Roman taxation

« Rendez à César ce qui est à César et à Dieu ce qui est à Dieu » : cette phrase bien connue des Évangiles s’éclaire d’un jour nouveau à mesure que se poursuivent les enquêtes historiques portant sur la fiscalité en Judée du tournant de notre ère.
Cette première synthèse complète sur la fiscalité de Judée invite à se demander si cette matière froide et technique ne serait pas, au contraire, une matière brûlante, « éveilleur de révoltes », à la fois un reflet et un condensé des complexités économiques, politiques, sociales voire théologiques ?
Quels sont les impôts prélevés ? Quels sont les moyens de paiement ? Est-il vrai que le temple de Jérusalem n’acceptait que les shekels de Tyr ? Pourquoi l’impôt romain dérangeait-il les contemporains de Jésus ? Quelle est la place des relations financières dans l’histoire politique de la Judée ? Ces questions, parmi tant d’autres, reçoivent ici une réponse à la fois à jour des découvertes les plus récentes et accessible au public spécialiste autant que curieux.

Comparison of the Galilean fishing industry with that of the Graeco-Egyptian industry as it is reflected in numerous documentary papyri offers several important conclusions about the organization and profitability of fishing and the degree to which fishermen were embedded in other economic networks First, the requirements of fishing meant that fishermen were necessarily connected with multiple “upstream” suppliers of materials essential to fishing and also to intensive supervision and surveillance of landlords and tax officials. Second, some data suggests that fishermen likely enjoyed a level of income well above subsistence. Third, the fishing industry had multiplex connections with other social and economic sectors. It is perhaps because of the instrumental role that fishermen, tax supervisors, and their network connectivity played in the dissemination of the early Christ cult that of the early named members of Jesus’ entourage, it is only fishermen and tax collectors who are identified specifically in relation to their trade.

Il sistema tributario siciliano, più volte oggetto di attenzione da parte degli studiosi moderni, era, com’è noto, incentrato in epoca repubblicana essenzialmente sulla riscossione della decima e di altre imposte in natura. La sua importanza per l’approvvigionamento della Roma repubblicana è indiscussa, come dimostro nel cap. I.
Tra gli aspetti meno conosciuti concernenti la produzione cerealicola siciliana vi era il problema del trasporto del grano dai centri di produzione fino a Roma; ho cercato di ovviare a questa lacuna nel cap. II, basandomi soprattutto sulle informazioni dedotte dalle Verrine di Cicerone.
All’indomani della conquista dell’Egitto la Sicilia perse il ruolo di principale fornitrice di grano della città di Roma, quello stesso ruolo che aveva rivestito per secoli, che l’aveva resa famosa nel mondo allora conosciuto e che le aveva meritato l’onore di essere descritta e raffigurata come una terra fertile e generosa; nondimeno, l’interesse nei confronti della sua produzione frumentaria non venne mai meno, neppure quando si ebbe la certezza (sempre relativa, in ogni caso) di poter contare su altre fonti di approvvigionamento.
Sebbene la tematica sia molto complessa e abbia attirato l’attenzione di parecchi studiosi, i quali hanno offerto interpretazioni spesso tra loro contrastanti (cap. III), ho ritenuto di dover sottoporre fonti e bibliografia ad una rinnovata e attenta analisi, che mi ha permesso di giungere ad alcune conclusioni (cap. IV).
Innanzi tutto, adesso che la pressione fiscale gravante sulla produzione cerealicola era diminuita, buona parte del grano siciliano poteva essere immessa sul mercato e per questa via pervenire a Roma; in secondo luogo, l’isola fu certamente un granaio di riserva e continuò a rifornire Roma in casi di emergenza. Ma dalla Sicilia proveniva anche regolarmente una certa quantità di cereali a titolo d’imposta. Da una parte, infatti, giungeva a Roma il grano proveniente dall’ager publicus e dalle proprietà imperiali siciliane; dall’altra, quantitativi di frumento prestabiliti, non più variabili in base al raccolto, erano verosimilmente forniti dalle città stipendiarie. Nel tardo impero, invece, in assenza di qualsiasi testimonianza esplicita, risulta problematico precisare da quali terre venisse prelevato il grano destinato all’annona, ma è molto verosimile che tra queste vi fossero almeno i possedimenti imperiali, come ho cercato di dimostrare dall’analisi di una costituzione del 380 d.C.

Did Jesus object to Roman taxes? Many scholars think that he did, like Sicarii, because of its socioeconomic consequences on the peasantry. However, Roman taxes were not excessive in regard of the economic capabilities of the region. Moreover, Sicarii were leaded by some wealthy people that did not care about peasant misery, and perceived themselves, in oppressive ways, some taxes in order to sustain their cause. If Sicarii did not contest the taxes but only the Roman domination that they materialized, and if they did not engage in a social fight, then the image of Jesus’ commitment has to be reevaluated.

This paper reconstructs the state finances of the Roman Republic from the years 200-157 B.C.E., reevaluating a similar project undertaken by Tenney Frank in the 1930s.  It confirms that basic order of magnitude of Frank’s estimates, although it makes some modifications to the reconstruction of both expenditures and revenues, suggesting that Frank significantly understated the importance of tributum, the war-tax collected from Roman citizens, and underestimated expenditures on public works, which represented the largest non-military expense undertaken by the Middle Republican state. I conclude with a discussion of finance and state power in the Republic, noting in particular that during the second century B.C.E. warfare was overall a money-losing proposition for the Roman state, and that the Roman fiscal apparatus still lagged behind other Hellenistic powers, even as Roman arms achieved hegemony over the entirety of the Mediterranean.

This chapter is a contribution to LIBERA CURIOSITAS MÉLANGES D'HISTOIRE ROMAINE ET D'ANTIQUITÉ TARDIVE OFFERTS À JEAN-MICHEL CARRIÉ.  It addresses the topic of the decline and fall of the western half of the Empire through close examination and attempt at quantifying the progressive dislocation of its fiscal structure. Its situation is assessed through a comparative analysis of the relative efficiency of the the eastern Roman Empire tax mechanisms.

Il est souvent admis que l’impôt séleucide et romain en Judée était prélevé en monnaie et que l’impôt du temple de Jérusalem n’était payé qu’en statères tyriens. Pourtant, un réexamen de ces assertions à l’aide en particulier des manuscrits fiscaux retrouvés dans le désert de Judée, parvient à prouver que ces idées reçues ne sont guère fondées. Partant de l’expression « monnaie du tribut » par laquelle Jésus de Nazareth désigne le denier, on verra que, si le lien entre la monnaie et l’impôt est très étroit, l’impôt n’est pas non plus totalement monétarisé et qu’il n’existe pas plus de « monnaie du temple » que de « monnaie du tribut ». Le denier semble accepté dans le temple de Jérusalem, au moins selon certaines modalités.

Alors qu’il narre la prise de la Judée par Rome en l’an 6, Flavius Josèphe mentionne la révolte de Judas le Galiléen. L’enseignant aurait considéré le recensement comme une offense à la loi divine. Ce recensement étant le prélude à l’établissement de l’impôt romain, il est donc opposé à l’impôt du temple. En contestant l’un sans refuser l’autre, Judas est à l’origine d’une dialectique entre le tribut et l’offrande, c’est-à-dire entre l’impôt qui exprime le pouvoir de Dieu sur Israël et celui qui s’oppose à lui.
