Electoral Governance

Electoral governance is the most discussed and debate issue in Bangladesh. Often political parties are in confrontation and create rhetoric in the electoral policies through which they try to get a hold without proper justifications. Electoral delimitation has been considered as the crucial element to organize participatory, representatives, free and fair elections. In 2008 and 2013, 186 parliamentary constituencies were redrawn before holding the parliamentary elections. This paper elaborates the process, challenges to the electoral boundary delimitation in Bangladesh and the possible policy options. The paper identifies several limitations that Bangladesh has been facing with regard to the process of electoral boundary delimitation. Bangladesh does not have legal, independent and professional boundary authority for delimitating the constituencies on a regular basis. The delimitation process suffers with the unequal voting system and lack of transparency. To overcome gerrymandering in the electoral delimitation process, the paper recommends forming an independent and impartial body that should be representative of society and comprising persons with the appropriate technical skills. It also suggests electoral delimitation process that must follow clearly identified criterion such as population, distribution, community of interests, convenience, geographical features and other natural or administrative boundaries in an inclusive way.

В статье рассматривается становление нового научного направления – изучения государственной политики и управления в сфере избирательного процесса. В современной зарубежной науке для его обозначения служат такие термины, как «электоральное управление», «электоральный менеджмент», «электоральное администрирование» и «электоральный инжиниринг». Государственная электоральная политика реализуется посредством специфичных органов управления – избирательных комиссий, обеспечивается нормативно-правовым регулированием в рамках особой подотрасли права – избирательного права, предполагает уникальные политические стратегии и управленческие технологии. Государственная электоральная политика определяется нами как публичное управление и государственное регулирование в сфере организации, проведения и обеспечения выборов. Система государственной электоральной политики включает следующие основные составляющие:
1) разработка политическими акторами стратегий и проектов организации избирательной системы;
2) процедуры принятия государственных решений по организации избирательной системы, их формализация в нормативно-правовых актах;
3) деятельность органов власти (в том числе избирательных комиссий) по проведению выборов;
4) управленческие процессы и технологии в сфере проведения выборов;
5) деятельность негосударственных акторов по обеспечению проведения выборов;
6) правоохранительное обеспечение выборов. В статье обоснован комплексный подход к определению предметной области изучения государственной политики и управления в сфере избирательного процесса.
The article discusses the emergence of new scientific direction, study of public policy and administration in the electoral process. For its designation in modern foreign science there are used terms such as “electoral governance”, “electoral management”, “electoral administration” and “electoral engineering”. Electoral policy is implemented through specific authorities – election commissions, provided with normative legal regulation within a specific sub-sector of law (electoral law), implies unique political strategy and managerial techniques. State electoral policy is defined as public administration and state regulation in the sphere of organization, conduct and support of elections. The system of state electoral policy includes the following main components: 1) drafting the strategies and projects of organization of the electoral system by political actors; 2) 2) procedures for making state decisions concerning the electoral system, their formalization in legal acts; 3) 3) the activities of the authorities (including electoral commissions) for the holding of elections;; 4) managerial techniques in the conducting of elections; 5) the activities of the non-State actors to ensure the holding of elections; 6) law enforcement support for the institute of elections. The paper substantiates comprehensive approach to the determination of subject domain of public policy and management in the electoral process.

Electoral governance is a crucial variable in securing the credibility of elections in emerging democracies, but remains largely ignored in the comparative study of democratization. This article develops some basic analytical tools to advance comparative analysis and understanding of this neglected topic. It conceptualizes electoral governance as a set of related activities that involves rule making, rule application, and rule adjudication. It identifies the provision of procedural certainty to secure the substantive uncertainty of democratic elections as the principal task of electoral governance. It argues that electoral governance, while socially and institutionally embedded, matters most during the indeterminate conditions that typically attend democratization. Finally, it outlines a research agenda that covers the comparative study of the structures as well as the processes of electoral governance.

Статья представляет результаты исследования децентрализации системы публичного управления в сфере выборов. Работа восполняет пробел в систематизации эмпирического опыта применения децентрализованной модели электорального менеджмента в разных странах мира и предлагает ее теоретическую интерпретацию. Децентрализация управления в сфере выборов впервые рассмотрена не только в вертикальном, но и в горизонтальном измерении.  Государственная электоральная политика – это единственная отрасль публичного управления, которая обладает собственной «внутриотраслевой» системой сдержек и противовесов. В результате применения кросс-кейс анализа и принципов традиционного институционализма определены основные формы и критерии децентрализации управления выборами. Впервые сформулированы отличительные признаки централизованной и децентрализованной моделей электорального менеджмента. Раскрыты административно-управленческие и политические эффекты децентрализации, среди которых наиболее значительным является противодействие злоупотреблениям властью при проведении выборов. Статья направлена на преодоление негативного отношения к децентрализованной модели электорального менеджмента, преобладающего в современной литературе. Предложено рассматривать децентрализацию электорального менеджмента как  один из институциональных факторов, способствующих обеспечению демократических и честных выборов. Рассмотрены перспективы преобразования принципа децентрализации системы управления выборами в один из новых избирательных стандартов.

В статье решается задача изучения проблем современной институционализации госу-дарственной политики и управления в сфере избирательного процесса в контексте мирового опыта. Авторский подход заключается в расширении обзора государственной электораль-ной политики за пределы электорального администрирования и электорального менед-жмента. Проанализирован процесс и выделены основные стадии автономизации системы управления выборами в общей системе государственного управления. Рассмотрен вопрос о необходимости развития терминологического аппарата при изучении органов управления в сфере избирательного процесса. Предложено определение термина «избирательный ор-ган» как объемлющего понятия для обозначения специальных органов управления в сфере избирательного процесса. Впервые разработана и предложена типология избирательных органов. Охарактеризовано и систематизировано многообразие конфигураций избиратель-ных органов в разных странах. Изучив опыт электоральных судов как первой исторической формы создания независимых избирательных органов, автор приходит к выводу о том, что данный институт относится к пройденному этапу. Рассмотрен вопрос об институционали-зации государственной электоральной политики в высших нормативно-правовых актах. В сфере принятия политических решений по организации выборов охарактеризован опыт таких институтов, как гражданские ассамблеи по электоральной реформе и электораль-ные референдумы. Дальнейшее развитие государственной электоральной политики может стать одним из важнейших факторов институционального обновления всей системы публич-ного управления. ВВЕДЕнИЕ На протяжении последних десятилетий в мире происходит постепенная ин-ституционализация системы государственной политики и управления в сфере избирательного процесса — государственной электоральной политики. Мы яв-ляемся современниками принципиального изменения места регулирования вы-боров в общей системе публичного управления. До XX в. любая из традиционных отраслей государственного управления обладала системой специальных государственных органов (вплоть до наличия своего министерства), штатом специалистов-управленцев, государственными программами и планами. В отношении же регулирования выборов все было по-иному: отсутствовали специальные и постоянно действующие органы управле-ния, особые управленческие кадры, регулярная управленческая деятельность. El siguiente documento tiene como finalidad hacer un balance de la aplicación de
las nuevas leyes en materia de fiscalización durante el proceso electoral 2015,
orientado hacia las principales sanciones que impuso el nuevo Instituto Nacional
Electoral (INE) en las elecciones locales de 18 estados de la república y en la
elección federal.

Este trabajo, elaborado en mayo de 2015, al medio de la crisis institucional del OEP, plantea algunas hipótesis acerca del porqué de esta crisis y algunas salidas estructurales en sentido de reforma al organismo electoral junto a otros elementos del sistema. A pesar de que la solución al problema del organismo electoral fue la renuncia y sustitución de los vocales electorales del TSE (y el posterior proceso, seguido de renuncia, de los vocales del TED de Chuquisaca), la mayoría de los elementos que se esbozan en este trabajo se mantienen como posibles/necesarios para mejorar la credibilidad de la institución y la calidad de las elecciones en Bolivia.

Democratisation is a complex process that includes crafting political institutions. These institutions reflect existing power relations at the critical juncture of their genesis, thus influencing the development of subsequent political processes. The study uses this perspective to examine the impact of electoral governance on democratisation with a focus on three southern African post-conflict states. Specifically, the paper investigates the role of electoral management bodies (EMBs) in accounting for the distinctive regime trajectories in Angola, South Africa and Mozambique. The analysis suggests that successful attempts by incumbents to redesign EMBs after the founding elections have led to the establishment of self-serving institutions of electoral governance. This has had a negative impact on the credibility of subsequent electoral processes and the nature of the emerging regimes in the countries under scrutiny.

This article examines the creation of two sorts of knowledge within the Ministry of Interior during the computerization of the electoral process : a regulation knowledge and a practical knowledge. The production of these two sorts of knowledge is related to the fact the Ministry of Interior has structured two different administrative configurations. The first one, it monopolizes the production of technology ; the second one can only regulate the activity of partially autonomous actors like municipalities or state agencies. Notwithstanding, these two positions are mutually reinforcing. The Ministry of Interior uses its control position to reinforce its technical potential and vice versa. The way the Ministry introduces these two sorts of knowledge to foreign civil servants tells us something about the way knowledge circulates in different administrative contexts. If knowledge that circulates is essentially the practical one, the Ministry of Interior says nothing about the regulation tactics he managed to learn. Technical knowledge is introduced as above-grounded, depoliticized, despite the fact that it is the articulation between technical knowledge and political regulation that allows the Ministry of Interior to preserve its position in this configuration of public action.

O estudo procura analisar o contributo das Organizações da Sociedade Civil para a credibilização dos processos eleitorais e consolidação democrática em Moçambique. A análise é baseada no método qualitativo, com recurso a entrevistas semi-estruturadas e pesquisa bibliográfica. No estudo é demonstrado que, embora tenham sido dados passos significativos com o envolvimento das Organizações da Sociedade Civil no principal Órgão Eleitoral e com o surgimento de diversas iniciativas actuando na monitoria dos processos eleitorais, as características socio-históricas das Organizações da Sociedade Civil e os mecanismos da sua indicação na Comissão Nacional de Eleições limitam o seu desempenho na credibilização dos processos eleitorais e consolidação democrática em Moçambique. Se, por um lado, o mecanismo de cooptação pelos partidos políticos usado para a selecção dos membros provenientes das Organizações da Sociedade Civil não favoreceu a autonomia destes no desempenho das suas funções na Comissão Nacional de Eleições, por outro lado, a deficiente coordenação entre elas (factor intraorganizacional) e o seu relacionamento com os órgãos estatais (factor interorganizacional) minam sobremaneira o seu papel na credibilização dos processos eleitorais em Moçambique.

В современной науке изучены отдельные кейсы комиссий по определению границ избирательных округов (комиссий по делимитации). Отсутствует не только теоретический анализ, но даже комплексное описательное исследование этого феномена. Восполняя данный пробел, статья впервые предлагает анализ института комиссий по определению границ избирательных округов. Автор утверждает, что указанные комиссии являются уникальной инстанцией по способу формирования, своему положению в системе политического управления, периодическому характеру работы. Они позволяют решить особые административные и политические задачи при обеспечении процесса образования избирательных округов, которые не могут быть выполнены силами избирательных комиссий и иных органов. Институт комиссий по делимитации – единственный известный механизм обеспечения полноценного участия экспертов в процессе образования избирательных округов. Специальные комиссии позволяют на более высоком уровне обеспечить транспарентность процесса делимитации избирательных округов, общественное участие и политическое представительство. Наличие специальной комиссии соответствует высокой стадии развития и институционализации процесса делимитации избирательных округов. На современном этапе институт комиссий по делимитации получил наибольшее распространение в странах с “правительственной моделью” электорального менеджмента. Необходимое условие для их распространения – использование избирательной системы с одномандатными мажоритарными округами. Эмпирическая релевантность исследования обеспечена сравнительным изучением комиссий по делимитации в 25 странах мира. Обосновано, что существуют институциональные возможности для распространения института комиссий по делимитации в странах с наличием избирательных комиссий с широкими полномочиями.

Considerando la importancia del diseño institucional en
la conformación de la autonomía del ife, se describen las
implicaciones políticas de la designación de los consejeros
electorales en manos del Poder Legislativo. Se recurre a
la teoría del neoinstitucionalismo para explicar las pugnas
partidarias que se han generado en los últimos procesos
de selección de los consejeros y que, por consiguiente, han
menoscabado la imagen del instituto.

El artículo plantea el abordaje que hasta comienzos de febrero de 2021 había en Argentina en relación con la organización de las elecciones Primarias, Abiertas, Simultáneas y Obligatorias (PASO), en el contexto signado por la pandemia de Covid-19. De manera que se analiza la incidencia de la crisis sanitaria en la Gobernanza Electoral, a partir del caso argentino.

Former Chief Election Commissioner S Y Qureshi has rightly said that the higher the position, the higher should be the qualification. There has been growing concern over the years in India about several aspects of our electoral system. One such is prescribing the mandatory educational qualification for contesting the election of MP and MLA. In the Constituent Assembly, B R Ambedkar remarked that "I think that it is a matter which might be left to the legislatures. If the legislature at the time of the prescribing qualification feels that literacy qualification is a necessary one, I no doubt think that they will do it." This seems to suggest that the framers believed that the power to the Parliament under the omnibus clauses of (which became) Articles 84 and 102, included the power to prescribe literacy qualifications. An attempt has been made in this paper to draw attention to the urgent need for electoral refor ms, while making a balance bet ween ' wisdom' and 'knowledge' for the bett er administration of democracy, in the light of the recent ordinances passed by Rajasthan and Haryana governments. The paper also discusses and critically evaluates the judgment of Haryana High Court in the case of Rajbala & Others vs. State of Haryana & Others while citing foreign instances.

How do elections succeed? What are the internal and external dynamics supporting successes of elections? These are the driving questions for this study, which ¬aims to analyse under an electoral governance and integrity framework. I argue that whereas the global norms and standards for measuring success of elections is relevant to Nigeria, we need to move beyond them and situate the explanation in other variables internal and external to the electoral commission. I then explain how these contributed to the ‘success’ of the 2015 general elections. In other words, a range of stakeholders, domestic and international assessed the 2015 elections as free, fair and cred ible (elections with integrity), meeting global norms and standards. But rather than follow the approach established in the policy literature, I provide a structural ethnographic analysis of the integrity of the 2015 elections to establish the veracity of claims that the elections were free, fair and credible. Structural ethnography as espoused by Claude Levi-Strauss will help to connect the objective analysis of the electoral process and institutions to the subjective experience of interviewees. This way, I provide a nuanced understanding of the relationship among research findings ‘themes’ and their dependent relationship with the broader context of electoral politics and governance. This is done by interrogating nuances and unpacking complexities using electoral governance as analytical framework. I aim to provide refined conceptualisations and operationalisation of electoral governance from local perspectives and how this helps to make conclusions about the quality and integrity of elections in Nigeria in particular.

В статье рассматриваются особенности формирования и современного состояния исследовательской повестки дня в изучении государственной политики и управления в сфере избирательного процесса. Выявлены различия в определении и выборе исследовательских тем между экспертно-аналитическим и академическим сообществом. Научно-теоретическое изучение государственной электоральной политики начинается только с конца XX в., в определении тем и даже концептуальных ориентиров в данной предметной области приоритет принадлежит экспертно-аналитическому сообществу. Ведущие международные экспертно-аналитические центры оказывают значительное влияние на формирование исследовательской повестки дня в изучении публичного управления в сфере выборов. Эффективность существующего разделения труда между экспертным и академическим сообществом в изучении публичного управления в сфере выборов может быть пересмотрена. Доминирование теории рационального выбора и других субъективистских подходов в теоретических исследованиях ограничивает повестку дня. Исключительная специализация и фрагментация данной предметной области обуславливают недостаток координации в определении и структурировании проблемно-тематического поля. Крупные институты и объекты государственной электоральной политики изучаются только в рамках экспертно-аналитических работ и не становятся предметом необходимых теоретических исследований. Методологические возможности неоинституционализма практически не используются при определении направлений и вопросов исследований государственной электоральной политики. В российской науке в определении исследовательских тем в рассмотрении государственной электоральной политики наибольшее значение имеют преимущественное отнесение этой области знания к юридической науке и слабая степень включенности отечественных авторов в мировой научный дискурс.

aBstract. The meaning of " electoral governance " is often equated with " electoral administration ". The process, however, can be divided into three distinct stages: 1) formation of regulatory bodies and norms; 2) implementation of these norms; and 3) dispute resolution. Given these three parts, electoral governance amounts to much more than just administration. In this article we explain why many academic studies of electoral governance have neglected the role of conflict resolution, focusing instead on the first two elements. In this way, electoral governance is mistakenly conceived as merely a mechanism for establishing regulatory bodies and rules. Our second goal is to show readers that electoral governance is a process that starts with the enactment of legislation, continues with administrative enforcement and judicial response, and concludes when the process returns to the beginning, either through judicial interpretation or recommendation by a legislative body. Our preliminary conclusion is that a proper understanding of electoral governance must take into account the role of conflict resolution, especially for disputed elections. Lastly, consideration must be given to a final phase which incorporates a cyclical conception explaining the returning process to the legislative dimension. resuMen. La gobernanza electoral ha sido considerada como la adminis-tración de elecciones. Sin embargo, el concepto integral está compuesto por tres dimensiones: 1) el diseño constitucional y legal de los órganos reguladores y de los estándares; 2) la aplicación de reglas y 3) la resolución de disputas, consi-derando estos tres niveles la gobernanza electoral es más que la administración de elecciones. En este artículo mostramos como los estudios sobre la gobernanza electoral han olvidado la dimensión de la resolución de conflictos y se han cen-trado en las otras dos dimensiones, lo que ha propiciado que la gobernanza sea revisada solamente como un mecanismo para el diseño de órganos y reglas. Esto nos lleva al segundo propósito del trabajo: explicar cómo la gobernanza electoral es un proceso que inicia con la creación de leyes, continúa con la aplicación administrativa y con la resolución judicial, para terminar cuando el proceso reinicia el ciclo, ya sea mediante una interpretación jurisprudencial o por medio de una recomendación al órgano legislativo. Nuestra conclusión preliminar es que una noción integral de la gobernanza electoral debe considerar tanto ele-mentos teóricos como empíricos: primero, el énfasis en la dimensión de resolución de conflictos, especialmente en contextos de elecciones disputadas; segundo, la consideración de una fase final que incorpora una perspectiva cíclica que regresa el proceso a la dimensión legislativa.

A reliable voter list is a necessary precondition for free and fair elections. However, many developing countries have persistent difficulties in registering their electors and establishing their identity. Following polemics about the quality of existing voter rolls, these countries have recently introduced reforms to their voter registration systems, such as the adoption of voter IDs and of biometric technology. Looking at three West African countries – Benin, Côte d’Ivoire and Ghana – this paper argues that the impact of these reforms has been mixed, that economic costs have not always been justified and that sophisticated technology does not guarantee the success and acceptance of voter registration.

Целью статьи является уточнение вопроса о специфике, времени возникновения и этапах развития института избирательных комиссий как наиболее распространенной разновидности органов электорального менеджмента.
На основании использования опубликованных в последние годы исторических источников, установлено, что, вопреки устоявшимся представлениям, первые центральные избирательные комиссии появились не в середине XX в., а более чем на полвека раньше – в последней четверти XIX в. (в Колумбии и Перу).

El presente artículo tiene como objeto el estudio de una función considerada fundamental dentro del amplio proceso de la organización y la admi¬nistración de las elecciones: el empadronamiento electoral. Lo anterior, con el objetivo de aproxi¬marse a la cuestión de hasta qué punto influye el carácter (des)centralizado del Estado en los procesos de registro de electo¬res. Tras una revisión teórica y algunas precisiones metodológicas, el trabajo aborda los casos de Argentina y Bolivia desde el rol de las provincias y los departamentos. Los resultados sugieren una baja iniciativa y eficacia por parte de las provincias argentinas, y un fuerte protagonismo y eficacia por parte de los departamentos bolivianos.

ABSTRACT
The organisation of free and fair elections is generally seen as a key to any country’s political transition process. Elections are often seen as conferring legitimacy on the state and those exer¬cising political power, but they are also seen as a moment of accountability of elected leaders and political participation of citizens. It has also become increasingly clear that, in reality, elections also entail potential risks and may induce instability. The “demonstration effect” of how the international community has handled challenging situations where elections have triggered instability on the continent potentially has an important impact on elections in Eastern African countries, which now have more or less uniform electoral cycles.
This research is part of a wider research initiative under ARRF on understanding the electoral governance deficits in Eastern Africa with a view to suggesting policy recommendations that can improve electoral governance to promote peaceful democratic transitions in the region. The project seeks to understand the peculiar conditions in each of the East African states and draws lessons for strengthening democratic gov¬ernance. On its part, this research analyzed the meaning and challenges of Burundi’s unique presidential, parliamentary and local elections which took place in 2010 and tried to explore the opportunities and chal¬lenges for state reconstruction in this nascent transitional state.
The study further explored what the gaps were in the conduct of Burundi’s last elections and makes sugges¬tions on how to reduce the risk factor for violent instability.
Key informant interviews were conducted with selected informants from the public, private and non-gov¬ernment sectors and using the snowball sampling method, a cross-section of key actors in the Burundi elections were identified and interviewed. Data triangulation involved a review of some documents gath¬ered in the course of the interviews from the respondents, mainly analyses by NGOs and international organizations.
Some of the major findings pointed to the fact that although efforts were made to improve voter awareness and strengthen the institutional framework for the conduct of elections, the resultant boycotts by the opposi¬tion parties have left the country in a state of tension and political anxiety. Although a power-sharing agree¬ment was eventually crafted, the dominant party CNDD-FDD, which obtained an overwhelming majority in parliament, is currently controlling all affairs of government in Burundi and further strengthening its hegemony. The danger however is that political pluralism is becoming harder to achieve as the incumbent regime is becoming more authoritarian, which might lead to renewed instability and insecurity. It is there¬fore necessary for the current regime to dialogue and put in place mechanisms that will allow the voices of the opposition to be heard and to participate in the affairs of the country if lasting peace is to be achieved.

В статье впервые представлено исследование особой разновидности избирательных органов, совмещающих функции электоральной администрации и высшей судебной инстанции при рассмотрении избирательных споров. На основе кросс-кейс анализа изучен опыт функционирования электоральных трибуналов в 17 странах мира. Выявлены отличия электоральных трибуналов от избирательных комиссий и электоральных судов. Феномен электорального трибунала охарактеризован как исторически первая и наиболее радикальная форма реализации идеи автономности электорального менеджмента. По объему и концентрации полномочий электоральные трибуналы являются наиболее сильными избирательными органами. Формально обладая в некоторых странах статусом четвертой ветви власти, электоральный трибунал фактически нарушает принцип разделения властей в системе публичного управления выборами. Отсутствие возможности обжаловать действия высшего избирательного органа выступает источником внутриполитического напряжения и мешает электоральному трибуналу получить признание со стороны международных организаций.

В статье содержится анализ электоральных судов как специфических органов государственного регулирования в сфере избирательного процесса. Предложено определение электорального суда. Содержится исторический обзор возникновения и распространения института электоральных судов в разных странах мира. Выявлены предпосылки и причины возникновения электоральных судов. Рассмотрены некоторые признаки формирования электоральных судов в истории России в 1905-1917 гг. В статье предлагается типология электоральных судов по нескольким основаниям. Рассмотрен вопрос об институциональных механизмах, обеспечивающих независимость электоральных судов в системе государственного управления. Рассмотрены кейсы организации электоральных судов в Уругвае, Бразилии, Мексике, ЮАР, Великобритании. Обоснован вывод о том, что модель государственного органа, совмещающая функции проведения выборов и разрешения избирательных споров, является пройденным этапом в развитии государственной электоральной политики. Можно прогнозировать дальнейшее развитие специальных судебных органов, ответственных за разрешение избирательных споров.

Grishin Nikolai – Electoral Court as a Specific Kind of Authority.
The paper provides an analysis of the electoral courts as specific regulatory agencies in the electoral process. A paper advances the definition of the electoral court. It is provided a historical overview of the emergence and spread of the institute of electoral courts in different countries of the world. Preconditions and causes of electoral courts are analyzed. Some signs of the formation of electoral courts can be seen in the history of Russia in 1905-1917. The article proposes a typology of electoral courts on several grounds. The problem of institutional mechanisms to ensure the independence of the electoral courts in the system of government is studied. The paper reviewed the cases of organization of electoral courts in Uruguay, Brazil, Mexico, South Africa and the UK. The conclusion is that the model of the state authority that combines the functions of conducting the elections and resolution of electoral disputes, is a past stage in the development of the state electoral policy. It is possible to predict the further development of special judicial bodies responsible for the resolution of electoral disputes.

В статье отражены результаты предварительного применения методологии сетевого анализа в относительно новой развивающейся предметной области-изучения участия международного сообщества в публичном управлении в сфере избирательного процесса. Выявлено, что из разработанных Т. Джеймсом 5 типов управленческих сетей электорального менеджмента международному уровню управления в сфере выборов может соответствовать только 1 тип-плюралистическая сеть сотрудничества. Интерпретация наднациональной системы управления выборами в Европе на основе сетевого подхода позволяет получить новые знания в данной предметной области, а также является вызовом для самого сетевого подхода. Основным преимуществом сетевого подхода в этой области знания является его способность восполнить недостатки индуктивной методологии при рассмотрении неустойчивых объектов с низкой степенью институционализации. Методология сетевого анализа по-разному работает при рассмотрении системы наднационального управления выборами в Европе в целом и ее отдельных эле-ментов (акторов). Персональные сети акторов наднационального управления выборами в полной мере описываются языком сетевого анализа. Но систему наднационального управления выборами в Европе не удается рассмотреть в качестве полной сети вследствие значительных особенностей топологии. Сообщество акторов наднационального управления в сфере выборов в Европе является объектом особого вида сложности, единство которого обеспечивается не связями между элементами, но общностью задач по развитию института выборов, едиными ценностями и общностью объекта управляющего воздействия (которым является электоральная политика на уровне национальных государств).

В статье рассматриваются особенности существующей на наднациональном уровне современной Европы системы регулирования в сфере избирательного процесса. Определены и охарактеризованы основные субъекты, участвующие в управлении избирательным процессом. Выявлено распределение функций по управлению в сфере выборов между основными наднациональными органами и инстанциями.
