karşılıklı olarak sorgulamaktır. Böylece pratik ve eğitim arasında özellikle çelişki ve zıtlıkların nedenleri ve bunların aşılmasına yönelik beklentiler saptanacaktır. Ayrıca eğitim sisteminden beklentilerin, farklı alanlarda/kurumlarda görev alan mimarlar ve plancılar arasında farklı olup olmadığının sorgulanması da amaçlardan biridir.
Belirtilen amaçlar doğrultusunda çalışma alanı olarak Trabzon kenti seçilmiştir. Eğitim alanında Karadeniz Teknik Üniversitesi Mimarlık ve Şehir ve Bölge Planlama Bölümü’nde ders veren öğretim üyeleri, uygulama alanında ise kentteki ilgili kurumlarda ve serbest çalışan meslek insanları seçilmiştir. Seçilen kişilerle anket çalışması yapılmıştır.
Sonuç olarak mimarlık ve planlama eğitim sisteminden kaynaklı sorunlar ve beklentilere yönelik çözümler için ders programları meslek yetkinliğini artırmaya yönelik derslerin durumu ve içeriği gözden geçirilmiş ve öneriler geliştirilmiştir. Bu bağlamda, ilgili yasal-yönetsel çerçeve de irdelenmiştir.

SONUÇLAR:
Mimarlık/planlama mesleğine yönelik pratik ile eğitim sistemi arasındaki ilişki düzeyi düşüktür. Eğitim süreci ile pratik bütünlüğünün sağlanabilmesi bakımından mesleği serbest olarak yürüten ve herhangi bir kurumda çalışan mimar/plancıların eğitim sürecine katılımı önemlidir. Bu bağlamda, meslek pratiğini sürdüren insanların eğitim sürecine daha etkin katılımının sağlanabilmesi için her dönem ve dönemde birkaç kez olmak üzere, atölye çalışmaları, konferans/seminer gerekli görülmektedir.
Mimarlık veya planlama yapma yetkinliği kazanma açısından dört yıllık temel eğitim süresi yetersizdir. Bu görüşte akademisyenler ve akademisyen olmayanlar ortak görüşü paylaşmaktadır. Lisans eğitiminden sonra 1-2 yıl mesleki yetkinlik süresi öngörülmektedir.
Anket sonuçlarında da görüldüğü üzere öğrencilerin teorik bilgileri yeterli fakat uygulamaya yönelik bilgileri beklenen düzeyde değildir. İlgili meslek grupları, mimarlık/planlama eğitim programındaki ders içeriklerinde, teorik ve uygulamanın birlikte yürütüldüğü derslerin en önemli olduğunu belirtmektedirler. Ayrıca, uygulamaya yönelik olarak staj da önemlidir. Dolayısıyla, stajların niteliğini ve süresinin artırılması gerekir.
Mimarlık ve planlama eğitiminin istenen niteliklerde olması için lisans düzeyinde bölüm öğrenci kontenjanlarına sınırlama getirilmesi gerekmektedir. Ayrıca, öğretim üyesi başına düşen öğrenci sayısı 6-10 kişi arasında olmalıdır.
Mimarlık ve planlama eğitimi için fiziki mekanların niteliği ve donanımı önemlidir. Özelikle, atölye, laboratuvar ve bilgisayar laboratuvarları fiziki mekan ve donanım açısından yetersizdir. Akademisyen ve ilgili meslek insanları, yurt içi ve yurt dışı değişim programlarını bilgi ve kültür alışverişi, vizyon ve özgüven kazanma, farklı uygulama, teknoloji ve malzemeleri tanımaya olanak sağladığı için önemsemektedirler.
Modern bilgisayar teknolojileri ve yazılımları ile eğitim süreci ve meslek pratiği için geleneksel çizim teknikleri kadar gerekli görülmektedir. Bu bağlamda, teknoloji çağına uyum sağlama sürecinde modern bilgisayar teknolojileri eğitim ve pratik alanında önemlidir.

Planning in Australia has undergone a process of professionalisation. At the same time planning has developed into a broad and multi-faceted discipline, encompassing strategic planning, environmental planning, transport planning, urban design, social planning, and heritage planning. The profession itself can thus be understood as the coalescing of an increasing number of diverse and overlapping communities that share certain generic features, beliefs, interpretations and interests. This paper explores the vexed terrain of planning education in Australian universities from the dual – and often conflicting – perspectives of the profession and the academy. Through an analysis of recent reports, inquiries and proposals into planning education in Australia that originate from within the profession and its diverse communities, the paper first unpacks the foundational assumptions, presumptions, preferences and preconceptions that frame the nature and role of planning education expected within universities. Of particular interest are the tensions that surround how university education explicates the general content of the planning profession, and thus how it provides training for the planning profession and instils professionalism into its graduates. From a potentially oppositional perspective the paper then explores the place of planning programs within the institutional context of the university, a context that is faced with ever-increasing competition from other like institutions, the constraints of government budgets and policies, and expectations about research performance that might be significantly at odds with expectations of providing ‘education for the professions’. The paper concludes by exploring the contentious issue of the relevance of planning programs to the contemporary university, and its corollary, the relevance of the university to contemporary planning education.

In spite of decades of use of agent-based modelling in social policy research and in educational contexts, very little work has been done on combining the two. This paper accounts for a proof-of-concept single case-study conducted in a college-level Social Policy course, using agent-based modelling to teach students about the social and human aspects of urban planning and regional development. The study finds that an agent-based model helped a group of students think through a social policy design decision by acting as an object-to-think-with, and helped students better connect social policy outcomes with behaviours at the level of individual citizens. The study also suggests a set of new issues facing the design of Constructionist activities or environments for the social sciences.

This article summarizes findings from a nationwide survey of degree-seeking urban planning students regarding the climate for diversity within their degree programs. This study examines urban planning student experiences in the classroom, with communities, and with professionals as they are trained to become planning practitioners. From May to October 2016, we surveyed 451 students and conducted in- depth interviews with 27 students. Our results show planning students are concerned that “the talk that we talk” does not always match “the way that we walk”—the values that we espouse in the classroom do not always translate into connecting these values to planning practice, particularly when engaging in diverse communities. These accounts reflect a pedagogical gap in planning education, which continues to be an area in need of improvement as the communities served by planners continue to become more diverse. Our findings offer implications and recommendations to reconcile these barriers for urban planning institutions, which include expanding and elevating the importance of diversity-based curriculum, integrating culturally competent pedagogy, and recruitment and retention of faculty of color.

This poster presents the design of an agent-based modeling activity for teaching regional development and social policy at the undergraduate level. Taking a Constructionist view of learning and design, it allows students to learn about the relationship between the emergence of particular socioeconomic neighborhoods and the infrastructural design of cities, by 're-growing' their own city. Mechanisms and Constructionism Despite decades of social sciences research using agent-based modeling, its use in social sciences education is understudied. This poster presents a curriculum unit using agent-agent-based modeling to support a mechanism-to-dynamic-focused, Constructionist approach to teaching social policy at the undergraduate level. In particular, this policy focuses on Regional Development, and on how social policies and infrastructural decisions can affect the socioeconomic emergence of a city's neighborhoods. Epstein (1999) famously said about agent-based modeling in social sciences that, " If you didn't grow it, you didn't explain it. " By deploying a NetLogo model, the unit allows students to change the infrastructural and zoning design of their city and to 're-grow' their own city. College students struggle with understanding how social policies and urban planning affect the racial and socioeconomic composition of a city's neighborhoods. This should be cause for alarm, because if even highly educated citizens are unable to reason cogently about the relationship between policy intervention and outcome, we run a serious risk of political inertia. Experimental research on policy learning suggests that knowledge and beliefs about policy issues are correlated, and that a mechanistic approach to explaining policy issues can strengthen both understanding of an issue, and support of policies to address it (Clark, Ranney & Felipe, 2013). This suggests that taking a mechanism-focused approach to teaching about the relationship between social policies and their outcomes may be productive in a social policy educational context. However, another line of research focusing on learners' reasoning about complex systems (e.g. Wilensky & Resnick, 1999) suggests that even if learners understand each of the individual mechanisms of a system, they may still struggle with understanding the dynamic system-level outcomes. As a remedy, agent-based modeling has been used as educational tools for at least two decades, offering learners a 'tool-to-think-with' to cognitively offload their knowledge about individual mechanisms, and let the model show how they dynamically interact. Agent-based modeling has been used for education in STEM (Wilensky & Resnick, 1995; Jacobson & Wilensky, 2006). The present unit extends design and research experience from this work to education in social sciences. Use of agent-based modeling in education has typically taken a Constructionist approach to learning and to the design of learning activities. Constructionism holds that learning happens best when learners construct external, shared, and personally meaningful artifacts (Harel & Papert, 1991; Papert, 1980). This unit implements these design principles by encouraging groups of students to redesign a city that they are already familiar with. Further, by drawing on a familiar city, students may activate educationally productive epistemological resources relating to their personal experiences there.
