Komisja prowadziła wówczas kilka tysięcy śledztw oraz stanowiła czołową instytucję dostarczającą dokumenty i materiały dowodowe dla Centrali w Ludwigsburgu, a także prokuratur i sądów w RFN. Nie bez znaczenia dla funkcjonowania Komisji w latach siedemdziesią-tych pozostawała sytuacja wewnętrzna i międzynarodowa Polski. Koniec lat sześćdziesiątych oznaczał zmierzch rządów Władysława Gomułki, presję młodego pokolenia działaczy partyjnych na zmiany i rosnące kłopoty gospo-darcze 1. À la fin de la Deuxième Guerre mondiale, environ onze millions de civils déplacés à travers l’Europe du fait de la guerre sont libérés par les Alliés. Huit millions d’entre eux se trouvent en Allemagne et un peu plus d’un million en Autriche. L’administration de ces personnes déplacées (DPs, Displaced Persons) s’inscrit dans le cadre des politiques d’occupation des trois alliés occidentaux, et leur rapatriement et émigration soulèvent des débats et des tensions entre les différents acteurs institutionnels et étatiques concernés. Cette thèse étudie les politiques adoptées par l’un de ces acteurs vis-à-vis de la présence des personnes déplacées dans ces deux pays : la France.
De 500 000 à la libération, les DPs, parmi lesquelles sont représentées plus d’une vingtaine de nationalités, ne sont plus que 65 000 fin septembre 1945 dans la zone d’occupation française en Allemagne (ZFO), puis environ 20 000 en juillet 1950. En septembre 1950, il reste encore 12 000 personnes en zone française d’Autriche (ZOF), contre  environ 25 000 à l’automne 1945. Du printemps 1945 à la fermeture des services français en charge des personnes déplacées et réfugiées (PDR) en 1951, l’administration française des DPs a connu trois grandes phases : au regroupement des DPs, alors que les militaires français doivent improviser pour mettre de l’ordre dans le chaos de la sortie de guerre, succède le rapatriement comme réponse à la question DP tandis que les premiers pas des administrations PDR s’accompagnent du difficile partage de leurs responsabilités avec l’organisme onusien, l’UNRRA. Dans un troisième temps, le recrutement des déplacés ou leur installation sur place apparaissent comme des voies à suivre tandis que les autorités françaises tentent d’être autonomes vis-à-vis des autres occupants et de l’organisme qui prend la succession de l’UNRRA à la mi-1947, l’IRO.
D’abord désintéressées de la question DP, les autorités françaises s’en emparent finalement pour limiter l’influence de l’UNRRA, organe principalement financé par les Américains et les Britanniques, et qui risquerait de fragiliser la légitimité de la France comme puissance occupante. Par ailleurs, pour la France, les DPs représentent une potentielle main-d’œuvre utile au pays. Aussi, suite à la signature le 29 juin 1945 d’un accord franco-soviétique de réciprocité dans les rapatriements, le retour des ressortissants français en France est conditionné par le rapatriement de tous les DPs revendiqués comme soviétiques par Moscou, ce qui inclut les Ukrainiens occidentaux et les Baltes. Cette situation oblige la France à choisir entre cet accord diplomatique et les engagements qu’elle a pris auprès des Nations unies en février 1946 protégeant les réfugiés réfractaires au rapatriement. Elle implique également la détermination de la nationalité des DPs et donc à définir sa position vis-à-vis de l’expansion soviétique à l’Ouest. De fait, la question des nationalités se retrouve au cœur du sort des DPs et des politiques nationales et diplomatiques de la France. L’assignation d’une nationalité à chaque DP oblige les Français à composer avec les pratiques bureaucratiques et le vocabulaire des divers acteurs impliqués dans l’administration de cette population : les DPs eux-mêmes, les officiers de rapatriement ou de liaison, les agents de l’UNRRA puis de l’IRO, et les divers services français qu’ils fonctionnent en France, à Berlin et à Vienne, dans les quartiers généraux des zones ou directement auprès des DPs.
L’analyse de l’administration des DPs permet d’apprécier la place des zones d’occupation dans la diplomatie française en cette période de début de Guerre froide. Alors que les relations entre Paris et Moscou ou Varsovie sont paralysées, notamment après l’éviction des communistes du gouvernement et l’affaire Beauregard, les zones d’occupation françaises servent de zones de détente. Des contacts fréquents et des négociations en faveur des Malgré-nous y sont encore possible. En outre, entre 1949 à 1952, étant les seules zones d’Allemagne et d’Autriche à accueillir sans interruption les missions soviétiques, elles font office de pont entre l’Est et l’Ouest. La question DP permet donc de décentrer le regard traditionnel sur la place de la France dans la Guerre froide : jusqu’en 1952, dans ce régime de blocs, les Français ont cherché à construire une politique autonome et à rester à la marge.

After World War II, the Communist regime took over power directly after the liberation of Poland in 1945. Jewish survivors, having stayed in the country for a certain period of time, tried to revive their multilingual cultural life. Literary works of writers in that community are a fascinating testimony of their struggles: how to be loyal to the Socialist state (condition sine qua non to take part in the official cultural life) on the one hand, and on the other how to express their feelings, thoughts and convictions which they could not and did not want to ignore. Their struggles can be observed on the sample of the three most important motifs of postwar Polish-Yiddish literature: the Holocaust, Communism itself, and Polish-Jewish relations. The article discusses selected literary works of the most prominent Polish-Yiddish writers, whose main character or lyric subject is the ‘new Jewish man’ shaped according to the Communist principles. The author attempts to answer the question of what the most important features of a personality formed by Communist doctrine are, and also to learn about the circumstances of the communist world in which that literary hero lives. Close reading of the programmatic literary pieces of some Communist writers also enables observing whether and how Polish Jewish Communists managed to find a compromise between the mutually exclusive Communist internationalism and their attachment to Yiddish-language culture, and how they reacted when information of Stalinist crimes came to light and their party comrades turned the blade of antisemitism against them. The ambitious project to build a new model of secular progressive Yiddish culture (the so-called ‘nusekh Poyln’), failed to bring the expected results. In spite of concerted attempts to meet the unrealistic demands of Socialist Realism, it soon transpired that Polish-Yiddish literature under Communism was unable to deal with the lack of space afforded by Communist ideology for mourning its murdered nation or with the spasms of unease that were the reaction to the periodic antisemitism in the non-Jewish environment.

Wychodzący od 1945 roku katowicki tygodnik "Odra" chciał przynajmniej zachowywać pozory neutralności i obiektywności. W kwestii postrzegania Niemców dalece mu się to jednak nie udało. Pierwsze lata po II wojnie światowej były okresem przemian. Przyniosły ze sobą wielkie migracje ludzi i zmiany ustrojowe. Poparcie dla komunistów było równie niewielkie jak gotowość osiedlania się na dawnych niemieckich terenach. Władze oczekiwały od mediów pomocy. I "Odra" konformistycznie się temu podporządkowała, tworząc atmosferę strachu i nienawiści wobec zachodnich sąsiadów. Jednocześnie udowadniano konieczność sojuszu ze Związkiem Radzieckim, który miał być jedynym gwarantem polskiej obecności na Ziemiach Zachodnich. W obrażaniu Niemców publicyści "Odry" niczym hitlerowskim gazetom nie ustępowali.

The Katowice-based weekly magazine "Odra" published since 1945 wanted at least to maintain the apperance of neutrality and objectivity. However, it did no succeed in the evaluation of Germans. First years after the World War II were a period of changes. They brought huge migrations of people and systemic changes. Support for communists was as low as the readiness to settle the former german territories. The new government expected help from the media. And "Odra" humbly conformed to it, creating an atmosphere of fear and hate towards the western neighbours. At the same time, there was proved the necessity of an alliance with the Soviet Union, which was to be the only guarantor of the polish presence in the western territories. So the "Odra" publicists were quite the same in insulting as the nazi newspapers once did it.

The purpose of this article is to present and analyse relations between the French authorities and representatives of the domestic authorities of the Republic of Poland in the years immediately after the end of the Second World War. The sources are predominantly archival material at the Diplomatic Archive Center of the Ministry of Foreign and European Affairs in La Courneuve and the Polish Library in Paris. Initially, the French authorities maintained a distance vis–à–vis the Polish Committee for National Liberation (PKWN). Ultimately, the question of dispatching to Poland a French envoy to gather information about the situation of French citizens intending to repatriate, created conducive conditions for the efforts made by the authorities of People’s Poland connected with the reception of a PKWN delegate in France. At the end of December 1944, the PKWN appointed its official delegate to the French Government. At the end of June 1945, France recognised the Provisional Government of National Unity, established in Warsaw, thus withdrawing its acknowledgment of the émigré government of the Republic of Poland in London. A mass–scale repatriation of Poles living in France to the country of their origin was the most significant organisational task of the diplomatic and consular outposts of the Warsaw government. At the same time, the government in Warsaw and its outposts in France ceased supporting Polish refugees, who did not wish to return home and who refused to recognise the Warsaw authorities. Another key issue facing the outposts of People’s Poland was the Polish school system in France. In 1944–1948 France was perceived by People’s Poland as the “best friend” in West Europe. The first symptoms of a crisis became noticeable in the last quarter of 1947, when Polish–French relations entered a new phase of open hostility, coinciding with the years 1948–1949. The change in French policy towards Poland, initiated in the autumn of 1947, stemmed from reflections claiming that Poland’s efforts towards maintaining good relations with France in order to reduce the risk of rebuilding German might, led basically to supporting Soviet policy in Europe and a conflict between France and the Anglo–Saxon powers.

Because of the specific political and economic situation, in the period immediately after World War II Poland was characterized by a low standard of living, difficulties in obtaining supplies of basic products, limited opportunities to go abroad and the arrival of foreign aid packages which fuelled consumer desires. This paper explores how clothes were used and valued at a time of shortage, and particularly the way that the bazaar was seen as “a seedbed of fashion and elegance”. This research explores the Polish bazaars as a manifestation of Elaine Freedgood’s concept of  ‘thing culture’, contrasted with ‘commodity culture’ in her The Ideas in Things (2006). Using three different examples from diverse parts of post-war Poland, the paper explores how people experienced the ‘thingness’ of clothes in a period of extreme hardship. Even in times of austerity, clothes were much more than simple commodities.

Artykuł analizuje obrazy nowych terenów przyłączonych do Polski po drugiej wojnie światowej. Tak zwane Ziemie Odzyskane przedstawiane były powszechnie jako terra nullius – ziemia opuszczona przez Niemców i otwarta na nowych osadników. Obraz pustki w społecznej wyobraźni zastępowały stopniowo kolejne obrazy. Kategoria „gościnnych przedmiotów” – otwartych, czekających, potrzebujących opieki – była kluczowa w tym procesie / The article analyses images of new territories annexed by Poland after the World War II. So called Recovered Territories were frequently represented as terra nullius – a land abandoned by Germans and open to new settlers. The image of emptiness in social imaginary was gradually supplied by other images. The category of “hospitable things” – that were open, and waiting to be taking care of – play the key role in this process.

Focussing on the development of organizational infrastructures, financial constitutions as well as staffing policies of the research program on the beginnings of the Polish state and discussing them in relation to the political framework of postwar Poland, this paper aims to contribute to the understanding of the general preconditions and requirements. Presenting information from archival documents and a close reading of the steps and forms archaeological contributions to the millennial theme have taken, it tries to retrace the development of its thematic and conceptual orientation. This development is presented here as reorientation from a starting point within the realm of the Poznań intellectual centre and thus the Polish Western Thought towards a Warsovian centralization and the implementation of Marxist methodology and, officially at least, Stalinist ideology.

The paper examines the post-war period of reconstruction of the Polish academic system from the perspective of young academicians and students of that time. The generation born in the 1920s and early 1930s witnessed a profound change in Polish society, when its intelligentsia and universities had to face the dramatic events of post-WWII. The forthcoming reform of science and the higher education system was an attempt to build a socialist university and an egalitarian society. Those processes are often viewed as the political domination of academia, the captivity of professors, and seduction of students. It is a part of the story. On the contrary, it is argued herein that the academic field and its associated processes shaped the biographical paths of erstwhile scientists/academics as strongly, if not stronger, than the political factors which usually are brought to the forefront by researchers. Three chosen academic biographies present the complexity of those processes, and at the same time they reveal different patterns of the interplay between political changes, the university, the academic habitus and higher education reform.

Polish science quite rarely identifies the postwar period as well as the time of the Polish People’s Republic with modernity or modernization. More often the questions on succumbing and enslavement appear, in particular in recent years we can notice the discourses which compare the period of the Polish People’s Republic to the times of the German occupation, thus the state socialism to the Nazism. Although it may seem that currently it is even more difficult to perceive the times of the Polish People’s Republic as the time of modernization, this is the approach I would like to propose.

Warszawa drugiej połowy XX wieku była miastem, którego historia była całkowicie odmienna niż dzieje Szwajcarii w  tym okresie. Podczas drugiej woj ny światowej stolica Polski została w  znacznym stopniu zniszczona, a  tysiące ludzi zginęły, podczas gdy Szwajcaria skorzystała z ciągłości politycznej i  względnego dobrobytu. Jak szwajcarscy dziennikarze i  fotoreporterzy przedstawili tę inność – Warszawę i  jej mieszkańców w  latach 1945–1960?  Celem tekstu jest podkreślenie, że zagraniczne obrazy Warszawy w  rzeczywistości powstawały we współpracy szwajcarskich dziennikarzy oraz dyplomacji kulturalnej zapoczątkowanej w Polsce po 1945 roku.

[see English abstract below] Patrząc na współczesny sposób pisania o PRL, dominującym ujęciem polskiego socjalizmu po II wojnie światowej pozostaje zimnowojenny dyskurs dwóch tota-litaryzmów, częsty zresztą w większości państw Europy Środkowej. Są to narracje o drugiej okupacji, wyzwoleniu pisanym zawsze w cudzysłowie, obezwładniającej dominacji ZSRR, mrocznym stalinizmie i generalnym upadku Polski. Nie odma-wiając miejsca i zasadności narracjom tego typu, chciałabym podążać odmienną ścieżką inspiracji, skupiających się na socjalizmie i jego potencjale modernizacyj-nym, nie tyle na poziomie filozoficznym – co wydaje się jasne i niejednokrotnie opisane, ale na poziomie praktyki i realizowanych polityk. Takie spojrzenie wy-daje się przede wszystkim bardziej inspirujące poznawczo, umykając ograniczają-cemu dalsze rozważania obezwładnieniu terrorem, czystkami czy politycznymi uwikłaniami, a pozwalając spojrzeć na powojenną historię Polski z odmiennej perspektywy. Jednocześnie, nie pomijając wpływu Związku Radzieckiego, chcia-łabym spojrzeć na sytuację Polski w kontekście tak pozostałych państw-satelitów, jak i samego ZSRR. Argument o modernizacyjnym potencjale powojennego porząd-ku politycznego (i społecznego) zdaje się być najbardziej klarowny w przypadku reform edukacji oraz szkolnictwa wyższego, które posłuży za przykład obszaru realizacji projektu modernizacyjnego PRL. Wśród zagranicznych badaczy powojenna narracja o terrorze i mroku zdomi-nowała na kilka dekad literaturę na temat Związku Radzieckiego i jego satelitów. Stało się tak przede wszystkim ze względu na dynamiczny rozwój i szeroki wpływ tzw. soviet studies, należących do dyskursów zimnowojennych i samych będących elementem walki o hegemonię przedstawiania militarnego i gospodarczego konku-renta 2. W tym nurcie spojrzenie na socjalizm jako modernizacje nie pojawiał się niemal wcale 3. Tak jak sowietolodzy zdominowali literaturę o krajach bloku do lat 70. XX wieku, tak po 1989 co raz popularniejsze stawały się narracje o dwóch totalitaryzmach, zrównujące niemiecki faszyzm z rosyjskim komunizmem.

Abstract: The tradition of Jewish studies in Poland has been drastically interrupted by the Second World War and the Holocaust. In the immediate postwar period the process of re-establishing research on Jewish history and heritage was undertaken by the Jewish Historical Commissions and later Jewish Historical Institute in Warsaw. More examples of the individual and group initiatives can be traced only in the 1970s and 1980s. The real happened in the late 1980s with Kraków as one of the first and main centers of revitalized Jewish studies in Poland. The first postwar academic institution in Krakow specializing in Jewish studies – Research Center for Jewish History and Culture in Poland – was established already in 1986 in the Jagiellonian University in Kraków.
More than a decade later, in 2000, it was transformed into the first Poland’s Department of Jewish Studies (Katedra Judaistyki) – now the Institute of Jewish Studies. Nowadays there are more similar programs and institutions – at the universities in Warsaw, Wrocław and Lublin (UMCS). Also other academic centers tend to have at least individual scholars, programs, classes or projects focusing on widely understood “Jewish topics.” Jewish studies in Poland, along with the revival of Jewish culture, reflect the contemporary Polish attitude to the Jewish heritage, and their scale and intensity remains unique in the European context. The growing interest in Jewish studies in Poland can be seen as a sign of respect for the role of Jewish Poles in the country’s history, and
as an attempt to recreate the missing Jewish part of Poland through research, education and commemoration, accompanied by slow but promising revival of Jewish life in Poland.
