Development Plan

This chapter aims to address the emergence of Baghdad and the phases of its morphology and transformation. The first era began with the Round City; this originated the first nucleus that later formed Baghdad. The historical parts of most Middle Eastern old cities usually occupy polar places in relation to the rest of their city zones. These historical centres can give a city its own identity and embody exceptional urban assets if carefully maintained and managed. In this chapter, there are two significant periods, the Abbasid Empire and the post-Abbasid Empire. One of the main concerns is the conflict between two trends, old fabric as a traditional pattern and modern thoughts and, consequently, how that could affect in formulating the development plan.

1963 yılı itibariyle “Planlı Kalkınma Dönemi”ne giren Türkiye’de bu tarihten günümüze kadar on adet “Beş Yıllık Kalkınma Planı” hazırlanmıştır. Bugün 2014- 2018 yıllarını kapsamakta olan “Onuncu Beş Yıllık Kalkınma Planı” yürürlüktedir. Türkiye’nin başta ekonomik olmak üzere sosyal ve kültürel alanlar da dâhil olmak üzere beş yıllık dönemlerde gerçekleştirmeyi planladığı büyüme hedeflerini ortaya
koyan beş yıllık kalkınma planları, önceki adı Devlet Planlama Teşkilatı olan şimdiki Kalkınma Bakanlığı tarafından hazırlanan politika  dokümanlarıdır. Bu makalede kalkınmanın bir parçası olarak beş yıllık kalkınma planlarında yer alan “kültürel kalkınma” konusu  değerlendirilecektir. Beş Yıllık Kalkınma Planlarında kültür ve kültürün korunması konusunda nasıl bir yaklaşım geliştirildiğine dair durum tespiti ve analiz bu çalışmada ele alınacaktır. Böylelikle devletin beş yıllık
kalkınma planlarında kültürün korunması ve gelecek kuşaklara aktarılması konusunda gelişme, büyüme ve kalkınma hedeflerinde ne kadar yer verdiği tespit edilecek ve geçmişten günümüze kültürün korunması anlayışına paralel olarak bir bakış açısı çizilmeye çalışılacaktır.

The establishment of Management Information Systems is one of the perquisites for planning and proper decision making for managers in higher education. The objective of this research is to identify and express the role of Management Information Systems and the process of their establishment and application in the higher education development plan. In this paper, first, the importance, necessity and application of Management Information Systems in the higher education development plan are analyzed. Then, based on the obtained results, a conceptual model of the Management Information Systems in higher education is drawn. Research findings indicate that the application of Management Information Systems has a crucial role in the enhancement of the higher education development planning and policy making affairs. Therefore, it is proposed that Management Information Systems should be used in order to carry out the higher education development plan successfully.

ABSTRACT
This paper explores the notion of local urban policy hybridity in Manchester, England. It presents the findings of qualitative research set in the context of the parallel entrepreneurial city and sustainable regeneration debates. The research objective was to examine the extent of Manchester’s conversion to the politics of the entrepreneurial city on the assumption that this signals a departure from efforts towards the city’s achievement of sustainable regeneration and social equity goals. Manchester was selected because it has been held up as an iconic entrepreneurial city. The continuing entrepreneurial city debate, instigated by David Harvey in the 1980s, runs alongside that of sustainable egeneration in ways that are seen as sometimes complementary but usually contradictory. The software package NVivo 7 was used to assist with data analysis. The methodological approach was based loosely on the grounded theory approach of Strauss and Corbin: the approach of the analysis mainly followed the qualitative interpretive approach of discourse analysis. Key community strategy documents are found to
interweave elements of the entrepreneurial and managerial governance discourses and also incorporate conceptual elements that have emerged recently such as a concern with crime, sustainability and community nvolvement. The paper provides valuable insights into the hybrid nature of Manchester’s actually existing local community strategies which feature a robust adherence to the managerial mode of local urban policy.

The transit-oriented development (TOD) concept is a planning strategy in metropolitan areas that involves mixed use of land for transportation systems, especially railway stations, as the basis for planning the TOD concept. The question raised is whether suburban areas are suitable and ready to implement the TOD concept which is included in the suburban districts’ local plan. The aim of this paper is to evaluate the readiness of implementing the TOD concept model for 14 suburban railway station areas in seven of Perak’s local government administrations. The methodology used is a mixed quantitative and qualitative approach, applying the Fuzzy Delphi Method (FDM) and case study method to develop the readiness model and evaluate the readiness level of the TOD concept in suburban areas.
