因應社會變遷和時代潮流,臺灣中小學教科書由早期全國統一的部定本,改為一綱多本的審訂本,希望透過自由競爭帶來高品質和多元化,並減少國家意識形態機器的控制。
然而經歷近二十年的市場整合,由於政府聯合議價,加上少子化使市場萎縮,教科書利潤減低,如今教科書供應成為只剩下少數幾家民間出版商共同掌握的寡頭市場。本文依據教科書供應業者、學校校長、承辦老師的訪談,以及文獻蒐集,先梳理當前
教科書借用制度的問題,並說明電子教科書的世界發展趨勢,進而思考未來教科書供應制度可能的改革方向。
