Peace and Conflict Studies Terrorism and Media

Based on field research in Lebanon and Sri Lanka, this article discusses the ways in which Hizballah and the LTTE use nonprofit service provision as a tool for increasing community support. The article compares the organizations’ goals for service provision and specific structures of service provision. The difference in resources and capacity between the two organizations has shaped the structure of service provision used by each organization. Whereas Hizballah autonomously operates a sophisticated group of nongovernmental organization (NGO) service providers, the LTTE has developed an elaborate system for controlling and channeling the resources of existing local and international NGO service providers.

In this modern era, the representation of Islam and terrorism in Western media has been a contentious topic of multiple implications. This project entails a comprehensive analysis of the impact that the news media has had on the portrayal of Muslims and Islam. The goal is to offer a more-inclusive insight into the media coverage of jihad which led to the hijacking of the notion of jihad by Western mainstream media as well as a seemingly unfair representation of an entire nation. I will attempt to offer a rather detailed account on the terms “Islamist” and “jihad” as per their usage by the mainstream media. Furthermore, it will scrutinise the role of the media as a platform for neo-jihadis. This paper will endeavour to answer the following question: Firstly, has the concept of Jihad and the religion of Islam been overtaken by the Western media? Secondly, is the representation of Muslims in the mainstream Western media within an Islamophobic context? And finally, to what extent have the media policies and issues of censorship impacted the portrayal of Muslims and Islam in the media? Along with attempting to present a contextually informed answer to this question, this research will further touch upon the Impact of Orientalism on Islam and shed light on the guidelines and policies followed by media corporations with regards to conveying acts of terrorism.

رسانه قدرت این را دارد که از کاه کوهی بسازد و از کوه کاهی، این مطلب از افرادی شنیده می‌شود که روزی هم تحصیلات حرفه‌ای رسانه‌یی نداشته اند اما از قدرت انکار ناپذیر رسانه‌ها در ساختار های قدرت، تصمیم‌گیری‌های بزرگ کشوری و شکل‌دهی افکار عمومی آگاه اند.
پژوهشگران ارتباطات و رسانه‌ها به گفته‌ی بالا سر و صورت بخشیده و آن را داخل چارچوب های علمی جای داده اند و بحث نقش پایدار رسانه ها در تصمیم گیری های بزرگ و کشوری را نظام‌مند ساخته اند.
در جاپان الگویی به نام الگوی سه قطبی کوکی در باره نقش تعیین کننده رسانه ها در روند‌های ملی و اثرگذاری بی قید و شرط آنها در سال 1990 آزمایش شد. آن زمان دولت جاپان به رهبری کایفو از امضای لایحه همکاری صلح ملل متحد خودداری کرده بود. کوکی که نویسنده طرح بود موضع‌گیری های مختلف سیاسیون را در این باره زیر نظر داشت و سرمقاله‌های چهار روزنامه‌ی اصلی جاپان را در مورد لایحه همکاری صلح ملل متحد بررسی کرد، وی دریافت که پس از نشر این سرمقاله ها تحولات چشم‌گیری در افکار عمومی جاپان شکل گرفته است و سرانجام تصمیم جدیدی به اثر فشارهای رسانه‌ای در مورد لایحه اتخاذ شد.
آنچه در مورد رسانه ها به ویژه در افغانستان غیر قابل انکار است نقش مالکان آنهاست، رسانه ها با گرایش‌ها و تفکرات سیاسی خود در نقش آفرینی برای ثبات سیاسی و یکپارچگی ملی "استعداد" فراوانی دارند هرچند گرایش‌های قومی، مذهبی، اقتصادی و نیز سطح سواد و تعامل مخاطبان نیز بر محتوای رسانه ها اثر گذار است.
رسانه ها در نظام مردم سالار از توانایی‌های بزرگی برای انسجام اجتماعی – سیاسی جهت حفظ نظم و امنیت برخوردارند و همزمان می توانند دورنمای پیشرفت جامعه را ترسیم نمایند، به همین اساس نگارنده این سطور آنچه رسانه ها برای "بارور شدن" روند صلح در افغانستان انجام داده می‌توانند را در زیر برجسته ساخته است:
1. رسانه های تپنده برای صلح
اخیرا در فضای جهانی؛ رسانه های آزاد، حرفه‌ای و کثرت‌گرا که در امر حکومت داری خوب نقش برازنده داشتند به صورت فزاینده مورد توجه "مخاطبان " قرار گرفته اند، چون فعالیت آنها روی توسعه‌ی جهانی و گسترش ثبات اثرگذار بوده است.
رسانه‌ی تپنده برای صلح دسترسی مردم به جریان آزاد اطلاعات را فراهم می‌سازد، گفتمان‌های سازنده به راه می اندازد، مردم را برای ابراز دیدگاه های شان ترغیب می کند، مشارکت سیاسی بیشتر را به میان می آورد و پاسخگویی را تقویت می‌کند. از همین رو نهادهای توسعه‌ای جهانی با رسانه هایی کار می‌کنند که در جوامع پر منازعه در حال کار اند تا تسهیل کننده‌ی گفتمان صلح در همه لایحه های جامعه باشند و از مشارکت سیاسی نخبگان و قشرهای گونه‌گون جامعه برای صلح بهره گیرند. حمایت های جهانی برای رسانه ها اکنون در جهت افزایش مشارکت سیاسی متمرکز شده است، آنان خواهان سهم‌گیری قشرهایی اند که پیش از این حاشیه نشین بوده اند چون گفتمان و مشارکت سنگ بنای "مردم‌سالاری" است. رسانه هایی که وابسته به حمایت های اقتصادی اند تپندگی برای صلح را می توانند سرلوحه کار خود قرار دهند که هم زنده بمانند و هم برای صلح کار کنند.
2. تغییر ماهیت و چیستی جنگ
هر منازعه و جنگ باید به درستی در کانتکست اجتماعی، سیاسی و فرهنگی خودش درک شود و علاوه بر آن رسانه ها از منظر چیستی واقعی جنگ مذکور به پوشش آن بپردازند.
جنگ در افغانستان کنونی به مراتب چندبعدی و پیچیده تر شده است، کشتار مردم بیگناه اکنون بیشتر از میدان‌های نبرد در شهرها و مناطق مسکونی روی می‌دهد. نبردها در افغانستان با این ویژگی‌ها یک دهه‌ی پر فرازی داشته، شیوه های سنتی، مردمی و بومی مصالحه جواب نداده است چون به باور خیلی از سیاسیون این نبردها با جنایات بشری، مافیا، جرم های سازمان‌یافته، تمایل به تشدید شکنندگی دولت، مشروعیت زدایی از آن و جهانی‌سازی جنگ پیوند دارد.
از جایی‌که جنگ افغانستان پویا بوده و مراحل مختلف به شمول فشارهای نظامی، آتش بس، تلاش های دیپلماتیک برای صلح، مذاکره برای صلح، ترتیب معاهده ها و نگارش خاکه ها برای توافق صلح را پیموده است از این رو رسانه های افغانستان با ریزبینی به تمام مسایل یاد شده می‌توانند راه رسیدن به صلح را هموارتر سازند. رسانه ها با در نظرداشت "تغییر ماهیت جنگ" با نگاه پویا و مبتنی بر خشونت پرهیزی، گفتگو و رسیدن به صلح می توانند دیدگاه های تازه مصالحه را در افکار عمومی پرورش دهند.
3. رسانه ها "رانندگان صلح"
راه اندازی پژوهش ها در مورد جنگ افغانستان سخت، هزینه‌بر و زمان‌گیر است. دسترسی به اطلاعات دقیق در دو سوی میدان‌های نبرد نیز طاقت فرسا و نفس‌گیر به نظر می‌رسد از این رو برای دسترسی به مردم دوسوی نبردها به ویژه در مناطق دوردست میکانیزم های معمولی کارآیی ندارند. تنها رسانه های همگانی می توانند شور و شعفِ آرامش، صلح و دست یافتن به ثبات را به گوش همگان برسانند.
"رسانه های همگانی Mass Media "  به شمول رادیوها، تلویزیون‌ها و روزنامه‌ها تنها ابزاری هستند که می توانند پیام واحد را بصورت همزمان برای هزاران و میلیون ها مخاطب برسانند، صلح باید شامل اجندای بنیادین رسانه های همگانی گردد.
جمیز دین از چهره های سابقه دار بی بی سی در سال 2013 در کتاب " نقش رسانه ها و ارتباطات در دولت های شکننده " استدلال می‌کند که نقش رسانه ها به شکل فزاینده‌ای در دولت های شکننده مهم است" وی با نگاهی به نقش رسانه ها در افغانستان اذعان می‌کند که رسانه ها می توانند شرایطی را به میان آورند که منجر به ثبات سیاسی شود در حالیکه گاهی این شانس را از دست می‌دهند.
4. تغییر در چشم انداز و تنوع رسانه ها
بیشتر از هر سکتور دیگر؛ رسانه ها از جمله پدیده های همیشه در حال تغییر جهان اند، رسانه ها با پیشرفت فن‌آوری رابطه همیشگی دارند. فن‌آوری "گوشی همراه" روندهای شناخته شده انتقال معلومات را دگرگون کرده است.
رسانه های اجتماعی کاربران را همزمان تولید کنندگان و دریافت کنندگان محتوا (مخاطب) ساخته است. مردم "عادی" برخلاف خبرنگاران حرفه‌ای علاقه‌مند پخش خبرهایی اند که قبلا از سوی دیگران تولید شده است. با این ویژگی رسانه های اجتماعی به "همه کسانی" شانس می‌دهند که صدای شان هرگز شنیده نشده است. با این حساب رسانه های اجتماعی نیز بارور استعدادی ویژه برای تبدیل شدن به عامل "صلح" اند. اما ناگفته پیداست که این ویژگی رسانه های اجتماعی دروازه ها برای توهین، افترا و محتوای مخرب راه همچنان باز می‌کند. از این‌رو رسانه های همگانی باز مکلف اند تا با پخش محتوای سازنده  از انقسام جامعه پیشگیری و انسجام را تقویت کنند.
5. رسانه ابزار محلی و جهانی (انقسام یا انسجام)
انترنت، گوشی همراه و رسانه‌های اجتماعی افق تعامل با جهان را "آنی" ساخته اند. خبر و گزارش خشونت ها در محل؛ به محض این‌که وارد شبکه‌های اجتماعی شد بی درنگ در سراسر جهان قابل دسترس است. از سویی رسانه‌های جهانی نیز بر زندگی مردم محل اثر گذار اند و شرایط آنان را به گوش "تصمیم گیران بزرگ" می‌رسانند. از این رو گسترش "فرهنگ صلح" میان کاربران رسانه های اجتماعی و رسانه‌های همگانی یک نیاز جدی جامعه کنونی افغانستان است. مشارکت بیشتر اقشار مختلف اجتماع در تولید و گسترش محتوای "صلح محور" بر تصمیم گیران و بازیگران صلح پشت میزهای گفتگو اثرگذار می‌باشد.
6. مالکیت رسانه ها چالشی برای صلح خواهی
دولتی، خصوصی، حزبی، ایدیولوژیک و یا مستقل بودن رسانه ها بر محتوا و نقش آفرینی شان برای صلح اثرگذار است. با آنکه رسانه های خصوصی-تجاری می‌توانند تحث تاثیر دیدگاه مالکان و یا احزاب قرار گیرند اما این برای صلح و اجماع سازنده نیست. سردبیران و مسوولان رسانه‌ها می‌توانند با قراردادن صلح در اولویت محتوای شان از کشمکش بین گروه های سیاسی رقیب و گفتمان های نفرت‌زا و بدگمانی پرهیز کنند و به‌جای آن اعتماد سازی و اجماع بر سر صلح را به‌میان آورند. در غیر آن رسانه ها می‌توانند به گسترش بدبینی و فروپاشی دموکراسی کمک کنند و منجر به بی تفاوتی عمومی و تجزیه دمکراسی شوند .
متکی با آنچه ذکر شد، رسانه های همگانی با بهره گیری از آزادی بیان و نبود سانسور می توانند همچون ابزار قدرتمند ترویج "فرهنگ صلح خواهی"، فضای مشارکت "همگان"  برای صلح، ایجاد اجماع، بستر سازی فکری صلح و صدا بخشیدن به قشرهای حاشیه‌نشین عمل کنند.
نقش قدرتمند رسانه های همگانی و نفوذ آنان میان مردمان مختلف جامعه، تنوع راه های ارتباطی آنان با مردم و توانایی ایجاد "هویت واحد صلح خواهی" غیر قابل انکار و برای افغانستان پایدار ضروری است از این رو دبیران، مدیر مسوولان، خبرنگاران و نگارندگان و در مجموع عوامل تولید در رسانه‌ها از بازیگران مهم صلح کشور می‌باشند.

The Kargil war was India's 'first war on television' and opened up enormous scope for the researchers from various dimensions to understand and analyse this war in general and media studies in particular. The objective of the paper is to analyse the Kargil war from the military media dimension. The working paper is part of a bigger study and is based on the grounded theory method as advocated by Corbin and Strauss. The paper brings out the reasons why the Kargil war became a turning point and discusses its positive, as well as negative dimensions of media reporting, occurred during that time.

Since independence (1960), Nigeria has experienced many ethno-religious and socio-political crises. Boko Haram insurgency which began in 2009, is one of the longest conflicts since then. The insurgency has created one of the worst humanitarian crises in history and been responsible for over 20 thousand deaths as well as the displacement of about two million people, mostly in Northeastern Nigeria with spillovers into neighbouring countries of Chad, Niger and Cameroon. Boko Haram's primary goal was to create an Islamic caliphate in the region, and like other terrorist networks, uses the unconventional, hit-and-run guerilla war tactics. This has rendered the insurgency to be like an indecipherable Morse code, a phenomenon that is cited as one of the main reasons the group is able to continually carry out successful attacks despite being-technically defeated‖. Although most of the group's operation is carried out in real life, it is also known to have digital footprints in the Internet. This may have contributed to the group's global profile (notoriety) and, indeed, to its morale especially in propaganda, international affiliation and recruitment. To complement the state's efforts toward anti-Bokoharamism campaign, this chapter performed a critical analysis of extant literature and made some theoretical and practical recommendations. The mass media and digital/new media have been highlighted as some of the vital tools that can be successfully used in the restoration of peace, especially by using them to make the society a less-friendly ground for breeding terrorism.

The IRA's training manual, the Green Book, stresses the importance of preparing their sympathetic audiences for impending attacks through propaganda campaigns that vilify the intended target and otherwise support the moral legitimacy of the action. Such “defensive propaganda” creates the conditions under which a population with normal moral values can either support or be apathetic toward terrorist actions. Or drawing on terminology introduced by Albert Bandura, the strategy facilitates the community's moral disengagement from an inherently immoral action and in doing so protects the popular support upon which the republican movement relies for its military and political existence. This article examines the IRA's use of defensive propaganda against members of their sympathetic community and introduces a conceptual overview of the structure of such campaigns.

Nigeria has had an interesting and significant conflict and crisis trajectory over the course of its existence. This is not far removed from the multi-ethnic, multi-religious, multicultural and multi-political features of the country. While there is no argument about the importance of the media in peace-building, their role has often remained contentious among scholars and this centres around whether the media escalate or de-escalate conflicts and crises. This paper demonstrates that the mainstream media seem not to be living up to the bill of performing its expected role in peace-building. It suggests a number of ways in which the new media might be opening up opportunities that make it possible to manage and resolve conflicts, including the diffusion of information and communication technologies (ICTs) that can substantially alter the contours of collective violence in developing nations. The study is situated within the Herbamasian framework of the public sphere and interrogates the essence of the new media as a critical sphere in the digital age and in dealing with the question of conflict. The paper calls for peace education imperative and complementarity of both mainstream and alternative media in bridging the media-society-conflict gap.

Dābiq is an electronic magazine (e-zine) utilising strategic utopianism and savagery messages supported by exemplary leadership, eschatology, and current events reports. This project analyses narrative themes present within Dābiq and how relevant and prevalent these themes are across issues. The project applies Thematic Network Analysis of the first six issues of Dābiq, laying foundations for understanding ISIL’s culture and counter-narrative development. It argues present terminology and first generation research constrain understanding of ISIL’s cultural specifics. This project establishes that rhetoric within Dābiq contains both political and religious narratives. Finally, this project establishes that ‘Exemplary Leadership’ theme dominates ISIL’s Dābiq rhetoric.

This article examines the impact of the spreading of Wahhabism (as one of the most militant religious teachings) on the escalation of international terrorism on European soil. It tries to point out potential hazards and propose possible measures to protect Western Europe from further penetration of this conservative Islamic movement through the Balkans. In order to elaborate the stated interdependency, this article includes our analysis of the phenomenon and spreading of Wahhabism throughout the Balkans, more concretely—on the territories of the Republic of Serbia, Montenegro, as well as Bosnia and Herzegovina. This is precisely the region where Wahhabism has made its first step to “conquer” Europe.

The Madhesi conflict escalated after the promulgation of the constitution of Nepal in 2015. Apparently, issues of identity, inclusiveness and the language and culture of the Madhesi were considered to be the causal factors of this conflict, but a systematic analysis suggests something else. This paper analyzes this conflict and suggest peacebuilding approaches contextually.

The importance of the media as the bridge between the government and the governed cannot be over-emphasized. The crucial roles played by the media and the sensitivity of these roles as evident in the risks associated with them have overtime made journalists vulnerable to attacks and persecution. Not only are they at risk of becoming a casualty in the cross fire, they are now often targeted and killed in the line of duty.  The risky nature of a journalist’s work has triggered questions on issues relating to the safety, protection and legal status of journalists especially the ones operating in conflict zones or war torn areas. Some of these questions have birthed the adoption of resolutions, declaration and drafting of various international and regional documents which clearly stipulate the status and protection that must be granted journalists operating in war zones. The crux of this work is not solely hinged on making recommendations but to critically appraise the United Nations General Assembly Resolution 68/163. This work evaluates the success or otherwise of the resolution in reducing crimes against journalists and curbing the impunity that pervades such crimes.
This work analyses various statistics and indices with which the level of compliance to the resolution can be weighed. Using the Boko Haram insurgency as point of reference, this work examines how well the resolution has been able to re-direct the focus of member states on ensuring adherence and creating a safe and secure working condition for journalists in Africa. The staggering figures of crimes against journalists and the impunity that sometimes pervades such crimes, especially in Nigeria spurred the focus of this work on the continent.
This paper establishes the fact that the resolution vehemently condemns violence against journalists in any form, and emphasizes the need for member states to prevent such violence by creating appropriate legal framework and effective security conditions that will ensure journalists work without any persecution or harassment.
The paper recommends upholding of the rule of law, creating platforms for journalists or families of slain journalists to seek redress when their rights are violated. Also, civil society organizations need to advocate more for the easing of pressure upon journalists to reveal their sources on stories concerning criminal trials of war crimes committed during hostilities.

This study examines coverage patterns of the killing of Burhan Muzaffar Wani in two leading English dailies of Pakistan and India from July 2016 to December 2016. The killing of Wani, a commander of Hizbul Mujahideen, in an encounter by the Indian security forces on July 8, 2016, led to large-scale protests in the Indian-held Kashmir and military confrontations over the line of control between the two nuclear-armed South Asian neighbors and claims of surgical strikes against Pakistan by India. The theoretical framework for this research was determined by framing theory, while the sample was selected by applying census sampling. The findings, based on a quantitative content analysis of selected editorials of The Times of India and The News International, show that the two newspapers did not present the ground reality as it is, but reconstructed it according to their agendas and represented it by framing events. The patriotic and hostile attitude of the media of both countries results in the obstruction of peace process and endorses a wave of tension, which often leads to heightened tension and war hysteria between the two countries. Consistent with the existing scholarship on peace journalism, the findings of this study also show how the news media surrender impartiality and cover the events in view of their country's national interests and foreign policy.

This article deals with the attempts by the radical Islamist ideologue Abu Muhammad al-Maqdisi to reclaim scholarly authority over jihad, a phenomenon he has helped promote but that has led to excesses he disagrees with and has increasingly become the prerogative of fighters instead of scholars. These attempts by al-Maqdisi to reassert his own jihadi authority are expressed through criticism of certain jihadi practices and advice to jihad fighters. Because al-Maqdisi has been in the forefront of radical scholars calling for jihad, his criticism has been dismissed by some jihadis as revisionism of his earlier views and as the words of a man lacking any fighting experience himself. This article argues that al-Maqdisi's criticism of certain jihadi practices does not constitute revisionism of his earlier views but is an effort to take greater scholarly control of the jihadi trend that he has partly inspired but which—in the hands of militants—has also developed beyond what he sees as useful and even Islamically legitimate.

This article explores two ways of conceptualizing ties between charity, contentious politics, political violence, and terrorism. The first half of the article discusses how social and political exclusion serve as motivations for within-group philanthropy, political activism, and political violence. Using this conceptualization, charity and terrorism can be seen as two activities among a range of possible actions that address grievance and exclusion. The second half of the article discusses how terrorist organizations and political insurgents use charity as a tool to move community members along a “continuum of community support” toward greater acceptance of and participation in violent activities.

Women and girls do not have an option about fighting in the wars of the twentieth and twenty-first century. The vast majority of war casualties today are average citizens and the preponderance of these are women and children. Political violence has moved over the last century from trench warfare to assaults on the very domestic stability that gives a society

This article discusses two aspects that are important for understanding the relationship between Western news media and terrorism: the changing representation of terrorists and terrorist attacks in the media and, with it, the changing definition of terrorism. By calling attention to evolving news media practices in times of terrorism, I argue that advanced communication technologies and the emergence of global media ecology since the 1990s has made terrorism more visible in both national and international media landscapes. One result is that the more the news media expose terrorism to global audiences via the “front door,” the more controversial the use of the terms “terrorism” and “terrorist” become in social, political, and scholarly discourses. The paper addresses the evolving journalistic practices and their consequences as documented in previous studies on media reporting of terrorism in several national contexts, mostly the UK, the United States, and Israel.
