Hirak Rif

In 2016, the Rif witnessed popular and political mobilisations. After more than six months of rally, the Moroccan State’s crackdown on the protest has led to the arrests of over 450 protesters and activists. Following this authoritarian backlash, Moroccan political activists and rights groups had to adjust their human rights activism under this restrictive and repressive regime. This article aims at in-depth analysing through participatory observation and interviews how these groups are reclaiming human rights
as a politics of resistance. Through the Committee in Solidarity with Hirak’s Political Prisoners in Casablanca and international rights groups, this article will analyse the involvement of political activists and international rights groups within an authoritarian and repressive regime. This article argues that the use of human rights discourse was a common ground for different political and human rights actors to serve the struggle for the liberation of the Hirak’s political prisoners.

El presente trabajo tiene como objetivo hacer un recogido de las sublevaciones populares que vienen ocurriendo en el Medio Oriente y Norte de África desde 2019, nombradamente en Marruecos, Argelia, Iraq y Líbano. Estos movimientos sociales se denominaron ​ Hirak , cuya raíz h-r-k significa “movimiento”. Su empleo, refiriéndose a un movimiento popular tiene sus orígenes en Yemen (2007) donde surgió un movimiento
separatista del sur dotado de un aparato militar. Sin embargo, hay algunas contradicciones en el empleo de esta expresión. Hay quien afirme que serviría apenas para referirnos a movilizaciones populares reducidas, medios de comunicación como Al-Jazeera prefiere utilizar el término ​ Harak ​ , aproximándose de ​ Haraka que designa un movimiento político o social; otros suponen que utilizar el término ​ Hirak sirve para sugerir la idea de un movimiento fuerte e incandescente, ya que su sonoridad se aproxima a ​ Hariq ​ , que significa ardiente. Otras expresiones surgen en la prensa para designar el movimiento, como ​ intifadha , “sublevamiento”;  issyane madani ​ , “desobediencia civil”; moudhaharate silmiya ​ , “manifestaciones pacíficas”; ​  ́itissam ​ , “concentraciones”; y ​ thawra ​ , “revolución”.

In experiencing migration, some actors may take political action to contrast their own loneliness and to claim the belonging both to the country of origin and to that of immigration. For the foreigners living in Italy, approaching to the social and political struggles of the community of origin can be a way to claim the belonging to a group, or to several groups. The objective of my intervention to the conference has been to analyse the transnational networks of the political mobilisation at the time of globalization, the migration flows and the increasing use of online social networks. In order to do that, I studied the political activity of a group of Moroccan immigrants living in the northern Italy linked to the Moroccan movement Hirak Rif.

Este capítulo pretende responder a la hipótesis de que si en Marruecos resultase el cambio político subyacente del espíritu motivador de las Primaveras, este vendría no solo de la mano del Movimiento 20 de Febrero (M20F), sino también del Hirak del Rif, como movimiento trascendental en el espacio de activismo político y social en Marruecos en los últimos años. Consideramos, por tanto, que el Hirak del Rif sería una expresión social y política que irrumpe en el espacio del activismo como continuidad de las Primaveras en el Magreb, pero con una idiosincrasia propia que le distingue del M20F (Daoudi, 2020; Naimi, 2020). Del mismo modo, consideramos el Hirak del Rif como “una forma de ampliar las prácticas de ciudadanía, resistiendo la cultura hegemónica desde la marginalidad y la precariedad” (Sánchez García y Touhtou, 2021: 4).

أجل الانتقال إلى مجتمع حداثي ديموقراطي للمواطن فيه حقوق عليه واجبات.

David Alvarado es politólogo y periodista, aunque desde que se instaló en Rabat, en 2003, ha realizado muchos otros trabajos. Había soñado hacer una tesis doctoral sobre el nacionalismo bereber, que al final no ha tenido ocasión de finalizar. No obstante, no ha abandonado el tema. Hace unos meses, publicó Rif. De Abdelkrim a los indignados de Alhucemas (Los Libros de La Catarata), un libro en que explica, de forma exhaustiva, las revueltas vividas en los últimos meses en territorio rifeño: el llamado hirak.
