As the number of references to landscape increases in the Brussels-Capital Region, the article analyses its place and meaning within the Regional Development Plans (1995-2018). The article intends to show that landscape may be considered as a category of Brussels public action and that in this sense it constitutes a good indicator of its evolution. The analysis allows us to identify significant changes, such as the progressive association of landscape with nature as the sustainability framework replaced the interest in heritage, and its change of scale in connection with the process of metropolisation. It also highlights certain contents which are more stable over time, such as the association of landscape with the imaginary of slow mobility or the view of it as a relatively positive and consensual subject.

Since the 1980s, there has been a trend for businesses and public administrations to focus on their core activities, outsourcing tasks such as IT, security, catering and cleaning services. However, in recent years, many organisations have been reversing the trend by insourcing, or “backsourcing”, some of these activities. The aim of this article is to study the extent to which activities have been outsourced in the Brussels regional administrations, its impact on workers and organisations involved, and the attitudes of stakeholders towards a possible re-internalisation of low-skilled jobs. Based on a multidisciplinary BSI project for Talent.Brussels, our findings show that decisions about outsourcing and insourcing are complex and multidimensional, and that they should not be based solely on monetary cost considerations.

Deze masterproef heeft als doel aanbevelingen te formuleren voor de ondersteuning van e-inclusie initiatieven  die  met  maatschappelijk  kwetsbare  jongeren  in  het  Brussels  Hoofdstedelijk Gewest  in aanraking  komen.  Aan  de  hand  van  diepte-interviews  en  beleidsanalyse  werd  nagegaan  in  welke mate de  organisaties  barrières  ondervinden  in  het  uitvoeren  van  hun  opdracht. In  het  eerste  deel werden de middelen bestudeerd die nodig zijn om digitale insluiting te realiseren. Onderzoek toonde aan dat sociale uitsluiting en digitale uitsluiting  nauw met elkaar verbonden zijn.  Groepen die in de samenleving maatschappelijk kwetsbaar zijn, zijn ook vatbaar om digitaal uitgesloten te worden. Het realiseren  van  een  digitale  insluiting  kan  op  basis  van  acties  die  gegroepeerd  worden  aan  de  hand van  drie  met  elkaar  verbonden  thema’s:  toegang,  vaardigheden  en  het  creëren  socio-spatiale opportuniteiten.  Vervolgens  was  het  noodzakelijk  om  de  maatschappelijke  kwetsbaarheid  in  een grootstedelijke  context  te  onderzoeken  en  na  te gaan  welke  jongeren  als  dusdanig gecategoriseerd worden. Deze jongeren die een kleine en heterogene groep uitmaken, bevinden zich hoofdzakelijk in de zone aangeduid als de Brusselse armoedecroissant.  In het tweede deel van de thesis werden de onderzoeksresultaten  uitvoerig  geanalyseerd.  Vanuit  de  Brusselse  regering  wordt  slechts  een beperkt  aantal  middelen  rechtstreeks  ter  beschikking  gesteld.  Onrechtstreeks  worden  andere middelen  ingezet  voor  socio-spatiale  opportuniteiten.  Omdat  de  gewestregering  zich  focust  op  een bredere doelgroep, raakt de aandacht voor jongeren op de achtergrond. De VGC en de COCOF vullen ondanks het feit dat de digitale inclusie een minder prioritair agendapunt vormt, de nodige middelen aan.  De  barrières  die  organisaties  ondervinden  zijn  te  vinden  op  vlak  van  het bereiken  van  de jongeren en het kunnen inzetten van gespecialiseerde begeleiders. Daarom komt de nadruk te liggen op  een  betere  ondersteuning  en  verdeling  van  de  middelen  tussen  aankoop  van  materiaal  en aanwerving en opleiding van personeel en begeleiders.

Entre 1775 et 1860, l’action conjointe d’architectes, d’ingénieurs et de l’autorité publique donne naissance à un paysage urbain néoclassique, caractérisé par un remarquable traitement de l’espace public. Un système de voirie moderne voit le jour et se développe, jusqu’à devenir la trame de fond de l’aménagement de la région bruxelloise.

Dans la ville contemporaine, ce paysage doit répondre aux nouveaux défis en matière de mobilité, d’accessibilité et de durabilité, qui en menacent peu à peu la cohérence. Pourtant, loin de constituer un obstacle au développement d’une ville rendue à ses habitants, le riche patrimoine viaire néoclassique est source d’opportunités de développement et de mise en valeur des formes urbaines héritées.

Ce rapport est divisé en trois parties :

– La première est une étude générale du paysage urbain historique néoclassique à Bruxelles. Elle en identifie les principales caractéristiques, cartographie ses occurrences à l’échelle du pentagone, et retrace son histoire.
– La seconde partie présente et inventorie les deux principaux ensembles néoclassiques bruxellois, le quartier Royal et le quartier du Grand Hospice.
– La troisième partie examine la place de ce paysage dans la ville contemporaine, évoque les défis auxquels il est confronté et suggère des solutions à mettre en oeuvre pour y répondre.

On ne résoudra jamais la question de la tolérance du graffiti, parce que l'espace public appartient à tout le monde. Mais il est temps de considérer les graffeurs comme des artistes à part entière quand on passe commande d'un espace public, d'une oeuvre d'art. Il est temps aujourd'hui que notre intérêt pour le graffiti dépasse le socioculturel pour pénétrer dans le champ artistique. »

During his research on the printed tradition of the history of the Miracle of Blessed Sacrament written in the seventeenth century by canon Étienne Ydens († 1615), Renaud Adam not only studied the personality of the author, but also the way the story of the Eucharistic miracle in Brussels had been adopted for politico-religious purposes. The canon of Saint Gudule used the text on the profanation of the hosts dating from the last third of the fourteenth century, to attack Protestantism and the - according to him equally dangerous - witchcraft. The study of the seventeenth century editions showed that the tone of the work gradually became less controversial, proving that Protestantism and witchcraft were considered a less significant threat than at the time of the redaction of the story by Ydens.

Over the past 25 years, the Brussels neighbourhoods confronted with the greatest difficulties have benefited from substantial public funds intended to renovate and revitalise them: 550 interventions on the built environment, 1730 housing units created, 130 elements of local infrastructure built, 850 socio-economic actions carried out and a large number of roadways and squares redesigned. Created in 1993, the “Neighbourhood Contract” rapidly became an emblematic tool of the Brussels public action and imposed itself as a structural and structuring policy. Beyond the many projects and actions implemented, there is also an entire social world that took shape around this project and that is composed of political actors, administrative agents, experts, associations and citizens. This publication traces the deployment of the Neighbourhood Contracts in Brussels over the past 25 years by means of an immersion in the discourse, imagination, steering, execution and administration of a long-term public action, recorded at different moments in its lifetime. The 14 situations that have been selected compose the sociological chronicle of an urban policy, from its birth to its current state of development, which today raises important questions. The text that concludes the work is the occasion for the author to question the “time perspectives” of the advocates and detractors of the Neighbourhood Contract, and to stir a public debate about the continuation or transformation of urban policymaking in Brussels.

In de negentiende eeuw werden vier dierentuinen opgericht in België. De Antwerpse Zoo werd opgericht in 1843 en kreeg navolging in Gent, Brussel (beiden 1851) en Luik (1865). De Brusselse zoo werd opgevat als ‘salon public’ om een mooie wandeling te bieden, verrijkt met een verzameling dieren om de verveling tegen te gaan en de wetenschappelijke interesse op te wekken. Meer nog dan een op archieven gebaseerde feitelijke geschiedenis, wil dit artikel de zoo kaderen in de
tijdsgeest en de modes of thought in de negentiende eeuw. De zoo profileerde zich als wetenschappelijke instelling in de stad, met aandacht voor (theoretische) classificatie en (praktische) acclimatisatie. De culturele activiteiten vormden, misschien
meer nog dan de dieren, een populaire aantrekkingspool
voor de burgerij.

En 2015, un vaste projet de piétonnisation des boulevards centraux de Bruxelles a été lancé, changeant radicalement le visage d’un centre-ville qui avait été conçu pour la voiture. La recherche vise à évaluer l’impact de cette piétonnisation sur les modes de vie. Elle porte à la fois sur la façon dont les activités se déploient dans l’environnement construit et social de la zone piétonne, et sur la manière dont ces activités s’intègrent dans la vie des individus. Quels enseignements peut-on tirer d’un projet de réduction drastique de la place de la voiture au cœur d’une métropole ? Dans quelle mesure un tel projet peut-il favoriser la transition vers des modes de vie plus désirés et soutenables ?

At the end of the Second World War, the municipalities to the west and north of the city of Brussels, were only very partially impacted by the urbanisation associated with the growth of the capital. Nevertheless, these same municipalities were extensively covered by building alignment plans, which the municipalities themselves had prepared.
Everything was therefore in place for development of the Brussels urban area to occur organically via spacious residential neighbourhoods.
However, in the immediate aftermath of the war, conditions
radically changed. Firstly, the legal framework for controlling
the urbanisation process was completely reformed, with the focus no longer on alignments but instead on functional planning via zoning and determining exact size for constructions. This framework encouraged the municipalities to revise the form to be given to their future development and contributed to the widespread use of the green city model, with buildings freely located within park settings. Secondly, the involvement of private actors in urbanisation evolved from land development towards  property development, which fundamentally altered the type of construction and its relationship with planning. These two changes resulted in an entirely different face to the urbanisation of the western outer ring, that of the green ring, of which Anderlecht is a model example.

The aim of this chapter is to review the history of town planning in Brussels based on the main regional plans that oriented ‘city-building’ practices. Four plans have been adopted in Brussels since its first ‘Organic Law on Spatial and Town Planning’, which was adopted on 29 March 1962. They concern two planning levels, namely, strategic planning, which comprises mapping
influencing spatial planning (two Regional Development Plans (PRD or Plan Regional de Développement) approved in 1995 and 2002, respectively) and regulatory planning, which concerns land use. The latter consists of the Sector Plan approved in 1979 and the Regional Land Use Plan (PRAS or Plan Régional d’Affectation du Sol) approved in 2001. These programmes for
action are technical schemes built around the governments’ targets and the ways to achieve them. They crystallise the formats for representing spatial planning, forecasting spatial planning needs, and carrying out territorial governance and reveal the process whereby common representations of the
social, economic, and urban issues at stake are stabilised. Examining the ways that they are drawn up boils down to asking how government action regarding spatial planning is formatted officially.

This thesis is the sequel of a bachelorpaper which had two major purposes: to reveal who Eva Dell’Acqua (1856-1930) was and what her oeuvre consists of. The aim of this masterpaper is to examine in which way her lyrical plays fit into the theatrical life of Brussels during the belle époque. Therefore we first explore the meaning of terms like operetta, opéra-comique, opéra-buffa and pantomime and how they are part of the theatrical scene in Brussels. Afterwards we connect the lyrical part of her oeuvre with the tradition of the théâtre de société, a private form of theatre practice. A following linkage can be found within the official theatre practice in Brussels. Finally we give more information about the plays of Eva Dell’Acqua themselves like author, synopsis, reception and the evolution we notice in her lyrical oeuvre.

Jean-Baptiste dit « Toots » Thielemans (1922 – 2016) semble être considéré par beaucoup comme étant l’un des harmonicistes les plus talentueux du monde du jazz. Néanmoins, d’aucuns ignorent parfois que ce musicien bruxellois maîtrisait d’autres instruments que l’harmonica. Parmi ces derniers, nous pouvons notamment citer la guitare, instrument qu’il découvrit à l’âge de 19 ans et qu’il dût doucement abandonner dès ses 59 ans à la suite d’une attaque cérébrale.
Quelle place la guitare a-t-elle occupée dans la vie de Toots Thielemans ? Dans ce travail, nous considérerons quarante années de la vie d’un des « meilleurs musiciens sur terre »  à l’aune de cette question.

Explanation on the changing position of animals from 1850 onward in major European cities focused on the irritation perceived by its population and its local councilors. This paper uses the framework of the history of the senses & the emotional history to shine a new light on this topic. The paper is divided into three connected spaces: 'public space', 'commercial space' and 'exposition space'. Between 1840 and 1920 animals in Antwerp and Brussels were not only a source of irritation as stressed in other works, but also a source of entertainment and amusement.

It cannot be said that contemporary Brussels is living with its waterways. Within the city the river Senne has been vaulted, deteriorating into a drainage channel. Its tributary, the Maelbeek, once fed 58 ponds. They are presently reduced to six. The river Woluwe, flowing from Watermael-Boisfort to the Senne in Vilvorde, forms the third valley of the Brussels-Capital Region. The city is built straight across the valleys, so to speak ‘against the current’. The only really visible waterway is the industrial canal, or more exactly the canals: a Sea Canal connecting Antwerp and Brussels up to the Beco docks and a more shallow and narrow canal leading from the docks to Charleroi. In 1561, Mary of Hungary connected Brussels with the sea by way of the Willebroeck Canal. It ended at the present Place Sainte-Cathérine. In 1832, its course was adapted to join the Brussels-Charleroi Canal.

De communautaire spanningen binnen de Belgische Werkliedenpartij liepen voor de Eerste Wereldoorlog hoger op dan tot nu toe aangenomen werd. Niet alleen zorgde de taalkwestie voor onenigheid, maar Vlamingen en Franstaligen bleken zich te identificeren met andere vaderlanden: de Franstaligen met België, de Vlamingen met Vlaanderen. De Vlaamse socialisten hadden tot de Eerste Wereldoorlog zelfs anti-Belgische trekken omdat zij de Belgische Omwenteling verwierpen als een ongelukkige broodopstand, die door de katholieken misbruikt was om zich van Nederland af te scheuren. De achterliggende gedachte was zelfs dat België een kunstmatige creatie was. Hun Franstalige kameraden eigenden zich 1830 nadrukkelijk toe als een nationale revolutie, die door de burgerij aan de arbeiders ontstolen was. Zij profileerden zich als ‘volbloed’ Belgen, met dien verstande dat verschillende Waalse socialisten al vanaf 1909 de wallingantische toer opgingen.
Kortom, de partijeenheid binnen de BWP is sterk overschat. Er is terecht op gewezen dat socialistische politici in de eerste plaats binnen het Belgische politieke kader dachten. Maar daar de conclusie aan verbinden dat ze allen aan hetzelfde vaderland verknocht waren, is fout. Deze onderschatting van de communautaire verschillen binnen de partij is ten eerste te wijten aan het selectieve geheugenverlies van de meeste socialistische voormannen na de Eerste Wereldoorlog. De zware aanvaringen tussen Vlamingen en Walen pasten niet in het succesverhaal dat de partij na 1918 schreef. Ten tweede heeft de Vlaamse beweging in de loop van de 20ste eeuw een monopolie verworven op het keurmerk van het 'Goede Vlamingschap'. Door zichzelf op te werpen als de voorhoede van de hele natie, is de Vlaamse beweging erin geslaagd haar tegenstanders af te schilderen niet alleen als vijanden van de flaminganten, maar van heel Vlaanderen. De uitvallen van de Vlaamse socialisten naar de Vlaamse beweging zijn dan ook vaak geïnterpreteerd als zovele bewijzen voor hun 'anti-Vlaamse' houding. Uit dit boek blijkt echter dat hun anti-flamingantisme vóór 1914 niet tot een afwijzing van Vlaanderen leidde, noch tot een toenadering tot het Belgische vaderland. Daarvoor waren er te veel tegenstrijdige factoren in het spel, waarvan de belangrijkste factor vanaf de eeuwwisseling de zware communautaire crisis in de partij was. De Gentse socialisten voelden de verwijten van hun Waalse kameraden aan het duistere Vlaanderen immers aan als een onterechte kritiek op hun propaganda-arbeid. Een kritiek die des te harder aankwam omdat hun voorhoederol in 'Arm Vlaanderen' een van de centrale mythen van hun zelfbeeld was.

Depuis son introduction au début des années 1990 à Bruxelles, la vidéosurveillance dans l'espace public a pris de l'ampleur et ses objectifs se sont élargis. Le réseau de caméras de la capitale belge s'est étendu par vagues successives, gagnant du terrain sur le plan à la fois physique et idéologique. Le présent article vise à étudier le déploiement et la répartition géographiques des caméras dans les lieux publics à Bruxelles, ainsi que les politiques et les logiques sous-jacentes. Nous avons dressé une carte exhaustive montrant la répartition spatiale des caméras de voie publique installées dans toute la région. Une série d'entretiens semi-directifs avec des représen-tants des autorités publiques et de la police locale est venue compléter cette analyse spatiale. Il en est ressorti que le réseau bruxellois de caméras de surveillance s'inscrit dans un contexte de concur-rence mondiale entre les villes et de gouvernance néolibérale à l'égard de l'insécurité, ce qui nous a par ailleurs amenés à nous interroger sur le recours effectif à la vidéosurveillance à la lumière de son économie politique locale.

A great number of researchers have already written on Stoclet House. This
essay is about its garden and provides a way of analyzing the whole ensemble from a
‘garden viewpoint’. As will be shown, the following characteristic features of
Hoffmann’s architecture are all well known in garden design: the inscription of
the site within an urban context, the strong link between a building and its garden
— between the interior and the exterior — the importance of the visitor’s own
movement to the experience of spaces or optical sensations, or Hoffmann’s
different ways of taking into account the changing light within a day, a season or
a weather change. Therefore the author decided to take the reader on a kind of
‘promenade’ through the ensemble and through a lost world of utopian ideals that
had been developed around 1900. Sometimes exhaustive in its descriptive details,
this essay is meant as a kind of archeology of a ‘hidden garden’ whose opening to
the public might take another decade or more.

What makes up a capital city? In this first comprehensive look at the architectural and urban visions for a European capital, Hein examines how these visions compare to the reality of the three headquarter cities for the European Union: Strasbourg, Luxembourg, and Brussels. Tracing the history of the EU and its creation of the new political entity of the polycentric capital, Hein explores the impact that European unification has on visionary projects and the transformation of EU member cities. Widely researched, the book also brings in architectural projects that have remained largely unknown until now. Using architectural and urban history as a lens, Hein examines the past five decades of European unification. Also analyzed for the first time are the debates, plans, projects, and constructions-both realized and failed-that accompanied this process. Looking to the future, Hein asserts that the task of these three capital cities is to balance the needs of a collective Europe with national, local, and-increasingly-regional demands.

The results of the 2010 federal elections in Belgium show a growing divide between the French-speaking south (Wallonia) and the Dutch-speaking north (Flanders) of the country. In the north, the Flemish nationalist party New Flemish Alliance (N-VA) achieved a landslide victory with its campaign for complete political autonomy for Flanders. Never in the history of Belgium has Flemish nationalism been politically stronger than today. A secession of Flanders from Belgium is no longer considered an unimaginable scenario. The N-VA has its roots in the “Flemish Movement,” a collective term for a plurality of people and organizations that have pushed for greater Flemish autonomy since Belgium achieved independence in 1830. This article presents an analysis of this movement, its ideology, goals, achievements and relevance to the current political crisis.

[written with Itzana Dobbelaere] Until now, there wasn't any research on the Montmartre cabarets in Brussels during the Second World War, when they have had an important success at that time. Firstly, the clearing of this new field of research implies to describe the main characteristics of these cabarets : history of each cabaret, toponymy, relations with other entertainment venues in Brussels (especially the cabarets focused on variety acts and shows called cabaret-dancings), important personalities, répertoire and typical programs of a show, advertising, censorship, etc. Then we try to explain the reasons of this success. We make the hypothesis that it was less due to the war time conditions than to the creative strategies through which directors and artists managed to 'rewrite' the répertoire and aesthetics of the fin-de-siècle Montmartre in their Brussels shows of the 1940's. Among theses strategies, one of the most efficient had been the deliberate blurring between two styles : the fin-de-siècle Montmartre and the Parisian music-hall of the Belle Époque, the latter being far closer to the répertoire of the cabaret-dancings. This paper uses A. Wimmer's multilevel process theory to assess the dynamics of Flemish and Walloon ethnic groups through the ages and explain how political events have changed the Roman multilingual frontier into a political salient linguistic border. Moreover the article highlights how identity is being used today and how other factors, like a Brussels regional identity complicate contemporary relations and keep the conflict alive.
