Timorese History

Introdução A índia, Macau e Timor constituem colónias portuguesas muito diferentes, mas que entre si estavam unidas pelo facto de se situarem fora de África. À semelhança do que aconteceu na época, chamo-lhes as colónias do Oriente, expressão que está apenas situada na geografia e longe das conotações culturais ou civilizacionais que frequente-mente encontramos (Reis, 2018b, pp. 5-7). A análise de diferentes aspetos destas colónias tem de ser, naturalmente, integrada no contexto do mundo colonial da época, nacional ou estrangeiro. Dele ressaltam imediata-mente três elementos essenciais:-A administração portuguesa encontrava-se já numa conjuntura de mudança, tendo o pós-guerra condicionado uma evolução/adaptação às novas realidades;-A existência de um organismo internacional, com interferência nas questões colo-niais, quer mais diretamente, quer pela interferência noutros campos que interessa-vam a Portugal;-As colónias portuguesas continuavam ameaçadas por outros países, na sequência de uma situação anterior e que a guerra não esmoreceu. Novos Perigos Coloniais Com efeito, ao terminar o conflito continuaram os rumores sobre as apetências estrangeiras, embora surgissem em novos palcos. Foi justamente num destes novos cenários, a Conferência de Paz (Oliveira, 2011; Oli-veira, 2014, pp. 469 e 477-478), que, além das movimentações em redor de outras colónias, se ouviram vozes que mostravam o interesse da França em relação à índia portuguesa. As notícias corriam também sobre Timor, anunciando a possível venda à Holanda, ou ao Japão; a Austrália mostrava, por isso, igual interesse pela parte portuguesa da ilha 1 .

Pouco se fala sobre o fato de que a viagem de Magalhães, importantíssima empresa, que contribuiu para o desenvolvimento da humanidade, passou pela ilha de Timor e que nos documentos desta viagem se encontram algumas das primeiras descrições européias desta ilha.

Soil degradation as one of environmental problems that never excluded from the human activity, however soil degradation in Timor-Leste has a relationship with the history of changing the destiny of that island to become a country. through time there was occurred many adverse impact on its nature by intentionally or not, but none data showed on that ruined, it was began by extracting sandalwood and continued to extracted more and more resources, that end up with more degraded stages.

In this paper, I explore these relational dimensions focusing on three areas of discussion. First, I describe the relationship between the people (the ‘real’ world) and the world of the spirits and divine entities. Second, the relationship between people and nature and the importance of natural resources such as land, water, forests, rivers, lakes and mountains for the survival of East Timorese communities. Finally, how relations between people are organized and managed within ‘traditional’ East Timorese society. For this purpose I will specifically unravel the significance of brother-sister alliance (feton-nan), brother-brother alliance (maun-alin and alin-maun) and sister-sister alliance (bin-alin)

O artigo que se segue foi escrito no âmbito de uma comunicação apresentada na 1ª Conferência Internacional, organizada pela Universidade Nacional de Timor-Leste e subordinada ao tema “A Produção do conhecimento científico em Timor-Leste”. O artigo pretende apresentar alguns dos desenvolvimentos de uma investigação em curso, a ser realizada no âmbito do mestrado de antropologia visual pela Universidade Nova de Lisboa e cujo foco são as histórias de vida de um grupo de deportados portugueses enviados para Timor entre 1927 e 1931.

Este artigo apresenta a importância da educação ambiental em Timor-Leste contemporâneo através de uma abordagem filoso-educacional, ritualista, etnográfica e reflorestação. Com este tipo de abordagens, apresentamos as actividades necessárias que possam fazer modificação nos hábitos e atitudes de cidadãos (nomeadamente os alunos na sua escolaridade) quanto à percepção que eles têm da natureza. Pois, com a natureza que o ser humano constrói o senso de responsabilidade, de valores mais humanizados e permeia todo o processo educativo estabelecendo desde cedo relações saudáveis com o meio ambiente e entre as pessoas, formando cidadãos capazes de assumir novas atitudes na busca de soluções para os problemas sócio-ambientais.

The paper advances the argument that the failure to integrate and transform the last generation of freedom fighters engaged in the armed struggle against the Indonesian occupation has been a critical but not unforeseen oversight of over a decade of nationbuilding.

Timor: Esta ilha foi incorporada desde tempos remotos à historia mundial, devido e quase exclusivamente, a existência de um produto natural de grande valor no mundo inteiro: a madeira de sândalo. A relação foi tão intrínseca que durante os séculos XVI e XVII o sândalo e Timor foram sinônimos na cartografia e na documentação européia da época: as ilhas dos sândalos eram as ilhas do Timor  e vice-versa.  O sândalo determinou a história de Timor e fez com que o desenvolvimento deste lugar fosse diferente ao do resto das ilhas da região. Este produto, o Sândalo, salutífero e cheiroso, como foi chamado pelo grande poeta português Luis Vaz de Camões em 1572 no seu famoso poema épico Os Lusíadas, provocou a riqueza e marcou o destino de Timor.

Mathias E. Valdez-Duffau argues in “Leaving Conflict Behind?: An Analysis of the Security Sector Reform (SSR) and (in)stability in Timor-Leste” that the UN efforts had failed. The main thrust of his thesis is that the SSR attempted in Timor-Leste was a crude imposition of outside ideas, poorly planned, and most importantly done with a lack of cognisance of local needs and sensitivities.

The only indigenous armed group, the Falintil were left in the cold in the new SSR. They were alienated and by and large were not absorbed into the new security plans of the country. This left their future uncertain which led to discontent. A discontent that eventually manifested in armed violence and chaos. To make matters worse, ex members of the POLRI (Indonesian forces), were drafted into the SSR and effectively this meant that the new forces had the faces of what was deemed by the Timorese as their once oppressors.

Valdez-Duffau’s chapter emphatically asserts that what is key in the successful implementing of an SSR is the complete involvement of the indigenous society. Anything imported and unplanned would simply not be “bought” by the local populace and this could only lead to its failure.
Timor-Leste’s efforts at establishing its own security forces was important for the stability of a nation and such stability in turn is a necessity in post conflict nations searching for transitional justice. It is still early to determine if Timor-Leste’s quest for transitional justice is reaching a satisfactory end, but if the Philippines is to teach any lessons it is that the transitional justice process left unfinished could lead to the re-emergence of oppressive practices and an extended struggle for justice and human rights.

The London based whaler Vigilant sailed from England in October 1831 on a four year  voyage to the southern whale fisheries.  After rounding the Cape of Good Hope and commencing whaling, the Vigilant headed for Indonesian waters.  From here calls were made at Timor between March and June 1832 and Ternate in July and August.  She then sailed north of New Guinea, cruising around New Ireland and the Solomon Islands between September and December, before running southwards, working near New Zealand and calling at the Bay of Islands in late February 1833 for the purpose of re-provisioning.  Soon after leaving the Bay of islands for the Japan fishery, the captain realised that the ship was handling poorly due to the weight of its cargo and he decided to head for Sydney to trans-ship the cargo of oil for London.  The Vigilant arrived at Port Jackson on Monday 8th April 1833, 17 months out from London, with 1600 barrels (200 tons) of sperm oil on board.

Having trans-shipped its cargo in Sydney, the Vigilant resumed its cruise in June 1833 sailing for the Southern Pacific whale fields instead of the 'Japans'.  Calls were made at Tongatapu and Tutuila in June and July; at the Bay of Islands in late October and again over the New Year break; Norfolk Island in February 1834; the Bay of Islands for a fourth time in March and April; Eua and Vava'u, Tonga in May and June; at Manua and Savai'i in the Samoas a number of times between June and September; Sydney in October and November; and at the Bay of Islands for the last time in February and March 1835.  The Vigilant then returned home to London via Cape Horn, clearing Customs on 5 August 1835 having taken 71 whales (about 2500 barrels) in the second half of her cruise.  Customs Bills of Entry record the Vigilant's cargo on arrival in London as 600 casks of sperm oil.

Two contemporary records of the Vigilant's voyage exist, the ship's Log and the captain's Journal.  Both were kept by the captain during the voyage and their format and the information contained in them are very similar; the most obvious difference is that the daily entries in the Journal usually summarise the section of the Log's entries which record the ship's position and the weather.

This thesis presents an edition of the captain's Journal for the first stage of the voyage, from London in October 1832 to Sydney in April 1833.  The Journal is more expressive and informative than the Log because it is a personal rather than official record of the voyage.  In instances where the information in the Log adds significantly to, or is at variance with the Journal, annotations are provided to give the reader as complete a picture as is possible of the events of the voyage.

Este artigo propõe uma análise ritual dos “500 anos” de Timor-Leste a partir de imagens e de narrativas oficiais veiculadas em função da efeméride. O objetivo é lançar um olhar antropológico para essa produção, tratando-a como faces de um único evento ritual aqui tomado como posto de observação privilegiado para interrogar tanto o processo de formação do Estado-nação em Timor- Leste quanto o pós-colonialismo em português. Argumenta-se que os significados mobilizados nessas comemorações, inspiradas em modelos rituais de tradição colonial, só podem ser adequadamente compreendidos a partir da análise e da articulação de diferentes camadas de tempos históricos. Ao final, propõe-se uma leitura em contraponto das celebrações dos “500 anos” de Timor-Leste e do Brasil, de modo a localizá-las no interior do “espaço lusófono”, noção que só pode ser abordada de modo crítico.

This paper which is soon to be published in the Proceedings of the 2019 Hobart Whaling Conference presents the findings of a now 30 year study of log books, journals and other sources documenting British and American sperm whaling to the north of Australia. It charts over 800 historical and 34 modern (2001) sightings drawn from across the area encompassing the ocean to the NW of Australia (north of 20 degrees south), Indonesian waters as far as 5 degrees north and waters across the north and to the east of New Guinea as far as the Northern Solomon Islands (155 east).

The data comprises 458 British sightings extracted from eight British whaling logs covering the period 1820 to 1850 which were gathered by the author; 337 American sightings drawn from 50 logs drawn from the American Offshore Whaling Logbook database hosted on www.whalinghistory.org/av/logs/aowl/ and 34 sightings recorded in 2000 by the Research Vessel RV Odyssey (see https://www.pbs.org/odyssey/index.html) when it spent the southern hemisphere winter to the northeast of New Guinea.

The study finds that from 1804, British whaleships utilised the Dutch port of Kupang as a major servicing port to support whaling activities in Indonesian waters and over the next 50 years at least one-fifth of British whaling voyages (around 300) operated in the defined area. The study also finds that vessels from the American Whaling Fleet were present but do not appear to have followed the same deployment patterns as the British.

By documenting ‘where the whalers went’ and plotting where whales were sighted or captured three new whaling grounds have been identified and two already identified whaling grounds better described according to the criteria of ‘location, exploitation period and seasonality’ identified by John Bannister in his 2004 study of Pre-20th Century Whaling Grounds.

During almost five centuries and while development and modern civilization were spreading around the globe the Timorese had no choice but to fight for their survival and self-determination. Resistance to different outside powers’ interventions and occupations took place during three periods: Portuguese colonial rule (during four centuries), Japanese occupation (during WWII) and the later Indonesian annexation (1975-1999). In 1999 and after a popular consultation put an end to the Indonesian rule, a humanitarian intervention was launched by the United Nations Security Council mandating a Transitional Administration (UNTAET) to govern the territory for almost three years. Following that, in 2002 Timor-Leste became an independent nation. United Nation’s role in the case of Timor-Leste appears to the world as a successful endeavor of peace-operation and nation-building.

However, Timor-Leste’s past shows that a certain number of donor countries also provided political support, economic aid and military cooperation to Indonesia’s Suharto regime even before the annexation of Timor-Leste and until the 1999 massacres. Moreover, history also reveals that the external powers that occupied or helped foreign interventions were simultaneously engaged in the UN interregnum interested in developing this incipient country. From this perspective, this paper examines the path by which a humanitarian intervention was launched as a peacekeeping operation. Furthermore, it questions how a UN transitional administration ruled the country while being a militarized operation when it was mandated with state-building. Finally, it intends to estimate to what extent the Timorese might have perceived this process as another chapter in their history of foreign interventions promising development and security.

Os artigos que constituem esta edição da revista Veritas correspondem a cinco comunicações apresentadas no painel Futuros da memória, disputas do património: inteligibilidades e construção de identidades no Sudeste Asiático , que integrou o VI Congresso da Associação Portuguesa de Antropologia (APA), subordinado ao tema “Futuros Disputados”, e que teve lugar na Universidade de Coimbra entre os dias 1 a 4 de junho de 2016 . O objetivo deste painel foi o de contribuir para o debate e compreensão do uso da memória e património no contexto do Sudeste Asiático, analisando a sua interação e a forma como estes conceitos têm adquirido relevância para os atores sociais que os reclamam na (re)construção sociocultural das comunidades, regiões e nações da região.

Introdução A relação entre duas disciplinas como história e antropologia têm sido demonstrada, pelo menos para os antropólogos, como uma que nos permite reconstruir uma imagem do passado para estabelecer continuidades e mudanças no estudo de processos socioculturais de forma comparativa. A necessidade de abordar esses fenômenos diacronicamente nos faz Olhar, em outras disciplinas, elementos que podem servir para dar sentido ao enigma do presente. Para o caso de Timor-Leste, as literaturas coloniais portuguesa e holandesa são as fontes mais importantes para o estudo. Muito ricas em conteúdo, as aproximações aos dados apresentados devem ser feitas com o devido cuidado interpretativo, estar ciente dos lugares de fala heterogêneos que os informam. Os estudos de Ricardo Roque sobre o conhecimento produzido durante a colonização portuguesa de Timor são um bom exemplo de como abordar estas questões (ROQUE, 2011, ROQUE, WAGNER, 2012). É mais complicado voltar a momentos anteriores aos da colonização. Contudo, disciplinas como arqueologia, linguística e estudos sobre as navegações de outros povos oferecem-nos uma janela para o Timor pré-colonial que nos permite reconstruir parcialmente o que Timor pode ter sido antes da chegada dos portugueses e dos holandeses. Abordagens Arqueológicas ao Timor pré-colonial Existem algumas investigações arqueológicas realizadas em Timor-Leste que revelam aspectos, principalmente materiais, sobre como a vida na ilha deveria ter sido no passado. Uma das fontes que temos para tentar esboçar o Timor pré-colonial são os trabalhos arqueológicos que foram realizados desde os anos cinquenta até ao presente, deixando de lado os vinte e quatro anos de ocupação indonésia.

Resumo: A cooperação técnica entre o Brasil e países em desenvolvimento ampliou-se consideravelmente nos últimos anos, sobretudo com a América Latina, a África e o Timor-Leste. Em dissertação de mestrado recentemente defendida sobre as relações de poder em torno das políticas linguísticas da Comunidade dos Países de Língua Portuguesa (CPLP) para a expansão do português, identificamos a produção de um efeito de homogeneidade que visa silenciar a heterogeneidade no discurso da organização. O objetivo deste trabalho é analisar os projetos de cooperação técnica oferecida pelo Brasil aos países da CPLP nas áreas de educação para verificar se esse efeito de homogeneidade também se apresenta nessas políticas, favorecendo, assim, o português brasileiro, e uma visão brasileira de educação e, consequentemente, de cultura. Após a análise de diversas fontes, podemos concluir que, apesar do discurso da solidariedade, a cooperação brasileira ainda está longe de ser uma construção entre as duas ou mais partes envolvidas, privilegiando, por fim, um sentido de “transferência” de expertise.

Abstract: The technical cooperation between Brazil and other developing countries has grown considerably in recent years, particularly with Latin America, Africa, and East Timor. In a recent dissertation on relations of power concerning language policies in the Community of Portuguese Language Countries (CPLP) aiming at empowering Portuguese, homogeneity was identified as an effort to downplay the speech of heterogeneity in the organization. The objective of this paper is to analyze technical cooperation projects offered by Brazil to CPLP countries in Education to observe whether this effect of homogeneity is also present in those policies, thus favoring, the Brazilian Portuguese language and a Brazilian stance on Education, and consequently of culture. After analyzing various sources, it could be concluded that despite reliance on a discourse of solidarity, the Brazilian cooperation is still far from being between two or more parties, focusing essentially on “transferring” expertise.

Introdução: começos de navegações e a expansão portuguesa As razões que levaram portugueses e espanhóis a iniciar uma corrida frenética de navegações pelo mundo entre o final do século XV e o início do século XVI são certamente complexas e nelas convergem fatores religiosos, econômicos, estratégicos e políticos. (BOXER, 1960, p. 40).

Na segunda metade do século XIX, em resposta a um crescente interesse académico pelos povos e línguas do mundo mas também a um projecto de dominar as línguas das colónias europeias para fins de administração e missionação, começam a surgir as primeiras descrições de línguas de Timor-Leste, à data colónia portuguesa. Este estudo reconstitui a sequência de gramáticas, dicionários e obras didácticas produzidos em língua portuguesa, entre essa altura e a ocupação japonesa no contexto da Segunda Guerra Mundial, apresentando os seus autores (principalmente missionários mas também outros agentes coloniais) e analisando o contexto, motivação e metodologia da sua produção. Aborda ainda as dinâmicas de colaboração ou competição que é possível entrever nestas obras de natureza linguística e noutros documentos complementares, nos quais se percebem a dimensão e constrangimentos da polinização entre as diversas fontes, e ainda o impacto da sua publicação no processo de (re)conhecimento da diversidade linguística do território timorense.

This paper aims to contribute to current knowledge of Timor-Leste’s national building, specifically on the effects of cultural policies related to the “uma-lulik” (sacred houses). I argue that the aestheticization process of Timorese culture, specially prompted by heritage-oriented interventions, results in the lost of the meaning of culture as a living social practice. This reductionist approach, which links culture to its most visible elements, responds to a cosmetic usage. Throughout this re-semanticization process, culture loses its raison d'être and is turned into a source of tensions and potential conflicts.

I wrote my chapter for this volume in Macau, a territory which shares with Timor-Leste a long history of Portuguese rule, but at first sight possesses only limited resources for research and scholarship in this field. Even ten years ago, producing this chapter while ensconced in Macau might well have proved very difficult. One of the most fruitful aspects of the rise of digital technology, however, is the increasing accessibility online of major caches of archival materials and other data, often freely available to anyone willing to explore what exists. Five or ten years from now, these riches will undoubtedly be far greater, and this short introduction to these sources will then require updating. Already, what can be found online through the internet is impressive.
